by Dr. Kerwin Urhahn, MSHSAA Executive Director TodayasIwritethisarticleandreflectoverthepastyear,itiswithverymixedemotions.IthasbeenagreatyearofchampionshipsandeventsfortheMissouriStateHighSchoolActivitiesAssociation.But,evenwiththesuccessofourstudentsinsportsandactivitiestheschoolshavebeencaughtinaneconomythatisunpredictableandonethathasnotbeenseeninrecenthistory.ThefinancialpictureintheStateofMissourihasbeendifficultforpublicandnonpublicschoolsthroughoutthestate.Thepublic,schoolsandpersonnelintheschoolsallhavedifferentopinionsonhowweshouldhandlethesituation.Thisistruefortheby-lawsandproceduresthatgoverntheMissouriStateHighSchoolActivitiesAssociation.ReturnsfromourAnnualBallot,SurveysandAreaMeetingsshowadifferingopiniononhowweshouldmoveforward.Teachers,athleticdirectors,coaches,principalsandsuperintendentsallhaveviewsandbeliefsofwhatshouldhappenattheschoolandintheMissouriStateHighSchoolActivitiesAssociation.Havingworkedinallthesepositionsremindsmehowmyviewandattitudeschangedeachtimemyjobdescriptionandresponsibilitieschanged. Ilookatteacherstryingtoeducatetothebestoftheirabilitieswithastudentpopulationthathasgrownupintheelectronicera.Theyhaveanattentionspanthatistheshortestinhistory,butacapabilitytocommunicatewithmorepeopleandshrinktheworldeasierthananygenerationbefore.Thereismoreandmoreresponsibilityonteacherstocoveradditionalmaterialandhighstakestestinghasbeenaddedtomakesureitisbeingcovered. Thecoachesoftodayspecialize,likemanyoftheirplayers,andwanttogrowtheirsports.Theyalsohavetodealwithasocietythatexpectswinningeveryyearnotjustintheregularseason,butpost-season.Societypushesforsuccessmeasuredbywinsandlosesanddoesnotwanttoacknowledgethelearningoflifeskillsandthecommitmenttodoyourbesteverytimeyoucompeteastheroleofhighschoolathleticsandactivities. AthleticDirectorsareworkinghardtofindwaystogivestudentsopportunitiestosucceed.Despitethereductionsinbudgets;theyaretryingnottoeliminateteams,coachesandcontests.Thecostoftransportation,fieldandfacilitymaintenance,equipment,officialscontinuetoincreasecreatingmorestressupontheathleticdirectortomakeitallwork.

Life Lessons are Important Part of the Education Process

Principalsarehavingeverythingbutthekitchensinkthrownatthem.Ultimately,theprincipalisbeingheldresponsiblefortheacademicsuccessorfailure,discipline,andleadershipofthehighschoolbuilding.Thatisnotaneasytask,butonethatmanyprincipalsthroughoutthestateacceptandfighteverydaytoaccomplish. Finally,thesuperintendentislefttosteertheentiredistrictinamannerthatsucceedseducationally,hasthefinancialresourcestopullitoff,anddecidewhatgetsdonewheneveryoneisaskingformore.Oftenpeopledonotunderstanddecisionsmadefromcentraloffice,duetohavingonepartoftheinformation.Itistheresponsibilityofthesuperintendenttolookatthebigpictureandmakeadecisionthatisbestfortheentiredistrict.Thisprovidesfuelformanyarmchairquarterbackstosecondguessthosedecisions.Ultimately,thecurrentfinancialsituationcausessuperintendentsandschoolpresidentstomaketoughdecisionsthataffectpeople’slivelihood.Thatisadifficultpositiontobeinforanyone. Thesituationisnotmuchdifferentfornon-publicschoolsatthistimeinoureconomy.Manypeoplewanttobelievethatitiseasyfornon-publicschools,butquitetheoppositewithmoreandmorestudentstransferringoutofnon-publicschoolsorchoosingnottoattendnon-publicschoolbecausetheparentsdonothavetheresourcestosendtheirchild. Everypositionhasitsplusesandminuses.Rightnowallofthemareextremelydifficult.IreadarticlesandhearpeopledailytakeshotsateducationinMissouriandtheUnitedStates.Howeverwiththatbeingsaid,Itrulybelieveeducationisthekeytothiscountrystayingclosetothetopofthe

