Upfrontby Emmanuel Legrand, Music & Media editor -in -chief

There's a corporate serial killer on the loose, and he's justclaimed another victim.

After Jean-Marie Messier and Bob Pittman, the nameof Thomas Middelhoff has been added to the list of formerkings of the entertainment world to be knocked from theirpedestals.

The irony this time is that Middelhoff-a man who USmagazine Fortune predicted just two months ago wouldhead up Bertelsmann until 2013-has fallen for the dia-metrically opposed reason that led to the demise of theother two executives.

Messier and Pittman both lost their jobs because theylost the confidence of their board after their company'sshare prices hit rock bottom. Middelhoff lost the confidenceof his board because he wanted his company to float... Hemade no secret of the fact that his great expansion planswould be better catered for by a floated company.

Being a privately -owned company did not preventMiddelhoff from growth via acquisitions, but they werecarefully chosen and were paid for by good ol' cash andcredit lines, not through junk bonds and share -swapping.

The result has been a financially -sound, debt -free com-pany, strong in its core businesses. If Middelhoff had beenin the same position as Messier, there is no doubt that he

would have been immersed in a shopping spree thatwould have brought the company to its knees once thestock market slumped.

A few years back, Richard Branson floated Virgin, butjust for a couple of years. When he realised that it had puthis every move under scrutiny with an immediate impacton share price, he decided to buy back the company.

At that time, Branson said that there are some busi-nesses that should not be floated and should be left totheir own rhythms, and that's probably what Middelhoffshould have learned-Bertelsmann's businesses aremuch better off outside the quarterly scrutiny of thestock market. Elsewhere this week, we note with interest the rea-sons for the recent anti-trust complaint lodged by Uni-versal Music International (UMI) against mechanicalrights organisation BIEM. UMI claims that BIEMoperates as a "cartel", which, coming from the marketleader of an industry described by the European Com-mission as "oligopolistic" and operat-ing with "collective dominance", doesnot fail amuse. It was, after all, label's trade body IFPI which wasnegotiating mechanical rights withBIEM on behalf of its members. Itwould not be too far fetched to imag-ine that BIEM could counter -claimthat IFPI also acts as "a cartel".There are some words that should beused with care...

LONDON - The UK's big commercialradio groups have been expressingtheir disappointment at the findingsof a parliamentary selectcommittee report into thegovernment's draft Commu-nications Bill.

The report says that thedraft Bill's proposals toallow non-EU companies toown majority stakes inBritish broadcasters shouldbe a matter to be decided upon inthe future by new "super -regulator"Ofcom rather than being enshrinedin the Bill, which could have theeffect of delaying the change until2008. The committee also proposesthat an additional "plurality test"should be conducted by the OFT andCompetition Commission in theirconsideration of media mergers.

The select committee also reject-ed arguments from commercialradio trade body the CRCA thatlocal radio ownership should besubject to normal competition regu-

radio slams 'regressive' reportlation only. Instead, it chose toendorse the "three -plus -one" owner-ship formula proposed in the draftBill, which would allow for a mini-mum of three separate commercial

radio owners plus the BBCin each local radio market.

Chrysalis Radio chiefexecutive Phil Riley saysthe committee's report "feltregressive compared to thederegulatory approach ofthe Bill as a whole-some ofthe bells and whistles that

the committee want to add justseem to move the thing backwards."

"I am very disappointed that theCommittee has chosen to play it safeby sticking to the three -plus -one' rulefor local radio ownership," says CRCAchief executive Paul Brown (pic-tured). "Given the liberalising natureof the rest of the draft Bill, commer-cial radio believes that a systemreliant upon competition law, plusregional cross -market rules, would bemore than sufficient to deliver plural-ity of ownership and greater diversityof output for listeners."

A joint press statement issuedby the draft Communications Bill'ssponsors-the Department for Cul-ture, Media and Sport and theDepartment of Trade and Indus-try-confirmed that the govern-ment is "still committed to the keyprinciples of the draft Bill, whichrepresents considered governmentpolicy. And we still believe our pro-posals on foreign ownership willgive the best of both worlds-highlevels of new investment, highstandards-for the industry andthe public."

"The government are going to dothis-arguing against it is prettypointless," believes Riley. "I don'tthink they'll back down [on non-EU ownership]-I think they'vestaked too much credibility on it."

He adds: "The governmentappear to really want to be asderegulatory as possible. And Ithink those elements in the reportwhich want to add further regula-tion and plurality tests just don'tseem to sit comfortably with thespirit of the draft Bill."

Classic Gold to air Heartbeat drama seriesby Sint Stavenes Dove

LONDON - Drama is making a come-back on UK commercial radio followingthe Classic Gold network's decision toadapt the TV series Heartbeat forradio.

