Following issues of effective coordination for development of Mumbai were discussed and status of work clarified as follows:-

Proposal of crossing of Navi Mumbai Metro line at Taloja station on Diva-

Panvel railway line by DFCCIL.

It is necessary to accord approval by

Railways to the Metro Station No.10,

portion of Depot approach via duct and

the pier at the edge of the railway boundary (to facilitate the NHAI span

crossing) since all these work are away from the operational area of Diva-Panvel

line and it will expedite the execution of

the Metro works held up on the Railway land.

Meeting held between CIDCO & DRM, Central Railway along with other railway officials on

18.09.2014.

Central Railway & DFCC came to an Agreement

on the track layout of their respective track layout at Taloja Station.

Further item was discussed with DRM/BB, CE/CIDCO and PCE with GM/CR on 07.10.2014.

Revised drawing with relocation of RUB at

location of existing LC will be given by CIDCO by 10/10/14. This will permit some more space

for expansion to C.Rly. Meeting in GM’s Room held at 15.30 hours on

07.10.2014. CIDCO submitted revised GAD based on the

discussions by 14/10/14.

PDC for Railways and DFC 26/10/14. Rly gave feedback 22/10/14. GAD by CIDCO to

be given on 25/12/14. Central Railway agreed that the structure of

station No 10 and Depot Approach Viaduct of

Navi Mumbai Metro, located away from the operational area of Diva panel line are

permitted for construction. GM , Central Railway instructed the concerned Railway

officials to release letter by 27/11/14, to commence construction.

Central Railway confirmed that on formal

submission of GAD of superstructure of NM Metro crossing of operational Diva- Panvel line,

the construction of pier of NHA3 crossing stands approved for construction. Since this is

located away from the operational area of Diva-

Panvel line and at edge of Railway Boundary.

CIDCO is requested to expedite submission of GAD of through type girder. In view

ofdelay on part of CIDCO designer, it was

decided today that maintenance agreement will be submitted by Railway

to CIDCO 15/1/15. As soon as agreements is executed by CIDCO, the

construction of Depot, station no 10 and NH crossing can be started.

Carnac Road Over Bridge & Hancock

ROB: - Rebuilding of Carnac Road over bridge at KMs. 0/1-2 & Hancock Road

over bridge at KMs. 2/6-7.

MCGM has agreed for dismantling of existing

ROBs by Railways at their cost. Estimate for demolition of existing bridge submitted to

MCGM on 30.05.2014 but acceptance is still

submitted on 08.08.2014. MCGM was to approve this by 5/10/14.

CAO (C) CSTM will execute the work of demolition. It was decided to process for CRS

sanction simultaneously for dismantling MCGM submitted the GAD & TAD to Railway for

approval on 14.08.2014 for the new bridges to

be constructed. GAD and TAD returned to MCGM with

observation vide letter no. W.294.Rehab.Genl. dated 20.08.2014 regarding launching.

Revised GAD and TAD was awaited from MCGM

by 15/10/14. Today MCGM clarified that they need approved plan of 5th and 6th line.

MCGM was requested by Railways to delink dismantling from the new bridge in view of

public safety.

Central Railway was to give approved plan of 5th and 6th line plan by 20/10/14. Plan given on

16.10.14. PDC for MCGM 15.11.14. Scrap will be removed by Rlys as cost of scrap

has been subtracted from estimate. Utilities planning in interim to be detailed by

MCGM by 5/12/14.

Rs.2.6 Cr received from MCGM on 27.11.14. Utility shifting – JJ hospital pipe of 300

mm dia and 9 cables of BEST , 3 cables of MTNL be taken along with 900 mm dia

pipe of MCGM pipe bridge 2M away.

Abandoned pipe of 600 mm dia to be thrown.

Board meeting of Dec ’14 is likely to clear this

project. None attended from TMC on 6/1/15.

Shahad- Ambivali station has been

completed in Railway portion but work on the approaches by KDMC is at stand

still.

Contractor of KMDC is not progressing the

work. Due to problem of land acquisition. 12

out of 16 foundation works started, remaining 4 foundations, one will be started by Dec.14.

(One NRC pipeline to be shifted) work of three foundations also started. June 15 requested as

final date.

Land dispute of 2 piers will be solved by KDMC by 3/1/2015. KDMC is negotiating with a

builder (Mr Gadda) who is having one of the two POA of the land lady. Expected

PDC 31/1/15. Approved GAD of 38C (Thakurli

gate) submitted by KDMC on 16/12/14. Rly to clear landing permission in Rly land at Thakurli

by 10/1/15.

release of funds is in progress.

