WEATHER DELAYS/CLOSINGSWhen emergencies such as weather conditions or power failures require the delay or closing ofschool, notice is given as early as possible. Typically, when school is canceled after-school andevening activities are not conducted.
Phone Alert SystemIn the event of a school delay or closing, parents will receive a phone call from the District’sEmergency Phone Alert System to the primary phone number listed with the school. Only onecall per family is made. Calls are made no later than 10:00 p.m. and no earlier than 6:00 a.m.Your caller ID will display “Mt. Lebanon School District” and the District’s main number of 412-344-2000.

EMERGENCY PROCEDURESIn order for school emergency response plans to be effective, we depend on parents to supportour efforts. Your cooperation and assistance is vital to help protect the safety and welfare of all
children and school employees. Therefore, we ask parents to observe the following proceduresduring a crisis situation:
Do:• Visit the District website at www.mtlsd.org, Channel 19 or Channel 17 for the most reliable andup-to-date information.
• Check for a call from the MTLSD Phone Alert system. A phone call will be sent from the Districtto notify parents of a school emergency.
• Keep your contact information current in the Dashboard.
• Check your email. Email notification will be sent to those who have entered their emailaddresses in the Dashboard.
• Talk to your children. Emphasize how important it is for them to follow instructions from theirteachers, school and public safety officials during an emergency.
Don’t:• Do not go to the school or evacuation location until you are instructed to do so. It may benecessary to keep streets and parking lots clear for emergency vehicles.
• Do not telephone the school. We understand and respect your concern, but it is essential thatthe telephone system be available for emergency communications.
In the event of an emergency evacuation, each building has been assigned an alternatesite or sister school depending on the situation. Parents will be informed of the site in acommunication from the District.
Safe Walking Rules for Students• Never step into the street from between parked cars• Watch for turning cars• Look all ways before crossing• Obey traffic signals• Walk! Don’t run! Allow yourself plenty of time • Cross only at corners• Face traffic when walking on streets without sidewalks• Be extra alert on snow and rain days• Go directly to and from school• Have a partner to walk with if possible
In the event a student is approached by someone when walking, they should do thefollowing:•Do not approach the car•Immediately run to a safe place •Inform parent or adult of the incident•Contact the police•Try to give a good description of the individual and the vehicle

Mt. Lebanon School District maintains a cumulative student recordfor each child. This information is kept in order to assist in the day-to-day operation of the educational programs and to meet therequirements of federal and state laws. The information regardingeach child includes student identification and attendance data,information on academic progress and performance, and results ofstandardized group achievement and cognitive ability tests. Recordsof standardized tests taken by secondary students on a voluntary basis,usually for college entrance purposes, are also recorded. Disciplinaryrecords, certain juvenile history record information and student healthrecords also are maintained as required by state law.
The Family Educational Rights and Privacy Act (FERPA) affordsparents and students over 18 years of age (“eligible students”) certainrights with respect to the student’s education records. They are:
1. The right to inspect and review the student’s education recordswithin 45 days of the day the District receives a request for access.
Parents or eligible students should submit to the school principala written request that identifies the record(s) they wish to inspect.The principal will make arrangements for access and notify theparent or eligible student of the time and place where the recordsmay be inspected.
2. The right to request the amendment of the student’s educationrecords that the parent or eligible student believes are inaccurateor misleading.
Parents or eligible students may ask the District to amend a recordthat they believe is inaccurate or misleading. They should writethe school principal, clearly identify the part of the record theywant changed, and specify why it is inaccurate or misleading.
If the District decides not to amend the record as requested by theparent or eligible student, the District will notify the parent oreligible student of the decision and advise them of their right to ahearing regarding the request for amendment. Additionalinformation regarding the hearing procedures will be provided tothe parent or eligible student when notified of the right to ahearing.
3. The right to consent to disclosures of personally identifiableinformation contained in the student’s education records, exceptto the extent that FERPA authorizes disclosure without consent.
One exception which permits disclosure without consent isdisclosure to school officials with legitimate educational interests.A school official is a person employed by the District as anadministrator, supervisor, instructor, or support staff member(including health or medical staff); a person serving on the SchoolBoard; a person or company with whom the District hascontracted to perform a special task (such as an attorney, auditor,medical consultant, or therapist); or a parent or student servingon an official committee, such as a disciplinary or grievancecommittee, or assisting another school official in performing hisor tasks. A school official has a legitimate educational interest ifthe official needs to review an education record in order to fulfillhis or her professional responsibility.
Upon request, the District discloses education records withoutconsent to officials of another school district or educational agencyin which a student seeks or intends to enroll.
4. The right to file a complaint with the U.S. Department ofEducation concerning alleged failures by the District to complywith the requirements of FERPA. The name and address of the

