3. SPECIAL RECOGNITION, ORAL PRESENTATIONS, WRITTEN REPORTS, AWARDS, AND HONORS

A. Recognition of District Students for Seven Years of Perfect Attendance

Mr. Esquivel said he was honored to introduce nine District students who have completed seven years of perfect attendance-from Kindergarten through Grade 6.

President Tamayo presented Certificates of Recognition to Grade 6 Students Kimberly Minquini Alvarez (Feaster Charter), Audrey Elizabeth Fernandez (Rosebank) , Julia Renee Fesili (Discovery Charter), Jonathan Allen Michael Garrett (Harborside) , Aileen M. Kim (Olympic View), Dinara Guadalupe P. Lovatos (Feaster Charter) , Diego Magallon (Liberty), Seongho Raphael Seo (McMillin), and Kamryn M. Weekes (Salt Creek) .

Board Members presented the students with Certificates of Recognition and a pen engraved with the District's name.

Board Members congratulated the students. Vice President Bunker also thanked their parents, who encouraged the students and said she hopes the students continue this throughout the rest of their educational career. Clerk Humphrey asked the students never to stop loving school , adding that school is where they will learn and grow, which will help them succeed. President Tamayo said he was amazed at the students' perfect attendance accomplishment and told them to come back when they are older for the District to hire them.

B. Recognition of 2016-17 District Teachers of the Year

Mr. Tessier said the District has some of the most innovative, creative, and successful teachers in the county, so the District decided to reinstate the Teacher of the Year program. The process was voluntary and many District schools each sent a candidate. A panel, which included representatives from Chula Vista Educators and Cabinet, then selected three teachers to represent the District. He introduced the principals at the Teachers of the Year schools, who presented the three teachers and commented on the attributes that make each of them an excellent teacher: Chris Vickers (Casillas) presented Special Day Class Teacher Nancy Brunson, Charles Grisier (Liberty) presented Kindergarten Dual Language Immersion Teacher Blanca Hernandez-Sting!, and Neil MacGaffey (Rosebank) presented Grades 5/6 Teacher Rachel Mednick.

Board Members presented Ms. Brunson, Ms. Hernandez-Sting!, and Ms. Mednick with Certificates of Appreciation .

Vice President Bunker congratulated the three Teachers of the Year, said they exemplify the many good teachers of the District, and commented that she is happy the District will have representation at the county level. Clerk Humphrey said Ms. Mednick is her daughter and that she is a hard-working teacher, adding that she volunteers in Ms. Mednick's classroom. Clerk Humphrey also said she believes teachers are not recognized enough and that this is one of many ways of recognizing them, adding that the teaching profession is challenging and many times self-sacrificing, that teachers wear many hats and give of themselves in many ways. She mentioned that she hopes next year many more schools will encourage participation and congratulated all of this year's candidates.

C. Recognition of California Association for Health, Physical Education, Recreation , and Dance 2017 Elementary Physical Education Teacher of the Year

Mr. Tessier said the California Association for Health, Physical Education, Recreation, and Dance (CAHPERD) is a nonprofit organization that was founded in 1930 and that this year, the San Diego Region of CAHPERD selected Jamila Demby (Otay) as the Physical Education Teacher of the Year. Principal Monica Castillo presented Ms. Demby, and described her energy, enthusiasm, and passion as well as the positive impact she has on students.

Board Members presented Jamila Demby (Otay) with a Certificate of Recognition and congratulated her.

D. Recognition of Greater San Diego Reading Association Award Recipients for Excellence in the Teaching of Reading/Language Arts

Mr. Tessier said the Greater San Diego Reading Association is a nonprofit that recognizes literacy and reading instruction throughout the county. He announced that this year, the District nominated teachers who met the criteria for excellence in teaching in these two areas.

Principal Dr. Debora Mclaren (Wolf Canyon) presented Grade 5 Teacher Erin Marmion and Principal Mathew Shy (Parkview) presented Grade 4 Teacher Rene Valdivia. Dr. Mclaren and Mr. Shy also described the qualities of each teacher that resulted in the honor.

Board Members presented Ms. Marmion and Ms. Valdivia with Certificates of Recognition and congratulated them. Clerk Humphrey said Ms. Valdivia is very deserving of the honor, adding that they used to be teaching partners at Harborside.

President Tamayo also congratulated Dr. Mclaren for obtaining her doctorate and for continuing her education. He also said he appreciates that District staff members continue refining their craft and become lifelong learners.

E. Recognition of 105.7 MAX FM and Mission Federal Credit Union's MAX Out My Class Winners

Mr. Tessier explained that Mission Federal Credit Union, an organization known for giving back to the educational community, partnered with 104.7 MAX FM to identify teachers throughout the county who would win a $200 gift certificate for maxing out their classrooms. He added that this year, the District received notification that two teachers-Amy Slike (Arroyo Vista Charter) and Christine Wright (Marshall)-were recipients of the award. Mr. Tessier said that neither teacher was able to attend the meeting and introduced Dr. Monica Loyce (Marshall), who said a few words about Ms. Wright. Unfortunately, nobody from Arroyo Vista Charter was able to attend the meeting.

