Tactical Police Applications was created by Police Officer Alan Martinsen in 2010 to bring a whole new level of

technology to the fingertips of Police Officers worldwide. Officer Martinsen saw a great need in the area of mobile

technology for Police Officers. Police Officers were not using any mobile systems in order to help them in their day to

day tasks. Officer Martinsen began developing different mobile systems and applications that will soon be available to all

Law Enforcement. The first mobile system is the MOBILE INCIDENT MANAGEMENT SYSTEM (MIMS) which includes

“Police Perimeter” and “Police Runner”.

Officer Martinsen has worked for the Los Angeles Police Department for 9 years. He has gained valuable insight and

experience while working in the Safer Cities Initiative unit, Gang Enforcement Detail as a court qualified gang expert,

and with the Parole Compliance Unit. He has joined with a very knowledgeable team of mobile Developers and

Designers, along with other LAPD Officers, to create the Design, Development, and Features of this great system.

About us

APPLICATIONS

Mobile Field Force (Riots, Demonstrations)

• Supervisors will be able to activate an area where they need

resources and send an alert to their Officers who can then join the

response.

• Supervisors will be able to see where Officers are coming from and

when they are in place at the scene.

• For very large demonstrations have the supervisors of each team

or squad activate their MIMS so that the command post knows

where the teams are at all times and knows where more teams

need to be deployed.

• The system will show who is on scene and what equipment they

have available, such as tasers, bean bags, rifles, mounted Police,

etc.

• RTOs/Dispatch will be able to monitor, assist, and communicate

through their mobile device (iPad/Tablet)

PERIMETERS

• If a Officer needs a perimeter around a fleeing suspect he can activate

the MIMS and will see units responding in real time to the scene.

• Responding units will see exactly where the primary Officer is and

where resources are needed.

• The primary Officer will know when the perimeter is set by looking at his

mobile device and seeing all of the units in place.

• Supervisors will know which units and Officers are on the perimeter and

the equipment available when needed.

• The primary Officer can also use the “Police Runner” feature to be able

to shift the perimeter to the area where the suspect is most likely to be.

Other uses where resource management is needed:

• Haz-mat situations

• Bomb calls (use the perimeter feature to know the exact distance

needed for evac) and see all resources deployed

• Any other Tactical Situation

DESIGN FEATURES

The Mobile Incident Management System (MIMS) is

designed to integrate with your Department’s internal

email servers so Officers can be up and running

when they first launch the app.

Apple ID, Google and other existing email accounts

can also be used to create accounts for Police

Perimeter.

3 ways to set a perimeter.

One - tap anywhere on the screen to set a perimeter in the

default or last selected radius.

Two - Search for an address

Three - Use voice control to search for an address or set and

change the perimeter size at the current location.

Perimeter Map View

See your current location and an estimated location of the

suspect.

Hold and drag allows the location of the perimeter to be

moved.

Upper left cross hairs - re-center the map on the perimeter

Upper right terrain - toggles satellite view on and off

Lower right runner - police runner feature

Lower left arrow - locates/updates users current location

Tap and hold anywhere on the map to drop a pin for

the first location a responding unit should report. As

available units join the perimeter they will be

assigned a pin location.

Many pins can be added to the perimeter.

The Officer who sets up the perimeter will be

notified when new units are available but there is not

an available pin on the map.

As responding units get closer to their assigned pin

location a circular icon representing each unit will

appear on the map.

The units icon color will change from yellow to green

and then become one with their corresponding pin

once they have reached the assigned location.

Once all responding units have reached their pin

location each pin will go from grey to green on

the map.

A unit can choose to leave their assigned location

but their movement will be tracked based on their

circular unit icon.

Pins can be moved to new location via hold

and drag.

Tapping on any pin will bring up unit number/name

and location of the responding unit.

Tapping on the arrow will take the user to the Edit

Unit view.

The Unit view can be changed by the Officer who

set up the perimeter.

Responding units can change their own information

but not the information of other units.

Most of the time this information will be pre-

populated based on the information provided by the

department and each officer.

For more accurate tracking of suspects Police

Perimeter has a Police Runner feature. Tapping on

the runner icon on the bottom left corner will activate

Police Runner.

Police Runner allows the Officer who set up the

perimeter to automatically adjust the size and

position of the pins along the perimeter based on

the mode and speed of the suspect.

The Perimeter View lets the Officer adjust the

perimeter size to one of six presets or a specific

number.

Tapping the ruler icon in the top right will allow the

Officer to change the measurements between

meters, miles, kilometers, and (blocks).

Officers can adjust the size of the perimeter to a

custom size via a measurement picker.

Responding units to a perimeter will not be able to

see the Set Perimeter details as this is an option

only available to the Officer who set up the

perimeter.

Officers can switch to Join Perimeter from the

Perimeter View.

Under Join Perimeter officers can see the available

perimeters to join that are closest to their current

position.

Officers can only join one perimeter at a time.

The Units View allows officers to see their current

location and the name, location and status of the

responding units for the perimeter.

My Profile allows the Officer to edit their unit name,

department, user/officer name and any specialized

equipment they may carry.

These options can be locked for editing by the

department.

Username and password is not editable on

this view.