globalmarketandlifestyle.Theeducationinthiscountryhasitsissues,andIamnotnaïveenoughnottoseethat,butprovidingtheopportunitiesforstudentstolearnanddevelopareessentialfortheUnitedStatesandMissouritoclimboutofthecurrenteconomicposition.Thatbeingsaid,itismybeliefthatwewouldlooseatremendousteachingtoolandopportunityifathleticsandactivitiesweretakenoutoftheschools.Weareunderconstantattackfrommanynon-schoolathleticprograms,promisingstudents’nationalattentionandrichesiftheydevotethemselvestotheirsport.Theissueisthatveryfeweverachievethatlevel.Iamnotagainstclubsports,butitisnotalwaysequivalenttoteachingthelessonslearnedininterscholasticsports.Ibelievetherearemanythingslearnedonthepracticefloor,gamefieldandbusridestoandfromthecompetitionsthatenhanceandfulfilltheeducationprocess.JustoneexampleofalifelessoncomesfromsomethingthatIhearmanytimes,“Thisisnotfair.”Itisreallyunfortunatewhensomeonefeelstheyhavebeenmistreatedorintheirwords“cheated.” AsIthinkback25yearstomyhighschoolgraduation,Irememberthespeakertalkingaboutgettingoutintherealworldandthatitisnotfair.ThatissomethingthatIlearnedthroughathleticsisthatthingsdon’talwaysgoyourway.Butthemostimportantpartofthatlessoncanbehowyourespondtothatsituation.Lifeknocksusdown,whichIbelieveeveryoneknowsandwehatetoseeithappentoourchildren.However,ifwedonotteachourchildrenhowtodealwithitandmoveon,wearesettingourfutureupforfailure.Itisimperative,especiallynow,toteachourstudents,teachers,coaches,athleticdirectors,principals,andsuperintendentsthatlifewillcontinueandschoolwilloccur,butitisuptotheleadersintheschooltoensurethatitisthebestlearningenvironmentandsituationwecanprovidetoourchildren. Thisyearhasbeendifficultandthesummerismuchanticipatedbyeveryone,butpleasetakethetimethissummertorejuvenateandmake2010-11thebestyearwecan,becauseallstudentsinMissourideserveit.