DISCLOSURE OF DIRECTORY INFORMATION PUBLIC NOTICEUnder FERPA, the District also may disclose without consent“directory information” concerning a student. For example, directoryinformation may be included in publications such as sports programs,newspapers, radio and television news releases, websites, awards andgraduation programs, yearbooks, alumni directories, musical and playprograms and other school publications. Directory information isinformation not generally considered harmful or an invasion of privacyif disclosed, including but not limited to the student’s name, address,telephone number, e-mail address, photograph, date and place of birth,major fields of study, participation in officially recognized activities andsports, weight and height of members of athletic teams, dates ofattendance, degrees and awards received and other similarinformation.Under certain Federal and Pennsylvania statutes, theDistrict is required, upon request, to provide the names, addresses andtelephone numbers of all secondary students to military recruitmentoffices and to institutions of higher education, including certain tradeand vocational schools. Parents who wish to have their childrenexempted from publication or other disclosure of directoryinformation, including disclosure to military recruiters and/orinstitutions of higher education, may do so by letter to the schoolprincipal within thirty days following the receipt of this notice.
COMPLIANCE STATEMENTThe District continues its policy of non-discrimination on the basisof race, age, sex, religion, color, national origin, language, sexualorientation, pregnancy, protected genetic information, gender identity,handicap or disability in its educational programs, activities andemployment practices, as required by Title IX of the 1972 EducationalAmendments, Title VII of the Civil Rights Act of 1964, Section 504Regulations of the Rehabilitation Act of 1973, Individuals withDisabilities Education Act, the Americans with Disabilities Act and allother applicable state, federal and local laws and ordinances. CONFIDENTIALITY OF STUDENT RECORDSEach building’s principal is resposible for protecting the confidentialityof personally identifiable information regarding exceptional andprotected handicapped students in accord with state and federal lawand the school district’s student records policy.
SERVICES FOR PRESCHOOL CHILDRENAct 212, the Early Intervention Services System Act, entitles allpreschool children with disabilities to appropriate early interventionservices. Young children experiencing developmental delays or physicalor mental disabilities and their families are eligible for early interventionservices. At-risk children are eligible for screening and tracking.
The Pennsylvania Department of Public Welfare is responsible forproviding services to infants and toddlers, defined as children from

SPECIAL EDUCATION SERVICES FOR SCHOOL-AGE SPECIAL EDUCATION STUDENTSMt. Lebanon School District provides a free, appropriate publiceducation to special education students. To qualify as a specialeducation student, the child must be of school age, in need of speciallydesigned instruction and meet eligibility criteria for mentally giftedand/or one or more of the following physical or mental disabilities asdefined by Pennsylvania State standards: autism, deaf-blindness,deafness, emotional disturbance, hearing impairment, mentalretardation, multiple disabilities, orthopedic impairment, other healthimpairment, specific learning disability, speech and languageimpairment, traumatic brain injury, and visual impairment includingblindness.
The school district utilizes identification procedures to ensure eligiblestudents receive an appropriate education program consisting ofspecial education and related services, individualized to meet studentneeds. At no cost to the parents, these services are provided incompliance with state and federal law and are reasonably calculatedto yield meaningful educational benefit and student progress.
To identify a student, who may be eligible for special educationservices, various screening activities are conducted on an ongoingbasis. These screening activities include review of group-based data(cumulative records, enrollment records, health records, report cards,ability and achievement test scores); hearing, vision, physical, aspeech/language screening for first graders in the spring of each schoolyear, and review by a building-level instructional support team.School district personnel and/or parents may refer a student forscreening to the school principal.
When screening results suggest a student might be a student with adisability, the school district seeks parental consent to conduct amultidisciplinary evaluation. Parents who suspect their child may bea student with a disability may request an evaluation at any timethrough a written request to the school principal. The letter shouldindicate the parentís reason for the request. Parents who suspect theirchild may be eligible for gifted education may request an evaluationat any time, with a limit of one request per school term, through awritten request to the school principal.
Services designed to meet the needs of students with disabilities requirea triennial evaluation report (ER) except for students diagnosed withmental retardation who require a biannual evaluation report. TheIndividualized Education Program (IEP) team uses the ER to developthe IEP, which is reviewed at least annually. The Notice ofRecommended Educational Placement (NOREP), signed by theparent allows the school district to implement the IEP. The districtmaintains a continuum of services which include autistic support,blind and visually impaired support, deaf and hard of hearing support,emotional support, learning support, life skills support, physicalsupport, and speech and language support. Services are provided onan itinerant, resource, part time, and full time basis in a regular schoolor at a location other than the regular school, as determined by theIEP team.
When screening results suggest a student may be eligible for giftededucation, the school district seeks parental consent to conduct amultidisciplinary evaluation. The initial evaluation is summarized inthe Gifted Written Report (GWR) and used by the GiftedIndividualized Education Program (GIEP) team to develop the GIEP.After the initial evaluation, students identified as mentally gifted arereevaluated before a change in educational placement is recommendedor under recommendation of the GIEP team. The Notice ofRecommended Assignment (NORA), signed by the parent, gives theschool district permission to provide services. Enrichment, accelerationand specialized study activities are provided to students as part of theirgifted education program to address their unique needs.
The extent of special education services and the location for the deliveryof such services is determined by the IEP/GIEP team and are basedon the student’s identified abilities, needs, chronological age and thelevel of intensity of the specified intervention.
The school district also provides related services, such as transportation,physical therapy, occupational therapy, and speech and languagesupport, required for the student to benefit from the special educationprogram.