From October, the AM oldies chainwill air half-hour Heartbeat episodesbased on audio from past editions ofthe TV show. Heartbeat is a dramaseries set in a '60s English village, andfeatures a soundtrack of '60s pop.

The audio version of Heartbeat willbe given a weekend slot on ClassicGold to complement the TV show's

Sunday evening TV screening on ter-restrial commercial network ITV.

"The Heartbeat TV show has a verystrong musical component," says Clas-sic Gold managing director ColinWilsher. "Most of the music is musicthat we play anyway, so it's a perfectmatch."

The radio drama is the result of acollaboration between Granada Enter-prises, and Classic Gold's owners theUBC Media Group, which also pro-duces radio drama for public broad-caster the BBC.

"Heartbeat has had massive ratingsand attracted high -profile sponsors in

the past," UBC Media Group's com-mercial director John Quinn tellsM&M. "Our audience mirrors theHeartbeat viewing audience. Commer-cial radio must get away from top 40and regain the audience that has beenwon back by the BBC."

PR manager at Granada Interna-tional, Sally Coddens, says the TVshow has been broadcast in over 30countries. "It's one of our top 10 pro-grammes abroad," she says, addingthat similar radio spin-offs could be setup in other countries, but this woulddepend on individual broadcasters andlanguage issues.

Saga brings colour to'grey' marketThe UK's Saga Group is confounding the scepticswith the early success of its Birmingham -basedMOR/talk station aimed at the over -50s, Saga 105.7.Jon Heasman reports on a nice 'n' easy revolution.

STATIONIN FOCUS

Your life. Your music.Having applied for numerousUK radio licences over thepast few years without suc-cess, Saga Group, the com-pany which specialises in

providing goods and services for theover -50s, must have almost felt likegiving up on its ambitions to providea radio station for that age group.

Yet, rather like the foundingfathers of alternative rock stationXfm, it discovered that persistencedoes eventually pay off, when lastyear the Radio Authority awardedSaga the hotly -contested WestMidlands regional licence. And prov-ing that radio licence awards havecertain similarities to London busesin their regularity, Saga was awardedanother prestigious regional licence-in the neighbouring East Midlands-two months ago.

The early success of theBirmingham -based West Midlands sta-tion, Saga 105.7 FM, was almost cer-tainly a factor in the Radio Authorityawarding the East Midlands licence toSaga. With a weekly reach of 9%, aver-age hours of 9.6 and a market share of3.7% in its debut Rajar figures, Saga105.7 hit its own 12 month audiencetarget in less than half that time, in

Saga 105.7's music policy Adult standards (e.g. Frank Sinatra,Nat King Cole, Harry Connick Jnr) Easy listening and nostalgia (e.g.Glen Miller, Manhatten Transfer, theCarpenters) Melodic '50s and '60s pop (e.g.Connie Francis. Cliff, Richard, RoyOrbison, the Beatles) Melodic '70s and '80s pop (e.g. Dr.Hook, Randy Crawford) Countrymusic (e.g. Kenny Rogers) Contemporary MOR (e.g. Celine Dion) Contemporary melodic pop (e.g.Spice Girls, Boyzone) Spice tracks (e.g. movie theme tunes)

what is one of the UK's most competi-tive radio markets.

The good news for rival commer-cial stations is that Saga Radio's audi-ence has come mainly from publicbroadcaster the BBC. "We've taken alot of listeners from [BBC local sta-tion] Radio WM, and while [BBCAC/MOR network] Radio 2 went upnationally, in our area its listeninghours went down," says Saga 105.7programme director Brian Savin.

Savin is the man who, along withhead of music Mike Baker, has beencharged with coming up with a radiostation that arouses the passions ofSaga's 50-69 year -old, ABC1 targetdemographic.

Vast libraryAnd no-one ever said that was goingto be easy. "One of the biggest chal-lenges facing this radio station isthat, if you're appealing to people over50, you've got just a huge tapestry-ahuge range of taste and ages to caterfor," says Savin.

This "tapestry" is reflected in thecomplex make-up of Saga's music pol-icy (see box), and the sheer size of thestation's music library-Saga 105.7has over 3,500 tracks on its database, most of which are the result of exten-sive pre -launch auditorium research.

Some observers have raised con-cerns about the generational divide

Although Savin says "We're hittingthe target very accurately indeed," headmits he has been pleasantly sur-prised by the number of younger lis-teners tuning in. "Many of them havenever heard music like this before,"he says.

Saga is not an all -gold station, however. "We play some contempo-rary music-only a very smallamount-because you don't stop dis-covering new music," says Savin. Thestation is particularly keen to includenew takes on music genres that itsaudience feels comfortable with, suchas cuts from Robbie Willimas' SwingWhen Your Winning album. Savin isalso considering playing tracks fromthe UK Pop Idol big band album. "Itshows this music is still alive, and itmeans something."