How Do Students and Parents Learn the Eligibility Requirements? Anincomingseventhgraderorninthgraderentersyourschoolwithanticipationofactivityparticipation.Itisherfirstopportu-nitytobeapartofaninterscholasticprogram.Thestudentandtheparentsareunawareofacademicrequirements;semestersofparticipation;agerequirements;nonschoolcompetitionrequirements;amateurandawards,etc.Howareouryoungpeopleandtheirparentstolearnoftheeligibilityrequirementsnecessarytoearnandmaintainstudenteligibility?Howdotheylearnabouttheinterscholasticprogram,itspurposeandphilosophy?Itisquitesimpleandisalsoquiteessential. Itistheresponsibilityofthestaffofeachmemberschooltoproperlyadviseandeducatetheirstudentsandtheirparentsoftheeligibilityrequirements.Theyoungstersinourprogramsareplacedinavulnerablepositionwhentheschooladministrationandactivitiesstaffdonotreviewandclarifytheeligibilityrulesandthepurposeandphilosophyofourprograms. Memberschoolsshouldmakecertainthatstudentsexpectingtocompeteintheirschool’sathleticandactivityprogramsclearlyunderstandthestandardsofeligibility.Asanaidinproperlyinformingstudents,theMSHSAAannuallypublishesabrochureentitled“HowtoProtectYourHighSchoolEligibility.”AcopyofthisbrochureissenttoallmemberschoolsintheAugustpacketeachyearaswellastheAD.andeachheadcoachwiththesportrulebookmailings.MemberschoolscanmakecopiesorcanorderasupplyfromtheMSHSAAofficeataminimalcostpercopytocoverthecostsofprintingandpostage.Theinformationcanbefoundatwww.mshsaa.orgbyclickingonEligibilityStandards. Allstudentsparticipatinginathleticactivitiesshouldbegivenoneofthesepamphletsasstandardprocedure.Inaddition,coachesanddirectorsshouldtaketimetoreviewthepamphletwithmembersoftheirsportssquadsandactivitiesgroupstoexplainalleligibilityrequirementsthestudentsareexpectedtomeet.Eligibilityrequirementsandschoolpoliciesforparticipationshouldbeprovidedinwritingtoallstudentsandparents.Thepurposeandphilosophyoftheschoolprogramshouldbereviewedwithallpar-tiesinvolved. Question:Ourschooldistrictsupportsthreehighschools.OurBoardofEducationwillpermitandgrantrequestsfromstudentstoattendahighschoolinwhichtheirparents’residenceisnotlocatedinthathighschool’sestablishedgeographicattendancearea.Thefamilydoes,however,resideintheschooldistrict.WouldthisscenariofallwithintherequirementsofresidenceinMSHSAABy-Law238.2? Answer: No.Theby-lawscarefullydefineresidenceasbeingwithintheestablishedgeographicattendanceareafortheindividualmemberschoolandnotanentireschooldistrictofmultipleschoolsatthesamelevel.Inthesituationdescribed,thestudentswouldhaverestrictedeligibilityinallsportsiffreshmenorrestrictedeligibilitybysportiftransferringhighschoolsaftertheninthgrade. Question:Ourschoolencouragesour

studentstouseourweightroomforoutofseasonconditioning.Ourathleticcoachestakerolloftheirstudentathletesandexpectthemtoparticipateinthisprogram.Ifthestudentsdonotattendthecoachescounselwiththemthattheyshouldbethereforthegoodoftheteam.Isthisappropriateactionbyourcoaches? Answer: No.Participationinanout-of-seasonconditioningprogramiscompletelyvoluntaryandmustbeopentoanystudentwhodesirestoattend.Takingrollforteamattendanceissignalingtothestudentsarecordofteammemberattendanceisbeingkepteventhoughtheactivityisvoluntary.Thefollow-upwiththestudentsandsocalled“counseling”toattendhasdefinitelytiedparticipationwithteamresponsibilityoutsideoftheseason.Theadultshaveimpliedtothestudentstheyareexpectedtoattendandthisisaresponsibilitytotheteam. Becausethereisafinelinethatcanbecrossed,schooladministratorsmusteducatetheircoachesofwhatisappropriateandmustmonitorcarefullytheout-of-seasonconditioningprograms. Summer School Questions Summerschoolcoursesandcreditearnedmaycounttowardacademiceligibilityifspecificrequirementsaremet.Theindividualschooldistrictmustfirstadoptanofficialpositionthatsummerschoolcreditshallbeaccepted.Thepolicyonsummerschoolcreditshouldbeplacedinwritingandreadilyprovidedforinformationalpurposestoparentsandstudents.Itshouldbemadeclearthatcorrespondenceschoolcoursesandelectivesdonotmeetthisrequirement. PriortojoiningtheMSHSAAstaff,Bing-geliguidedtheCaveliersoftheUniversityofVirginiaasthedirectorofthetrackand

