The Ministry of Environment, Forests & Climate Change has considered the application. It is noted that the proposal is for grant of Environmental Clearance for Development of Bellora Airport at Amravati, Maharashtra by MI s Maharashtra Airport Development Company Ltd. The proposal was considered by the EAC in its meeting held on 19 th - 21 st September, 2013, 30 th June, 2014 - 2 nd July, 2014; and reconsidered in EAC meeting held on 29 th September, 2014 - 1 st October, 2014. The proponent has informed that: (i) The project was accorded TOR vide letter no. F.No.10-74j2010-IA-III dated 04.11.2011. (ii) Brief: The proposal involves development of Bellora Airport located on the south-west of Amravati city at a distance of 14.50 km, Maharashtra. The existing runway orientation is 08j26 and elevation is 341.50 m above MSL. The airstrip was originally constructed by PWD in 1992. The Airport will be developed in three phases, Phase I will be till 2027, Phase II will be till 2032 and Phase III will be after 2032. Peak hour passenger traffic as estimated will be 200 passengers in Phase I, 450 in Phase II and 600 in Phase III. Two flights (landing and take-off) per day of ATR- 42-500 type of aircrafts will be operated at the Airport till 2022. 2 flights of ATR-72-500 and 1 flight of A-320 aircraft would be till 2027. After that 2 flights of ATR-72-500 and 2 flight of A-320 aircraft would be till 2032. Then 2 flights of ATR-72-500 and 3 flights of A-320 aircraft are proposed after 2032. There is no cargo movement predicted till initial 5 years. Beyond 2018, it is likely to be generated due to SEZ @ 400 tonnes per annum. The airport will be developed, operated and maintained by Maharashtra Airport Development Company Limited. Sir,

This is with reference to your letter no MADCj Amravatij039P JIIj 1594dated 03.12.2012 and subsequent letter dated 03.05.2014 for environmentalclearance on the above-mentioned subject.

2. The Ministry of Environment, Forests & Climate Change has consideredthe application. It is noted that the proposal is for grant of EnvironmentalClearance for Development of Bellora Airport at Amravati, Maharashtra byMI s Maharashtra Airport Development Company Ltd. The proposal wasconsidered by the EAC in its meeting held on 19th- 21st September, 2013, 30thJune, 2014 - 2nd July, 2014; and reconsidered in EAC meeting held on 29thSeptember, 2014 - 1stOctober, 2014. The proponent has informed that:

(i) The project was accorded TOR vide letter no. F.No.10-74j2010-IA-IIIdated 04.11.2011.

(ii) Brief: The proposal involves development of Bellora Airport located onthe south-west of Amravati city at a distance of 14.50 km, Maharashtra.The existing runway orientation is 08j26 and elevation is 341.50 mabove MSL. The airstrip was originally constructed by PWD in 1992. TheAirport will be developed in three phases, Phase I will be till 2027, PhaseII will be till 2032 and Phase III will be after 2032. (iv) Water requirement: Total water demand (potable & irrigation) will be67.2 KLDin Phase I, 76.2 KLDin Phase II and 86 kid in Phase III andsame will be met though municipal water supply.

(v) Waste generations: Waste water generated from airport will be treatedin packaged STP and treated water will be used for irrigation green area.During operation phase, approximately 42 kgj day domestic solid wastewill be generated from airport, which will be collected and disposed asper the Municipal Waste Management Rule, 2000.

(vi) Power requirement: Total power requirement of 440 kW in phase I, 620kW in phase II and 810 kW in Phase III, will be met throughMaharashtra State Electricity Distribution Company Limited (MSEDCL).Two DG sets of 250 KVAas stand by will be provided for power back-up.

(vii) Cost: Total project cost is estimated as Rs. 264 Crores. Total EMP costwill be Rs. 1.7 Crores and total land acquisition cost is Rs. 64 Crores.

(viii)Wildlife issues: There is no environmental sensitive location like wildlifesanctuary jnational park within the 10 km radius of the airport.

(ix) Water body: A drain of 3.23 km between taxiway and runway; 7.69 kmbjw runway and perimeter road; 15.48 bjw taxiway and perimeter roadfor storm water management along with 18 rain water harvesting pitsare prepared.

(x) There is no court cases/violation pending with the project proponent.(xi) Public Hearing held on 08.06.2012 at Bellora Airport premises.

3. The project was examined by the EACin its 1261h meeting held on 19th -

21st September 2013 and sought justification of variation between the numberof trees mentioned during ToR and that in the EIA report. Project Proponentclarified that 2500 trees were included at the ToR stage, which was apreliminary count since land requirement and acquisition was not finalized atthat stage. Subsequent to the field study, total number of trees for whichcompensation has been paid are 15,999 including saplings of orchards. Out ofwhich 11,675 are mainly fruit bearing plants like orange.

