    Monroe County Execuve MaggieBrooks husband, Robert Wiesner,Daniel Lynch, president of TreadstoneDevelopment Corp., John Maggio,president of Navitech Services Corp.and Nelson Rivera, former informaontechnology manager for MonroeCounty, have all been indicted andcriminally charged for allegedlyscheming to rig contracts for MonroeCounty projects for connectedvendors.

    They were charged with arrangingthe projects and then embezzling the

    money from the contracts to use itto pay for personal expenses such ascampaign donaons and golf oungs.

    Brooks husband, Wiesner, is facing

    two charges of bid-rigging. He pleadednot guilty to his felony charges in anarraignment Wednesday. In a pressconference held this week, Brooksrefused to comment on her husbandsarrest.

    You know, therere two things Idont talk about, personnel issuesand personal issues. My husband isa personal issue, said Brooks. I willtell you that Im the county execuvetoday, Im going to be the countyexecuve tomorrow and I believe Ihave two more years le on my term.

    Brooks defended the LDCs, or local

    development corporaons, which havebeen the focus of the invesgaon.

    In addion, County LegislatureMinority Leader Carrie Andrews

    (D-Rochester) oered the followingstatement in relaon to the criminalcharges:

    If the County Execuve trulycares about taxpayers, she mustrecuse herself from the internalinvesgaon of corrupon involvingLDCs and turn everything over to theCounty Legislature. Something hasclearly gone terribly wrong in thisgovernment, and it is obvious that theexecuve can no longer overseeorhave any involvement inthis internalinvesgaon.

    Andrews also said the legislature needs

    to be involved if the invesgaon is tohave any credibility.

    I understand she doesnt want todiscuss the situaon with her husband,

    but he is involved, said Andrews.This is not a personal maer involvinga personal incident. This is a publiccorrupon invesgaon into thecounty government overseen by theexecuve, and her husband is allegedby a grand jury to be involved. Thispresents a clear conict of interest. Wehave tried repeatedly over the past sixyears to oversee these contracts, butour colleagues have repeatedly saidno. Its me for the legislature to takeover the internal review.

    Approximately 1700 service workersat the University of Rochester (UR)will receive a salary increase between

    1.7% and 2.1% under an agreementapproved Saturday for their unioncontracts second year.

    Under the amendment to the currentcollecve bargaining agreement,employees will receive a salaryincrease depending on longevity. The

    raise is retroacve to September 22,2013. The University also renewedits commitment to pay 100% of the

    employees health plan with noincrease in out-of-pocket costs.

    The current agreement between URemployees and management requiredthat negoaons reopen to set wagerates for the contracts second year.Talks began in September. The current

    contract expires in September, 2014.

    Monroe County Libraries Offering Help With Health Care EnrollmentRochester, NY, November 15, 2013 -The Monroe County Library System,

    in partnership with Monroe CountyLegal Assistance Center, will providecered HealthCare Navigators forindividualized assistance to librarypatrons seeking help during openenrollment for the Aordable CareAct.

    NYC to Ban Tobacco Sales to Anyone Under Age 21By THE ASSOCIATED PRESS

    NEW YORK Mayor MichaelBloomberg planned to sign landmarklegislaon Tuesday banning the saleof tobacco products to anyone underthe age of 21, making New York therst large city or state in the country toprohibit sales to young adults.

    City health ocials hope that raisingthe legal purchase age from 18 to 21will lead to a big decline in smokingrates in a crical age group. A majorityof smokers get addicted to cigareesbefore age 21, and then have troublequing, even if they want to do so.

    The ban has limitaons, in terms ofits ability to stop young people from

    picking up the deadly habit. Teenagerscan sll possess tobacco legally. Kidswill sll be able to steal cigarees from

    their parents, bum them from friendsor buy them from the black-market

    dealers who are common in manyneighborhoods.

    But City Health Commissioner ThomasFarley said the idea is to make it moreinconvenient for young people to getstarted, especially young teens whohad previously had easy access tocigarees through slightly older peers.

    Right now, an 18-year-old can buyfor a 16-year-old, he said. Once thelaw takes eect, in 180 days, Farleysaid, that 16-year-old would have tond someone in college or out in theworkforce.

