153. *Dr. Nikhat Shakeel Khan:(Deferred during 36th Session)

Will the Minister In-charge of the Cabinet Division be pleased to statewhether there is any Standard Operating Procedure to monitor securityand operation of cyber communications; if so, the salient features; ifnot, the reasons thereof?

Minister In-charge of the Cabinet Division: According to the charterof duties, NTISB is mandated to ensure Communication Security within governmentdepartments / organizations and report any such breaches of security to concernedauthorities. Communication and IT security within government organizations isensured in coordination with MolT, PTA, FIA (NR3C), IB and DG(T) ISI throughIT Audit, certification for induction of cipher equipment and audit of security strengthof IT equipment installed in Public Sector Organizations. (b) whether it is a fact that extra number of students were shown inthose schools under the said project and embezzlement found inthe said project/programme; if so, the details thereof; and

(c) the action taken against the responsibles thereof?

147. *Dr. Mahreen Razaque Bhutto:(Deferred during 39th Session)

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state:

(a) whether it is a fact that the underground water level is beingdecreased in Islamabad;

(b) if so, the year-wise underground water level decreased inIslamabad during the last five years till date alongwith reasonsthereof?

60. *Ms. Naseema Hafeez Panezai:

Will the Minister In-charge of the Establishment Division be pleasedto state:

(a) whether it is a fact that through a notification, Civil Servantsbelong to Balochistan have been restricted to work in theProvince for at least seven years before qualifying for postingsin other provinces;

(b) whether it is also a fact that the said policy does not apply forthe Civil Servants belong to other provinces;

(c) if the answers to part (a) and (b) above are in the affirmative,the justification to make such policy for a particular province;

(d) whether it tantamounts to deprive off Civil Servants ofBalochistan;

(e) if so, the steps being taken by the Government to set same policyfor Civil Servants of the rest of federating units to remove saidpolicy which is presently meant for Balochistan?

Minister In-charge of the Establishment Division: (a) The competentauthority has been pleased to approve the following criteria for all current andfuture postings of Balochistan domiciled PAS/PSP officers vide this Division’sO.M. dated 08-12-2015:-

(i) Balochistan domiciled officers, on promotion to BS-21, shallbe entitled to serve outside the province provided that theyhave served in Balochistan for at least ten (10) years.

(ii) In case of promotion to BS-20, the qualifying period to serveoutside Balochistan is seven (07) years service in homeprovince”.

(b) Yes.

(c) The rationale behind this policy was shortage of officers, belongingto PAS/PSP, in the province and the prevalent law and order situation which

necessitated that officers belonging to these services should be posted there. Also,officers belonging to both services and having Balochistan domicile would augmentthe basic requirement of competence, coupled with local knowledge, in order toimprove public service delivery. It is also a fact, and a matter of welfare, that officerswith such seniority (more than 20 years of service) prefer to stay close to theirfamily/house station. Whereas, in Balochistan the non-availability of PAS/PSP officershad created vacuum which was filled by the Provincial Government as stop gaparrangement by posting of junior PAS/PSP officers on senior positions/posts. Theabove scenario necessitated that the Federal Government should introduce aBalochistan Specific Rotation Policy which must compel the officers of requisiteexperience and skills to get posted to Balochistan. The basic premise of the policywas to bring peace and order in Balochistan Province. The policy formulators wereof the view that this objective can be better achieved by utilizing services of Baluchistandomiciled officers, being sonst of soil of that Province, for posting in Balochistan.Hence, alongside other officers, the officers having Balochistan domiciled were alsorequired to serve in Balochistan. To further this end, the Federal Government recentlyappointed officers from Armed Forces belonging to Balochistan in PAS/PSP inBS-17 and BS-18. The basic requirement of these appointments was that the officersto be appointed should be from local Baloch tribes. After appointment, they weregiven necessary specialized, trainings and posted in Balochistan for an initial’ periodof 12 years or till their regular promotion to BS-19 (in case of BS-17); whichever isearlier and for an initial period of seven (07) years or till their promotion to BS-19(in case of BS-18); whichever is earlier, respectively. A similar question has alsobeen referred to Senate Standing Committee.

(d) No. Rather this Policy allows posting of Balochistan domiciled intheir home province for specific time period in public interest as explained above.

(e) It is added that the Rotation Policy is not confined to Balochistan.Same analogy has been adopted for posting officers to Gilgit-Baltistan. Moreover,the officers of other Provinces are also posted to Balochistan and Gilgit-Baltistanin terms of Rotation Policy, dated 28-08-2012 on their own turn.

61. *Ms. Mussarrat Ahmadzeb:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state:

(a) whether it is a fact that the posts for appointments in the FederalGovernment Polyclinic, Islamabad have been advertised duringthe year 2016-17; if so, the details thereof; and

(b) whether it is also a fact that appointments made/being madeagainst the said posts from persons having domicile of thePunjab only?

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) It is a fact that the posts for appointments in the Federal GovernmentPolyclinic, Islamabad have been advertised during the year 2016-17 by the FPSC.The detail is as Annexure-A.

(b) The appointment advertisement have been requested as per availablequota as per Annexure-A.

62. *Ms. Tahira Aurangzeb:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state:

(a) whether it is a fact that the Prime Minister of Pakistan has givenapproval for constructing Medical Tower in PIMS, Islamabadin July, 2016;

(b) if so, whether PC-I has been approved therefor?

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) & (b) It is submitted that no approval for construction of MedicalTower at PIMS in July, 2016 has been granted by the Honorable Prime Ministerso far.

63. *Ms. Shazia Mubashar:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the procedure adopted to give financial assistance to poor peopleunder the Pakistan Bait-ul-Mall (PBM); and

(b) whether any policy has framed to give easy access to commonpeople to the PBM?

Minister In-charge of the Cabinet Division: (a) Pakistan Bait-ul-Mal(PBM) provides Individual Financial Assistance (IFA) to poor and deserving peoplesubject to meeting eligibility criteria in following categories as per approvedprocedure.

(i) IFA - Medical:

Applicants submit application on plain paper supported by copy of CNIC,diagnostic reports and treatment expenditure estimate from Government Hospitalalong with affidavit. A crossed cheque is issued in the name of the Hospital afterprocessing of the case and approval of the Competent Authority.

(ii) IFA – Education

Applications on plain paper supported by valid copy of CNIC, Bona-fidecertificate (Degree / Certificate of last qualification) and affidavit, attested copies

of educational documents and fee structure from the College/University. A crossedcheque is issued in the name of the Institute after processing of the case andapproval of the Competent Authority .