To this end, Savin is seeking tobuild a deeper relationship with thelabels. "We're still having to spell it outto the music industry," he says. "We've

within Saga's target demographicbetween listeners born either side ofthe Second World War. Those bornafter the end of the war, the "babyboomers", are fully paid -up membersof the rock n'roll generation, whilethere can be a real be antipathytowards pop music amongst the pre-war generation who, at the moment, constitute the top -end of Saga's demo-graphic.

However, Savin says that, in hisexperience, that divide is far less rigidthan people imagine. "You getyounger people who like FrankSinatra, while somebody who mighthave been a teddy boy in the '50s isgoing to be getting on for 70 now.Even people who are 80 will have hadkids who were into rock and roll, so itwould still have been part of theirlives."

Savin says that "on the few occa-sions we get letters of complaint, it'sfrom either end [of the demographic]-we get younger people complainingabout the '40s music and older peopleasking why we play the Spice Girls."

been saying to the record companies`we want to hear what you're puttingout right now that fits in with ourmusic policy.' There are some albumsthat sit incredibly easily with what wedo. We're not dead, and we're not queu-ing up for the old folks home."

Intelligent speechAside from its radically differentmusic policy, something else thatmakes Saga stand out from other UKcommercial stations is its commit-ment to speech. With news and talkoccupying 40% of the station's air-time, Saga is effectively an old-fash-ioned "full -service" broadcaster.

Savin says this heavy commitmentto the spoken word was purely theresult of research. "Older people said`we don't just want music, we want abit of intelligent speech'." That speechcontent mainly comprises arts andlifestyle features suitable for the tar-get demo, such as celebrity interviewsor phone-ins on antiques and garden-ing. `We're not talking about nostal-gia or people's back -problems, we're

talking about things any interested, active person could get involved in,"says Savin.

While it is the case that most peo-ple in UK radio have always acceptedthat there's a reasonably -sized audi-ence available for a MOR service likeSaga, the bigger question mark aboutthe format has always surrounded itsability to translate that audience intohard advertising revenues.

Saga 105.7's sales director, IanSmith, says: "The first job we have todo when we go out and see prospectiveclients is to persuade them that thisparticular target audience are worthadvertising to, and part of that isabout explaining that this demo hasenormous amount of wealth and dis-posable income, has time on its handsand has a very enviable lifestyle."

Smith recognises that prejudice stillexists amongst the ad agencies. "A lotof people haven't had this marketplaceexplained to them before," he says. "Itsnot necessarily a negative attitudetowards the elderly, although there is adegree of people thinking it's unsexy totarget people of 50 and over."

Despite launching in the teeth of amajor advertising recession, Smithreports that Saga is on course to hitits first -year ad revenue targets, andhas done particularly well in the localadvertising sector. He also points outthat, to date, 52% of the station's adrevenue has come from clients new toradio. "We've opened up radio to awhole new range of advertisers," heenthuses.

Although Saga has got off to amore than solid start ratings -wise,Savin says that there won't be anyknee-jerk reactions if the figures fall."We've got a vision of what we want todo, we've got to have the courage tostick to it, to give it a chance to workand find out what the response is."

Popkomm holds its head upWith the German musicmarket still in decline, thisyear's Popkomm tradeshow is vital in reinforcingthe country's role as aglobal player. Olaf Furnisspreviews a crucial eventfor the German industry.

Despite falling exhibitor anddelegate numbers, organis-ers of this year's Popkomm, which takes place inCologne from August 15-17,

have good cause to think positiveabout the gathering which hasbecome a key event in the Europeanindustry calendar.

After all, the event continues tooffer a wide range of panels andforums, as well as a staggering num-ber (over 400) of band and DJ sets.

Declining market"In terms of exhibitors we are about12% down, which is about the same asthe decline in the German market,"

"From an international perspective Germanyis still an important market that can act as abridge into other territories."

Uli Grossmaas, managing director, Popkomm

says Popkomm managing director UliGrossmaas.

"This is part of an overall econom-ic downturn, although we have to faceup to the fact that the market is notas buoyant as it was five'years ago."

The figures make gloomy reading.Exhibitor numbers are down from883 in 2001 to 770 in 2002, while thenumber of trade visitors is alsoexpected to fall, from almost 17,000 tobetween 15,000 and 16,000.

However, it appears that some ofthe decline in the local music industryis being compensated for by astronger presence of internationalexhibitors, who this year account for

Kongress will kick off debatesTechnology, legislation and the state of the music business are three of thedominant themes of the panels and discussions taking place under thePopkomm Kongress banner.

On August 15 a half hour presentation examining the role of the mobilephone as a music player will be followed by a discussion involving both musicand mobile representatives. Moreover, with German publishers now receiv-ing revenue from musical ringtone providers, several seminars will be givendetailing the legal aspects of artists, labels and publishers getting paid.