    Tobacco companies and some retailers

    had opposed the age increase, sayingit would simply drive teenagers to thecitys thriving black market.

    What are you really accomplishing?

    Its not like they are going to quitsmoking. Why? Because there areso many other places they can buycigarees, said Jim Calvin, presidentof the New York Associaon ofConvenience Stores. Every 18-year-old who walks out of a conveniencestore is just going to go to the guy inthe white van on the corner.

    Bloomberg also was to sign legislaonTuesday that will seek to keep theprice of tobacco high by prohibingcoupons and other discounts andseng a minimum cigaree price of$10.50 per pack.

    For someone who might be trying to

    quit smoking, it makes it easy for themto buy on impulse, Farley said.

    Calvin said the eliminaon ofdiscounts would further feed the driaway from legal cigarees, and towardillicit supplies brought into the cityby dealers who buy them at greatlyreduced prices in other states, wheretobacco taxes are low.

    Both bills were passed by the CityCouncil late last month. The legislaonalso prohibits the sale of small cigars inpackages of less than 20 and increasespenales for retailers that violate salesregulaons.

    Rochester children could aend Districtschools in 2015 that are managedby local colleges and universies,as part of a plan SuperintendentBolgen Vargas, Ed.D., is developing toimprove student achievement with aheightened sense of urgency.

    Dr. Vargas told a Board of Educaoncommiee last night that his planwill incorporate ve proposals toaccelerate the pace of improvement inRochester schools.

    Colleges will manage some Districtschools. Employing a model that isbeing used in Bualo and New York

    City, the District can contract withcolleges and universies to manageone or more District schools. Underthe agreements, which require stateapproval, the school teachers andsta would remain District employees.However, the sponsoring college oruniversity receives District funding forthe students and exercises all powersof the Superintendent in managingthe school. We have access to manygreat colleges and universies, withan excellent track record of successfuleducaon management, Dr. Vargassaid. They can help some of ourstruggling schools to improve morerapidly, while strengthening theDistricts focus on managing other

    schools.

    CTE will be revitalized, with help fromBOCES. Explaining that District does

    not oer career educaon in manyfast-growing elds, Dr. Vargas said thathe has ordered a thorough review ofcareer and technical educaon (CTE)programs that will be completed inthe next two months. He will proposemajor changes to CTE based on thereview, and said he intends to givestudents the chance to aend BOCESprograms not oered by the District inthe next school year.

    Engage the community to improvestudent behavior. Saying that toomany students are either vicms orperpetrators of violence, Dr. Vargascalled for a task force to address

    student behavior issues inside andoutside of school. Led by the Districtand represenng all segments ofthe community, the task force willreview the current code of conductand disciplinary acons. We need tocreate shared expectaons for properstudent behavior, wherever theyhappen to be, Dr. Vargas said.

    Eliminate summer learning lossfor young students. The District willexpand summer learning to supportthe academic priority of helpingstudents to read at grade level by thirdgrade. Dr. Vargas said the goal shouldbe to oer at least four weeks ofsummer instrucon to the more than

    10,000 children entering kindergartenthrough fourth grade.

    End the annual budget crisis.

    Explaining that annual budget gapscreate uncertainty and instability forschool communies, Dr. Vargas saidthat he will include a ve-year plan forclosing the structural decit as partof the 2014-15 budget presented inMarch.

    Dr. Vargas said he will provide moredetails about the proposals in an acon

    plan requested by Board members,which he will present next month, andin the Districts budget proposal for2014-15. He previewed the proposals

    before a meeng of the BoardsExcellence in Student Achievementcommiee.

    I am condent that we are movingin the right direcon, but we need tomove more quickly to improve studentachievement, Dr. Vargas said. I lookforward to working with the Board ofEducaon and the community to make

    these proposals a reality and improvethe opportunies for our young peopleto achieve and succeed.

    BUFFALO, N.Y. (AP) - An unruly footballfan who survived a fall from the topdeck of Ralph Wilson Stadium ontoa man below has been banned fromthe stadium and could face charges,ocials said Monday.

    Video from Sundays game betweenthe Bualo Bills and New York Jetsshows the fan sliding down the 300level railing in a seated posion beforeipping backward and plummengabout 30 feet to the 200 level.

