    USEF MEMBERSHIP STATEMENTLife, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing

    Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining andVaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or

    trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined DrivingCompetitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the

    Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academyclasses (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas dedeux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have

    RULES AND REGULATIONS

    1. Horses shown in this division must have been issued a certificate of registration from the Arabian Horse Registry of America,Inc. (or in the case of foreign entry, have been issued a competition visa by the AHR of America), and/or the Canadian ArabianHorse Registry or, if under one year of age, be eligible for registry and registration applied for (Exception AR236.1 and must bentered under their full registered name.

    2. DISCIPLINE: Exhibitors are cautioned that any act of discourtesy of disobedience to the officials on the part of the owner,lessee, trainer, groom, rider, driver or their families will disqualify the horse from adjudication. The management reserves theright to remove an owner, lessee, trainer, groom, horse, rider, driver from the show without being liable for compensation ordamages. Show management will be charged with the responsibility of enforcing all USEF and AHA rules. Questions not

    covered decided by management and final.3. INDEMNITY AND RESPONSIBILITY: All entries are accepted with the understanding that neither the Georgia NationalFairgrounds, Magnolia Arabian Horse Assoc., Inc., its officers, the Show, The Show Committee, Show Official nor any of itssponsors will be held responsible for any loss, damage, or injury to any horse exhibited or any article of any kind. All horsesshall be under the control and direction of the show committee but solely at the risk of the exhibitor, who will be responsible foany loss, damage, or injury to any person, animal or property occasioned by him, and the exhibitor shall indemnify the abovementioned parties against any and all loss, damages and liability thus occasioned, including but not limited to any and all legalcosts, including attorney fees, which may be incurred as a result thereof. THE SUBMITTING OF AN ENTRY FORM TO THESHOW SHALL CONSITITUE AN ACCEPTANCE BY EACH PERSON SIGNING SAME OF THE PROVISIONS HEREINSET FORTH.

    4. PROTEST: Must be filed in accordance with the USEF rules and be accompanied by a deposit of $200 for members or parent junior exhibitor and $300 for non-members which will be forfeited if the protest is not sustained (See GR603 (d).

    5. PARKING:No trailers or vehicles will be allowed to be parked in barn area. No electrical cords may be run from any barn.6. ARENA: Indoor open Thursday a.m. NO LUNGEING HORSES IN THE INDOOR ARENA. Sizes 125 x 250

    Footing sand/sawdust mix, main and warm-up rings. No person will be permitted to enter the arena, upon start of show, exceptparticipants in class, judges and their assistants, show photographer and assistant, show officials and staff. Attendants will not bpermitted in the arena unless summoned by the judge.

    7. PROFESSIONAL SERVICES: by the Show Veterinarian or Farrier outside the ring on a Private Fee Basis. The name andphone number of vet posted at show office and barn office.

    8. CALLS FOR CLASSES: Classes called promptly. Two minute clock begins when the gate opens, the in-gate MUST be closeat the end of 2 minutes after the firsthorse entries the ring (GR310.1) Entered the same horses in back to back classes, a tackhold should be arranged with the paddock. Maximum 3 minutes allowed. Always check-in with paddock master. Problems withmechanical device, the PA system and paddock calls must be considered a courtesy. Responsibility of exhibitor to be sure hishorse is at the gate at the prescribed time. Every effort will be made to maintain a working PA system to carry calls, no protestwill be upheld nor will any section be changed on the basis of a PA malfunction. Management has the right to cancel any classnot filled or change classes in case of bad weather.

    9. AGE OF INDIVIDUALS: show purposes, individuals age on December 1 shall be maintained throughout the entire year. BorDecember 1 assume the greater age of that date.

    10. INDEBTEDNESS TO SHOW: Failure to settle Indebtedness will be barred from taking part USEF Recognized Shows untilsettlement is made. USEF (GR1508). Remedies available to the show under USEF rules for non-collect ability of checks showmanagement will assess a fee of $100.00 if a check is returned unpaid. Unless, secretary confirms arrangements, each exhibitorwho leaves at close of show without settling any fees, will be assessed a $25.00 service fee for sending bill. All fees will besettled at time of checkout.