4. The details presented before the EAC in its meeting held on 30th June,2014 - 2nd July, 2014 and sought additional information on energy efficiencycalculations, details on infrastructure at the arrival and departure terminal,details regarding Rainwater harvesting system along with details of runoffcalculations and location of recharging pits, details regarding waste disposal,revised parking plan along with traffic circulation plan, measures for retentionof natural drains existing at the site.

5. The proposal was considered by the Expert Appraisal Committee (EAC)and recommended in its 138th EACmeeting held on 29th September, 2014 - 1st

October, 2014 for granting Environmental Clearance. The Ministry ofEnvironment, Forests & Climate Change hereby accords EnvironmentalClearance for the above-mentioned Development of Bellora Airport atAmravati, Maharashtra by M/s Maharashtra Airport DevelopmentCompany Ltd. under the provisions of the Environment Impact AssessmentNotification, 2006 and amendments thereto and Circulars issued thereon andEC_Bellora_Airport ~ Page 2 0[9

• subject to the compliance of the following specific conditions, in addition to thegeneral conditions mentioned below:

A. SPECIFIC CONDITIONS:-

(i) "Consent for Establishment" shall be obtained from State PollutionControl Board under Air (Prevention and Control of Pollution) Act,1981 and Water (Prevention and Control of Pollution) Act, 1974.

(ii) Sewage and other liquid effluent generated from the airportincluding from the existing terminal should be treated inaccordance with the norms laid down by the State Pollution ControlBoard. The treated sewage shall be recycled for flushing/gardening, proper dual plumping shall be provided.

(iii) The solid waste generated shall be properly collected, segregatedand disposed in accordance with the provision of Solid Waste(Management and Handling) Rules, 2000.

(iv) Noise should be controlled to ensure that it does not exceed theprescribed standards. During night time the noise levels measuredat the boundary shall be restricted to the permissible levels tocomply with the prevalent regulations. PP shall install noise displaysystem.

(v) Installation and operation of DG sets if any shall comply with theguidelines of CPCB.

(vi) Parking provisions shall be provided in accordance with NationalBuilding Code of India, 2005.

(vii) Necessary permission shall be obtained for drawing of groundwater from competent Authority prior to construction / operation ofthe project.

(viii) All cooling equipment should meet the minimum efficiencyrequirements, as specified in the ECBC (Energy ConservationBuilding Code), 2007.

(ix) The landuse around the Airport complex shall be regulated througha plan to control unauthorized development which may createproblems in the operation of Airport.

(x) Rain water harvesting shall be provided to recharge the groundwater.

(xi) Energy conservation to the extent of 20% shall be incorporatedincluding water conservation (reuse/recycle, rain water harvestingand water efficient fixtures, duel plumbing) and other greenbuilding practices for various buildings proposed within the airportcomplex. The Company shall consider ECBC Guidelines 2009 toachieve the energy - efficient design.s

•(xii) All the recommendations of the EMP shall be complied within letter

and spirit. All the mitigation measures submitted in the EIAreportshall be prepared in a matrix format and the compliance for eachmitigation plan shall be submitted to RO, MoEF&CC along withhalf yearly compliance report.

(xiii) It is indicated that about 15,999 nos. of trees are required to becut. Necessary permission from competent authority shall beobtained for tree cutting. Compensatory tree plantation of at least1:3 ratio shall be carried out and cost provision should be made forregular maintenance. In addition, minimum 3 rows of trees incanopy formation - about 15 m width along the boundary - shall beprovided.

(xiv) Standard instrument arrival and departure procedure shall bedesigned to minimise the noise levels within the permissible limitsfor the area falling in the funnel near the airport on either side.

(xv) At least 5% of the total cost of the project shall be earmarkedtowards the Corporate Social Responsibility (CSR) and item-wisedetails along with time bound action plan shall be prepared andsubmitted to the Ministry's Regional Office at Bhopal and SPCB.Implementation of such program shall be ensured accordingly in atime bound manner.

(xvi) Environment Management Plan or associated monitoring plan shallensure that mitigation measures detailed out in terms of role,responsibility, budgetary provisions, timeline for completion,frequency of monitoring and compliance etc.

(xvii)Thick green belt of adequate width shall be planned all around theairport site specially near the settlements to mitigate noise andvibrations. The identification of species/ plants shall be madebased on the botanical studies. No fruit tree shall be planted nearthe airport site.

(xviii)The terminal building shall incorporate the features of localarchitecture in and around the area as well as take specialmeasures to highlight the Indian antiquity through a museum likecorner depicting the same.

(xix) Water conservation fixtures shall be provided.

(xx) The switches used for outdoor lighting are not generally sensitive toseasonal variation and hence a timer should be used that issensitive to seasonal variations and adjusts on the basis of actuallength of day / night.