(iii) FA - Special Family Project (SFP)

Applications are received on prescribed Proforma supported by copy ofCNIC, photograph (showing disability) and disability certificate. A crossed chequeis issued in the name of the applicant after processing of the case and approval ofthe competent authority.

(iv) IFA - General

Application on plain paper supported by copy of valid CNIC is submittedto the PBM. A crossed cheque is issued in the name of the applicant after verification,processing and approval of the competent authority.

(b) PBM is open to all and sundry who can apply at headquarters,provincial offices and district offices. In order to ensure transparency & accessibilityto everyone the following measures have been taken recently:

(i) Establishment of One Window Desk.

(ii) Applicants Facilitation Centre has been established.

(iii) Computerized Token System to attend the applicant has also beenstarted.

64. *Ms. Saman Sultana Jaffri:

Will the Minister for Information Technology and Telecommunicationsbe pleased to state:

(a) whether the Pakistan Telecommunication Authority (PTA) beinga regulator has taken notice of failure of the PakistanTelecommunication Company Limited (PTCL) to payoutstanding increased pension to the former employees of thePTCL as per directions of the Supreme Court of Pakistan;

(b) whether this is tantamount to the failure on the part of PTA toact in aid of the said Court in terms of Article 190 of theConstitution with regard to ensure true implementation of thedecision of the said Court;

(c) if the answers to part (a) and (b) above are in the affirmative,the steps being taken to compel the PTCL to pay the outstandingpension to said employees at the earliest as per direction of thesaid Court?

Minister for Information Technology and Telecommunications: (a)PTA being a telecom regulator under the Pakistan Telecommunications(Re-organization) Act. 1996 has neither any mandate nor jurisdiction to take action/interfere in employee related matters of PTCL licensees.

(b) No, it does not. Moreover, the court has not sought any assistancefrom PTA in such matters.

(c) Not applicable.

65. *Mr. Siraj Muhammad Khan:

Will the Minister In-charge of the Cabinet Division be pleased to statewhether the Government has any plan to provide development fundsthrough Sustainable Development Goals to districts andconstituencies of the National Assembly during the current financialyear; if so, when it will be implemented?

Minister In-charge of the Cabinet Division: International Communityadopted the achievement of SDGs instead of MDGs from 2016. Accordingly,Prime Minister’s Global SDGs Achievement Programme was launched with theapproval of Cabinet in its meeting held on 30th September, 2016. Prime Minister’sSDGs Achievement Programme is a community based programme for whole ofthe country. At least 15 residents of an area or civil society organization can makea request for intervention in the following areas for implementation of SDGsProgram:—

(i) POWER SECTOR

(a) Electrification Schemes.

(b) Rehabilitation of Electricity Distribution Infrastructure.

(ii) GAS & NATURAL RESOURCES

(a) Missing gas infrastructure, subject to availability of gas, dulycertified by the Ministry of Petroleum & Natural Resources.

(iii) SOCIAL SECTOR

(a) Construction of new schools, up gradation or uplifting of existingschools, including provision of missing facilities.

(b) Construction of new BHUs and RHCs, up gradation anduplifting of existing facilities, including provision of missingfacilities.

(iv) MUNICIPAL SECTOR

(a) Water Supply Schemes & Filtration Plants.

(b) Urban Sewerage, Sanitation and Rural Drainage Schemes.

(c) Communal facilities including but not limited to graveyards andpublic parks.

(v) INFRASTRUCTURE SECTOR

(a) Construction and of rehabilitation of farm to market roads.

(b) Construction, repair or rehabilitation of roads (district orprovincial).

66. *Ms. Musarat Rafique Mahesar:

Will the Minister for Railways be pleased to state:

(a) the total number of manned and unmanned railway crossings inthe country at present alongwith types thereof separately; and

(b) the total number of railway crossings which are highly dangerousand becoming cause of accidents?

Minister for Railways (Khawaja Saad Rafique): (a) The total numberof manned level crossings over Pakistan Railway system at present is 1514 andun-manned level crossings are 1875.

(b) The total number of vulnerable level crossings is 550 as per jointsurvey conducted in collaboration with the concerned District authorities during2013. Pakistan Railways has proactively taken up this issue with the ProvincialGovernments and 75 unmanned level crossings out of 550 have been convertedinto manned level crossings during 2015-16 in the province of Punjab compareto only seven (07) unmanned level crossings upgraded during last five years(2008-2013). Efforts are underway for up-gradation of remaining vulnerablelevel crossings. In this regard, the help of respective provincial governments isbeing solicited. Government of Punjab has agreed to provide funding for up-gradation of another 150 vulnerable unmanned level crossings during financialyear 2016-17 & 2017-18. Government of Sindh has also provided funds to thetune of Rs. 54.5 Million out of total Rs. 105 Million committed for the currentfinancial year. In order to update the status of vulnerable level crossings a freshsurvey is scheduled during March — May 2017.

Pakistan Railways is also exploring the possibility of converting vulnerableunmanned level crossings into underpasses on BOT basis.

67. *Mr. Sher Akbar Khan:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state:

(a) whether it is a fact that Service Road near WeeklyBazaar, Peshawar Mor, Islamabad is in a dilapidated condition atpresent; if so, the reasons thereof;

(b) the reasons for not reconstructing/repairing of the said Road;and

(c) the time by which the said Road will be repaired/reconstructed?

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) Yes it is a fact that a small portion needs to be repaired as the MetroAuthorities left the work undone.

(b) It was part of the Metro Project and left undone. However the workshall be taken in hand after necessary approvals and allocation of funds.

(c) The work will be carried out after allocation of funds.

68. *Ms. Suraiya Jatoi:

Will the Minister In-charge of the Cabinet Division be pleased to statethe National Assembly Constituency-wise total amount of fundsprovided to each Member of the National Assembly during the tenureof the present Government?

Minister In-charge of the Cabinet Division: No funds have been relasedconstituency-wise to members of the National Assembly during the tenure of thepresent government.

Funds under Pak MDGs Community Development Programme and PrimeMinister’s Global SDOs Achievement Programme have been released for executionof development schemes identified by 15 residents of an area or Civil SocietyOrganization. Guidelines of the programmes are attached (Annex-I & II).

69. *Mr. Waseem Akhtar Shaikh:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state:

(a) the total number of private housing societies working inthe Islamabad Capital Territory at present alongwith the detailsthereof;

(b) the prescribed criteria for acquiring layout plan and NOC fromthe Capital Development Authority (CDA) for said societies;and

(c) the steps taken against those illegal housing societies which areoperating without acquisition of Layout Plan and NOC thereof?

