REGULAR PUBLIC MEETING JANUARY 20, 2016 GOAL 5: The Teaneck Public Schools will provide funding for Goals 1-4 and sustain school facilities while respecting community resources. V. Student Board Liaison Report Student Representatives Christopher Lee (Sr), Noah Preschel (Sr), Amanda Vidal (Jr) and Adriana Vidal (Jr) reported. January 7, 2016, Court dedication to Teaneck High School retired Basketball coach Curtis March. Alumni, parents, school leaders, faculty and current students came out to honor Curtis March. January 11-15, 2016, a week of service honoring the work of Dr. Martin Luther King, Jr. During A/B lunch the students wrote post-its finishing the sentence I Had a Dream . . . The students and faculty were encouraged to donate a non-perishable food item. The food will be donated to the Helping Hands Teaneck Food Pantry. Selma Movie and Panel discussion, select classes were invited to the assembly, Dr. Martin Luther King birthday party during A/B lunch. Civil Rights music was played, We Shall Overcome, Lift Every Voice and Sing, Happy Birthday (Stevie Wonder version) were some of the songs played. Students sang Happy Birthday and were given cake. January 16, 2016, Teaneck Teen Idol was held in the auditorium. Many Teaneck High school students participated. January 21, 2016, Nathaniel Briggs will be our distinguished guest speaker, who will talk to the students about his experience in the Civil Rights Movement. The court case “Briggs v. Eliot” (1950), in South Carolina was the first court case to challenge “separate but equal” laws. Mr. Briggs was the former president of the NAACP in New Jersey. Mr. Briggs is a Teaneck resident and his children are alumni of Teaneck High School. January 22, 2016, the annual Peer Leadership Winter retreat will be held at the Hyatt in Fairlawn. During the retreat the 40 Peer Leaders are trained to properly execute various out reaches for the remainder of the year. They also evaluate their progress. January 24, 2016, Choral Concert, Mr. Bell is hosting local schools to take part in the Choral Concert.  January 28, 2016, Junior Parent Night will be held in the Student Center at 7:00pm. February 4, 2016, Parent Teacher Conferences will take place from 1:30pm to 4:30pm and 7:00pm to 9:30pm. A robo call was sent out to encourage the parents to make their conference appointments with the teachers using Skyward. VI. Superintendent’s Report

REGULAR PUBLIC MEETING JANUARY 20, 2016 New Jersey's local Boards of Education play an essential role in our students' lives. They oversee 581 school districts which, in turn, operate nearly 2,500 public schools and provide educational services to nearly 1.4 million children. They set the policies for our schools and make important decisions affecting curriculum, financing and staffing. We would like to take this opportunity to emphasize the importance of local School Boards and to thank the Teaneck Board Members for their tireless efforts to educate District students and to enable their futures.

On Saturday and Sunday, February 13-14, 2016, the Teaneck Terpsichoreans will celebrate their 45th anniversary, “Forty Five and still Alive!” The organization, under the direction of Cheryl Miller-Porter, has offered the dance arts to Teaneck since 1971. Please join us for one of their three Teaneck performances. A great dance experience is always on the program.  On January 19th, the Superintendent was alerted to a telephone message at Eugene Field, recorded on the evening of January 18th, indicating that a mass shooting would take place at Teaneck High School the following day. The message, while somewhat unclear, seemed to also indicate that bombs had been placed in backpacks at THS and other District schools. The Teaneck Police were contacted and arrived quickly to assess the situation. Within minutes, Teaneck High School received a second message indicating that an explosive would detonate in 20 minutes. Based on statements by the caller, the Teaneck Police evacuated the building to the Rodda Center. Additional information, including that there were similar calls to other Bergen County Schools, caused the authorities to question the credibility of the threats to other schools and the decision to shelter in place. The Bergen County Sheriff’s Bomb Disposal Unit and K9 corps were sent to the school and conducted a search, finding no device. Once the search was concluded, students were allowed to return to school and the shelter in place order was removed. Subsequently, we found that districts in at least four other states, including nine districts in New Jersey were threatened in this same way. This form of terrorism, called swatting, is defined as a false report of an ongoing emergency or threat of violence intended to prompt an immediate tactical law enforcement response.  Our school administrators, teachers and students are commended for their response yesterday. Our students were safe and secure. With that said, we will continue to review our procedures and resources in light of this new threat. Today our schools began to put together feedback from staff, students and parents. Tomorrow, our principals will gather to review suggestions and put in place those that will assist us in any revisions that we need to make to our emergency response protocols. We want to thank the Teaneck Police Department for their great leadership and care of our students and staff. I can only hope that all threatened school districts received such support and attention.