fieldandcrosscountryprograms.UpponarrivinginCharlottesville,BinggeliservedasUVa.’sheadcrosscountrycoachandassistanttrackandfieldcoachin1985-86,beforeassumingthedirectorshiprole. Procedure for Approval of Non-Faculty and Non-Certified Coaches Aschoolmustenterallapplicablecoachingstaffmembersviatheon-linemethodnolaterthansevendaysafterthefirstpermissiblecontestdatefortherespectiveactivity.ApprovalfromtheMSHSAAmustbeelectronicallyreceivedbytheschoolbeforetheschoolisconsideredtobeincompliancewiththeby-lawsregardingcoaches. Failureofaschooltosubmititscoachingbytheestablisheddeadlineshallresultinthecoach(es)beingdeniedandtheschoolsentaletterofreprimand.Aschoolshallreceiveawarningforasecondoccurrenceduringthesameschoolyear.Ifathirdincidenceshouldoccurduringthesameschoolyear,theschoolshallbeplacedonprobationfor365days.

Gardner Named NFHS Executive Director BobGardner,whohasservedaschiefoperatingofficeroftheNationalFederationofStateHighSchoolAssociations(NFHS)forthepast10years,hasbeenchosenbytheNFHSBoardofDirectorsastheorgani-zation’snextexecutivedirector. GardnerwasselectedbytheBoardofDirectorstosucceedBobKanaby,whowillberetiringonoraboutMay1afterservingasNFHSexecutivedirectorforthepast17years.Gardnerwillbethesixthexecutivedirectorinthe90-yearhistoryoftheNFHS,whichisthenationalleadershiporganiza-tionforhighschoolathleticandfineartsactivities. “WearepleasedtoannounceBobGardnerasthenewexecutivedirectoroftheNFHS,”saidDr.EnnisProctor,execu-tivedirectoroftheMississippiHighSchoolActivitiesAssociationandcurrentNFHSpresident.“Bobhasalongandsuccessfulbackgroundwithourmemberstateas-sociations,alongwithhisoutstandingworkasthechiefoperatingofficerforthepast10years.TheBoardofDirectorsbelievesheistheidealcandidatetocontinuetomovethisorganizationforwardintheyearstocome.” Gardner,61,hasbeeninvolvedinhighschoolathleticsinthestateofIndianathroughouthisentire40-yearcareerinsec-ondaryeducation.Hestartedasateacherandcoachin1970andconcludedascommissioneroftheIndianaHighSchoolAthleticAssociation(IHSAA)forfiveyearspriortojoiningtheNFHSstaffin2000. From1970to1978,Gardnerwasan

EnglishteacherandcoachatWestWashingtonHS,MilanHSandScottsburgHS.Hecoachedfootball,basketball,baseballandtrack,andalsoservedasathleticdirectoratScottsburg. In1978,Gardnerbeganhishighschooladministrativecareer,servingasprincipalofMilanJunior-SeniorHighSchoolandwasnamedsuperintendentoftheMilanCommunitySchools.WhileatMilan,GardnerwasamemberoftheIHSAABoardofDirectors. GardnerjoinedtheIHSAAstaffasas-sistantcommissionerin1985andserved10yearsinthatrolepriortobecomingcommissionerin1995. AmonghisnotableaccomplishmentsattheIHSAA,GardnerledthechangeintheIHSAAfootballplayoffstopermitparticipa-tionbyallschools,negotiatedtheas-sociation’slargestcorporatesponsorshipagreementinhistorywithIndianaFarmBureauInsuranceandledthetransitiontomultipleclassesinteamsports.HealsowasinstrumentalintheIHSAAwinningalandmarkIndianaSupremeCourtcaseaffirmingtherestitutionruleandaFederalCourtcaseprotectingthestate’srighttoenforceeligibilitystandards. DuringhisyearswiththeIHSAA,Gard-nerwasavotingmemberoftheNFHSFootballRulesCommitteeandservedontheNFHSFootballOfficialsManualCom-

mittee.HealsochairedtheFiscal/FundingSubcommitteeoftheNFHSStrategicPlan-ningCommittee. AschiefoperatingofficeroftheNFHSsinceJuly1,2000,GardnerhaschairedtheNFHSRulesReviewCom-mittee,aninternalcommitteecomposedofallNFHSruleseditors.Hehasbeenrespon-sibleforNFHSinsuranceprogramsandtheNFHScom-mitteenominationprocess.