    He and the man he landed on weretreated inside the stadium beforebeing taken to a hospital, where theywere treated and released, authoriessaid.

    Bills President and Chief ExecuveRuss Brandon called the fallen fansbehavior irresponsible and in violaonof the fan code of conduct.

    This individual will not be permiedback into Ralph Wilson Stadium,Brandon said in a statement.

    Season cket-holder Je Savidge, ofRochester, said play on the eld hadstopped for a television meout whenthe falling fan suddenly landed acrossthe neck and shoulders of a man acrossthe aisle from him.

    about two rows down on the ground,Savidge said in an interview. I heardsomebody scream from behind us, Ohmy God! or something like that.

    The man who fell got up and said hewas OK but was stopped by securityfrom leaving, Savidge said. Arrivingemergency workers put a neck braceon him and carried him away on achair stretcher, he said.

    A security ocer, meanwhile, held thehead of the fan who was struck to keephim from moving as he sat upright inhis seat awaing medical aenon,Savidge said. He was carried out on abackboard.

    As much as it was kind of chaoc,everybody was in control, he said.

    The Bills ban on the man sliding downthe railing was supported by ErieCounty Execuve Mark Poloncarz,who said the fan has shown that he isa danger to himself and others.

    Yesterdays reckless and dangerousincident at Ralph Wilson Stadium is anexample of the type of behavior thatgives Bualo a bad reputaon and thatcan never be tolerated, dismissed oraccepted, Poloncarz said.

    The Bills lease the stadium from thecounty.

    Brandon said the team is cooperangwith an Erie County Sherisinvesgaon of the incident. Sherisspokeswoman Mary Murray, cingthe invesgaon, did not release thenames of the men. She said chargesare possible.

    In September 2012, a 20-year-old fanfrom Tennessee died when he tumbledover a railing at the Georgia Dome andstruck a man below during a collegegame.

    Since 2003, more than two dozen casesof fans falling at stadiums have beenreported across the United States,according to the Instute for the Studyof Sports Incidents. The instute is partof the Naonal Center for SpectatorSports Safety and Security, based atthe University of Southern Mississippi.

    APOPKA, Fla.(AP ) The manacquied of criminal charges in thefatal shoong of Trayvon Marnwas arrested Monday aer depues

    responded to a disturbance call at ahouse in Florida, authories said.

    Former neighborhood watchvolunteer George Zimmerman wasbeing transported and booked intojail, according to a Seminole CountySheris Oce statement. Authoriesprovided few other details, and it wasnot immediately known what chargehe faced. Messages for commentle by The Associated Press with thesheris oce were not immediatelyreturned.

    Just when you thought you heardthe last of George Zimmerman, saidneighbor Catherine Cantrell. She saidshe had twice seen a man who lookedlike Zimmerman get out of a truckthats been in the driveway for nearlya month. The truck parked thereMonday appeared to be the same onethat reporters have seen Zimmermandrive previously.

    Cantrell said the woman who lived in

    the home was very sweet and quiet.

Zimmerman, whoidenes himself as Hispanic, hassaid he shot the 17-year-old to defendhimself during a ght in February 2012inside a gated community in Sanford,just outside Orlando.

    he should have been immediatelyarrested. The case sparked accusaonsthat Zimmerman had racially proledMarn, and demonstraons broke

    Zimmerman has had other brusheswith the law since his acquial.

    Zimmerman and his estranged wifewere involved in a domesc disputein September just days aer ShellieZimmerman led divorce papers, butpolice later said no charges were ledagainst either of them because of alack of evidence.

    Zimmerman has also been pulled overthree mes for trac stops since hisacquial. He was cketed for doing 60mph in a 45 mph zone in Lake Mary inSeptember and was given a warningby a state trooper along Interstate 95for having a tag cover and windowsthat were too darkly nted. He wasalso stopped near Dallas in July andwas given a warning for speeding.

    In 2005, Zimmerman had to take angermanagement courses aer he wasaccused of aacking an undercoverocer who was trying to arrestZimmermans friend.

