20. Revision of the Urban Mobility Package of 2013 – Q4 2021
• Meeting people’s expectations of cleaner air, less noise and congestion, and eliminating road deaths on our city streets
• Growth of e-commerce; need for zero-emission solutions (cargo bikes, automated deliveries and drones, and better use of inland waterways into cities) and for sustainable urban logistics plans within sustainable urban mobility plans
• Increasing modal shares of collective and active modes of transport
• Automated, connected and multimodal mobility/ Mobility as a Service/shared and collaborative mobility services/new technologies

• Importance of urban mobility for the overall functioning of the TEN-T, with provisions for first/last mile solutions; urban nodes on the TEN-T network to put in place their own sustainable urban mobility plans by 2030
• a mission in the area of Climate-neutral and Smart Cities as a strategic priority for joint action: “100 climate-neutral cities by 2030”
• Connectivity with rural and suburban areas;
• Give commuters sustainable mobility options
• Passenger transport-on-demand (taxis and private hire vehicles) more sustainable and delivering efficient services

Building on 2013 urban mobility package, the initiative will propose a
comprehensive enabling EU framework to assist and incentivise Member
States and cities in developing safe, accessible, inclusive, affordable, smart,
resilient and zero-emission urban mobility as an important contribution to
meeting the 2050 climate target.
Contributing to the transition to a climate-neutral economy and emission-free
transport at local level, it addresses transport pollution and draw lessons from
COVID-19 pandemic
New EU urban mobility framework
• The mobility patterns in EU cities are changing, affected by technological,
socio-demographic, cultural and environmental factors.
• There is a need for a more coordinated approach, in particular in the areas
where EU action can contribute the most, such as ensuring bigger coverage
and quality of sustainable urban mobility plans and a more coherent
approach to urban mobility data and indicators to monitor progress e.g.
towards climate neutrality.

solutions (IAs)
• Contribute to the Open Public Consultation on Urban Mobility
• All missions are under internal Commission appraisal. Decision on the missions by the
Project Group expected around mid-June
• The Implementation Plans will be presented as part of a Communication on the Missions
which is foreseen for September 2021
• How to get involved in the Cities Mission? The Commission is planning to organize a call for
expression of interest for cities. Discussion on how to select cities still ongoing but elements
like geographical balance, impact for citizens and preparedness will certainly be part of that
process.