For those more interested in the A&R aspects of the music industry, one ofthe most anticipated debates will see boyband supremo Louis J Pearlman ona panel with Tom Silverman, founder of Tommy Boy Records, and East WestGermany general manager Markus Bruns. They will discuss whether actssuch as U2 would make it if they were starting out in the current market.

BMG chairman Rolf Schmidt Holz will deliver a keynote address aboutsynergies on August 16, with German culture minister also Julian Nida-Rinnelin adding a political dimension to proceedings the same day. At thePop And Politics debate, Germany's IFPI president Gerd Gebhardt andJurgen Becker, executive vice president of collection society Gema, facerepresentatives from three of Germany's main political parties.

The heads of the German majors will also gather to discuss the plight oftheir local market, while at the same time representatives of the Germanmusic video industry have a panel bemoaning the effect the poor state of themusic industry is having on their business.

For inspiration they might want to check out a talk on August 17, whichdiscusses why the French business has been so successful, or attend one ofseveral panels dedicated to the growth area of DVD.

"It is significant that internationalexhibitors are increasing," saysGrossmaas. "This is one of the keyaims of Popkomm and we hope tomake the event even more interna-tional in the future."

Showcase events offer glimpse of the futureSome of Germany's most exciting independent labelshost showcases at this year's Popkomm, providing asnapshot of talent which often has more of a standingabroad than its home market.

August 15 sees Berlin's Kitty Yo provide a sample ofits eclectic roster with Tarwater, Coloma and JeansTeam, while Home Records has German -language elec-tronic pop acts Paula and Surf playing tracks from theirnew albums. Also presenting his soulful Gourmet DeFunk collection that night will be Mouse T, who will taketo the piano in a rare live performance atthe Peppermint Jam/Kosmo/GanovyRecords bash.

In keeping with the reggae/ska themeof this year's festival, Spanish rights soci-ety SGAE and Moskito Promotion willhost an impressive bill featuringJamaican ska legend Laurel Aitkenbacked by theSkarlatines, as well asSpain's lively Ska-P.

On August 15,Munich's jazzy houselabel Compost,Hamburg's electronicaimprint Ladomat andthe pioneering K7(home to Kruder &Dorfmeister) all show-case their latest talentin different venues.

And at the E-Werk 2 Many DJs-aka Soulwax,Motorpsycho and Tocotronic-will be among those seeingin the weekend.

The BerlinSounds event atDesign Haus hasa promising lineup includingindie/club duo2Raumwohnung,

Poor Rich Ones

while another artist basedin the German capital,Peaches, performs at StadtRevue with Console.

Both France and Spainwill be hosting respectiveshowcases of their mostexciting new electronic actson August 17, and at the

Tanzbrunnen the Barcelona Mestiza night has a billof ethnically diverse bands including Macaco.

German labels continue to punch above theirweight on Saturday when Disko B Recordings showsits international credentials with a bill includingChicks On Speed and Crème De Menthe. Meanwhile,Buha Stollwerk will play host to some of the bestindie rockers around with Germany's Miles,Switzerland's Chewy and Norway's Poor Rich Ones.

Germany last year and recently beingadded to the German album charts, nrganisers have also actively courtedcompanies specialising in the format.A special area has been dedicated tothe medium, while Popkomm will alsohost the first German music DVDawards on August 17.

"The key areas we want to developare DVD, film and music video clips,"says Grossmaas. "We have to keep upwith changes and adapt to the marketand to new market structures."

This year's Popkomm will for-malise the close ties between film andmusic by hosting a movie festival fea-turing 25 classics ranging from theGreat Rock 'n' Roll Swindle to Tosca.

Film and pop"Pop is about music but not onlymusic," says Grossmaas. "Film canalso have pop and cult status andTarantino is a great example of this."

Moreover, visitors will be treatedto a feast of music videos which nevermissed out on rotations at Viva andMTV during the past year in the spe-cially designated Clipzone.

Popkomm veterans will be familiarwith the feeling of getting up with littlesleep only to spend the day in an artifi-cially lit area being bombarded bysound systems playing everything frommetal to techno. This is set to changethanks to the trade fair relocating to asingle, larger floor of the exhibitioncentre which affords many stands nat-ural light and access to outside.

And while local business might besuffering, Grossmaas is in no doubtabout the relevance of the Germanmarket.

"From an international perspec-tive Germany is still an importantmarket that can act as a bridge intoother territories," he says. "Even ifsales are down, music still plays avery important role here."

Paulina Rubio the cross -Border Girlby Howell Llewellyn

Rarely has an album title so clearly hinted "thisis crossover material", but Universal Music andMexican singer Paulina Rubio are in no doubtthat her new album, Border Girl (UniversalRecords and Universal Music Mexico joint ven-ture), is her passport to Europe, the US, andAustralia/Asia.

