Scottsville Town Administrator Matt Lawless recentlyannounced that the town has been awarded a $23,000 grantfrom the Virginia Housing Development Authority (VHDA).The authority was created in 1972 to help obtain qualityaffordable housing for Virginia residents. According toLawless, “the grant will be used for redevelopment planningat the old (tire) factory site.”

VHDA supports healthy communities and mixed use-mixed income projects and, according the Lawless, “over thenext 4-6 months this grant will support some marketresearch, local outreach and surveys, and project design con-cepts that connect well with our comprehensive plan processand our UVA Architecture School partnerships.”

Planning Commission – Work continues on updating thetown’s Comprehensive Plan which should be concluded with-in the next few months.

The Planning Commission is also studying a proposal toexpand what is known as the Historic Overlay District. Thecurrent district is primarily the town limits before annexationof land by the town in 1994. The Commission recognizes thatthere are structures outside the current boundaries that are ofa historic nature. Another reason behind expanding the dis-trict is to ensure that the typography of the land not be alteredin a manner that would be inconsistent with the nature of thetown’s historic typography. The Architectural Review Boardhas been assisting in this project and members of that bodyhave been meeting with the Planning Commission on a regu-lar basis.

Town Council – At the May 21st meeting of the TownCouncil a public hearing was held on the 2018-19 budget. Noone spoke either for or against the budget as presentedalthough there was some discussion by Council members onthe matter. A vote on the budget is scheduled for the June18th meeting.

Thomas Morley is the town’s “summer intern” workingwith Town Administrator Matt Lawless. Morely, a SyracuseUniversity graduate is in his second year of graduate school atUVA working towards a master’s degree in urban planning.

The ARB announced that long-time head of that commit-tee, Jeffrey Plank, will be resigning from that post on June

30th. Plank who has headed the ARB for over twenty-fiveyears felt it was time to turn over the reins. The Council rec-ognized his service.

Doug Hurr who recently completed work on the bateau atCanal Basin Square has been hired and given a budget torebuild a replica of a freight boat for the outdoor museum’sexhibit.

Mayor Nancy Gill reported that upgrades to the RivannaWater and Sewer Authorities water treatment plant on JamesRiver Road has been completed and is in operation. This newsystem is “state of the art” she said, and “uses a process thatensures that our drinking water is top quality.”

At the helm for 26 years Tim Karr loves a paradeBy Ron Smith

lmost everyone loves aparade. Visit Scottsvilleon July 4th and you willsee that statement to betrue. For over a hun-dred years, with few

exceptions (for some reason there wasno parade in 1935) there has been aFourth of July Parade in Scottsville.

The Scottsville Museum has evi-dence that there was a parade on the4th in 1913. For the next eighty yearsorganizations such as the Veterans ofForeign War (VFW) the Town ofScottsville, and the Chamber ofCommerce either sponsored a paradeindividually or partnered with oneanother to see that a parade happened.

The Scottsville Fire Departmentcame into being in 1936. In 1942 thefire department became involved inthe organizing of the parade. And, in1993, the fire department becamethe sole organizer of the event.

Scottsville’s Tim Karr has live here since he was a toddler. He wearsseveral different hats. Tim is a professional firefighter. He serves as aBattalion Chief with the Charlottesville City Fire Department. He is alsocommitted to Scottsville. Tim is also a chief with the ScottsvilleVolunteer Fire Department. He is levee superintendent for the Town ofScottsville, a position that keep him busy every time the river rises,ensuring that the town does not flood. He owns and operates a land-scaping company and is a member of Scottsville Baptist Church.

In his “free” time, as has been the case for the past 26-years, Karr has seen that the annual Fourth of July Paradetakes place. This will be the 105th edition of that event!

Tim relates that “during the 1980’s the parade was some-times a part of Scottsville Day and followed a much differentroute. The parade used to go all over town, winding its waythrough neighborhoods until it reached Dorrier Park.” Theparade had been pretty much a VFW sponsored event forthirty years. The VFW asked the fire department if theywould take over the organization. Karr was asked to take overleadership of the parade committee in 1992, following thegroundwork laid by John Collins and Mike Johnson.

