From the EditorA MAGICAL SPELL - OF SUMMER

Everyone has commented on it – it took a long time coming; theseasons were looking almost permanently confused; and then wewere given Summer - and everything in the fields and gardensseemed to happen at once! I don’t remember seeing brilliantlyyellow rape fields ablaze with red poppies before – but haven’tthey been stunning!

Cotswold District Council will, I hope, have received ‘ahundredweight’ of letters, emails and messages constructivelyobjecting, commenting and assessing their Draft Local Plan. Idoubt if a local plan has ever attracted so much attention, andpotentially been so important! I understand that the planningofficers will be sorting and analysing the results well intoSeptember and maybe beyond.

Meanwhile there is time to do some homework on our ownNeighbourhood Plan; discuss and set out ideas as to how wewould like to see our communities, help our councillors work outnew plans and solutions to problems. Where new housing couldand should go, what amenities we might really need in five, tenand twenty years’ time - the doctor’s surgeries, libraries, sportand leisure facilities, and how to deal with traffic problems, andparking! There’s the landscape, our businesses and trade. There isso much more to our town - and we all have ideas – and they willall count if we are going to get it right for the future.. Please do get involved. Sometimes community matters becausewe can make a difference, and that is where we are at themoment. Please don’t be the someone who grizzles when thingsdon’t suit them, but who never got involved when they had theopportunity.

If you need an excuse to get out and about into our wonderfultowns and villages this month. there is a very good one on pages9-15 of the magazine – our annual photographic competition.Everyone can enter and every entry could win a prize, evenincomplete ones!

The team* bravely persevered through heat and drought this month to bringyou this edition of the magazine!

(In fact looking through the open office window at the sunshine beatingdown each day was delightful ( without any risk of sunburn, sunstroke orfalling asleep in the sun!). Even so, we all had our fingers crossed that‘summer’ wouldn’t be over before we got the magazine to print and had anopportunity to sit out and enjoy it all! Looking ahead, our deliveries may bequite well timed for slightly cooler days – let’s hope so!

Established in 1895, 850 feet above sea level on a

Cotswold escarpment with wonderful panoramic views

across the Vale of Evesham to the Malvern Hills and

Black Mountains, Broadway golf course provides an

interesting challenge to golfers of all abilities. Careful

use has been made of the natural contours, with rolling

fairways intersected by Cotswold dry-stone walls and

undulating greens that test even the best of golfers.

But Broadway is not only a venue for golf - it has a very

busy and thriving social side as well. It has an excellent

reputation for its food and bar services, having won the

prestigious Golf World Magazine Whyte & Mackay ‘Best

19th Hole’ Award. It is particularly renowned for its Sunday

Carvery and themed Italian, Greek, Chinese and Indian

evenings. Quiz nights, summer balls and New Years’ Eve

Dances are regular events, and not forgetting the 200 Club

with the opportunity to win some attractive cash prizes.

Being founded in 1895 has resulted in Broadway becoming

a member of the 1895 Club. Linked with 44 other UK and

foreign golf clubs established in the same year, it provides

reciprocal member’s playing rights to visitors from other

1895 Clubs. Having 3 such clubs within 90 minutes’ drive

provides an opportunity to play different courses, with trips

regularly organised by Broadway members to spend a few

days playing 1895 Clubs in Devon, Cornwall and Scotland.

Inside the August editions of Stow Times, Moreton Times, Bourton Times and Chipping

Norton Times are a set of numbered photographs, all taken recently, one in each of

the communities where we deliver the magazines every month. But - these are not

average picture postcard images, and they may not be that easy to identify!

The Challenge...To identify the communities where the photos were taken. You will need to get out and about in our

stunning corner of the Cotswolds and look for something or somewhere which is on our doorstep - and

which you might not have noticed before! And EVERYONE can have a go!

There will be loTS of winnersfor the most correct answers of course, and for the youngest/

oldest entrant, the best family entry, the best local business

entry, the best pub or club entry and more.

Timetable:The competition will run for 4 weeks, from August 1st to 31st.

Answer Sheets must be returned to the Editor by Monday 2nd

September 2012…please don’t be late, as late entries won’t

count! The Winners will be notified early in September and sent

a voucher to claim their prize. Our September edition will

include a list of all the contributors who kindly offered prizes.

The AnswersThere are 5 pages of numbered photos in every copy of Stow Times, Moreton Times, Bourton Times & Chipping Norton Times. The answer

sheet over the page has numbered boxes - write down the name of the community (eg. Naunton) against the correct number, and

send the answer sheet or a copy into the Editor to arrive before 2nd September, either via P.O. Box 6 at Stow Post Office, Sheep Street,

CharityGiving website suspended - charity regulator acts to protect

public donations

12 July 2013 The online giving website www.charitygiving.co.uk has been suspended. In order to protect fundsthe public has raised and prevent further charitable pledges being made via the website whilst theCharity Commission’s investigation continues, the decision has been taken to suspend theCharityGiving online portal with immediate effect. The action was taken after careful considerationand consultation with the Charity Commission as part of the Commission’s statutory inquiry into TheDove Trust. CharityGiving is an online fundraising portal run by The Dove Trust (registered charitynumber 287401).