HerepresentedtheNFHSontheNCAAAnti-GamblingTaskForce,hasbeenapresenteratnumerousstateandnationalmeetings,andhasservedontheUSAFootballBoardofDirectors. Tenopirwillassumetheorganization’sNo.2positionpreviouslyheldbyBobGardner,whoofficiallysuc-ceedsBobKanabyasNFHSexecutivedirectoronMay1. “IamparticularlypleasedtohaveDr.JimTenopirjoinourstaffafterservingasexecutivedirectoroftheNebraskaSchoolActivitiesAssocia-tionsince2001,”Gardnersaid.“Hepossessesuncommonleadershipabil-ityandagoodunderstandingoftheNFHSanditsissues,andhowweplantomovetheorganizationforward.” AftergraduatingfromSterling(Kan-sas)Collegein1970,Tenopirbegana40-yearcareerineducationasateacherandcoachatOtis-BisonHighSchoolinOtis,Kansas.HemovedtoNebraskain1972asateacherandcoachatMcCookJuniorHighSchoolandhasservedinNebraskaforthepast38years. Thetwowerepartofarecordnumberofentrantstothisyear’sessaycontest,whichispresentedannuallybytheMissouriInterscholasticAthleticAdministratorsAssocia-tion.TheMIAAA,inconjunctionwiththeNIAAA,offerstwo$1000scholarshipsforMissouristudent-athletes. Athleticshavealsohelpedmegrowinfaith-faithinGod,faithinmycoaches,faithinmyteammatesandoverallfaithineachofmyrelationships.Ihavebeentestedmoreandmoreeachyear.WhileitwasdifficulttoendurethestrugglesIwentthrough-havingatornrotatorcuffandlabrum,havingtonewrotationsbecauseateammatemadepoordecisions,andhavingafellowseniorquitforselfishreasons-Ilearnedsomethingfromeachexperience:con-trolonlywhatyoucancontrol.Inlifethingsarenotgoingtobefair.Butsportshavetaughtmethattheycanbeover-comewithapositivementality. Sportshavehadthebiggestimpactonmylife.Thetransformationfrommyfreshmanyeartomysenioryearhasbeenthebiggestchange.Iwentfrombeingtimidandshy,tobeingconfidentandeagertomeetnewpeople.IhavemadefriendshipswithpeopleIwouldnotnormallytalkto.Mycoacheshavehadahugeimpactonme,pushingmetoreachmyfullpotential.Highschoolathleticshavecompletelychangedmylifeandhaspreparedmeforany-thinginlifethatImightencounter.Itisfromthosefourthquarter,downtothewire,nail-bittersthattestthetrueheartofanathlete.ItisathleticsthatIhavelearnedtothriveun-derpressure.Ithasmoldedmythinking,andIwillforeverhavetheheartofanathlete.