    Teacher killings bring professions risks to lightWhen a 16-year-old student slammed ametal trash can onto Philip Raimondoshead, it did more than break open thehistory teachers scalp, knock him outand send him bleeding to the oor.

    Experts say the phenomenon ofstudent-on-teacher violence is toooen ignored.

    Theres some reluctance to thinkthat the teaching profession can beunsafe, said Dr. Dorothy Espelage ofthe University of Illinois.

    The educaonal psychology professorrecently headed a naonal task forceon classroom violence directed atteachers. The group found that lilehas been done to try to understandor prevent such incidents despitethe potenal implicaons on teacherretenon and student performance,among other things.

    But the October deaths, one dayapart, of Nevada middle school mathteacher Michael Landsberry, who wasshot on a basketball court by a suicidal12-year-old, and Massachuses highschool math teacher Colleen Ritzer,who authories said was aacked bya 14-year-old student inside a schoolbathroom, have brought the issue tothe forefront.

    About 4 percent of public schoolteachers reported they had beenaacked physically during the 2007-08 school year, according to the U.S.Department of Educaon, cing a

    2012 school safety report. Sevenpercent were threatened with injuryby a student.

    A 2011 survey found that 80 percent ofteachers reported being inmidated,harassed, assaulted or otherwisevicmized at least once during theprevious year.

    Of the 3,000 teachers surveyed, 44percent reported physical oensesincluding thrown objects, studentaacks and weapons shown, accordingto the American PsychologicalAssociaon Task Force on ViolenceDirected Against Teachers, whichconducted the naonal web-basedsurvey.

    The task force recommended creanga naonal registry to track the natureand frequency of incidents, sayingthis would help develop plans forprevenon and intervenon. Italso suggested that all educatorsbe required to master classroommanagement before they are licensedto teach.

    Raimondo, who taught in Bualo, N.Y.,was diagnosed with post-traumacstress disorder and thought aboutsuicide aer suering a concussionand other head injuries that required32 staples and more than 40 stches.

    Unable to return to teaching, thehistory teacher who coached cross-country, girls basketball and soballremains in therapy and on medicaontoday, nearly 10 years later.

    His aacker, one of two girls he hadstopped from ghng, pleaded guiltyto assault and was sentenced to up tosix months in jail.

    The Naonal Educaon Associaon, thelargest teachers union, has reportedanecdotal incidents of teachers beingstruck with a computer keyboard andof being body slammed. One hadhearing loss and blurred vision from atossed M-80 explosive, the union said.

    NEA President Dennis Van Roekelsaid that while school campusesremain safe places, more aenonand resources should be directedat diagnosing and treang mentalhealth issues and training educators inclassroom management and safety.

    The reality is, it can happenanywhere, said Columbia High SchoolPrincipal John Sawchuk, who in 2004found himself wrestling a 16-year-oldstudent for the loaded shotgun theboy used to wound a teacher in hisEast Greenbush, N.Y. school.

    That was the most terrifying momentof my life, something I will neverforget, Sawchuk said. I kept thinking,if I let go, hes going to kill me.

    You never really get over it. You tryto learn from it, said Sawchuk, whoadded security ocers, stepped upemergency drills and has stressedheightened vigilance since theshoong.

    We dont leave a stone unturnedanymore, he said.

    Diagnoses of post-traumac stressdisorder are not uncommon forvicmized teachers, given thegenerally peaceful profession, saidDr. Gerald Juhnke of the University ofTexas at San Antonio, an expert on thedisorder.

    Teachers dont carry guns or badges,he said. Teachers believe that theyresafe in their environments for themost part, so when they experienceviolent behavior or threats it shakesthem to the foundaon - because theyare there to help students.

    Richard Iannuzzi, president of NewYorks largest teachers union, saidlesser disrupons from disrespeculstudents - mouthing o or refusing totake o a headset - are more troublingto teachers on a daily basis than is thethreat of physical violence.

    Teachers know what to do in thosecases, he said. Thats not always truewhen things escalate.

    When I worked in prisons, you had apanic buon, Juhnke said. Schoolstypically dont have that.

    have equal rights enforced. Smalleremployers, such as mom-and-popbusinesses, dont usually have anequal employment policy. They maysay, We hire everybody, regardless of

    race and sexual orientaon. However,according to Hall, those that do, rarelyenforce it.

