Complainant pulled aver for speeding and she tho09ht the speed llmit was 65 mph and she felt she was doing 75-80. She got a tkket for 83 in a 55. She was unaware of the change in speeds. Second trooper was rude to her wtlen she asked questions.

she thought was "Gagne" was very rude and threatening. She stated that she does not attest the fact that she was speeding but she thought the limit was 65 and not 55. She stated the unprofessional trooper interrupted her when she tried to ask a question and gave her a sarcastic comment about her speed. She stated that after she received the citation and was putting up her window she told the troopers "OK fine, good luck catching more people". She stated that the senior trooper screamed at her while banging on her window "what did you say" and that he did that multiple times. she stated that she put the window down and told him again what she said. She stated that he gave her a very threatening look and then walked away to his cruiser without saying anything else. I advised the complainant that I would contact the trooper's supervisor to advise of her complaint. 4-26-12 Dlt. Ritchie left a message for Lt. Simon, station commander of SP-concord, the the A-3 desk to contact me. 4-27-12 Dlt. Ritchie spoke with Lt. Simon and ad'iised of complaint.

! On Sunday March 25 around 11:50 am, I passed a speed trap on Rt JN and was isntructed to pull over. The ! officer 1 spoke with (officer ID nmnber 3565) asked me how fast I was going and what the speed limited I was. I told him about 75-80 }.;fPH and that the speed limit was 65 MPH. He. did not · back : to his ca:r to issue the citation. 'vVben he came back. he issued me a ticket (citation
driving 83 in a 55 PH zone. I am a resident o ormally drive in this area: On that day, [ I was driving to Lowell, MA for a road race. 1 was unaware of the change in speed limits (I had just gotten 1 off of 95N) end wanted to clarify this with him because I thought it was unfair that he did not correct me. ' When I -w-aved him over to my car. he and someone who appeared to be a more senior state trooper came I over to my car. I told him that I was confused because I thought I had been in a 65 MPH zone and had not
seen any signs to indicate a change in the speed limit. He informed me tha.t there was one further behind us

Ho:veve:, the other officer, Whose name I believe is ?agne {I know it began with a G from wha1 I could see on lns uniform) was ex·tremely rude to me the whole fune. For example, when I initially asked state trooper 3565 about the speed limit misunderstanding, the other officer (Gagne?) interrupted me stating that he did not know where driving 83 MPH was legal, which was completely unnecessary. Lieutenant James Bailey from State Police Concord was assigne.d to conduct an internal investigation into this matter. Trooper Joel Gagne was questioned concerning the complaint allegations, After exarrrinlng the evidence, Lieutenant James Bailey conci:OOed that the complaint allegations were false and not fuctual. There is insufficient evideooe to. support oflicer misconduct or criminal misconduct o.n the part <Jf Trooper Joel D. Gagne. As such. this complaint is categorized as Officer Conduct and classified as UNFOUNDED. However, yo11r complaint, as well as the investigative report, will remain on file with the dep<ll1:ttlent