"With the title, I want to reflect what I am, agirl who has lived in Mexico, Spain, Italy, NewYork, and now Los Angeles, and whose musiccarries a fusion of all those styles," says Rubio."My adolescence was a contrast of cultures."

Released on June 18 in Spain, Italy, the USand Latin America, and then staggered throughthe summer worldwide until the UK inSeptember, Border Girl entered the USBillboard 200 album chart at number 11 andSpain's album chart at 14. In mid -June, thefirst single Don't Say Goodbye was the most -added airplay song in Australia. The albumwas released in Germany in July and will beout in France on August 19.

Border Girl contains 11 songs in English andjust four in Spanish. Rubio has been a star inMexico and much of Latin America for a while, but until last year she was unknown this side ofthe Atlantic. "Essentially she is a brand newartist in the US, and we're just getting startedhere," says senior VP international forUniversal Records in New York, AndrewKronfeld. "Her immediate success is down tohuge airplay since April with the single, and

lots of exposure in English and Spanish -lan-guage media in the US. She's a Universal world-wide priority and a very busy artist. We expectsales for this album to go into the millions."

Universal last year decided to test Spanishwaters by releasing the all -Spanish Paulinathrough Spain's MuXXIc label-part of theGran Via Musical conglomerate-and it provedto be the year's best selling Latin album inSpain, with sales reaching 400,000 units (2.5million units worldwide), making Spain her topworld market.

"The English language is universal, and Idecided to do this album in English to connectwith other parts of the world," says Rubio, 30."But music is like love-you can give a kiss inSpanish, French or English, but it's still a kiss.My songs are very simple, for people who love tolove. Being Latino means taking your roots tothe world, exporting joy and Latino sex appeal."

Asked if she is hoping to follow the route ofColombia's Shakira who found success acrossEurope by singing in English after first establish-ing herself in Spain, Rubio responds: "RickyMartin, Shakira... you know, we're all friends fromthe same generation, following each other as wellas following another generation of Latin crossoverstars, such as Julio Iglesias and Santana."

The test will come with a series of promotrips across Europe through July, to Australiaand Asia in August, and then back to Europe inSeptember. A world tour is planned beginningnext February, and Rubio says "I want to reachright to Africa, Asia and Australia".

Plant flowers in Dreamlandby Adam Howorth

"My ability and vocal chords areall in good shape but I haven'treally felt substantially relevantas a lyricist for a long time."

A stunning admission but onecharacteristic of Robert Plant, thedisarmingly honest voice of LedZeppelin, whose new albumDreamland (Mercury) is essential-ly a collection of cover versions.

"They were songsthat I've alwaysloved and I didn'tsee them as coversbecause I was therewhen they werebeing written,"Plant tells M&M. "Itwas just this periodin American music[that] I'd never real-ly got near [to] vocal-ly in my adventuresup to now. So Ithought, I'm dry as abone but these songsare still vibrant."

The album, Dreamland, entered M&M's European Top 100Albums at number 28 following itsJune 24 international release, despite a virtual curfew at radio.

The one national station in theUK to playlist the first cut-TimRose's Morning Dew --is the rock -formatted Virgin Radio, whoseprogramme director Paul Jacksoncomments, "Morning Dew is astrong track and the album is agood listen, which will please his

core of fans."After selling nearly 200 million

albums with Led Zeppelin, Plantis now two albums into a solo stintwith Mercury after leavingAtlantic-ending a 34 -year associ-ation with the label that beganwhen Ahmet Ertegun signed theyoung British rock band for theunprecedented sum of $200,000.

"I signed to Atlantic Records in1968 and I left at the beginning of

this year and I stillowe them a record,"Plant says. "Theysaid that they didn'twant me to go butthere was nobodyleft who was therewhen I was origi-nally. Even the guywho started thecompany sellingvinyl from thetrunk of his car-Ahmet Ertegun-had vanishedalmost, and I feltmy associations had

all dissolved."The switch to Mercury hap-

pened after Plant performed withhis new outfit, Strange Sensation,in New York. "Universal saw usplay this set and Doug Morris, whoruns all the Universal labels, said`this is what you should do-you'vegot the gongs, how many moreawards do you want? If you've hadenough and you're not getting thesupport, we'll put the record out'.And that was fantastic."

DANCE GROOVESby Gary Smith

RACING CERTAINTYAnother summery Italian trackworth keeping an eye on, due to itsinclusion in a pan -national advertis-ing campaign, is Need Somebody(Who needs me) by Echoes of Sound(Time Records). The track, which hasbeen getting good airplay on Italianstations, was released July 1 in Italyand Greece, where Toyota is to use itas a jingle on its new Corolla TVadvert. `We are waiting for a decisionas to whether they will use the trackall over Europe," says label managerPaolo Caputo. Need Somebody will bereleased in France, Germany, Austriaand Switzerland in September.