    11. REFUSAL OF ENTRIES: The Show Committee and the Management reserve the right to refuse, accept conditionally orcancel any entry, disqualify exhibitors, prohibit exhibition of entries and remove from the grounds any individual, stable or bothwithout claim for damages. The submitting of an entry form to the show shall constitute an acceptance by each person signingsame of the provisions herein set forth. See USEF GR1509.1

    12. ENTRIES: All entries MUST be sent with a copy of Current Membership, USEF, Amateur or a fee of $30/person will becharged. AHA Current Competition Level Membership Cards or a Single Event Membership ($35/person) MUST be paid. Noentry will be processed without copies unless you are applying for membership at the show. The entry blank provides space for

    signatures, address of the trainer, owner or agent, rider, driver, handler of each entry. Under age 18 may not sign as trainer,USEF GR 906-909. ALL MONEY MUST ACCOMPANY THE ENTRY FORM AND BE PAID BEFORE NUMBERSCAN BE ISSUED (NO OPEN CHECKS. ALL ENTRIES SENT WITH AN OPEN CHECK WILL BE CHARGED A

    POST ENTRY FEE PER HORSE!!). Absolutely no numbers will be given out without all card and papers when you check inwith the show office.

    13. An OPEN/SIGNED CHECKwill be required to add any classes or bedding, etc at the show. Any additional charges must bepaid before leaving the show grounds. Any unpaid charges will be invoiced within 30 days and will be assessed a $25.00 servicfee. Failure to pay within 30 days will be considered an unsportsmanlike act and may result in actions taken against suchconduct in accordance with USEF rules. There will be a $100 charge for any checks returned.

    14. STALLS: 10 x 10 wooden box stalls with metal bar front one sliding door. Exhibitors will be required to rent one stall per horunless you choose Grounds Fees Only. In this case you will not be allowed to use a stall. Horses must be assigned a separate sta(except for broodmares with suckling foals). Horses must be placed in stalls assigned and no changes will be permitted except

    with the express consent of the Barn Manager. Any exhibitor using an unassigned stall will be charged $100 per stall. This strictly enforced.

    15. BEDDING: Please preorder bedding, if you will be arriving after 8pm on any night you will not receive bedding unlesspreorder was placed on entry form (then bedding will be waiting for you in your stalls). There will not be anyone on

    grounds to distribute bedding after 9pm. NO ARRIVALS BEFORE 5pm WEDNESDAY. NO EXCEPTIONS!16. POST ENTRIES: Pre-Entries close on March 25. Entries postmarked after this date will automatically be considered Post

    Entries and assessed the post entry fee as shown in the fee schedule. A United Postal Service postmark will take precedence ovpostmarks from private meters, etc. Extra classes for pre-entered horses will not be post entries, however, no horse may besubstituted for horses already entered. Entry blanks must be completed and returned before closing date. Post entry fee willabsolutely be charged if postmarked after the closing date. DO NOT MAIL AFTER APRIL 1 email to

    [email protected] fax to 800-584-3236 AND BRING WITH YOU TO THE SHOW.17. REFUND POLICY: Withdrawal of entries must be made in writing and accompanied by a vet certificate. Those received

    before closing date will be refunded all fees. After closing date, until start of show, all fees will be refunded except office, oneclass and stall fee. Post entry fees will be retained. Absolutely no refunds on stall fees after closing date. Refund ofAHA/USEF fees exhibitor/owner must inform office at the time horse is taken out of last class that it will not be shown. NoRefunds in Sport Horse in Hand, Dressage or Hunter Jumper classes for any reason!

    18. ENTRY AND SCRATCH POLICY: Entries being added MUST be made by the end of the session prior to the session beingentered, not during breaks, office closed. Horses entering ring without prior entry in office will be charged $10 ride througgate fee. Class fees will be refunded if you scratch your class before the class prior to yours is lined up. Qualifying Class MUSTbe scratched in office orby signature with Paddock Master. Championships MUST be scratched in Office Only. Use thisorder or no refund. Last class fee for a horse will be kept.

    19. MOTORIZED VEHICLES: Minors who do not have a valid driver's license which allows them to operate a motorized vehiclin the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to,golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who hava valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult witha valid driver's license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of aminor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actionsresulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s),and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of theabove individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals withdisabilities are exempt from this rule. (USEF GR1301.7).

    20. SHOW OFFICIALSIn the event of illness of failure of a judge or any other official to attend this show or to perform hisduties, the show committee reserves the right to substitute an official for the one who was officially designated in the prize list,according to USEF rules.