F. Report on the Progress of the District's Physical Education and Wellness Initiatives

Mr. Tessier introduced Physical Education (PE) , Health, and Wellness Coordinator Heather Cruz, who provided a presentation that included the District's physical fitness data, the 2016 Height and Weight Surveillance data, and efforts to grow and sustain quality PE instruction. District PE Resource Teachers Robin Carby and Doug Gorham shared ways in which the District supports the schools in the area of PE, health , and wellness. Ms. Cruz also answered questions from the Board.

Board members thanked presenters. President Tamayo said he sees progress, even at home where his son is making healthy choices. Clerk Humphrey asked for a report on school gardens and on how those impact learning.

Community Health Improvement Partners Senior Director and District Wellness Committee Member Stan Miller commended the District and spoke in support of the District's obesity prevention efforts. Physician and Mother Dr. Yelennia Palacios advocated to keep chocolate milk out of the school menu and said the well ness initiative has gone a long way and that she believes it can keep impacting students towards a healthier life. Family Physician, Former District Parent, and Wellness Committee Member Dr. Shaila Serpas commended the District on its wellness policy, saying it took about two years to implement and that it has been held up as a model. Dr. Sherpas also commented that she is part of the Wellness Committee at Sweetwater Union High School District (SUHSD) and

that SUHSD just passed a wellness policy that will help encourage continuation of the good habits [they are learning] into middle and high school.

South Bay Community Services (SBCS) Promise Neighborhood and Wellness Committee Member Rachel Marineau spoke about involving parents in the wellness initiative and other efforts to move forward the message of healthy eating habits. She also announced that a group of parents just completed an 18-week resident leadership curriculum and received the San Diego County Health Champions award for their implementation of healthy initiatives and promoting wellness in the community.

Chula Vista Classified Employees Organization President Peter Zeitler thanked a number of people involved in the District's well ness initiative; he also advocated for reinstating chocolate milk in the school menu.

G. Presentation from The Teaching and Learning Collaborative, Inc.

Mr. Tessier said that the District is currently engaged in the construction planning for School No. 47 and is currently discussing what a partnership might look like with The Teaching and Learning Collaborative (TLC) with the ultimate goal of providing students with equitable access to the most progressive, dynamic, and engaging instruction in all curricular areas. He introduced TLC's Dr. Andrea Barraugh who, along with Dr. Amanda Datnow, Dr. Kristy Drake, Ms. Caren Holtzman, and Dr. Tina Rasori, provided a presentation on the vision of a potential partnership. Presenters also answered questions from the Board.

Chula Vista Educators President Manuel Yvellez spoke regarding the prospective partnership, asking the Board to consider it carefully.

4. ORAL COMMUNICATIONS

Oral Communications provides the public with an opportunity to address the Board on non-agenda items. Speakers are requested to limit their remarks to five minutes. The Board shall limit the total time for public input on each agenda item to 20 minutes. With Board consent, the President may increase or decrease the time allowed for public presentation depending on the topic and the number of persons wishing to be heard. No Board action can be taken .

Student Attendant Maria Amaral, Instructional Assistant-Special Education Angela Reed, and Mr. Zeitler spoke on behalf of Student Attendants to request a readjustment of the salary schedule.

Mr. Yvellez expounded on his comments regarding the previous item.

6. PUBLIC HEARINGS Public Hearings

A. Conduct Public Hearing on Chula Vista Elementary School District's Updated Local Control and Accountability Plan for the 2017-18 School Year

Mr. Tessier spoke about the process that instituted the Local Control and Accountability Plan (LCAP) and introduced Executive Director of Research, Accountability, Evaluation, Analysis, and Instruction Ernesto Villanueva. Mr. Villanueva provided a report that included the purpose, process, and highlights of the District's 2017-18 LCAP. He also answered questions from Board Members. Board Members thanked presenter for the report. President Tamayo requested that something for the Student Attendants [readjustment of salary schedule] be added to the LCAP under Goal 4, which relates to the recruitment and retention of employees of the highest caliber.

President Tamayo opened the public hearing and asked if anyone wished to speak.

Mr. Yvellez spoke regarding LCAP-funded programs and preplanning in case of a recession.

President Tamayo closed the public hearing.

B. (1) Review of the Governor's May Revise and Forecast of District's Economic Standing; and

Mr. Esquivel reviewed the Governor's May budget revisions and their impact on the District's budget for 2017-18. He also answered questions from Board Members.

President Tamayo thanked Mr. Esquivel for the report and for keeping the Board informed of the budget numbers.

(2) Conduct Public Hearing on the District's 2017-18 Proposed Budget

President Tamayo opened the public hearing and asked if anyone wished to speak on this item.