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) The detail of housing societies working in Islamabad capital territoryis mentioned at annex-1

(b) CDA introduced Islamabad Capital Territory Zoning Regulation 1992(approved by the office of Prime Minister of Pakistan), in exercise of the powersconferred by Section 51 read with section 11 of the CDA Ordinance 1960.Tofacilitate the developers for development of private housing schemes “Modalitiesand Procedures” trained under ICT (Zoning) Regulations, 1992 for Planning andDevelopment of Private Housing Schemes in Zone-2 and 5 of Islamabad CapitalTerritory Zoning Plan ( duly Gazette Notified)” were promulgated.

For clearance of Layout Plan following documents are required to besubmitted by the sponsors to CDA:

1. Registration Documents of the sponsors with Registrar Cooperativeand Security Exchange Commission of Pakistan including certifiedtrue copies of Aims and objectives of the Society or Memorandumand Articles of Association, as the case may be.

2. Statement for verifiable Financial Resources through last AuditedBalance Sheet of the Registered Company or certified Accounts ofCooperative Society.

3. Land Ownership Documents (Wards, Aks Shajra, NEC) attestedand certified by Tehsildar Islamabad Capital Territory (ICT),Islamabad. The Tehsildar Islamabad issues certificate that the landproposed for the project is owned and possessed by the sponsoringagency. The specimen of the certificates is given as under:

“Certified on this Alts Shajra that the land enclosed in ....... boundary,indicated with Khasra Nos. measuring...........Kanalsand..............Marlas, is situated in Monza ............ Tehsil &District, Islamabad. This land is owned and possessed byM/s..........................only, and is contiguous/compact piece of land”.

4. Three copies of site plan showing location of the scheme at a scaleof 1:10000 with reference to its surrounding areas (within a radius of1/2 KM all around) and the land use plan of the Zone in which itfalls.

5. Three copies of survey plan of the site drawn to a scale of not morethan 1:1000 showing khasra Numbers the spot level and physicalfeatures such as High Tension Lines, Water Channels, etc. Thecontours with 0.5 meters or 2 feet interval shall be indicated on theplan.

6. Three copies of layout plan drawn to a scale of not more than1 :1000 showing the sub-division of land into plots and allocation ofland for various uses in accordance with the planning standards laiddown by the Government of Pakistan in the “National ReferenceManual on Planning and infrastructure standards”.

7. Certificate from the Tehsildar 1CT, certifying sponsors ownership ofthe land proposed from the scheme shall also be provided on one ofthe copies of survey plan.

8. Layout plan should be prepared and signed by a qualified TownPlanner or a firm of consultants as may be approved by the CDAfrom time to time.

9. Underground Water Availability Report within scheme area. Reportis to be prepared either by Quaid-e-Azam University or Nespak. Atleast two copies shall be provided.

10. A project report covering aspects regarding ownership of land,topography, planning concept, water supply, sewerage system andplots distributions, etc.

11. Scrutiny Fee.

After approval of the LOP, the sponsors of the scheme have to completefollowing documentation/formalities for obtaining NOC for the scheme:

1. Undertaking regarding acceptance of terms and conditions of LayoutPlan approval, within seven days.

2. Publication of approved Layout Plan in the National dailies at theexpense of the sponsors exhibiting the approved Layout Plan of thescheme along with land use and schedule of plots.

3. Mortgage 20% of saleable area of land as guarantee for in time andquality development, within 90 days.

4. A Public Notice in the National Dailies on the expense of sponsorsregarding mortgage of plots (under saleable area) with the Authoritywithin five days after mortgage deed has been executed.

5. Transfer of land provided for roads, parks/open spaces, graveyard,etc. in the name of Authority, within 90 days.

6. Submission of certified copies of sanctioned mutations of landtransferred & mortgaged with CDA and original Fard in favor ofCDA.

7. Approval or 3rd party vetted Engineering Design of the services ofscheme, within 180 days.

8. Environmental Clearance by Pak EPA, within 90 clays.

On competition of the above formalities, No Objection Certificate (NOC)is issued to the sponsors of the scheme with the approval of CDA Board.

(c) ACTIONS TAKEN BY CDA

1. CDA has got published Public Notice regarding illegal HousingSchemes in the National Dailies and the same has been uploaded onthe CDA Website .

2. Chief Executive, Islamabad Electric Supply Company (IESCO),General Manager, Sui Northern Gas Pipelines Limited (SNGPL)and Regional General Manager, Pakistan TelecommunicationCorporation Ltd. (PTCL) Islamabad, have been requested thatservices/connections/facilities in the illegal housing schemes, shouldnot be provided unless an NOC has been obtained from CDA.

3. Dy. Commissioner, ICT, Islamabad, has been-requested to issuenecessary directions to Tehsildar, ICT, Islamabad, that registrationof mutations of land by the sponsors of the Illegal Housing Schemes,may not be entertained, until NOC is obtained from CDA.

4. Dy. Commissioner/ Registrar Co-operative Societies, ICT,Islamabad, has been requested to initiate action against concernedCo-operative Housing Societies, for development of the schemesand construction of buildings therein, without NOC from CDA, underthe Co-operative Societies Act, 1927 and Rules & Bye-laws framedthere under.

5. Joint Registrar of Companies, Securities & Exchange Commissionof Pakistan, Islamabad, has been requested to initiate action againstconcerned Private Limited Companies for development of theschemes and construction of buildings therein, without NOC fromCDA, under the SECP Rules & Regulations.

6. Director Enforcement, CDA, has been requested to direct hisstaff to be vigilant, observe strict watch and ward of the illegal schemesand make sure that no development/ construction is undertaken untilNOC is obtained from CDA.

7. Director Building Control, CDA, has been requested to directhis staff to be vigilant, observe strict watch and ward of the illegalschemes and make sure that no construction is undertaken until NOCis obtained from CDA.

8. Director (L&R), CDA, has been requested to direct his staff to bevigilant, observe strict watch and ward of the illegal schemes andmake sure that no CDA Land is being encroached by the sponsorsof the private housing schemes.

The managements of the illegal housing schemes have also been warnedto stop making any publicity/ marketing/ booking/ sale of plots and making anytype of development/construction in the-illegal housing schemes. They have beendirected to get approval of Layout Plans of the schemes and NOCs from CDA,as per ICT (Zoning) Regulation 1992 and Modalities and Procedures farmedthereunder for development of Private Housing Scheme. In case of failure legalaction would be initiated against all such illegal housing schemes under the provisionsof CDA Ordinance, 1960 and Regulations made thereunder. CDA has also initiatedactions against violations in approved/NOC Housing Schemes and got registeredFIRs against sponsors of Housing Schemes. Additionally some cases had alsobeen referred to NAB. In case of illegal Housing Schemes CDA has requestedM/s SNGPL and IESCO not to provide infrastructure services in these schemes

without NOC from CDA. CDA is also working with NAB Rawalpindi to streamline the issue in Islamabad w.r.t illegal land sub-divisions and Housing Schemes.