    21. CLASS SPECIFICATIONS: The rated Sections of this Competition are official USEF point competitions for the USEFNational and USEF Service Company Zone Horse of the Year Awards Programs. Exhibitors encouraged to read the USEF Rule

    book, particularly CHAPTER AR, for the complete Arabian horse rules, class descriptions and judging specifications.22. SHARPS CONTAINERSCompetition management shall place a minimum of one sharps container per each competition,

    whether or not stabling is provided. Additionally, at least one sharps container per fifty occupied stalls for the disposal of needland other disposable sharp instruments in convenient locations in barns housing competition horses. It is competitionmanagement's responsibility to replace such containers when full and dispose of them properly. Competition management mayfine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or othersharp disposable instruments. Competition management will place a notice of this requirement either in its prize list or onspecific handout given to trainers on check in at the competition. If local law has different requirements, local law will

    prevail. GR1210.4.23. FOOD SERVICE is available on the grounds.

    Class Information

    EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE

    CURRENT FEDERATION RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH.Exhibitors are encouraged to read the FEDERATION rule book, and particularly Chapter AR, for the complete Arabian horserules, class descriptions and judging specifications.JUNIOR EXHIBITOR: Junior exhibitors shall not have reached their 18 thbirthday. For horse show purposes, the age of the juniorexhibitor on December 1 of the show year shall be maintained throughout the entire year.AMATEUR: Every rider having reached his/her 18 thbirthday prior to 12/1 must have in their possession an amateur card issuedyearly by USEF or make application for such card at least one hour prior to showing in an Amateur class.OWNERS CLASSESCombined ownership is not permitted in Owners or Amateur Owners classes unless all owners aremembers of the same family. For competition purposes the term family includes husband, wife, parent, step -parent, child, brother,step-child, sister, halfbrother, halfsister, aunt, uncle, niece, nephew, grandmother, grandfather, and in-laws of the same relations asstated above. Leased horses are not eligible. Horses entered in amateur owner and junior owner classes must be registered in thename of the competitor or a member of the competitors family, as defined by USEF GR122. The sale of a horse does not eliminate this requirement. (Contracts of Sale or Bill of Sale will not be accepted). USEF AR101.2

    FOR ALL EQUITATION RULES: Refer to USEF RULE 25,219-225

    a. AHA Hunter Seat Over Obstacles Medal class.1) To be shown over a course of not fewer than six obstacles with fence heights of 2'6" to 3' of which must include an oxer and tw

    changes of direction (changes of lead).2) Two or more tests of the top four contestants are required from USEF Equitation Division EQ 113 - Tests 1 -7, 9-15, 17-19 (EC

    equivalent).b. AHA Saddle Seat Medal class.

    1) In addition to the rail work, all contestants are required to perform two or more individual tests from USEF Tests (EQ 120) 1-1

    (EC equivalent). Markers shall not be used. USEF Test 16 may only be called for at the National Shows.c. AHA Reining Seat Medal class.

    1) All contestants are required to perform a Reining pattern as outlined in USEF Reining Division (EC equivalent).2) Order of go will be done by draw.3) Bits must be dropped and inspected by the Judge or designated official, and all riders must dismount for this inspection. If calle

    for in the ring, assistance, if necessary, may be had from one of the ring officials.4) Reins shall not be removed from the horse's neck while inspecting bits.5) In the event the total score is tied, the tie will first be broken by the exhibitor with the highest equitation score. Should a tie stil

    exist, the tie shall be broken by reining rules in RN 103.2.6) It is mandatory that judges use the prescribed AHA Score Sheet for Reining Seat Equitation and that the score sheet or a copy b

    posted immediately after each class.d. AHA Hunter Seat Not to Jump Medal class.1) In addition to the rail work, all contestants are required to perform two or more tests from USEF Equitation Division, EQ 113.

    UPHA CHALLENGE CUP refer to UPHA rules and regulations, AHA Article 1121.WALK TROT/JOG(See USEF AR231) Open to riders 10 years old & under. As of January 1, 1997, a rider must have neverbeen judged in a class at licensed competition that required a canter or lope. No cross entries into any other classes except halter orshowmanship. NO STALLIONS ALLOWED. One header per horse during line-up; a plain, unmarked smock is required.LEADLINERider 2 to 6 years of age and never shown alone, no cross-entry is allowed into any other class in the show. If thehorse entered is not entered in any other class in the show, stall fee, and office fee must be paid. STALLIONS NOT ALLOWED.Leaders must be at least 14 years of age. One rider per horse. AHA 237ANGLO-ARABIANS All Half Arabian classes are open to Anglo Arabians. HA/AA colts/stallions may compete in weanling andyearling halter classes for Geldings; however, HA/AA/colts/stallions two years old and older are excluded from all halter classes.PUREBRED HALTERChampions and Reserve Champions must be at least two years old. Yearling geldings are the only

    yearlings that may compete for Champion Halter.ALL HALTER CLASSES MUST BE ENTERED BY 7PM THURSDAY, APRIL18 NO EXCEPTIONSYOUTH HALTER AND SHOWMANSHIP STALLIONS CANNOT SHOW.DRESSAGEArabian/Half Arabian/Anglo Arabian.     Dressage competition will be conducted according to USEF Rule XIX.