SSSHHH!The radio edit of We Don't Talk byOrtz (Big Star/Denmark) featuresa seductively insouciant femalevocal alongside a churning, hyp-notic bass sequence and a hybridtrance touch in the melancholic, melodramatic keyboard riff. Thetrack also has, in the form of the"fire, fire, fire" refrain, one of thebest pop hooks of this summer.Although the project is still in theearly stages with remixes stillbeing finished, the alternativeFull Vocal Mix does a masterfuljob of retaining the pop elementwithout in any way compromisingthe amount of extra thumprequired for the dancefloor. Atrack that. has all it takes to

become an Ibiza 2002 classic and, later this summer, will be a defi-nite chart contender.

GUEST HOUSEBack in the early '90s, LeighGuest was part of the productionteam Double Trouble who, alongwith Rebel MC, scored huge hitswith Street Tuff and Just KeepRocking'. His decision to open abagel factory in 1992 kept himaway from the music industryuntil he sold the thriving businesstwo years ago. Since then he hasbeen working on trance and housetunes under the names Stargazersand Airheads. His latest release,Luv Da Sunshine by IntensoProject on Inferno Records, isalready picking up national andregional airplay in the UK andlooks to have caused a biddingwar in the lead up to its officialrelease at the beginning ofAugust. "The track has toppedvarious UK dance charts and is onCapital FM, the BBC Radio 1 B -list and around 30 local commer-cial stations," says Guest. "Wehave already signed a deal withUniversal for Germany but it'sfree for most other territories, which has led to some very signif-icant offers from a few labels." LuvDa Sunshine also features vocalistBen Ofeudo, from Phats & Small'shit Turn Around, alongside Steve"Animal" Dunkley on percussionand co -producer DJ Rods.

MANU CHAOMR. BOBBY(Virgin)Release date: July 23Manu Chao's Spanish -language Me Gustas Tu(Virgin) was a big hit inmost Europeanterritories last summer,

but this year's offering, Mr Bobby, shouldcross over further as it is mainly sung inEnglish. The world music star, who writes andsings songs in Spanish, French, Portugueseand English, established himself with therelease of his first solo album Clandestino in1998 following his time with French groupManu Negra. Mr Bobby is taken fromsophomore album Proxima Estacion:Esperanza, which brought world music tomainstream radio last year despite Chao'sstrong leftwing political leanings and hisviews on marijuana. "I think it's a great tune,a proper summer song," says MagnusKarlsson who is acting head of music at RadioStockholm (CHR) over the summer holidays."It's about Bob Marley, which is somethingpeople can appreciate, while it's got thesummery Latin feel. It sounds great on theradio-it's a song you don't get tired of." SSD

sugababes. SUGARBABESROUND ROUND(Island Records)Release date: August 12Round Round is the newsingle by KeishaBuchanan, Mutya Buenaand Heidi Range akaSugababes. Its

predecessor Freak Like Me is still sittingcomfortably at number 36 on Music &Media's European Radio Top 50 after 13weeks. The new track is a cheerful "feel good"song with a slightly retro feel. It has beenselected by British film production companyWorking Title as the main tune to thesoundtrack of its forthcoming comedy TheGuru, to be released in UK cinemas onAugust 24. Wolfgang Domitner, deputy headof music at CHR station 03 in Vienna,Austria, says: "We playlisted the track and Iimagine it will be a big hit. It stands outthanks to a strong hook and is easier toplaylist than its predecessor Freak Like Me,as it has more pop appeal. The track has asort of 70's electronica style and is moreelaborate in its production. Although they area 'girl band', this time their sound is moremature and has a certain sophistication, justthe same as their smash hit Overload." MH

month. Belgium outfit Mad'House have pickedup on the prevailing mood, and come in atnumber 49 with Holiday (Bio/Various), theirsecond title in the chart (Mad'House's otherMadonna cover, Like A Prayer, is still at num-ber 27, after 17 weeks on the chart).

Conny Eisert, head of music at CHR stationRadio SAW in Magdeburg, Germany is one ofthe programmers to add Holiday. "We playlist-ed it because it is part of a trend to cover a lotof music from the '80s," she explains."Mad'House are not the only ones coveringMadonna singles-Ozzy Osbourne's daughter,Kelly Osborne has covered Papa Don't Preach. These tracks are significant in that they puttheir stamp on the '80s and characterised thesound of the decade."

Eisert also looks at the fad from a criticalperspective, conceding: "I'm not sure howmuch longer this trend will last. Yet it worksat the moment, and we play what is popular. We also have special '80s-themed requestweekend. So far, we've had a very good audi-ence reactions to this campaign."

Radio SAW will celebrate its 10th anniver-sary on September 7 with an open-air concertin Magdeburg, featuring Culture Beat, Sash!,Silver, Whigfield and the Soultans.