Subsequent to issuance of Public Notice in national dailies, CDAapproached NAB Rawalpindi and requested to call the sponsors of these illegalhousing schemes so that they may submit layout plans of these schemes in CDAfor approval/NOC. The NAB authorities prepared a report regarding these illegalHousing Schemes in Islamabad. Team from NAB Rawalpindi accompanied CDATeam and visited the site of these housing schemes. Combined meetings withsponsors/owners of these housing schemes and CDA officials were made andNAB Rawalpindi prepared a report/ presentation to Senate Standing Committeeon Law and Justice in April 2016. The standing Committee made twelverecommendations and placed the same in the form of report before the House ofSenate (Annex-1). The report was adopted by the Senate of Pakistan and therecommendations therein have been placed before CDA Board for considerationand decision. The case was discussed in CDA Board meeting held on 10-10-2016and the Board considering the recommendations of the Senate Standing Committeedirected to examine the case on professional grounds point wise and re-submit theinput/recommendations for appropriate decision, the case of which is under process.

70. *Sheikh Salahuddin:

Will the Minister In-charge of the Establishment Division be pleasedto state whether it is a fact that a number of recruitment agenciesincluding the National Testing Service, Pakistan Testing Service andother Testing Services are working without any legal cover; if so, thesteps taken by the Government in this regard?

(c) ZSP is the pioneer Zoological (animal life) Survey organization of thecountry. The basic objectives of the department are:

To obtain information on distribution, population dynamics and statusof animal life in the country.

To advise the government on all zoological matters, includingconservation, management and trade in wildlife.

To impart training and create public awareness about wildlifeconservation.

(a) the criteria adopted by the present Government for theappointment of the Chairman Pakistan Television alongwiththe terms and conditions including the salary package thereof;and

Minister for Information, Broadcasting and National Heritage: (a)Mr. Atta-ul- Haq Qasmi has been an eminent literary personality of national andinternational fame. His professional background dates back to 1968-69 in thedisciplines of poetry, drama. literature and media. Initially, he has been appointedas Director of the Company. He has been appointed in terms of Section-183(b) of the Companies Ordinance-1984, read with, PTVC’s Memorandumand Articles of Association (Article-95) as one of the Directors of the PTVC’sBoard against the position of “one eminent person from the media to be appointedby the Federal Government” in terms of MOIBNH earlier notification (22ndOctober, 2007: (Annex-1). Mr. Qasmi has been appointed for three yearstenure which is protected under Public Sector Companies CorporateGovernance Rules-2013 (rule-5:1) that states as under:—

“A Director, once appointed or elected, shall hold office for a period ofthree years, unless he resigns or is removed in accordance with theprovisions of Companies Ordinance-1984”.

It is stated that Article-95 of PTV’s Memorandum & Articles ofAssociation (Annex-2) states that the “BOD shall elect a Chairman of theCompany from amongst the Directors representing Government of Pakistan topreside over their meeting, and determine the period for which he is to hold office.

Mr. Atta-ul-Haq Qasmi’s terms and conditions of appointment have beenworked out that entitle him to receive a consolidated salary package ofRs. 15,00.000/- (net of taxes) per month.

(b) The appointment against the said position as mentioned in previousparagraph that he is an eminent professional of international repute. He has beenappointed on a market-based remuneration to implement the vision of the presentGovernment for the revival of Cultural - Broadcast productions to promote positiveimage of Pakistan. The appointment did not require open advertisement in termsof Civil Establishment Code-2007 (Volume-I : Chapter-2: Sl. No. 141:sub para-iii: a & b: Page-216-217) – as the appointment has been made underSection-183 (b) of the Companies Ordinance-1984, read with. Minister In-charge of the Capital Administration and DevelopmentDivision: (a) No such proposal is under consideration in this regard. However,preference is given to the Ph.D and M.Phill degree holder in recruitment, eithermade by FPSC or through open advertisement.

(b) It is not a fact. All the appointments are made according to the existingrecruitment rules after meeting the requisite qualification and other parameters likeage, experience etc.

(c) It is not a fact. Every effort is being made by the Federal Directorateof Education, Islamabad to impart quality education to the children of residents ofICT. The present government has recently initiated Prime Minister EducationReforms programme mainly focused on the uplifting of the standard of theEducational Institutions in Islamabad.

Minister for Railways (Khawaja Saad Rafique): There is a plan toestablish new Railway Line via Havelian-Khunjrab, under China-PakistanEconomic Corridor (CPEC) as a long term goal (2025-2030) After laying of thistrack the train service will be started as presently rail line is not existing betweenChina and Pakistan.

80. *Dr. Mahreen Razaque Bhutto:

Will the Minister In-charge of the Aviation Division be pleased tostate:

(a) whether it is a fact that Airbus A-310 has been sold to a Germanfirm for peanuts;

(b) if so, the details alongwith the reasons thereof; and

(c) the details of transparency ensured in the said deal?

Minister In-charge of the Aviation Division: (a) PIACL has informedthat the said aircraft has not been sold as yet. However, presently PIACL, hasfour non-airworthy A-310 aircraft already grounded in its inventory andavailable for auction through tendering. One of the aircrafts bearing registrationNo. AP-BEQ is presently parked at Leipzig (Germany). This aircraft wasrented to a London based film company, thereafter, aircraft was flown to Maltaon 25th November 2016 for shooting a film upon request from aforesaid filmcompany. After the shoot, the aircraft was flown to Leipzig (Germany) andhas been parked at Leipzig Museum in its original livery without any change.All the four grounded aircrafts (structure, APUs and engines separately) willbe auctioned in accordance with PPRA Rules 2004 after approval from PIACLBoard of Directors.

(b) Not applicable as the sale of aircraft has not been materialized yet.

(c) PIACL has assured that the sale of aircraft will be carried out asper PPRA Rules 2004 and transparency will be ensured in tendering process.

81. *Mr. Iqbal Muhammad Ali Khan:

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) Yes, it is fact that there is short fall of Physical Training Instructorpossessing Sindh (Rural) domicile in the Federal Directorate of Education due tonon-availability of the eligible candidates. FDE advertised the posts time and againbut the same could not be filled due to non-availability of eligible / suitablecandidates.

(b) FDE has referred the posts of PTI BPS-16 observing the quotaallocation formalities to FPSC which is under process.

82. *Mr. Muhammad Muzammil Qureshi:

(a) whether it is a fact that Pakistan Railways (PR) has invested itsfunds in various saving schemes; if so, the details thereof;

(d) whether it is further a fact that the financial position of Pakistanpermits such investment in view of its fiscal constrains?