(xxi) Under the provisions of Environment (Protection) Act, 1986, legalaction shall be initiated against the project proponent if it is foundthat construction of the project has been started without obtainingenvironmental clearance.

• (xxii)Corporate Environment Responsibility:

a) The Company shall have a well laid down Environment Policyapproved by the Board of Directors.

b) The Environment Policy shall prescribe for standard operatingprocess/procedures to bring into focus any infringements/deviation/violation of the environmental or forest norms/conditions.

c) The hierarchical system or Administrative Order of thecompany to deal with environmental issues and for ensuringcompliance with the environmental clearance conditions shallbe furnished.

d) To have proper checks and balances, the company shall have awell laid down system of reporting of non-compliances/violations of environmental norms to the Board of Directors ofthe company and/ or shareholders or stakeholders at large.

B. GENERAL CONDITIONS:-

(i) Provision shall be made for the housing of construction labourwithin the site with all necessary infrastructure and facilities suchas fuel for cooking, mobile toilets, mobile STPs, safe drinking water,medical health care, creches etc. The housing may be in the form oftemporary structures (to be removed after the completion of theproject).

(ii) A First Aid Centre will be provided in the project both duringconstruction and operation of the project.

(iii) All the topsoil excavated during construction activities should bestored for use in horticulture/landscape development within theproject site.

(iv) Disposal of muck during construction phase should not create anyadverse effect on the neighbouring communities and be disposed,taking the necessary precautions for general safety and healthaspects of people, only in approved sites with the approval ofcompetent authority.

(v) The diesel generator sets to be used during construction phaseshould be low sulphur diesel type and should conform toEnvironment (Protection) Rules prescribed for air and noiseemission standards.

(vi) The diesel required for operating DG sets shall be stored inunderground tanks and if required, clearance from Chief Controllerof Explosives shall be taken.

(vii) Vehicles hired for bringing construction materials to the site shouldbe in good condition and should have a pollution check certificate

•and should conform to applicable air and noise emission standardsand should be operated only during non-peak hours.

(viii) Ambient noise levels should conform to residential standards bothduring day and night. Incremental pollution loads on the ambientair and noise quality should be closely monitored duringconstruction phase. Adequate measures should be made to reduceambient air and noise level during construction phase, so as toconform to the stipulated standards by CPCB/ State PollutionControl Board.

(ix) Fly ash usage shall be explored as building material in theconstruction, as per the provisions of Fly Ash Notification ofSeptember, 1999 and amended as on 27th August, 2003. .

(x) Ready mixed concrete must be used in building construction.

(xi) Storm water control and its re-use should be ensured as per CGWBand BIS standards for various applications.

(xii) Water demand during construction should be reduced by use ofpre-mixed concrete, curing agents and other best practices.

(xiii) Separation of grey and black water should be done by the use ofdual plumbing line for separation of grey and black water.

(xiv) Use of glass may be reduced by upto 40% to reduce the electricityconsumption and load on air-conditioning. If necessary, use highquality double glass with special reflective coating in windows.

Roof should meet prescriptive requirement as perConservation Building Code by using appropriateinsulation material to fulfill requirements.

(xvi) Opaque wall should meet prescriptive requirement as per EnergyConservation Building Code which is proposed to be mandatory forall air-conditioned spaces while it is aspirational for non-air-conditioned spaces by use of appropriate thermal insulationmaterial to fulfill requirements.

(xv) Energythermal

(xvii) Regular supervision of the above and other measures formonitoring should be in place all through the construction phase,so as to avoid disturbance to the surroundings.

(a) Treated effluents emanating from STP shall be recycled/reusedto the maximum extent possible. Treatment of 100% greywater by decentralised treatment should be undertaken.Discharge of unused treated affluent shall conform to thenorms and standards of the State Pollution Control Board.Necessary measures should be made to mitigate the odourproblem from STP.

(b) Noise should be controlled to ensure that it does not exceed theprescribed standards. During night time the noise levels

• measured at the boundary of the building shall be restricted tothe permissible levels to comply with the prevalent regulations.

(c) Rain water harvesting for roof run- off and surface run- off, asplan submitted, should be implemented. Before recharging thesurface run off, pre-treatment must be done to removesuspended matter, oil and grease. The borewell for rainwaterrecharging should be kept at least 5 mts. above the highestground water table.

(d) Traffic congestion near the entry and exit points from the roadsadjoining the proposed project site must be avoided. Parkingshould be fully internalized and no public space should beutilized.

(e) Energy conservation measures like installation of CFLs/TFLsfor lighting the areas outside the building should be an integralpart of the project design and should be in place before projectcommissioning. Use of CFLs and TFLs should be properlycollected and disposed off/sent for recycling as per theprevailing guidelines/rules of regulatory authorities to avoidmercury contamination. Use of solar panels may be done to theextent possible.

