It is concerned with the person confined to a wheel- chair or blind or deaf and also considers the needs of those with hidden handicaps. “If a condition is such that it causes discrimination, it is a handicap. ” Limited statistical data is explored along with legislation, the provider’s views and the needs expressed by handicapped people. Chicago’s schools have been critized severely because of segregation and the next few years will see continued problems with outside funds because of the race issue. The information was gathered from a question- naire printed in the Cleveland papers. Only people who were affected by the air pollution were asked to respond. Interesting because of the responses and also the type of data gathering which was used.

A collection of booklets financed in part by a Planning Assistance Grant from HUD. The booklet contains 55 separate leaflets which cover many areas of action relevant to neighborhood conservation and improvement.

A plan for a city of 100,GQO plus that cannot expand its corporate limits.

Ia.Iolla community plan. (LaJollans, Inc. and the City of San Diego) 1975. 76 pp.

A plan designed to preserve the integrity of LaJolla. They have suggested a desired popula- tion, limited parking and access roads, controlled density and building size.

Report of the City Administrative Officer

1975-76. (Los Angeles, Office of the City Administrative Officer) 1976. 33 pp.

Presents the variety of areas which concern the Administrator. Not detailed or comprehensive but one of the few reports of its type. It shows the broad range of day to day administrative detail that makes city government.

Minneapolis Police Department Master Auto-

-mation Plan. (Arthur Young and Company, 1500 First National Bank Building, Minneapolis, Min-

nesota 55402) 1975. 73 pp. tables, charts.

Initially the department embarked on the development of a computer assisted dispatch system. This automation plan is to provide the Minneapolis PD wih a planning tool indicating the tasks to be performed to implement a complete information system. The end result is to improve the accessibility of information, provide manage- ment with an expanded information base for decision making and to increase the flow of operational information to field units.

Philadelphia Central Business District Parking

Rate Experiment. (Delaware Valley Regional Planning Commission for the Urban Mass Transportation Administrator) 1974. 37 pp. NTIS PB - 238 168 $4.00.

The experiment provided the short-term (non- commuter) parker with an advantage to stimulate transient-type activity at the expense of the all-day parker. The project demonstrated the capability of a rate structure to act as a mechanism for increasing the turnover rates and revenues of parking facilities.

Stadium Authority Annual Financial Report. (San Diego Stadium Authority) 1976. 13 pp.

With cities still considering new stadiums, the financial reports of others are vital.

State University Area Plan. (San Diego Planning Department) 1974. 82 pp.

This is an update of the 1965 San Diego College area plan. The basic changes are in traffic control.