    2011 USEF Tests and USDF 2011 Introductory Tests will be used. Introductory

    Training Level tests may be ridden in the small arena if necessitated by time const

    Effective March 1, 2011 DR 120 requires all riders at fourth level and below to wASTM/SEI approved helmets at any time while mounted on competition grounds

    riders under 18, all para-equestrain riders and all riders on non-competing horseswear helmets. When a horse is competing at both the national and FEI levels, its

    must wear a helmet at all times, including any FEI test.

    Prizes: Ribbons thru 6th place. Championship & Reserve awards will be presentedfollowing divisions: Intro, Training and First Levels. (Second LevelFourth Le

    entries warrant: more than 2 horse/rider combinations). Championships will be bathe average score of the two (2) best test scores within each level.

    Entry Fees: $35.00

    Stabling: If showing only for one day in the Dressage Division and are showing othe trailer, a one day grounds fee of $30.00 will be charged. If showing for more

    USDF Membership Benefits: USDF is dedicated to education, the recognition of achievement, and promotion of dressage.For details on member benefits, including educational programs, awards, and other opportunities, refer to the USDF MemberGuide or the USDF website at www.usdf.org.

    Membership Requirements for USEF-licensed/USDF-recognized Competitions: Owners and riders, including foreignriders and owners who are not residents of the US, wishing to participate in a USEF-licensed/USDF-recognized competition as a rider orowner/lessee, must have either a USDF Group Membership, Participating Membership (PM), or have a USDF Non-Member (NM) identification number and pay theUSDF NM fee. (Note: USDF business members can own horses but cannot compete as riders with their USDF BM.) Individuals cannot compete at a USEF-licensed/USDF-recognized competition with a USDF Education Membership.

    Horses competing at USEF-licensed/USDF-recognized competitions must have either a USDF Horse Identification (HID) number or a USDF Lifetime Horse

    Registration (LHR). Proper credentials or verification certificates must be presented to the competition secretary.Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of aUSDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copyof a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at GreatAmerican Insurance Group/USDF Regional Dressage Championships.)Exceptions:

    Horses competing only in Individual Breed Classes (IBCs) at DSHB competitions, sires and dams of horses in DSHB group classes, where those sires ordams are not actually competing in the same competition, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions(e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, pas de deux, quadrille, FEI Para-Equestrian classes, are exemptfrom this requirement. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot, academy andopportunity classes.

    Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NMidentification number and NM fee requirements. Also exempt are handlers of horses competing in DSHB In-Hand or Group classes.

    Memberships Defined

    Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs areavailable for 1-year ($75), 5-years ($300), or life ($1,500). A USDF Youth Participating Membership (YPM) is available for individuals who have not reached their 21st

    birthday by December 1 of the current membership year ($60). A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and toparticipate as a rider and/or owner/lessee for all Adequan/USDF Year-End Awards, Great American Insurance Group/USDF Breeders Championship Series Finalsand the Great American Insurance Group/USDF Regional Dressage Championship program.Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate GroupMember Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF-licensed/USDF-recognizedcompetitions and participate in the USDF Rider Awards program.Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDFBM ($200) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only.Education Membership (EM): A membership issued to an individual directly by USDF. This online education only membership expires 12 months after the datejoined. This membership type does NOT allow an individual to compete at a USEF-licensed/USDF-recognized competition.Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $25 and a USDF NM form percompetition that must be collected by the show secretary and submitted to USDF along with the USDF Report of Fees document and the $5 affidavit fee if the personcannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. Ithere are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDFmember there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post competitionpaperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individualwith a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can beobtained from the USDF website.Horse Identification (HID) Number: A one-time tracking number for horses ($25). Scores earned by a horse with an HID number will be recorded, but will NOT becounted towards Adequan/USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regionalqualifying or championship classes or Great American Insurance Group/USDF Breeders Championship Series Finals. An HID number can be upgraded to a LifetimeHorse Registration (LHR) for a fee of $70. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to berenewed.Lifetime Horse Registration (LHR): A horse with an LHR ($95) is eligible for Adequan /USDF Year-End Awards, and eligible to compete at Great AmericanInsurance Group/USDF Breeders Championship Series Finals and Great American Insurance Group/USDF Regional qualifying and championship classes,assuming requirements for the owner and rider are met. If a horse has an LHR it does not need an HID number. An LHR does not need to be renewed.