Minister for Railways (Khawaja Saad Rafique): (a) PakistanRailways, being Government Department, keeps its funds with State Bank ofPakistan. There are no surplus revenues for investment. However, amounts ofemployees contributory funds like General Provident Fund (GPF) and BenevolentFund are available. Pakistan Railways has opened a new Account of GPF with

State Bank of Pakistan where GPF contributions are being deposited. Acommittee has been constituted to decide about investment of available amountof Rs. 2.465 billion as per instructions/policy of Finance Division. In addition,an amount of Rs. 150.000 million, which is contributed by employees towardsBenevolent Fund (Railways), has been invested in the saving scheme of NationalSavings institution. An amount of Rs. 43.050 million has been earned as profitsince Oct.-2014. The return/profit is disbursed to the employees or widows asgrant as per their entitlement.

(b) It is not a fact that these funds are surplus. GPF is a compulsorycontribution from the salaries of regular employees under Provident FundAct 1925. These contributions are returned to employees alongwith profit duringthe service as advance and fully paid after retirement.

(c) In case of investment in government securities, bonds, schemesand Market Treasury Bills, Pakistan Railways will generate additional amountwhich will be utilized to make GP Fund final payments, advances and interest.As return on the amount of Benevolent Fund is being used for the benefit of theemployees.

(d) It is a fact that with the improved financial position of PakistanRailways it is now in a position to invest the amount accumulated in GP Fundaccording to the instructions and guidelines of Finance Division in governmentsecurities, bonds, saving schemes, Market treasury Bills etc.

FGPC

FGPC, Islamabad was established as referral medical Center in 1966 forFederal Government employees. It was ungraded to Federal Government ServicesHospital in 1986.

(b) PIMS

Yes, it is a fact that PIMS hospital is insufficient with respect to needs ofhundreds of patients from Islamabad, KPK, Azad Kashmir, Gilgit-Baltistan andFATA brief and work load is at Annex-A.

FGPC

The Federal Government Polyclinic Islamabad (Postgraduate MedicalInstitute) is a 545 bedded Hospital, having 22 Indoor and 26 OPD specialtiesincluding specialized diagnostic specialties of Ultrasound, X-Ray, laboratory,Blood Bank, Gamma Camera in the main hospital and 33 dispensaries/ centersin different sectors of Islamabad and Rawalpindi. Approximately 2.5 millionpatients are provided treatment each year. This hospital is providing freemedical facility indoor / outdoor to Federal Government Employees and theirdependents, parliamentarians, other dignitaries, resident of Capital Territoryand its surrounding areas including AJK and FATA/ Gilgit-Baltistan. The currentfacility is insufficient to care for patients form AJK and FATA/ Gilgit-Baltistan.The load on the services has increased many fold during the past several yearsdue to increase in population.

Minister In-charge of the Capital Administration and DevelopmentDivision: The Federal General Hospital, Chak Shahzad was established on27-02-2012. There is no long waiting list in the hospital for surgeries. There arethree departments doing elective surgeries i.e. General Surgery, ENT and Obs &Gynae departments. During OPD days, patients are booked for elective surgeries.In most of the surgeries, date for surgery from OPD is given for the next operationdays. The Federal General Hospital is maintaining a very high standard as far asdoing elective surgeries is concerned as the maximum waiting time for surgeriesis 7 days.

85. *Mr. Nasir Iqbal Bosal:

Will the Minister for Climate Change be pleased to state:

(a) whether it is a fact that Climate Change is making bad impactsin the country at present;

(b) if so, whether the Government has conducted any study todetermine the magnitude of negative impacts; if so, the detailsthereof; and

(c) the steps being taken by the Government to minimize the negativeimpacts of climate change in the country?

Minister for Climate Change (Mr. Zahid Hamid): (a) Pakistan isparticularly vulnerable to climate change because it generally has warm climate.Not only does the country lie in a geographical region where the temperatureincreases are expected to be higher than the global average, but the fact is that itsland area is mostly arid and semi-arid (about 60 per of the area receives less than250 mm of rainfall per year and 24 per cent receives between 250-500 mm). Thecountry’s rivers are predominantly fed by the Hindu Kush Karakoram Himalayanglaciers which are reported to be receding rapidly due to global warming. Theeconomy is largely agrarian and hence highly climate sensitive. Because the countryfaces increasingly larger risks of variability in monsoon rains, hence there are largefloods and extended droughts.

Under the influence of all these factors water, food and energy security ofthe country are under serious threat. Compounding these problems are the expectedincreased risks to the coastal areas and the Indus deltaic region due to sea levelrise, coastal erosion, saline sea water intrusion and increasing cyclonic activity inthe Arabian Sea. The Indus Delta is already located in the intense heat zone andany rise in temperature would impact human health due to heat strokes, food,water and vector borne diseases; human settlements would be endangered due tofrequent floods, droughts and cyclones. In this region, temperature is likely toincrease by 4°C till 2100 and rainfall is going to be highly variable on temporal andspatial scale.

2. The deltaic region would not only be affected by the local weatherconditions but also weather activities upstream Indus and over the neighboring seain the south due to climate change. Although there are many challenges to thelivelihood of the Indus Delta dwellers due to climate change but there areopportunities also. There is a large potential of wind power generation which canattract lot of investment for building climate resilient infrastructure, generatingemployment for the local population and hence ensuring sustainable livelihood. Anorganized land reclamation and water treatment will ensure food security too.

3. Intergovernmental Panel on Climate Change (IPCC) reported inits 5th Assessment Report (IPCC-AR5 that there will be considerable climaticchanges in different world regions and the most prominent impacts of climatechange in a region are increase of average temperature and increase in frequencyand intensity of extreme climate events such as floods, droughts, heatwaves andcyclone etc.

(b) Studies undertaken to determine the magnitude of negative impactsof climate change Climate Change Vulnerability Assessment ofIslamabad- 2015

Ministry of Climate Change in association with UN Habitat, CapitalDevelopment Authority and ICT Administration assistance undertook a study“Climate Change Vulnerability Assessment of Islamabad”. The study reveals thatthe city of Islamabad and its surrounding Capital territory is exposed to a host offactors accelerating climate change impacts such as erratic behavior and markedchanges in the intensity, frequency and variability of temperature, precipitation,floods, draughts, cyclones etc. The extreme weather events recorded so far inIslamabad include highest maximum temperature of 46.6° C on 24th June 2005and lowest at – 4.3° C on 25th December 1984. In 2001 heaviest rainfall of621mm was recorded in 10 hours.