Michelle Russell, Head of Investigations and Enforcement at the Charity Commission, said:“We have taken this action because of serious concerns about the trustees’ management of thefundraising portal and the charity’s financial situation. We know that the public will be concerned toensure that donations made reach the charities for whom they were intended, and the interimmanager will now undertake an urgent, detailed review of the charity’s finances to establish theextent of the shortfall and which charities and donors are affected.

Our concerns are limited to The Dove Trust and the CharityGiving portal and this should notundermine public confidence in online giving. We have issued advice to the public about giving safelyand will work with the fundraising community to reassure the public.”

The Commission cannot assist individual donors, fundraisers or charities to advise whether or notthey are affected, or whether or not their funds will be paid - any such queries must be directed tothe interim manager. Donors and charities who are concerned about funds pledged via CharityGivingshould contact: [email protected] or phone 0207 842 7313.

Any funds donated on or after 12th July should be automatically directed back to the donor throughthe banking system, however, donors should check their bank accounts to ensure this has happenedand if not, contact the Interim Manager. It is expected that an alternative option will be set up by theInterim Manager shortly so that donors can continue to support charities. Charities and donorsshould check regularly the CharityGiving website for updates.

GREEN BELT PLANNING POLICY - COULD IT HELP TO PROTECT OUR TOWNS FROM URBAN SPRAWL? WE DID A BIT OF RESEARCH…

Last month Nigel More examined the case for a Green Belt to protect the special character of Moreton in Marsh and Stow on the Wold,

closing his article with “The AONB policy can preserve landscape and scenic beauty but only a Green Belt can preserve openness and that

ultimately in the long run is what will preserve the character of these Cotswold market towns.”

Government policy on the protection for the green belt is set out in chapter 9 of the National Planning Policy Framework (NPPF) – the

document which setting out the framework within which local people and their accountable councils can produce their own distinctive local

and neighbourhood plans, which reflect the needs and priorities of their communities. (It was CDC’s Draft Local Plan that invited our

response last month; groups in Stow & Moreton are currently working on their own Local or Neighbourhood Plans.)

In the House of Commons Library is a Standard Note SN/SC/934 titled ‘Green Belt’. It is available online. It tells us that “The Government’s

fundamental aim of green belt policy is to prevent urban scrawl by keeping land permanently open. The NPPF states that the construction of

new buildings should be regarded as ‘inappropriate’ for the green belt, although there are exceptions*. It is for local authorities to define and

maintain green belt land in their local areas. The Government expects local planning authorities with green belts to establish green belt

boundaries in their Local Plans. Green belt boundaries can be altered as part of the local Plan review process.

The Government has not announced any proposals to change green belt protection. However, a ministerial statement in September 2012

encouraged local councils to use existing laws to review the extent of green belt in their local areas. As an incentive to use these powers,

councils who review green belt land in their local plans will have their local plan examination process prioritised.

In 2010 Natural England and the CPRE published a report which concluded that green belt policy continues to be ‘highly effective’ in its

principle purpose. The organisations called for ‘more ambition’ to further enhance the green belt protection for future generations.

The NPPF also states that new green belts should only be established in

‘exceptional circumstances’- “for example when planning for larger scale

development such as new settlements or major urban extensions.

“The green belt is an important protection against urban sprawl, providing a

‘green lung’ around towns and cities. The Coalition Agreement commits the

Government to safeguarding green belt and other environmental designations, as

in the in the new NPPF.

“As has always been the case, councils can review local designations to promote

growth. We encourage councils to use the flexibilities set out in the NPPF to tailor

the extent of green belt land in their area to reflect local circumstances. Where

green belt is considered in reviewing or drawing up Local Plans, we will support

councils to move quickly through the process by prioritising their Local Plan

examinations. There is considerable previously developed land in many green belt

areas, which could be put to more productive use. We encourage councils to make

best use of this land, whist protecting the openness of the green belt in line with

the requirements of the NPPF.”

Interestingly, in a statement last month, The Hon. Mr Pickles, Secretary of State for

Communities and Local Government, said: “having considered recent planning

decisions by councils and the Planning Inspectorate, it has become apparent that

in some cases, the green belt is not being given the sufficient protection that was

the explicit policy intent of ministers. The Secretary of State wishes to make clear

that, in considering planning applications, although each case will depend on its

fact, he considers that the single issue of unmet demand, whether for traveller

sites or for conventional housing, is unlikely to outweigh harm to the green belt

and other harm to constitute the ‘very special circumstances justifying

inappropriate development in the green belt’.”

Time now, I think, to find out about the process of how to get a green belt. If it

looked right, would you support a green belt?

I was recently talking to a Badger Trust volunteer about the imminent

badger cull in Gloucestershire and was informed that “our badgers are

safe, we vaccinate them” - I replied that NO badgers are safe,

vaccinated or not.

