Statistics of México´s highway network and ETC

2014 Mexico 2

• More than 140 concessions

and 40 different

concessionaries

• Around 450 toll plazas

• 50% use ETC

• 8 ETC suppliers

• ~3 million ETC customers

• Limited interoperability

• High growth potential for

additional services

Background on México´s ETC

2014 Mexico 3

• ETC started in CAPUFE´s (Public Road Operator) network in 2003

• Until some years ago, the penetration of ETC had been limited

• ETC has initiated its socialization process with the operation of the

elevated highways in Mexico City,

• Several efforts have been undertaken to structure ETC by the Ministry

of Comunications and Transport (SCT).

• CAPUFE just bid and awarded the contract to provide ETC in their

highway network,

• It is timeline and necessary to explore mechanisms to structure ETC

and interoperability

Scenarios and means to ESTABLISH INTEROPERABILITY

2014 Mexico 11

Interoperability Agreement

Voluntary agreement to establish interoperability by

concessionaires with the support of SCT.

Peer to Peer or Clearinghouse

Preferred choice by concessionaires Existing model

Does not guarantee interoperability.

Interoperability Alliance

Creation of an entity with representation of SCT,

concessionaires and ETC suppliers to establish

interoperability, including general agreements and

guidelines.

Peer to Peer or Clearinghouse

Greater commitment Dedicated structure to

promote interoperability Does not guarantee

interoperability

Clearinghouse

Private or public entity that centralizes

transaction exchange and structures interoperability

Clearinghouse

Optimal model but not easy to achieve

Eliminates entry barries Promotes quality of service

and reduces costs

What´s ahead in terms of interoperability?

2014 Mexico 12

1) Optimal model and scenario for interoperability

2) Agreement and definition of different elements to establish

interoperability:

1) Technical,

2) Operational,

3) Functional,

4) Financial, etc.

3) ETC levels of service

4) Evaluation of scenarios and conditions to establish interoperability.

5) Development of legal elements to establish interoperability

6) Action Plan for interoperability

Interoperability…. One step at a time…

2014 Mexico 13

1) Steps already taken:

1) SCT National Norms:

1) Tags – IAG and 6C

2) Multiprotocol antennas

2) SCT Operational rules

3) Legal documents

4) Interoperability between concessionaires.

2) Steps to be taken:

1) Technical:

• Interfaces and Protocols

• Operational Standards

2) Operational:

1) Technology Requirements: Software,

Architecture, minimum requirements, etc.

3) Financial: ETC Costs scenarios and

parameters.

4) Functional: KPI, certifications, test protocols,

etc. .

Lessons learned

2014 Mexico 14

1) ETC is facing the same challenge at an international level -

interoperability

2) Technology is not the main obstacle to establish interoperability.

3) Different business models and political and/or commercial interests

are the main obstacle to establish interoperability.

4) Interoperability can be achieved through different models; however,

there are scenarios in which the choice is clear if we consider all

factors.

5) Interoperability is a priority where the user is the main focus in

highway operations.

6) Willingness, commitment and leadership are key for interoperability

at any scale.

7) Since interoperability is for general public good, authorities should be

involved to promote and enforce it.