2. The main findings of the assessment reveal startling facts regardingerratic behavior and marked changes in the intensity, frequency and variability oftemperature, precipitation, floods, draughts, cyclones etc. The study proposes awell thought out planning interventions to make Islamabad a climate resilient city.The study also makes recommendations of utilizing the present institutionalarrangements for a well coordinated effective implementation of suggested plansin Islamabad.

Study on Heat Wave of Karachi

Ministry of Climate Change formed an Expert Study and InvestigativeGroup to examine the causes of Karachi heat wave and to prepare recommendationsto tackle the similar situation in future.

2. The Committee has submitted its report with the followingrecommendations:

a. Capacity of individuals and communities may be built to respond tothe heat stress during heat-waves by raising heat-health awarenesscampaigns in the country before the onset of a heat waves season.

b. School texts on disasters (due to natural hazards) and theirmanagement be included in the course.

c. Green spaces may be increased by tree plantation in the city on anurgent basis. Provincial and District governments should issue specialdirectives in this context besides monitoring its implementation.

d. The heat island effect can be counteracted slightly by using white orreflective materials to build houses, roofs, pavements, and roads,thus increasing the overall albedo of the city.

e. Green roofs (achieved by growing vegetation) are another methodof decreasing the urban heat island effect. Roof borne plants increasethe albedo and decrease the urban heat island effect.

f. Proper town planning rules and regulations may be observed for allon-going and in future townships.

g. “Cool Centers” with drinking water, fans etc may be established atpublic places and along the main avenues; protection anddevelopment of tree shaded rest areas.

Government of Pakistan has taken number of steps to mitigate the impactsof climate change in the Country. These steps include measures in country andengagement with International process. Some of the major initiatives include:—

(c) National Climate Change Policy Implementation Committee(NCCPIC)

In order to adopt a coherent strategy across all Provinces to deal withclimate change threats, National Climate Change Policy Implementation Committeehas been constituted. In its first meeting held on 23rd April, 2015 the ProvincialGovernments’ representatives intimated that Provincial Plans of Action are beingdeveloped to tackle this issue in a robust fashion.

86. *Shaikh Rohale Asghar:

Will the Minister for Climate Change be pleased to state whetherPakistan has included in the list of countries affected from the perilsof the climate change; if so, the steps being taken by the Governmentin this regard?

Minister for Climate Change (Mr. Zahid Hamid): Pakistan ranks135th amongst the countries contributing to global warming and 7th amongstcountries most vulnerable to adverse impacts of climate change. The latest issue ofGermanwatch Climate Risk Index 2017 under Long-Term Climate Risk Index(CRI) shows Pakistan elevating to no. 07 from 08 out of the 10 countries mostaffected during the decade 1996 to 2015. Most of the affected countries in thelong-term index have a high ranking due to exceptional catastrophes. To addressthis situation, Ministry of Chmate Change has developed a comprehensive strategyto address Climate Change which identifies policy approaches and implementationpathways for both adaptation and mitigation. Given our extreme vulnerability toclimate change, adaptation and climate resilient development remains our essentialpriority along with adoption of comprehensive approach on disaster risk reductionand management.

(1) Legislation

Ministry of Climate Change has submitted draft legislation on PakistanClimate Change Act (PCCA, 2016). It envisages the establishment of PakistanClimate Authority, Pakistan Climate Change Council and Pakistan Climate ChangeFund. When established the country will be only the 5th in the world to have sucha structure.

(2) Policy

Ministry of Climate Change had formulated National Climate Change Policy,2012 (NCCP) in consultation with all stake holders, which act as a guidingdocument for federal and provincial departments/organizations.

The present government has prepared a detailed framework forimplementation of National Climate Change Policy (NCCP) which containscomprehensive list of measures to be under taken on priority basis, in the short-term, medium-term and long-term.

(3) Institutions

In order to meet the multifaceted challenge of climate change, thegovernment has established a number of new and dedicated institutions over aperiod of time and these institutions are

a. Ministry of Climate Change (MOCC).b. Global Climate Impact Study Centre (GCISC).c. National Disaster Management Authority (NDMA).d. Pakistan Environmental Protection Agency (PAK-EPA).

(4) Provincial Implementation Committee

The Provinces have notified provincial-National Climate Change policyImplementation committees. These committees are responsible for developingprovincial action plans for their respective province.

(5) Intended Nationally Determined Contributions (INDCs)

Ministry of Climate Change has completed a study on stocktaking ofgreenhouse gases (GHG) emissions, their trends and projections along withclimate change mitigation, its economic and mitigation modeling and analysis inPakistan. This study has calculated the country’s future emission projections indetail followed by its analysis regarding the potential for mitigation in all sectorsof the economy. The GHG emissions projections along with a possibility ofeconomy-wide mitigation and its abatement cost has also been determinedin the study.

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state whether it is a fact that theeducation standard of the Government educational institutions isbeing hampered due to non-availability of teachers and allied staff;if so, the time by which the said shortage will be covered?

Minister In-charge of the Capital Administration and DevelopmentDivision: The fact is that the academic process has been affecting to some extentin the government educational institutions due to shortage of teachers. In order tomeet the short fall of teachers, FDE engaged teachers on daily wages basis ineducational institutions as a stop gap arrangement. Resultantly chance of academicloss is left minimum. In order to resolve the said issue vacant posts in BS-16 andabove have been referred to FPSC for appointment. These posts will be filled asand when nominations received from FPSC. However, due to court order,recruitment in BS-15 and below momentarily stalled and shall be resumed as andwhen cleared from court.

88. *Ms. Khalida Mansoor:

Will the Minister In-charge of the Aviation Division be pleased tostate whether it is a fact that there is shortage of aeroplanes in PIAat present; if so, the steps being taken by the Government to meetthe said shortage?

Minister In-charge of the Aviation Division: Yes, PIACL is facingshortage of aircraft due to grounding of its old aircrafts, which had been consuminghigh quantities of fuel, became inefficient and their maintenance cost was very high.Moreover, since 2008-14 no new induction of aircraft was made in the fleet. However,with the support of Federal Government during recent years, PIACL has been meetingits capacity requirements by inducting aircraft on dry lease. It is to mention here thatacquiring aircraft on dry lease is a time-consuming process and sometimes the desiredaircraft are not available immediately. So in such cases, as an interim solution tobridge the capacity gap, PIACL inducts aircraft on short term wet lease. Accordingly,PIACL has been able to meet its capacity requirements.

Minister In-charge of the Capital Administration and DevelopmentDivision: The following steps have been taken by the Government for thebetterment of disabled children:—

1441 children with all 04 types of disabilities were given medicalrehabilitation, educational and training facilities.