Despite all the scientific evidence a badger cull is not only going ahead

in Gloucestershire but will be rolled out nationwide over the next 25

years. The Chair of the 10 year Government-commissioned

Randomised Cull Trials, and Editor of the Independent Science Group,

Lord Krebs (along with all leading independent animal disease experts)

concluded,” a badger cull can provide no meaningful contribution to

the control of bovineTB”. The aim is to kill 70% of the badger

population but no-one is sure what 100% is.

The government is hell-bent on the imminent slaughter of up to 3,000

badgers just in Gloucestershire, of which only 5% ( a Gov’t statistic)

might carry TB. Lord Krebs further warned that due to the

perturbation effect (badgers fleeing to other areas) any disease could

be carried into other areas. DEFRA itself has been forced to reveal

through a Freedom of Information request that most badgers will, due

to their physiology, not be killed outright and will suffer long lingering

deaths underground, their cubs also. The humaneness of the “free-

shooting at night in secret locations by armed gangs” (quote from the

respected “Smallholder”), with no Risk Assessments being made

public, will be tested “by the sounds they make when dying”. And we

call ourselves a civilised country?

The clue is in the title-BOVINE TB. This is a cattle-borne and cattle-

spread disease that has been passed to ALL of our wildlife. It is a

serious problem - 28,000 cattle prematurely slaughtered. But let’s not

forget that 5 million cattle are slaughtered annually, so bTB represents

a mere half a percent - and many more cattle are slaughtered due to

mastitis and hoof disease, symptomatic diseases of cattle in poor

health and intensively farmed.

The solution lies in cattle measures: cattle movement and rigorous

testing imposed by the EU have already seen a fall in bTB over 6 years;

improved bio-security and better animal husbandry; an approved cattle

vaccine which is not as far away as the NFU Leaders would have us

believe (NB. only 18% of farmers belong to the NFU, and they were

never balloted about a badger cull). Local farmers are speaking out

against the cull. We can vaccinate badgers now, and have an army of

volunteers to deliver this. It is just the political will that is needed. A

government minister said to Lord Krebs:“we have to offer farmers a

carrot and that carrot is a badger cull”. Shameful.

This is a PR disaster waiting to happen. Public opposition from ‘Middle

England’ and rising policing costs paid for by local taxpayers - not great

news for our tourism or our businesses, and certainly not for our

farmers.

the cull - what price local democracy?).

There is much debate about local planning applications for a super-market anda retirement village and while it’s not my job to comment on these either way,it is my job to help support businesses which provide employmentopportunities for local people, whether these are large organisations or smalllocal businesses. Personally, I think it would be helpful if district, town & parishcouncils, with the help of local people, identified the type of businesses wewould like to attract to the area and to make a concerted effort to encouragethese businesses to come to the North Cotswolds. We have lots to offer. Helpshould also be given to smaller businesses, many of them one man bands,which have outgrown their dining room tables and are now looking to rentcommercial premises at a reasonable cost. The cost of renting commercialproperty in this area is too high, stopping many small businesses moving orbecoming bigger. We could also help by making that extra effort to buy fromlocal suppliers and shopping locally where possible. This will put more moneyback into the local economy and create more employment opportunities. Yes,shopping on the internet is cheaper but is it creating local jobs? Yes, petrol ischeaper at the supermarkets but how far will you have to drive to fill-up in anemergency if all our local filling stations close? The business model is changingrapidly & certain businesses need to shake themselves into the modern world -but it is up to all of us to ensure that our local economy is vibrant, providingjobs for local people & giving businesses an incentive to locate to this area.

Don’t be caught out. HMRC inspectors are on the prowl & could be heading inyour direction, so make sure you deal with any paperwork or your Tax Return ingood time, or pass it onto your accountant to deal with. It makes sense – if youfile your Returns early you’ll know well in advance how much you need to pay!

Moreton Rangers Fair Play Award

Moreton Rangers Under 9 Team (pictured ) were presented with the Fair Play

Award for the Under 9 age group at the recent Witney and District Youth Football

League AGM.

They topped the scoring for fair play marks which are awarded by the opposition at

each game they play. A total of 38 teams are involved at this age level so it was a

great honour for the team to be singled out as the most sporting players.

Moreton Rangers are hoping to start up an Under 18 Team this season. Training

Stroud Parents Launch Safety Awareness Network To Protect Local Families

A new Safety Awareness Network created by parents in Gloucestershire is officially launched this week to

address common dangers affecting individuals and families. The network focuses on personal, home,

community, school and workplace safety issues.

Chris Davis set up the network following three recent incidents in the area when children under 13 have been approached by people trying to

lure them into their cars. In all the incidents the children escaped unharmed, but very

disturbed. "The lack of publicity these incidents received is a disgrace. Despite having

children of the same age as those who were approached we only heard about these ncidents

a week later in our local paper. Why weren't all schools in the area informed immediately?

The technology to let people know

about these types of dangers exists

and isn’t complicated but for some

reason it doesn't get used. We want

to change that before someone does

get harmed."

The Safety Awareness Network is

working with a mobile app partner to

develop a simple mobile app and

warning system to let people know

about current issues and dangers in

their area. The network acts as an

online hub for new and existing

safety campaigns and projects, and is

seeking individuals, organisations and

services who can help to support and

raise awareness of important safety
