While presiding over tile meeting the Deputy Commissioner, Lower DibangValley District, Roing welcomed the members present. The Deputy Commissioner directed allHeads of Department to explain about the developmental works they have performed during thecurrent month. She directed all HODs to submit work progress report of their department beforethe house. She expressed her resentment over non attending of co-ordination meeting by some ofthe HODs and said that subordinate staff representing him/her will not be entertained to attend theco-ordination meeting in future.

WATER RESOURCE DEPTT.:-

Executive Engineer, Shri K.B. Pandey apprised the house that the department is constructingOffice of the Land Record Department in the district which will be completed by Dec/20 11. TheDeputy Commissioner, Lower Dibang Valley District,Roing enquired about M.I.P. Scheme anddirected E.E. WRD to supervise the work at his own level so that the works are completed in time.

RURAL WORKS DEPARTMENT:

Executive Engineer informed the house that 7 (Seven) Nos of wire rope suspension bridges underDONER scheme over Alo Nallah in between Old Aloni and Eyanli span 50 mtrs, Chuyu river inbetween Dopowa and Mitaka ( Span 65 Mtrs), Chebrango in between Donli and Mita ( Span 75Mtrs) Chuyu river in between Taloni and Gango Agriculture field ( Span 45 Mtrs) Chippu river inbetween Rukmo and Koliya Agri. Field ( Span 75 Mtrs) Asho river in between Elope andMarambo village ( Span 90 Mtrs) Eshi river in between Elope and New Chidu village ( Span 90Mtrs) have been physically completed and financial liabilities yet to be cleared . Roadconnectivity ITom 3 km Hunli BRO point to Abrango village span 21 kms is being put intooperation, work tender will be invited very shortly said Executive Engineer. Under SPAconstruction of Bachelor barrek at Bolung PHC, Construction of 1 SPTIMIBT/ Bachelor Barrek atDesali , Construction of 1 SPT/MIBT/Bachelor Barrek at Jia ,Construction of Rural Link roadfrom Main road to Gamgu village under Meka village, InITa-structure Development of School andVillage Community Hall under Dambuk CD Block, maintenance of Teacher quarter at Paglamand construction of Mosup building at Bizari village completed. He further said that constructionof road ITom Roing-Shantipur road to Cheta completed, construction of road ITom Roing­Shantipur road to Mayu village, Construction of road ITom Hydel Model to Balek village inprogress said Executive Engineer.

ELECTRICAL DEPARTMENT: - Executive Engineer apprised the house that under RajivGandhi Grameen Vidyutikaran Yojna ( RGGVY) Roin2- Koronu. Hunli- Desali Packa2e, out of23 villages 2 (Two) villages have been electrified under this scheme at Brinli and at 11 Km pointat Hunli. Dambuk- Pa21am Packa2e: - Out of 17 villages, work in progress 80% altogether in 10villages and likely to be completed by Aug/2011 and rest 7 (Seven) villages would be completedby the end of Mar/20 12. Deputy Commissioner said that she has been informed by some group ofwomen that Mayu-I & II villages are reeling in darkness since last 2 (Two) weeks and what are thesteps that the department is taking to ensure electricity supply. Asstt. Engineer, Shri Jeetu Mirisaid that there is some technical problem in Kali Khola point and engineers are deputed to detectthe fault.

HYDRO POWER DEPTT. : - Asstt. Engineer apprised the house that in Phase- I, 2 (Two)machines are running generating 500 KW of electricity and 1 (one) machine is under renovation,expert are coming ITom outside for repairing which would be restored by Sept/20 11.

-PWD DEPARTMENT Shri Okep Dai Asstt. Engineer apprised the house that re-constructioncum- re-alignment of Hunli- Desali road measuring 23.323 Km under RIDF- XII is going on andmost likely it would be brought to completion by 2012. He further added that his department isputting all possible efforts to complete the construction work of Permanent Bridge over river Sisiri(Span 270 Mtr.) on Dambuk- Paglam road.

PRE DEPARTMENT: - Shri S. Pertin, Executive Engineer said that a joint survey should becarried out by his department in collaboration with SSA and ICDS department to identify thelocation of Anganwadi Centre and EGS Centre and Primary Schools where drinking water facilityis to be provided. Sri S. Pertin, EE apprised the house that the Govt. employees did not bother toinform the department while occupying and vacating Govt. residential quarters and that way theprocess of revenue collection hampered.

POLICE DEPARTMENT: - Shri Veenu Bansal, Supdt. Of Police, Lower Dibang ValleyDistrict, Roing informed the house regarding the incident of GREF dacoity where huge amount ofgovt. remittance was robbed by desperate group ofULF A militants recently in the district. He saidthe UGs are active in upper Assam; their purpose is to spread terror in the public and to exposetheir organization at the national level. He also said that there is a link in between some localresidents and ULF A militants. He advised the members present in the meeting to shareinformation/intelligence with police authority in case of any clue they have and also suspiciousnew faces coming ITom Assam be brought to the notice of the Police. He further said thatrecruitment will be done for IRBN and Civil Police at Roing; he emphasized active participationITom Idu (Mishimi) Tribes and other Tribes whose enrolment are very poor in Police service. Healso informed the house that basic training will be imparted to youths interested to join policeservice in advance enable them to cope with physical test during recruitment rally. He furtheradded that height relaxation and exemption will be given to those communities who do not havegood height. He stressed upon identification and demolition of illegal religious structure if any inthe district as per Supreme Court direction.

DUDA: - Deputy Commissioner directed the Dy.Director, Urban Development & HousingDivision, Roing to submit consolidated report on cleanliness of Roing market and engagement ofsweepers and pol items required for vehicles engaged for cleaning operation.

TAX & EXCISE: - Supdt. Tax & Excise informed the house that entry Tax is lying pending ITomthe year"2005; to this Deputy Commissioner, Roing directed Supdt. Tax & Excise to maintainproper record of entry Tax. Deputy Commissioner expressed dissatisfaction over the maintenanceof entry tax records.

MEDICAL DEPARTMENT: - Shri A. Yirang, DMO informed the house that the nurses are notstaying in Korono village owing to accommodation problem and requested to hand over thebuilding belongs to other department which are lying vacant to medical department so that themedical staffs are accommodated; To this Deputy Commissioner said that it will" not solve theproblem, rather it would be a encouragement for those who do not want to stay there.

The Deputy Commissioner, Lower Dibang Valley District, Roing advisedall Head of Department to direct their subordinate staff to stay in their respective place of postingso that the public grievances are attended timely . Deputy Commissioner also advised all HODsand administrative Officers both HQ and outpost to attend the co-ordination meeting on 15th ofevery month without fail.