Mr. Yvellez spoke on the restoration of purchasing power promised by the Governor and potential problems due to the increasing costs related to the retirement systems.

President Tamayo closed the public hearing.

7. ADMINISTRATIVE ACTION ITEMS

A. Approve Submission of Declaration of Need for Fully Qualified Educators for the 2017-18 School Year

Dr. Thiel explained that on an annual basis, the District asks the Board to approve the declaration of need for fully qualified educators, explaining that when shortages of teachers arise, California provides a way for districts to hire teachers who are not fully qualified in their areas of teaching . He said the District is able to successfully recruit and retain teachers in all areas except special education and sometimes CLAD and BCLAD. The declaration allows the District to work with local universities to hire teachers who are in the process of fulfilling the requirements for their credentials. Also, when the District hires teachers from out of state, this allows them time to complete the credentials required by California. Dr. Thiel also answered questions from Clerk Humphrey.

A. (1) Conduct the Second Reading by Title Only of Ordinance of Community Facilities District No. 20, Authorizing the Levy of Special Tax Within Community Facilities District No. 20; and

President Tamayo said the Board of Education would be acting as the Legislative Body of Community Facilities District No. 20

(CFD No. 20) to address matters related to CFD No. 20 of the Chula Vista Elementary School District.

Mr. Esquivel said the first reading by title only of the ordinance for CFD No. 20 had taken place at the May 3, 2017, Board meeting and that a copy of the proposed Ordinance had been posted as required and was made available at the District office for inspection by any interested member of the public prior to the proposed adoption.

President Tamayo asked if there was a motion to present a second reading of the ordinance by title only.

(2) Adopt Ordinance of Community Facilities District No. 20 2016-17.155 Authorizing the Levy of Special Tax Within Community Facilities District No. 20

President Tamayo read the title of the ordinance for CFD No. 20 and asked if there was a motion to adopt the ordinance.

Motion: BUNKER, Second: HUMPHREY, Vote: UNANIMOUS

President Tamayo said that matters related to CFD No. 20 were complete and that the Board would no longer act as the Legislative Body of CFD No. 20 for the remaining items on the agenda.

9. GENERAL INFORMATION ITEMS/REPORTS

None.

10. BOARD COMMUNICATIONS

Mrs. Bunker: • Thanked District staff for all their work, especially on the LCAP and the

budget. Said staff did a great job explaining these two areas and providing the Board with information.

Mrs. Humphrey: • Said that she, along with Vice President Bunker, attended the Special

Education Resource Fair at Rogers and that it was a really nice event that provided resources and information useful not just for special education parents but for all parents. Commented that she felt very proud that the District organizes the event.

• Shared that she stopped by the Beginning Teacher Support and Assessment Colloquium at Casillas, saying she stopped by every table.

Added it was very interesting to see the new way for teachers to share what they are doing and also to see middle and high school teacher participants.

• Congratulated Dr. Jorge Ramirez and Ms. Malia Holleran on being recognized at the Biliteracy Symposium for their leadership.

Mr. Tamayo: • Commented he forgot to thank the schools at the previous Board meeting

for decorating the wall behind the Board of Education table, saying they always do a great job displaying student work.

• Congratulated Dr. Escobedo on being selected as Chula Vista Chamber of Commerce President-Elect for 2018. Added it is a testament of his leadership and that the selection is positive, as Dr. Escobedo will be able to embed the education aspect and explore how to continue collaborating with businesses on District projects. Said he is proud that Dr. Escobedo is being recognized and looks forward to good things that may result from the partnership.

• Thanked all remaining meeting attendees for being there.

11. SUPERINTENDENT'S COMMUNICATION

Dr. Escobedo: • Said this was the final meeting of the school year [before classes end]

and wished everyone a good summer. Added that the District is finishing up testing and getting ready for the new school year.

• Shared that Saburo Muraoka Elementary will open on time and that he is looking forward to an amazing opening ceremony. Mentioned that several hundred guests are expected to attend the event.

• Commented that Grammy award-winning band Switchfoot surprised the Casillas choir who were in the middle of singing one of the band's songs by walking into the room while playing their instruments and joining the choir. Said the best part was that the band invited sixth grade choir members to join them on stage at their Bro-AM fund raiser concert at the end of June.

• Said he appreciates the Board's ideas. Added that one of President Tamayo's suggestions was bringing the biosciences to the District and that he was able to connect with Biolabs [San Diego], a company that may be interested in bringing that job sector to Chula Vista.

• Mentioned that he appreciates the Board for focusing on recognition. Said that igniting the human spirit has been the District's theme for the last couple of years and again next year, when the theme will be "Enlighten the Human Spirit through Relationships." Remarked that at an event scheduled in July, an amazing speaker will talk about cultural awareness and how we create better relationships by connecting , understanding , recognizing, acknowledging, and celebrating one another's similarities and differences.

• Finished by saying he appreciates working with the Board and looks forward to another amazing, dynamic school year.