Dr. Diuguid motioned to convene into Executive Session at 8:25pm. Said motion was seconded by Mr. Rose, and carried by unanimous vote. Dr. Diuguid motioned to adjourn Executive Session and reconvene the public meeting at 9:05pm. Said motion was seconded by Mr. Rose, and carried by unanimous vote. X. BOARD OPERATIONS JANUARY 20, 2016 Be It Resolved, that the Teaneck Board of Education, upon the recommendation of the Superintendent of Schools, approves the following Board Operations resolutions #9 and #10: 9. the Board approved the Minutes for the December 2, 2015 Workshop Meeting, and the

December 9, 2015 Regular Public Meeting. 10. Whereas, the New Jersey School Boards Association has declared January 2016 to be School Board Recognition Month, a time that all residents might acknowledge the contributions made by our local school board members; and Whereas, the Teaneck Board of Education is one of more than 581 local school boards in New Jersey that sets policies and oversees operations for public school districts; and Whereas, the Teaneck Board of Education embraces the goal of high-quality education for all New Jersey public school students; and Whereas, New Jersey’s local school boards help determine community goals for the education of approximately 1.4 million children in PreK thru Grade 12; and Whereas, New Jersey’s 4,800 local school board members, who receive no remuneration for their services, act as advocates for public school students as they work with administrators, teachers and parents for the betterment of public education; and Whereas, School Boards strive to provide the resources necessary to meet the needs of all students, including those with special needs; and Whereas, Boards of Education provide accountability to the public; they communicate the needs of the school district to the public; and they convey to school administrators the public’s expectations for the schools; and Whereas, New Jersey can take pride in its schools, which rank among the nation’s best in key achievement indicators, such as the National Assessment of Education Progress (NAEP) scores and Advanced Placement offerings and test scores; now Be It Resolved, that the Teaneck Board of Education, does hereby recognize the services of local school board members throughout New Jersey as we join communities statewide in observing January 2016 as SCHOOL BOARD RECOGNITION MONTH; and Be It Further Resolved, that the Teaneck Board of Education urges all New Jersey citizens to work with their local boards of education and public school staffs toward the improvement of our children’s education.

lists attached to the Minutes of this meeting, including adjustments to previously approved bill payments, and that the Business Administrator/Board Secretary is authorized to release the warrants in payments of these bills, per the list appended to and made a part of the Minutes, November 1 thru 30, 2015:

70. the Board approved 2015/16 budget transfers, previously approved by a member of the

Finance Committee, which are attached and a part of the official record. 71. WHEREAS, the Board of Education has received the Report of the Board Secretary and

the Report of the Treasurer of School Monies for the month of November 2015 and determined that both reports are in agreement; and WHEREAS, in compliance with N.J.A.C. 6A:23A-16.10(c)3 the secretary has certified that, as of the date of the reports, no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the Board of Education except as noted; now BE IT RESOLVED, that in compliance with N.J.A.C. 6A:23A-16.10(c)4, the Board of Education certifies that, after review of the secretary’s monthly financial reports (appropriate section) and upon consultation with the appropriate district officials, to the best of its knowledge, no major account or fund has been over-expended in violation of N.J.A.C.6A:23A-16.10(c)4, and that sufficient funds are available to meet the district’s financial obligations for the remainder of the year (which would become a part of the Minutes of this meeting); and BE IT FURTHER RESOLVED, that pursuant to P.L. 2004 Ch. 73 (S-1701), the Board certifies that after a review of the Secretary’s Monthly Financial Report and upon consultation with the appropriate district officials, that there are no budgetary transfers that cumulatively exceed 10% that would require the approval of the Executive County Superintendent.

75. the Board approved payment of tuition for out-of-district students who require a

special education program, during the 2015/16 school year, as per the attached list, these tuitions are pro-rated based on effective dates of attendance, total amount of current invoices for this motion is $115,018.45, acct #11-000-100-566-49-61-C-C.

76. the Board approved an Agreement with E-Rate Consulting, Inc., 130 Valley Road, Suite

B, Montclair, New Jersey 07042, to provide consulting services, as an independent contractor, to the Teaneck Pubic Schools in connection with the filing of all required applications on the district’s behalf for E-Rate funding for Internet Access, Telecommunications, Internal Connections and Managed Internal Broadband Services, Basic Maintenance of Internal Connections, and Voice Services (if eligible); and that such consulting services may include the calculation of discount rates, general advice regarding the competitive bidding process and selection of an appropriate vendor, filtering of appropriate and ineligible pieces of equipment, and other services as set forth in Addendum A to this Agreement; payments in the amount of equal to seven (7%) percent of all amounts funded through the E-Rate program as a result of all applications filed by the district during the term of the Agreement, which payment shall be made by the district within thirty (30) days of its official receipt of notification of an award of funding.