C.Rly will give forecast of fund utilization up to

March 2015 also by 30.9.14 to enable CIDCO to release funds, regularly every month, as

discussed. CIDCO informed Railways that they will have to

submit the proper reconciliation of the funds

duly certified by their Accounts Department to enable Advance Payments made by CIDCO.

Funds for Seawood – Uran have to be sanctioned by 31/12/14 to avoid break in

This matter is under process with the office of

Collector, Raigad and the Forest department.

officers visit CS every Thursday in 2nd half.

with Railway Board. FLS and Geo- technical

exploration has been completed. Hon’ble CM requested Hon’ble MR to

expedite sanction of revised estimates for the project.

ii. Survey report submitted to Rly Board on 03.05.2013 at a cost of 48.4 crs. ROR

8.35% with 50% sharing with GoM. Status: Project not sanctioned yet.

iii. Survey report submitted to Rly Board on

12.03.2010 at projected cost of 1899.6 crs with

ROR less than (-) 2.84%. Revised ROR with 50% cost sharing by GoM is 4.11%, sent to

Rly Board on 28.02.12. Status: Project not sanctioned yet.

iv. Survey Report submitted to Rly. Board on 29.01.2010 at projected cost of 928.1 crs with

ROR (-) 4.37%. Revised project cost with 50% share of GoM with ROR (-) 3.17%. KRCL is

likely to do this project. Proposal for participating in the project is under

consideration of Maharashtra Maritime Board.

Hon’ble CM requested Hon’ble MR to sanction the project expeditiously.

v. Updated Report submitted to Rly Board in 2004 with revised cost of Rs. 2257 crs and ROR

9.52%.

Status: Project not sanctioned yet.

vi. Project sanctioned in 2013-14 at a cost of 401 crs. Final location survey and estimate

preparation has been started.

Board have stipulated that no expenditure is to be incurred by SECR

without Boards approval. Hon’ble MR has been requested by Hon’ble CM to

expedite pending approval.

This point added in the agenda of Port

Trust meeting planned for 7/1/15.

26 WR Land Acquisition at 4 locations (Total 1178 sqm) i.e. Vile Parle (South) &

(North), Malad (West) and Borivali (South) in connection with 6th line work

between Mumbai Central to Borivali. –

Application for Land acquisition submitted on 15.10.2012 and 25% of

Estimated cost of land has been deposited on 18.02.14 and 14.03.14.

OSD (Rlys) has been asked to coordinate with collector (suburban) to expedite land

acquisition cases. Action to be taken after elections.

Rs 48 lakhs deposited with GoM in March ’14. Sec IV notification for land acquisition by Dec

the same. Collector requested to exempt social

Construction of Flyover to facilitate

smooth flow of traffic between Bandra

and Bandra Terminus. – MCGM has agreed to hand over 296 sqm of land

near water mains for widening of Existing Road on payment of easement

charges. However, there are

encroachments and license vendors on this land. MCGM is requested to hand

over Encumbrance free land early for widening of road.

BEST officials have inspected the site and

agreed with planning of Railways. Traffic police

have agreed to provide additional deployment during construction of ramp. MCGM was asked

to expedite early handing over of encumbrance free land for widening of road.

TDC for hand over of 296 sqm land – 17/10/14. Assistant commissioner (H ward) MCGM is to be

requested for handing over of land. A cheque

of Rs 90 lakhs ready with WR. MCGM to remove licensees presently occupying the land.

MCGM representative assured that this will be done after elections with the help of police.

MCGM: Action was proposed to be taken on

08.10.14 but due to elections, postponed to 10.11.2014.

According to the availability of police

protection, removal of encroachment at Gate

no.18 Bandra (east) is proposed on 10.11.14. Concerned officers of water department

(MCGM) and Railways informed. Work likely to be done today.

Encroachment removed on 11/11/14. 90.45 lakhs deposited on 1/12/14 .

proposed station entry / exit structures and ancillary facilities, some land is

required in Railway premises. i. Land for Entry / Exit point and

ancillary structure ii. Land for temporary use during

construction period

iii. Land below ground for proposed sub-ways for passenger connectivity.

b) At Grant Road Station:

1. Land for Entry / Exit points on

permanent basis. Approx. 400 sq. mtrs.

2. Interchange facilities at Mumbai Central, Churchgate, Mahalaxmi and

Grant Road stations.

3. Crossing of Metro alignment with WR tacks at Mahalaxmi & Mahim

stations. (Harbour and WR).

c) Space for Metro III.

