What are SCEs?
Simply put: SCEs are barriers put in place to prevent and/or limit the effect of a hazard with Major Risks
SCEs are Barriers
SCEs are to create FOCUS
- the failure of which could cause or contribute substantially to Major Accident Hazard (MAH)
- a purpose of which is to prevent, or limit the effect of a major accident”

Are SCEs (Barriers) by Themselves Good Enough?
Why?
Because SCEs need to perform as required when
needed – they must be maintained to prevent the holes
from aligning.
SCE without an associated Assurance/Maintenance Activity is not a Barrier.
Good Design/Operation Integrity
• Less holes
• Minimizes time of temp holes exist
• Limits holes size

The ‘holes’ in the cheese represent the weaknesses in the barriers, leaving them ineffective in the role as a risk control system.
