    VERY IMPORTANT TO ALLMIDVALE, HENDERSON and LIVSEY AREA RESIDENTS

    Dear Neighbor,

    Some of you already know that there is a new city proposed that tentativelyhas been named Lakeside.

    This proposal has strong backing in the Georgia Legislature and many think it is the cityhood movement

    most likely to succeed in 2014. Should it pass our legislature next year, those within the boundaries will

    be able to voteyes or noas to whether we would want to become part of this new city (similar to

    cities such as Brookhaven, Dunwoody and Sandy Springs). These newly formed cities have experienced

    many new benefits, including lower tax rates.

    The cityhood proposal is being presented to the community by the Lakeside City Alliance. Please visit the

    LCA website athttp://lakesidecityalliance.org/where there is much useful information. A new city is

    required by law to pick up a minimum of three services currently provided by DeKalb County. The

    proposed services for Lakeside City are: public safety (our own police department), parks and recreation,

    and zoning.

    Please read these points carefully and see why we are excited! A feasibility study is already underway

    with the Carl Vinson Institute of Government at the University of Georgia, which will determine whether

    this proposed city of Lakeside has the financial capacity to be incorporated, without raising taxes.

    Unfortunately at the last minute, due to political pressure, LCA was forced to remove Midvale, part of

    Henderson Road, and some Livsey areas from its proposal. However, LCAs legislative sponsor has made

    it clear that those boundaries could change to include additional areas, based on strong community

    feedback. We need to show 2/3 favorable support in order to again be included.

    Please add your voice now, to make sure our DeKalb County legislators know that you support being apart of this new city. We have hundreds of signatures on petitions from neighbors wishing to be

    included in this vote.

    We will be visiting your neighborhood soon to share more information, answer your questions, and ask

    for your support by signing a petition that indicates you wish to be included in this vote. You may also

    Neighbors FOR Lakeside City Who We Are

    We are a fast-growing group of neighbors who live east of I-285 and desire cityhood. We believe that

    the organized leadership, initiative, and due diligence of the Lakeside City Alliance (LCA) offers the best

    and most credible opportunity to achieve cityhood in our area and in the shortest possible time. LCA has

    a detailed plan and strong backing in the Georgia Legislature. It is, by any measure the cityhood

    movement most likely to succeed.

    CITYHOOD FACTS

    A new city of Lakeside could lower your tax burden while improving the efficiency and delivery of services

    you receive.

    1) Decreased Tax Burden - CAPPED MILLAGE RATE

    The millage rate that goes to the city would be capped and could not be raised by the city unless the

    residents vote on it. The cities of Dunwoody (city millage rate 2.74) and Brookhaven (2.85) now pay the

    lowest property taxes in DeKalb County. Unincorporated DeKalb millage rate is 4.96, with NO such cap.

    2) A Replacement of Government - NOT ANOTHER LAYER

    The proposed city is not another layer of government; it is simply shifting control from the county to you.

    It is a replacement of services that are inefficient with more efficient and responsive government.

    3) Better Representation - KNOW YOUR CITY COUNCIL

    Our DeKalb County Commissioner represents over 100k residents. A city the size of Lakeside City (63k)

    would have elected councilpersons responsive to the needs and concerns of approximately 10k residents

    each. Your city representative will actually live in your neighborhood!

    4) Improved Services - EFFICIENCY AND INNOVATIONThe city's focus will be a smaller, more cost efficient government with improved services. New cities that

    have already formed are saving money, lowering property taxes, and still providing services often at a

    cost that is 30% less than currently provided by the County.

    5) All Homestead Exemptions will remain NO CHANGE

    6) Improved Property Values REAL ESTATERealtors and banks often calculate property in a city as more valuable, because services are consideredto be better.

    Know the FACTS!

    HELP US SPREAD THE WORD!- The millage rate will be capped- The millage rate could only be raised by you the taxpayer through referendum

    - Schools will remain with DeKalb County- Police services will be local with better coverage

    - You aren't leaving DeKalb County, just taking control over some government services- The city is not another layer of government, it is simply shifting control from the county to you- Like Dunwoody, we can have the lowest tax burden in the County

    What about Tucker 2014?

    Divided Leadership - The steering committee for Tucker is comprised of both those who favor staying

    unincorporated together withthose who favor cityhood. It is impossible to know in which direction this

    group is headed. Is the purpose to consider cityhood seriously or simply to defeat LCA and then quiet

    further talk of cities? **

    Legislative Sponsors - DeKalb legislators who sponsor the bill for a city of Tucker have neverbeen

    supportive of new cities in the past. In fact, they have voted against the incorporations of Brookhaven

    and Dunwoody. Is their purpose to consider cityhood seriously, or are these sponsors simply trying to

    gum up the works so that all cityhood proposals fail?

    Late to the Table - Tucker has considered cityhood at least 2 other times since 2006 and never moved

    forward. This time, Tucker 2014 formed 5 months laterthan and only in response to success of LCA.

    Lack of Voter Support - Supporters of Tucker 2014 say they are being forcedinto cityhood. More non-

    cityhood voters living within the proposed city of Tucker could strike downa referendum for cityhood

    should it come to a vote in June 2014.

    Insufficient Tax Base - The Northlake Mall business area is included in three proposed city maps and

    fits most logically into the LCA map. If Tucker is unable to include Northlake Mall, it seems unlikely that

    it would have a diverse enough industrial andcommercial tax base to support cityhood and in future

    economic seasons.

    Defensive Movement - Without a positive vision for cityhood, what would the new city of Tucker stand

    FOR (we know only now what they are against)?

    Satisfied with the County This is a common theme at the Tucker Together meetings, whether about

    police, parks, zoning or code enforcement. LCA leadership feels the County has let down our citizens in

    all these areas and yet Tucker leadership would lead you to believe otherwise.