Provision of free pick and drop services to the Disabled Children.

The National Institute of Special Education is providing in servicetraining to the professionals / staff of education, special education,health, social welfare in the public and private sector for capacitybuilding. The NISE offered 64 courses wherein 2257 participantsfrom all over the country attended the courses in National Institute ofSpecial Education.

The Vocational Rehabilitation and Employment of Disabled Persons(VREDP) is working for imparting vocational skills development tothe Disabled Persons with community participation.

Directorate General of Special Education facilitated the process ofsigning and ratification of United Nation Convention on the Rights ofPersons with Disabilities. Islamic Republic of Pakistan which wasratified on 5th of July, 2011.

The International Labour Organization (ILO) and Directorate Generalof Special Education completed Quantitative Survey of Persons withDisabilities and their needs for Vocational Rehabilitation in IslamabadCapital Territory.

To create awareness at all levels about disability issues, awarenessmaterial for all disabilities has been prepared, 17 video clips relatedto prevention, social, psychological and economical issues preparedwith the cooperation of Japan International Cooperation Agency(JICA) and submitted to M/o Information through NIRM.

279 officers/official attended different Secretariat trainings atIslamabad and 10 officers attended foreign trainings abroad.

National Library and Resource Centre. Islamabad working underDGSE established Mobile Library for the provision of library servicesfor disabled persons at their organization level.

DGSE and NEVTEC collaborated in development of 02 new tradesfor persons with disabilities at National Training Centre for SpecialPersons (NTCSP), Islamabad.

Directorate General of Special Education signed MoU withComprehensive Health and Education Forum (CHEF International)for the provision of Assistive Aids for children with physical disabilitiesfrom National Special Education Centre for Physically HandicappedChildren, Islamabad.

Keeping in view the importance of the sports, 103 children havebeen given training in different sports events. In outcome of thesetrainings, disabled athletes participated in the Special Olympics WorldSummer Games 2011 held in Athens, Greece and won 52 medals indifferent categories and won 02 Silver medals from Australia inDecember 2013.

Pakistan Blind Cricket Team was the World Champion in 2002 and2006 respectively. The Pakistan Team was Runner’s up of T20 WorldChampionship in 2012. In February 2014, the Pakistan Blind CricketTeam clean sweep the Indian Blind Cricket Team by 6 - 0 at Pakistan.

Development Projects

Up-gradation of National Special Education Centre for HearingImpaired Children, H-9/4, Islamabad from Higher Secondary toGraduation level, Islamabad.

Autism Resource Centre has been established in the National SpecialEducation Centre for Intellectually Disabled at H-8/4, Islamabad.

NCRDP

To promote the welfare and rehabilitation of the disabled persons/ children,the National Council for the Rehabilitation of Disabled Persons (NCRDP), CA&DDhas already implementing the following steps taken by the Government at FederalLevel.

Promulgation of Disabled Persons (Employment and Rehabilitation)Ordinance, 1981.

Launching of policy 2002 for disabled persons.

NCRDP. CA&DD Issues disability certificates.

Launching of Special CNIC/ Form-B of NADRA on the basis ofDisability certificate of NCRDP, CA&DD with the universal logo ofDisability.

Free Medical treatment in all Government hospitals to the disabledincluding children and their family members.

50% concession in airfare and rail fare.

NIRM

The National Institute of Rehabilitation Medicine (NIRM) provides fullrange of services to children with disabilities. Our Pediatric Medicine departmentdeals with children having convulsive disorders

, mental/cognitive challenge, cerebral

palsy and all secondary ailments associated with congenital and acquired disabilitiesas well as routine management of childhood illnesses.

Our Pediatric Surgery Department provides corrective and palliativesurgical treatments for congenital and acquired physical disabilities.This includessurgical correction of musculoskeletal abnormalities, insertion of ventriculoperitonealshunts and abdominal surgeries etc.

The Physiotherapy Department provides neuro rehabilitation services tochildren having cerebral palsy, hemiplegia, spinal cord injury, spinal bifida,contractures and other chronic disabilities in children.

Our Prosthetic and Orthotic Workshop provides artificial limbs, splints,special shoes and spinal corsets to children with amputation and skeletal deformities.

The audiology department provides diagnostic services to childrensuspected of having hearing impairment for their further management and fitting ofproper hearing devices.

The Speech Therapy Department caters to children with delayed speech,stammering, difficulties in swallowing, post-tracheostomy care, tongue tie and otherconditions affecting speech development in children.

Our Psychology Department plays a pivotal role in rehabilitation of childrenwith emotional disorders, attention deficit disorders, depression, disruptive behaviorand other psychological disorders.

Apart from these departments other departments i.e. Eye. Ent, Padiologyand Orthopedic Surgery ale all deeply involved in providing services to childrenwith disabilities.

Minister In-charge of the Cabinet Division: In terms of rule 3(3) ofthe Rules of Business, 1973, the business of the Government is distributed amongthe Divisions. However, as per proviso to the / aforesaid rule, the distribution ofbusiness may be modified from time to time by the Prime Minister. In this regardrelevance of the subject to a Division is kept in view while assigning functions toDivisions. Rationalization in the business of a Division is a continuous process forefficient service delivery, good governance and improving performance of theFederal Government.

The placement of National Electric Power Regulatory Authority underWater and Power Division has been made in accordance with the Rules of Business,1973. The Prime Minister has also transferred the administrative control of four(04) other Regulatory Authorities i.e. PTA, FAB, OGRA and PPRA to theirrespective line Ministries / Divisions.

It is pertinent to mention that certain other Regulatory Authorities likeDrug Regulatory Authority of Pakistan, State Bank of Pakistan, Securities ExchangeCommission of Pakistan and Pakistan Electronic Media Regulatory Authority arealready working / functioning under their respective line Ministries / Divisions.

Sved Jamal-ud-din Afghani, Syed Ahmed Shaheed Brelvi (Tehreek-e-Mujahideen) Sir Syed Ahmed Khan. Allama Muhammad Iqbal, Quaid-e-AzamMuhammad Ali Jinnah, Mohtarama Fatima Jinnah, Sir Agha Khan, BS. Suharwardi,Nawab Saleem Ullah Khan, Moulvi Montana Muhammad Ali Jouhar, MoulanaShaukat Ali, Sardar Abdul Rab Nishtar, Ch. Rehmat Ali, Kh. Pakistan Electronic Media Regulatory Authority (PFMRA)

Pakistan Electronic Media Regulatory Authority (PFMRA) is mandatedto regulate the private electronic media, however there is no provision in the laws

enabling binding a licensee to allocate time for any special historic event. SatelliteTV licensees at their own volition broadcast programmes besides songs etc. torefresh memories of the nation about our national heroes from time to time especiallyon such specific declared historical days.