“How can good Sportsmanship/Citizenship have a positive effect on our community or school?”By: Toby Miller, Malden Sportsmanshipisanimportantpartoflife.Itisde-finedastheconductandattitudeconsideredasbefittingparticipantsinsports,especiallyfairplay,courtesy,striv-ingspirit,andgraceinlosing.Sportsmanshipcanimpactindividualsinteam,theschool,andthecommunity. Andindividualonateamhastoberesponsibleanddependable.Hecandothisbygoingtoallpracticesandgames.Everyindividualisanimportantpartoftheteamandletshimteamdownwhenhedoesnotfulfillhisresponsibilities.HeshouldalsonotbeselfishandbeconcernedwithindividualStatistics.Anindividualshouldalwaysbeagoodsportandshowrespecttotheotherteamwhetherwinningorlosing. Athletesareusuallyleadersinaschoolwhoinflu-enceotherstudents.Iftheleadershaveapositiveattitudeandshowgoodsportsmanship,theywillspreadthepositiveattitudeandmaketheschoolatmospherepositivealso.Positiveattitudesmakeeverybodyhappy.Whenateamhasgoodsportsmanshipduringagame,theopposingschoolwillgetafavorableimpressionoftheteamandtheschool.Otherteamsmaylookuptotheteamandwanttobelikethem. Andfinally,sportsmanshipbuildsschoolandcommu-nitypride.Itcanbuildupschoolpridebyschoolsgettingcompetitiveoverthegame.Everymemberontheteamwantsagoodchallenge.Yettheyalsowanttowinnotonlybecauseofthebrieffameyougetfrompeoplesay-inggoodgame,butbecauseofthefeelingyougetwhenyourschoolteamhasjustbeattheteamwhohasnotyetlostagame.Everyone’sprideishighandtheyfeelgoodabouttheirschoolandcommunity. EversinceIwasaboy,athleticshavebeenthereforme.Iwasraisedintosportsatayoungage,andIhaveneverlookedback.Amilliondifferentwordscometomindwhenthinkingabouthowsportshaveimpactedmylife:passion,determination,love,hate,sad-ness,happinessandrespectarejustafew. MyloveofathleticsstartedwhenIwasveryyoung.Myfathercoachedthehighschoolbasketballteam,soIwasalwaysinthegymshootingaround.Ifeltlikealittlebrothertoalltheplayerswhorespectedmydadandshowedsuchkindnesstowardsme.Iwassoldfromthenonthatathleticscanbringabondbetweenpeoplethatisunlikeanyother. AsIgrewolder,sportsdidnotfadefrommylifestyle.Iplayedbaseballinthesummer,communityleaguesoccerinthespringandfall,andYMCAbasketballinthewinter.Ilovedplayingthegames,butIrealizedthattheimpactofathleticsisnotjustaboutthegameitself;itisallaboutthefriendshipsandthemutualrespectthatcomealongwithit.Whenfinallyinhighschool,IknewthateverysinglemanineverysportIplayedhadmybacknomatterwhat.Westucktogetherlikegluethroughthewinsandlossesalike.Iknowthatnomatterwhereourfuturestakeus,myteammateswillalwaysbethereformewithashouldertocryonoraneartolistentomyproblems.Yes,manysayitisjustagame,butforme,itislife. AlongwiththerespectandhonorIfeelformyteammates,IalsoappreciatethelifelessonsIhavelearnedbybeingahighschoolathlete.Participatinginhighschoolathleticshastaughtmeathingortwoaboutresponsibility.Mycoachandmyteamdependonmetoworkhardeverydayandkeepmyheadup,withnoexcuses.Iamresponsibleforbalancingacademicswithprac-ticeschedulesandgames.Whileschoolcanbeboringsome-times,IalwaysstrivetobepositiveandachievegoodgradesbecauseparticipatinginathleticsisaprivilagethatIcouldloseifIgotazeroonanassignmentorfailedaphysicstest.Itryhard

inschooleveryday,lookingforwardtopracticeorsometimesgames.Beinganathletehaspushedmetobecomeabetterstudent,makingsureallmyworkisdoneanddonecorrectly.Highschoolathleticstaughtmemanylifeskillsthatwillmakemeabetterpersoninthefuture.Ihavelearnedaboutrespect,responsibility,andalsodiscipline:Respectformyteammates

andmycouachforIknowtheyhaveputasmucheffortasIhaveintothegame:responsibilitytodotherightthingandtoputmyteammatesinfrontofme;anddisciplinetopushmyselftoachieveinthegame,inpracticeandintheclassroom.Ihavehadtheoccasionalthoughttoquit,butself-disciplineandperseverancehelpedmefightthroughallofit.ThelessonsIhavelearnedandthebondsIhavemadethroughhighschoolathleticswillmakemeabettermanandalsoasuccessfulpersoninthefuture.