The event's 30,000 tickets are not up forsale and can only be won through the stationor its website. There will also be a public audi-tion for aspiring popstars; the winner will notonly receive euro 5,000 to launch his/hercareer, but will get an opportunity to performlive at the concert later in the evening.

Radio SAW is also celebrating the thirdanniversary of Rockland Sachsen-Anhalt, itsrock formatted station which broadcasts onFM and digital radio. Says Eisert: "Here weplay mostly classic rock from the '70s and '80s,but we've recently opened it up a bit and alsoplaylist artists such as Sita from Holland orGerman band Reamonn and, of course, thenew Bruce Springsteen."

Among the strong contenders for chartentry next week are UK house DJ/remixerPaul Oakenfold ft. Shifty with his track StarryEyed Surpris (Perfecto), which is the MostAdded title at radio this week. The first singleto be released from his forthcoming albumBunkka, it features an eclectic mix of contrib-utors, including Jane's Addiction vocalistPerry Farrell. Another contributor is ShiftyShellshock, singer with crossover -rap bandCrazy Town.

Wyclef continued from page 1

release of the first single off the albumTwo Wrongs (Don't Make A Right),featuring the vocals of Claudette fromInterscope-signed US R&B act CityHigh.

The tour (May 15 - June 1) took inradio and TV in Belgium, France, Hol-land and Germany, where he also per-formed in front of 45,000 people at theRock Am Ring festival near Cologne. The concert was filmed by ARD TV inGermany and screened by MTVEurope and TOTP in Germany.

"Whenever he performs on televi-sion, or is in the market, you can seesales go up," says Meister. "I've seenartists who've been in the market andnothing really happens, but Clef goesinto a talk show in Norway, picks up aguitar and runs the show."

A second European tour from July5-10 took in Sweden and Norway, where he performed at an open-airconcert, and the UK where heappeared at the Capital FM/London-backed Party In The Park concert.Wyclef also hosted his own show onthe Manchester outlet of thedance/R&B Galaxy network.

"He jumped on a motorbike andwent from radio station to TV sta-tion," Meister says of the tour. "If helikes it, he does it."

On the German leg, Wyclef tooktime out to work on a collaborationwith fellow Sony artist Sarah Connor. He wrote, produced and performed ona track by the German artist, whichwill be included on Connor's secondalbum, and will be released as a singlein September. He has also found timeto work on Whitney Houston's newalbum in the US.

Despite Wyclefs evident love ofperforming, Meister says that as faras his recordings go, it is a slow -burnoperation. "You need to have time todevelop the single with Wyclef Jean,"he says. "They are not an instant 'ser-vice them to radio and see a top 10two weeks later' thing."

He adds: "Sweden and Norway pickup very fast because he's almost a localact by being there so often. But gener-ally speaking his singles take time."

Robert Sehlberg, head of music atPower Hit Radio in Stockholm, con-firms Wyclefs place in the heart of thelocal market. "We actually startedplaying the track in April -it's one ofour most popular songs," he says. "Heseems to like Sweden a lot, he comesover here a lot, about four or fivetimes a year. But for us as a CHR sta-tion, with a focus on dance, hip hopand R&B, he is a core artist."

The album itself is a characteristicmix of street -wise rap -such as PJ'swhich documents Jean's memories ofliving in US housing projects, and thetitle track Masquerade featuring rapcrew MOP -plus his signaturereworkings of classic tunes, includinghip hop versions of Bob Dylan'sKnockin' On Heaven's Door and TomJones' What's New Pussycat?

"I guess we're talking about himreturning in September to then set upthe next single," says Meister, addingthat the strongest contender for thattitle is Wyclefs version of Franki Val-li's Oh What A Night.

Soccer scores in stable UK marketby Jon Heasman

LONDON - The UK radio marketremained remarkably stable in thesecond quarter of 2002, with the pub-lic (BBC) and commercialradio sectors maintainingtheir respective 52.6% and45.5% shares of listening inthe official RAJAR survey.

There was, however, aslight fall in radio's overallweekly reach from 91% to90%, which is being attrib-uted by some observers tohigh -profile events duringthe March -June survey period suchas the World Cup and the Queen'sGolden Jubilee, which both attractedlarge TV audiences. The drop inradio listening was particularly pro-nounced in the London market, where average hours fell 10%.

Two of the UK's three sports -ori-ented radio stations received WorldCup dividends, however. BBC Radio5 Live increased share from 4.5% to4.9% quarter -on -quarter, while TalkSport was up from 1.7% to 1.8%over the same period. Teamtalk252, which remained stable at 0.2%,ceased broadcasting on July 31 fol-lowing the purchase of its parentcompany, also called Teamtalk, byUK Betting. The station, whichused the longwave frequency previ-ously occupied by CIIR stationAtlantic 252, had only been on theair for five months.