Moreover, PEMRA ensures broadcast of material by its licensees providedby the Ministries concerned, such as Ministry of Kashmir Affairs and Gilgit-Baltistanis actively assisted in this regard for commemorating Solidarity day (5th February)& Black Day (27th October) every year, however, specifically no such material torefresh the memories of the nation about spirit/sacrifices of the Muslim freedomlighters has been received by PEMRA.

Over the years, Ideological underpinnings of Muslim freedom fighters inBritish India have always been a prime focus of PTV News Current AffairsDepartment.

Memories of these traditions are vital assets that needs to be transferredto generation after generation finding home in Pakistan.

Apart from iconic contributions made by father of the nation Quaid-e-Azamand Allama Iqbal all personalities who instilled hope and kindled the vigor in tensof millions of Muslims in British India to achieve an independent state. PIMS

PIMS is already catering to the maximum needs of the patients for medicalcare and medicines within the available financial resources. There are differentformularies containing life saving and essential medicines for all the components ofPIMS in OPD’s, Indoor, Critical Care areas, Emergency and Operation Theaters.The formulary medicine are provided to patient free of cost.

Majority of the poor, deserving and mustahiq patients who cannot affordcostly medicines/ implants are assisted through Zakat and Pakistan Baitul Mallfunds and philanthropist.

PIMS also provide the free of cost diagnostic facilities i.e. Radiologicalservice and Laboratory Tests, ECG, ETT, EEG and many other tests to nonaffording patients.

FGPC

The Federal Government Polyclinic is providing quality health services tothe residents of Islamabad (Urban area & Rural areas) and its surrounding areasand from AJK,FATA, Kyber Pakhtunkhawa and Gilgit Baltistan.

The load on the services has increased many fold during the pastseveral years due to increase in population. However, the Governmenthas taken followings initiatives to provide better and free of cost onregular basis facilities to the people of Islamabad including surroundingareas.

o 545 beds dedicated to Primary, Secondary and Tertiary curativecare services (28 to 30 thousand admissions annually with morethan 95% bed occupancy).

o Round-the-clock Emergency Services (800-1000/day).

o Outpatient services in two shifts (7500-8000/day).

o Diagnostic and other support services (1000+ / day)

Free of cost medicine are provided to Indoor and Outdoor patients.

Provide free of cost diagnostic services (labs, x-ray, ultrasound).

The Government is planning vertical and horizontal extension of theFGPC hospital, in a purpose built structure. The additional 2.54acres land was allocated from the adjacent Argentina Park on24-08-2015. Recently the possession of the land has been takenfrom CDA and feasibility work will be started soon. This will facilitatefull range of diagnostic and therapeutic services. With this extensionthe number of beds will increase from 545 to 1100.

All the above mentioned measures will lead to improvement in provisionof quality health care services and ultimately result in provision of better healthfacilities.

NIRM

The National Institute of Rehabilitation Medicine, Islamabad (NIRM) is atertiary care hospital catering services to the patients with disabilities. All disabledand poor patients are treated free of cost.

The social welfare department established in NIRM plays a pivotal role inprotecting the disabled poor from catastrophic health expenditures. It collaborateswith philanthropist individuals as well as charitable organizations, both governmentaland non-governmental.

Zakat funds are allocated annually to the tune of Rs. 1.5 million whereasthere is no cap on Baitul Mal funds which are allocated on a case to case basis.

Eye care project: Under auspices of Eye care project, PBM providesintraocular lenses and surgical disposables for cataract surgery patients who cannotafford to buy them on their own.

PBM provides orthopedic implants including artificial joints, plate andscrews, intra medullary nails, hearing aids, drugs as well as wheel chairs on case tocase basis with no expenditure cap.

The work remained suspended for some time as the weatherconditions were not favourable for asphaltic work. However the work has beenresumed at site.

(b) The work of asphaltic wearing course has been resumed and will becompleted by 31-03-2017 in all respect.

The material being used for repair work is tested by Central EngineeringLaboratory, MCI, as per standard specification of NHA. The quality of work ateach stage is checked by field staff and the Central Engineering Lab.

Minister In-charge of the Capital Administration and DevelopmentDivision: Every effort is being made by the Federal Directorate of Education,Islamabad to impart quality education to the children of residents of ICT including.The present government has recently initiated Prime Ministers Education Reformsprogramme mainly focused on the uplifting of the standard of the EducationalInstitutions in Islamabad. Following steps have so far been taken by the FDE:—

Islamabad Capital Territory has been divided into six administrativeSectors. An officer equivalent to BS-19 heads each administrativearea. Four out of these six areas are located in Rural Sectors.

Besides 125 computers Labs in all Educational Institutions atSecondary and above Levels, 118 new Computer ScienceLaboratories and allied facilities in Educational Institutions for Girlsare being established. It will provide equitable opportunities to exceland to spread the benefits of the telecom revolution to the students inICT. Tentatively these lab shall be available from the beginning of thefollowing new academic session 2017.

Rising of Boundary Wall, Razor wire Special Repair /Renovation ofToilet Blocks, Classrooms Halls, Entrance and Flooring.

Patients admitted here are provided complete medical care includinginvestigations, ward admission, medical consultation, surgery, all medicines andsurgical material, anesthesia, ICU care, post operative care, rehabilitation andhigh quality diet. Dentistry OPD with Margalla Institute of Health Sciences

Under this project MIHS has provided necessary equipment for adental OPD as well as services of a full time dentist and dental hygienistto provide services to disabled patients.

Low Vision Project with Sight Savers International

Under this project, low vision devices are provided to people whosevision cannot be corrected with glasses.

Orthotic workshop with Patient Welfare Society

NIRM established its own orthotic and prosthetic workshop at asmall scale immediately after the earthquake of 2005 in collaborationwith the charitable Patient Welfare Society. Deserving patients withdisabilities are provided a full range of artificial limbs and orthoticdevices at highly subsidized rates.

Miscellaneous Activities:

NIRM is actively involved in social rehabilitation of persons with disabilities.To this end, we collaborate with National Council for Rehabilitation of DisabledPerson (NCRDP) to facilitate disability certification which entitles the disabled toa variety of discounts, disability quota in jobs and other facilities.

Furthermore, in order to take rehabilitation facilities to the door step ofperson with disabilities, we collaborate with local Community Based Organizations(CBOs) to ensure facilitation of persons with disabilities in their homes.

Recent improvement in services:

In recent past, a number of improvements have been made in variousdepartments of NIRM to optimize patient care and to provide maximum possibleservices to the disabled patients.