(xviii)The construction of structures shall be undertaken as per theplans approved by the concerned local authorities/localadministration, meticulously conforming to the existing local andcentral rules and regulations.

(xix) The construction material shall be obtained only from approvedquarries. In case new quarries are to be opened, specific approvalsfrom the competent authority shall be obtained in this regard.

(xx) Adequate precautions shall be taken during transportation of theconstruction material so that it does not affect the environmentadversely.

(xxi) Full support shall be extended to the officers of this Ministry /Regional Office at Bhopal by the project proponent duringinspection of the project for monitoring purposes by furnishing fulldetails and action plan including action taken reports in respect ofmitigation measures and other environmental protection activities.

(xxii) Ministry of Environment, Forests & Climate Change or any othercompetent authority may stipulate any additional conditions ormodify the existing ones, if necessary, in the interest ofenvironment and the same shall be complied with.

(xxiii)The Ministry reserves the right to revoke this clearance if any ofthe conditions stipulated are not complied with to the satisfaction

of the Ministry. Q..___

•(xxiv) In the event of a change in project profile or change in the

implementation agency, a fresh reference shall be made to theMinistry of Environment, Forests & Climate Change.

(xxv) The project proponents shall inform the Regional Office as well asthe Ministry the date of financial closure and final approval of theproject by the concerned authorities and the date of start of landdevelopment work.

(xxvi)A copy of the environmental clearance letter shall also bedisplayed on the website of the concerned State Pollution ControlBoard. The EC letter shall also be displayed at the Regional Office,District Industries centre and Collector's Office/ Tehsildar's officefor 30 days.

(xxvii)The funds earmarked for environmental protection measures shallbe kept in separate account and shall not be diverted for otherpurpose. Year-wise expenditure shall be reported to this Ministryand its concerned Regional Office.

6. These stipulations would be enforced among others under the provisionsof Water (Prevention and Control of Pollution) Act, 1974 the Air (Prevention andControl of Pollution) Act 1981, the Environment (Protection) Act, 1986, thePublic Liability (Insurance) Act, 1991 and Municipal Solid Wastes(Management and Handling) Rules, 2000 including the amendments and rulesmade thereafter.

7. All other statutory clearances such as the approvals for storage of dieselfrom Chief Controller of Explosives, Fire Department, Civil AviationDepartment, Forest Conservation Act, 1980 and Wildlife (Protection) Act, 1972etc. shall be obtained, as applicable by project proponents from the respectivecompetent authorities.

8. The project proponent should advertise in at least two local Newspaperswidely circulated in the region, one of which shall be in the vernacular languageinforming that the project has been accorded Environmental Clearance andcopies of clearance letters are available with the State Pollution Control Boardand may also be seen on the website of the Ministry of Environment, Forests &Climate Change at http://www.envfor.nic.in. The advertisement should bemade within Seven days from the date of receipt of the Clearance letter and acopy of the same should be forwarded to the Regional office of this Ministry atBhopal.

9. This clearance is subject to final order of the Hon'ble Supreme Court ofIndia in the matter of Goa Foundation Vs. Union of India in Writ Petition (Civil)No.460 of 2004 as may be applicable to this project.

10. Any appeal against this clearance shall lie with the National GreenTribunal, if preferred, within a period of 30 days as prescribed under Section16 of the National Green Tribunal Act, 2010.

• 11. A copy of the clearance letter shall be sent by the proponent to concernedPanchayat, Zilla Parisad/Municipal Corporation, Urban Local Body and theLocal NGO, if any, from whom suggestions/ representations, if any, werereceived while processing the proposal. The clearance letter shall also be put onthe website of the company by the proponent.

12. The proponent shall upload the status of compliance of the stipulated ECconditions, including results of monitored data on their website and shallupdate the same periodically. It shall simultaneously be sent to the RegionalOffice of MoEF&CC, the respective Zonal Office of CPCB and the SPCB. Thecriteria pollutant levels namely, SPM, RSPM, S02, NOx (ambient levels as wellas stack emissions) or critical sectoral parameters, indicated for the projectshall be monitored and displayed at a convenient location near the main gate ofthe company in the public domain.

13. The project proponent shall also submit six monthly reports on thestatus of compliance of the stipulated EC conditions including results ofmonitored data (both in hard copies as well as bye-mail) to the respectiveRegional Office of MoEF&CC, the respective Zonal Office of CPCB and theSPCB.

14. The environmental statement for each financial year ending 31st March inForm-Vas is mandated to be submitted by the project proponent to theconcerned State Pollution Control Board as prescribed under the Environment(Protection) Rules, 1986, as amended subsequently, shall also be put on thewebsite of the company along with the status of compliance of EC conditionsand shall also be sent to the respective Regional Offices of MOE:~CCby ••