GMG's new AC/talk station inYorkshire, Real Radio/Leeds, made ahighly successful RAJAR debut, witha 12% weekly reach and a 6.0%share. Emap's Radio Aire FM/Leeds

(CHR) was among the sta-tions to suffer from Real'sarrival, down to an 8.0%share compared to lastquarter's 10.7%.

Saga Radio's MOR/talkstation serving the WestMidlands, Saga 105.7 -pro-filed this week on page 4 -increased its share from3.7% to 4.5% in its second

RAJAR sweep. In London, CHR station 95.8 Cap-

ital FM rebounded to a 10.3% shareafter a disappointing 10.0% last timeout. Capital's other London stations,Capital Gold and Xfm (alternativerock) also gained share. Music sta-tions which lost audience share inLondon included Kiss 100 (dance),Magic 105.4 (soft AC), Heart 106.2(AC) and Jazz FM.

Nationally, there's still norespite for public CHR BBC Radio1, whose share was down again thisquarter, from 8.4% to 8.3%. Anddespite numerous schedulechanges, Virgin Radio's new pro-gramme director Paul Jackson isstill struggling to make an impacton the audience -the AM rock sta-tion was down from 1.3% to 1.2%nationally, with its London FMlet down from 2.5% to 2.4%.

Dutch frequency auction continued from page 1

advertising revenue. In May the cabi-net approved that decision. Set to gainfrequencies under that system by thisSeptember were schlager stationRadio Nationaal and classic rock -for-matted Arrow.

Following the latest ruling, how-ever, Radio Nationaal has laid off itspresenters and switched over to con-tinuous music programming.

Its owner Ruud Hendriks said ina statement: "It's a shame thatRadio Nationaal is suddenly enter-ing an uncertain future due to gov-ernmental inconsistency. From apotential FM frequency with posi-tive cash -flow, we are relegated tothe waiting -room again. But I haveno choice -if I don't take this deci-sion [to lay off on -air staff] now, my

whole business will become unvi-able."

Under the time -frame set by thejudge, the Dutch government has toadvertise the rules governing theauction, and has to decide if therewill be any format restrictions bySeptember 16, the day before theDutch state of the union address ofthe new right-wing government coali-tion.

However, it remains to be seenwhether the Dutch government, orone of the current frequency holders, will appeal to a higher court to over-rule the verdict, or lobby for a changein Dutch law.

The new licences have to be allo-cated by February 1, 2003 and willrun for a period of eight years.

Bertelsmanncontinued from page 1

necessary protection systems in place, although no launch date for the new -look Napster was given.

Whether the new regime ultimate-ly regards BMG as a core businessremains to be seen, however. ClearlyBertelsmann's options are limited, even if it wants to sell. Yet it willhave to do something, and quickly.Having breached its own debt limitsfollowing BMG's $3bn acquisition ofZomba via a put option triggered byZomba founder and chairman CliveCalder, and unable to tap an alreadybattered stock market, the mediagiant will be forced to reassess theacquisitive strategies set out by itsformer CEO.

While some investment analystsbelieve BMG tops the music industry's"for sale" list, few companies will be ina position to pick up a large entity likeBMG for a price likely to satisfy Ber-telsmann's majority owners, the Mohnfamily. "The market is fast becomingaware of the poor performance of themusic industry at the moment, so whois going to pick it up?" asks one ana-lyst. "You could probably reckon on allfive major music groups being avail-able -but who's going to buy any ofthem?"

And, despite a recent ruling thatthe EU's competition authorities werewrong to block the Airtours/FirstChoice merger last year, theoreticallypaving the way for a music industry

Warner, EMI and BMG during the last18 months, it is unlikely that marketconditions favour such a move for thetime being.

Investment analysts also agreethat Bertelsmann is unlikely to sellits RTL Group broadcasting interests, despite speculation last year that theUK's Capital Radio group was consid-ering buying the company's radioassets. Bertelsmann would also haveother factors to consider before anypossible disposal; while it controlsRTL, Belgian investment houseGroupe Bruxelles Lambert retains aminority interest and would have tobe consulted prior to any sale.

Meanwhile incoming CEO Gun-ther Thielen, who previously headedup Bertelsmann's Arvato printingbusiness, has indicated he wishes toreverse one of the central planks ofMiddelhoffs reign. In a letter to staffhe said that "decentralisation" wouldbe a theme of the group's future oper-ations.

The company should continue toprepare for a possible initial publicoffering in 2005/06, he said, but thiswould be limited to 25% of the compa-ny, since the Mohn family was notinterested in floating its 75% stake.

Speaking on German TV only lastweek, Middelhoff said he believedthat only by a public listing of itsshares could Bertelsmann remainand prosper in the "class it was nowin". In contrast to a number of inter-national media companies Bertels-mann was economically sound, headded, and rejected speculation thatfinancial problems had been con-cealed by windfall profits.