SERVICES FOR PROTECTED HANDICAPPED STUDENTSIn compliance with state and federal law, Mt. Lebanon School Districtwill provide to protected handicapped students services oraccommodations which are needed to provide equal opportunity toparticipate in and obtain the benefits of the school program andextracurricular activities to the maximum extent appropriate to thestudent’s abilities. These related aids are provided withoutdiscrimination or cost to the student or family. In order to qualify as aprotected handicapped student, the child must be of school age witha physical or mental disability which substantially limits or prohibitsparticipation in or access to an aspect of the school program. Servicesand protections for protected handicapped students are distinct fromthose applicable to exceptional students enrolled or seeking enrollmentin special education programs. VIDEO/AUDIO MONITORS ON SCHOOL BUSESOn February 4, 2014, Act 9 of 2014, an amendment to the Wiretapand Electronic Surveillance Act, was signed into law, permitting audiorecording on a school vehicle for disciplinary or security purposesprovided that the School Board has adopted a policy that authorizessuch audio recording on school vehicles. On April 15, 2014, the Mt.Lebanon School Board passed Board policy EECAF allowing for audioand video recording on the District’s fleet of school busses and/or on aschool bus/van contracted from an outside provider. The main premiseof video camera(s) and audio recording equipment on a bus is toprovide additional data to the bus driver and school district officials inmonitoring the conduct of student riders.

WEAPONS POLICYIt shall be the policy of the Board that possession of a weaponby students, employees, or visitors is prohibited in any Mt.Lebanon School District building, on any grounds of the Mt.Lebanon School District, by a student on his or her way to orfrom school, in any vehicle providing authorized transportationof students to or from any Mt. Lebanon School Districtbuilding or District sponsored function, activity or event andat any school function activity or event whether or not held onMt. Lebanon School District grounds.The term “Weapon” shall include, but not be limited to, anyknife, razor, razor blade or other cutting instrument or cuttingtool, sharpened wood, sharpened metal, nun-chuck stick orother martial arts devise, brass or metal knuckles, club, metalpipe, blackjack, chemical agent such as mace, tazer, shocker orstun gun, any explosive or incendiary device, firearm (includingpellet guns and B.B. guns), gun, slingshot, bow, arrow or anyother similar device from which a projectile may be discharged,including a firearm or other weapon which is not loaded orwhich lacks a component or device necessary to render itimmediately operable, and/or any other tool, instrument orimplement capable of inflicting serious bodily injury. The term“weapon” shall include “weapon look alikes,” including anyinstrument or implement designed to look like a weapon.“Possess” and “possession” shall mean being on the person ofany student, employee or visitor or in a person’s motor vehicle,locker or otherwise under his or her control.
STUDENT DRUG AND ALCOHOL OFFENSESPOLICYNo student shall distribute, dispense, possess, or use or be underthe influence of any alcoholic beverage, malt beverage orfortified wine or other intoxicating liquor or unlawfullymanufacture, distribute, dispense, possess, inhale, use or beunder the influence, except for a valid medical purpose, of anynarcotic drug, hallucinogenic drug, amphetamine, barbiturate,marijuana, other intoxicant or substance causing ahallucinogenic or toxic effect, anabolic steroid or any othercontrolled substance, as defined in schedules I through V ofsection 202 of The Controlled Substances Act (21 U.S.C.

NON-SCHOOL RELATED DRUG ANDALCOHOL VIOLATIONSThe Mt. Lebanon School District believes that high standards ofconduct and citizenship are essential for students and recognizesthe importance of students making safe and healthy choices aboutrisky social behaviors. Students will be restricted fromparticipation in extracurricular and interscholastic activities for aprescribed period of time for any of the following conduct that isconfirmed to have occurred off-campus at a non school relatedfunction: use, possession, sale, distribution or procurement of anyamount of alcohol, drugs or other controlled substances (otherthan legally prescribed medications) or drug paraphernalia orbeing under the influence of alcohol, drugs or other controlledsubstances (other than legally prescribed medications).
SEXUAL HARASSMENT POLICYIt is the policy of the District that sexual harassment of and/or bystudents in any form is strictly prohibited, will not be tolerated,and will result in appropriate disciplinary action up to andincluding suspension or expulsion of students or reprimand,suspension or termination of employees in accordance with lawsand collective bargaining agreements as may be appropriate.
PARENTAL RIGHTSIn accordance with School Board Policy IF—Curriculum andParent Rights and Chapter 4—Curriculum Regulations, parents(guardians) have the following rights: a) access to information