Tim sees himself as a “figurehead” since, as he says, “lotsof people are involved to make the parade a success.” Therea logistics to work out with VDOT. Valley Street has the dis-tinction of being the only state highway that has been givenpermission to shut down for a parade! There is advertising,trophies to buy and making sure the one hundred units in theparade know what is expected of them. And then there is thefireworks show.

When Tim’s dad Duane Karr was responsible for the fire-works show the fireworks were actually on the south side ofthe river. Tim emphasizes that “the fireworks are communi-ty funded and this year $9000 is budgeted for the show.”Contributions are always welcome.

With the dawn of July 5th the previous day’s parade andfireworks will be vivid in our memories. Tim Karr should takethe day off and rest. But, knowing Tim, he will already beworking on the 2019 parade! Volunteers are what makethings happen. If you see Tim or any of the many connectedwith the July 4th celebrations around town take a minute totell them how much you appreciate what they do for ourcommunity both professionally and as volunteers. Theydeserve our thanks, and they would not mind if you volun-teered too!

On May 31st a reception was held at Scottsville Presbyterian Church for Rev.Bruce Lugn and Rev. Randy Haycock, both of whom are retiring on June 30th.Lugn, who has been pastor of Scottsville United Methodist Church for the pastseven years, and his wife Alessandra, will be relocating to the Culpeper area wherehe will work in prison ministry. Haycock, who has spent almost an equal amount

of time at Christ Church, St. Anne’s Parish, Glendower, will remain in theCharlottesville area and will be serving local veterans in various capacities as botha clergyman and a veteran himself.

Scottsville’s summer is shaping up to be a busy one!

ometimes the stars and the planets align up just right and wonderfulthings happen. That may be just what occurred, two years ago, whenEvelyn Booker Dent and Susan Liebl met. The result of that encounteris now a great friendship and a musical group called The Sunny Sides.

“We met at an anti-pipeline meeting,” said Liebl. “We started talking and afterrealizing that we had so much in common, we became friends.”

Both ladies had come to Buckingham for personal reasons. Dent had returnedto her home place after living in New Jersey for many years. Liebl, who had lived inCalifornia, was drawn to the county because of the Yogaville community. “We bothlove music, spiritually, enjoy playing cards (scrabble), love nature, and want to worktowards protecting the environment,” said Dent. Turns out it was a perfect match.

Because of their passion for music, the ladies starting playing together and weresoon asked on many occasions to play at the anti-pipeline meetings. “We started

doing sing-alongs,” said Liebl. “We both play guitars and are both singer-songwrit-ers.”

Dent also plays piano. She is a regular at area churches and also plays electricbass as well as acoustic. Liebl taught herself how to play the guitar and also playspiano and flute. “I sang in church choirs, community theatre, and school musicalsand also played in a band in San Francisco,” she said.

Thus, the combination of similar interests and the love of music evolved into TheSunny Sides. “That’s our signature song,” said Liebl. “We’ve play at Habitat events,at the Appomattox National Park, at the Historic Village and the World Day inCharlottesville. We are starting to be known for performing songs that represent theunsung voices of our local history as well as indie folk music.”

One such song, “Three Days Free,” written by Liebl, is about Hannah Reynolds,a slave who tells about being freed immediately after Appomattox. The musicians

The Sunny Sides see themselves evolving over time. “We’d like to have one ortwo more musicians join us,” said Liebl. “We’d like to add a bass, percussion, anddrums.” Dent nodded and added, “But we have to find musicians who understandthe thrust of what we’re doing. Our singing wouldn’t feel as authentic if we don’tstick to what we believe in. We don’t want to stray from the message.”

The Sunny Sides see themselves networking with others and performing more inthe community. “We’d like to align with the local historic society do to program onenslaved, indigenous, and immigrant members,” said Liebl.

Sunday, May 27th saw the annual Memorial Day Program presented by Scottsville VFW Post 8169. Post Commander WilliamSaunders officiated at this solemn occasion. The guest speaker was Bruce Eades, Commander of American Legion Post 74 and aVietnam veteran. Various organizations placed wreaths at the town’s Veteran’s Memorial. Those who attended were inspired notonly by Commander Eades’ speech, but also by 94-year-old veteran Leake Winston who sang the song “Soldiers Last Letter”.
