which was then being founded (September 1968) by MarcusSCHOLZ, a respected film director and friend of CAULK.This self-styled institution of the "Extra-parliamentaryOpposition" (APO) which literally overnight became theMecca for all local radical groups, was to serve as Subject'sforum and observation post. Subject joined the Club as acharter member and through his efforts of the past sixmonths is accepted today as a comrade in arms.
4. Today he is quite active in the Club, spending twoor three nights a week there in addition to assistingoccasionally with special ad hoc projects, such as serving ona committee or ferrying protestors to Berlin. He hasmanaged to remain close to the RCH leadership while at thesame time scrupulously avoiding an alignment with one oranother faction. For example, when SCHOLZ was ousted inlast Novembeee ECU elections (as reported in EGG-1362),Subject's positbn was not threatened, despite the fact thathis relationship with SCHOLZ was common knowledge. CAHELMtoday enjoys an excellent working relationship with thepresent ECU Executive Committee.
5. TARGETING: Specifically, Subject has been chargedwith the following assignments:
A. Get himself established and accepted in theNew Left movement.
B. Review his previous contacts for possibleexploitation in this new context.
C. Spot and assess present and potential leaders.
D. Report developments of positive intelligence value.
In addition to these "New Left" assignments, Subject hasremained active in the FJPLEAD area, particularly in theframework of his monthly discussion group. He is calledupon from time to time by Station FJPLEAD officers to provideassessments on individuals and to perform occasional de-briefings of WSBIGG travellers. While not normally worthyof further dissemination, his reporting of local APO planning(demonstrations, etc.) is of considerable value to the Base.
6. It should be noted that Subject has performed the aboveassignments while maintaining full-time overt employment at I-dentity/ This has shown itself to be an unsatisfactoryarrangement in that, according to Subject, 24 hours a dayhave not been adequate to fulfill both his overt and hiscovert roles. Recognizing this condition, and in the beliefthat a woithWhile operational potential exists here, we havemodified Subject's WOFIRM employment conditions as notedin Paragraph 10 below.
7. We feel in the first case that Subject has fulfilledhis primary objective in getting established and acceptedquite successfully. He is today a recognized member of theHamburg AWO. Of Subject's several long-term contacts alsoactive in the APO, the following are examples of those playingleading roles at various levels:

8. Among the younger radimas, Subject has been con-cerned with singling out those who appear to possess sig-nificant leadership potential. Hamburg has yet to producea leader of the caliber of a Cohn-Bendit, but several"second echelon" individuals seem to be emerging. Note:We are planning an approach to one of Subject's leads forassessment in the near future. (See EGGA-4357).

The last report noted was obtained from material of FJPLEADinterest, which is regularly forwarded to Bonn for dissemination.Additionally, Subject was able to provide information con-cerning APO activities during and related to the Presidentialvisit tnd the 5 March Bundesversammlung (EGG-1384, 22February 1969, and EGG-1386, 27 February 1969). .
10. FUTURE PLANS: On 1 April 1969, Subject will enterupon a one-year period of leave from his overt employer. Atthat time the conditions of his employment with us will revertto those which obtained in the period 1 November 1966 to July1968. (See EGGA-3825, 2 December 1966 and EGGA-4237, 1 .August 1968). An amended Memorandum of OralAAgreement willbe forwarded separately.
11. With greater time at Subject's disposal, our primeobjective in the coming ear will be to'proJect him onto thé e eral leve o activIfie. To this end, we envisage his
becoming more active in the RCH, participating to a greaterdegree on the various committees, and working closer withthe local APO leadership. Working from his Hamburg platform,and given his talents for parlaying contatts, we are optimisticabout his being able to break into national level APO circles.

12. An analysis of the APO in Germany today, at thelocal or the national level, can only lead to the conclusionthat this target is an amorphous one. This fact dictatesthat our targeting of Subject take a pragmatic approach.Within the APO, and especially in this election year, factionsare splitting and coalitions are forming with remarkablerapidity. The single thread of continuity in all this seemsto be the leaders themselves; the position of the faces maychange but the faces themselves remain the same. Whether theAPO, or its leaders, can show themselves to be an effectivePolitical force in this election year - or afterwards - isyet to be decided. However, the attempt to insert a sourcewith Subject's credentials into this phenomenon is felt tobe a worth while exercise.
13. SECURITY; Subject is routinely met 2 - 3 timesper month.--nrigeting locale, originally Subject'sapartment, has been shifted to various Hamburg restaurants,pending the acquisition of an adequate safe-house facility.From time to time brush contacts take place at pre-arrangedlocations, With the singular exception noted below, noadverse security developments have appeared during the period.
14. In social contact over the Christmas holidays,one of the Hamburg MAD (Militaerischer Abschirmdienst)officers had mentioned that a case had turned up in whicha questionable, if not undesirable, person had received avisa to the United States. He offered to provide us detailswhen IUD's report was completed. He finally visited us inearly February and gave us a copy of MAD's investigationinto a request for draft deferment submitted by the olderof Subject's two sons. MAD discovered that the son hadspent some time in the DDR and the Soviet Union prior tovisiting the U. S. in 1967. (See EGGA-3955, 28 May 1967)Based on this fact, together with Subject's known involve-ment in leftist groups, MAD wished to call to our attentionibwhat appeared to them as laxity in U. S. visa screening.(Note: The visa MAD was questioning was issued in 1967 topermit the son to attend a ten-month course at his father'spre-war Alma Mater, the Kent School.)
15. We thanked the MAD representative for hisinformation explaining that, by their very nature and becauseof the volume, visitor visa applicants received a more orless cursory check, more stringent checks being made onimmigrant visa applicants. This apparently satisfied hiscuriosity and the incident appears closed. We haveconsidered the incident from various angles and have con-cluded that it was most probably precisely that was claimed,an effort on the part of MAD to be helpful.