Work of Kurla Carshed Nallah at Kurla (East) near Kranti Nagar was undertaken

by CR in last fair season, which was stopped during monsoon. Addl Municipal

Commissioner (Eastern Suburb) vide

letter dated 20.05.14 and 07.07.14 had requested GM/CR to give suitable

instructions to concerned staff for restarting the work immediately.

However, same is not still started on

site. The same may be instructed to be

started early.

Meeting between Sr.DEN/S and Director/Project/SWD is scheduled on

14.10.2014. Laying of three pipes (1800mm dia.) out of five

pipes under Yard/Main line completed. In order

to complete the widening project in all respect, four addititional works yet to be planned.

Therefore, MCGM has to deposit additional funds of Rs.9,53,58,685/- for completion of

balance work and same has been intimated to

MCGM Vide Mumbai division Sr DEN/S/BB letter no.BB/W/3512/BMC/CLA-nallah/DB dated

24.09.2014. Further, way leave charges of Rs. 3.0Cr has been deposited so far, balance Rs.

6.40 Cr. yet to be deposited by MCGM. Same

has been advised vide above letter. To complete balance work above funds may

deposited with Railway at earliest. Pending approval of AMC for RE . PDC – Feb 2015.

Leftover work of connectivity is being started and shall be completed by 28.02.15.

Reconnection of SWD line at

Chunabhatti Railway Station by CR. (platform no. 1) since damaged and

blocked by CR while carrying out the work of foundation for FOB in 2013.

Several letters written to restore the

damaged SWD. Unfortunately as per CR, existing SWD to be diverted by MCGM

outside Railway land.

This pertains to Construction Organization,

Sr.DEN/S/BB Vide letter on 11.04.2014, construction org. has been advised to restore

the Pipe drain which has been damaged by Construction org. Dy CE (C) DR during the

work.

Storm water drainage was damaged during foundation work of FOB. MCGM has to divert

the drain in the BMC area. Railway will pay from deposit work of Wadala – Kurla. Drg will be ready by 10/12/14 by DRM. This drawing is not required as pipe is available under the platform. DRM BB: The Scheme is being developed.

1. The work consists of laying 1.60 M.dia. pipe under steel casing of 2.50

M.dia. MCGM has made payment of Rs. 58,40,408/- on 13.01.2001 to CR. The

work was reported to have been

completed by CR in the year 2007. Now, MCGM has taken up work of

laying 1.60 M.dia pipe below the MbPT Railway track on downstream side of

the said work.

A Trial pit was for the said work when it is observed that the Railway

authorities have laid only the steel casing pipe below harbour Railway

track and the 1.60 M. dia pipe is not laid inside the casing pipes.

CR to expedite the work of laying 1.60

M.dia RCC pipe inside the casing pipe for the portion below Harbour Railway

track to enable MCGM to lay the downstream side pipe line with proper

connectivity.

2. Further, on upstream side the

newly laid drain has to be connected to the existing drain for which excavation

will be required in the Railway land at km 7/17-18 near Railway track. CR is

requested to grant permission for the

same.

DRM / BB: MCGM may give a firm proposal along with the

execution schedule. CBE:

1) The work of Casing pipe under Railway track

has already been completed in 2007. MCGM is to carry out the work of laying RCC pipe

through the Casing pipe. 2) No proposal received for extension of drain

on up stream side at km 7/17-18. On receipt of

proposal matter will be examined by Railway.

Casing pipe to be examined by MCGM and point recast if there is any problem.

MRVC has prepared the concept plan for new suburban link between Wadala to

Ballard Estate through MbPT. This will enhance the capacity between South

Andheri/Goregaon and thus enable direct connection with Central, Western & Navi

28/C between Thane-Kalwa on cost sharing basis (50:50) between CR &

TMC, sanctioned in the year 2012-13. Approach land is with Court receiver.

The work in Railway portion is in progress in full

swing but the work on approaches is yet to be started by TMC. This is likely to result into delay

in commissioning of the ROB and consequently in closing the LC gate.

Kurla Subway:

New Subway for providing East to West connectivity on Kalyan end of Kurla

station has been constructed by Railways in Oct 2005. Subway could not be

commissioned so far due to non-completion of exit and entry works on

the approaches.

Ch.E/5060/Bridges dated 31.12.2013 has confirmed that MCGM will execute the part work

of approaches which is falling in MCGM limit. On confirmation of MCGM, CR has finalized

Kalyan (W) in Railway Land

During widening of Murbad road about 20 years back the gutter and foot path

was constructed opp. to old Breakmans Chawl. The gutter is about 3.00 mt

length. Now KDMC has taken up road concretization work. Recently Railway

provided barbed wire fencing, So work of gutter is pending and unhygienic