    In addion, Hall said discriminaonand harassment directly contributeto a high level of poverty, especiallyamong minority LGBT communies,which includes blacks and Hispanics.

    Transgender people have thehighest rate of unemployment, andtransgender people of color havefour mes the rate of homelessness,Hall said. Theres increased povertyfor LGBT people of color. So, peoplewho are impoverished have moreemployment discriminaon. People ofcolor are already discriminated againstbecause of their race and ethnicity,and then theyre discriminated againstbecause theyre LGBT. So, those twothings together, you can imagine howbad it is.

    Same-sex couple families are alsosignicantly more likely to be poorthan heterosexual married-couplefamilies. Transgender people of colorare four mes more likely to have anannual income of less than $10,000,twice the rate of homelessness andare more likely to be targeted by policeviolence and hate.

    GENDA (Gender Expression Non-Discriminaon Act) is a proposed NewYork law that was introduced in 2003to both the Assembly and the Senate. Ifpassed, it will add gender identy andexpression as a protected class in thestates human rights and hate crimelaws. That would mean discriminaonin public accommodaons,employment, housing and an-LGBTcrimes would be illegal and have highpenales.

    The problem is Genda is a law thathasnt passed in New York yet, so wedont have a state-level proteconfor gender identy, but we do haveit for sexual orientaon, Hall said.Therere those gaps in the law.African-American people, immigrantpopulaons, especially people in theAfrican-American rural populaons,are parcularly hard hit because theresnot the employment protecon. Andtheres hiring discriminaon and biaswithin the community. People arebeing red, theyre not being hired,and theyre being evicted from theirhome or theyre not being allowed to

    sign leases if they come out.

    There have been some changes madein favor of the LGBT community.Secon 3 of the Defense of Marriage

    Act (DOMA), which dened marriageas between one man and one womanfor all federal benets and rights wasstruck down last year by the landmarkSupreme Court Case, United States v.Windsor.

    There are two secons of DOMA.Secon 2, which governs state law andsecon 3, which was knocked downby the Windsor decision, said Hall.Thats a huge deal for people whohave had no other way to gain lawfulpermanent residence and cizenshiphere in the states. Now, someonecan sponsor their same-sex spouse ifyoure a cizen. Secon 2 is sll in placeand basically says that states have theright to dene marriage for their ownlaws and they have the right to notrecognize out-of-state marriage. So wesll have a long way to go. Secon 2 isa big barrier, but the fall of secon 3was huge for a lot of couples.

    LGBT rights and treatment are of apersonal maer to Hall. Her personaland professional experiences havegiven her the determinaon she needsto connue her eorts.

    I am an out gay person and I havebeen doing LGBT acvism since earlyon in high school when I came out at15, she stated. This is somethingthat has always been near and dearto my heart. Right now, I experiencediscriminaon. If my partner and Iwere to get married and we went toa state like Virginia, they would notrecognize our marriage. If she got hurt,I would not be allowed to visit her inthe hospital if she, say, broke her arm.Before I went to law school, I workedwith homeless youth and really sawthat, while marriage is importantin granng rights, we do not have afederal employment protecon forsexual orientaon or gender identy.An employer could re you for beinggay and you would have no recourse.

    Society oen refers to the LGBTcommunity as having a lifestyle andheterosexuals have a life. When askedwhy there was a dierence, Hall hadthis to say:

    I think that most straight peoplenever ask themselves, why do I havea life and LGBT are considered havinga lifestyle? I think the word lifestylereally demeans my life in a way. Ithink that the majority, meaning

    heterosexuals, have to start thinkingthat this is a life and it isnt a choice.In communies of color, being LGBTis sll a very crical subject. Peopleare coming out much earlier, childrenare coming out at 12 or 13 years old.When a teenager says, mom or dad Ithink Im gay, people usually say, Wellhow do you know? Just wait and see. Idont know a single parent who wouldsay that to a boy who has a crush on a

    girl at 12.

    Hall said she believes that life will geteasier for LGBT couples and individuals.She said changing laws will ensure thatit does.

    I think things are changing, and itsleading to a more uniform naonalpolicy by protecng same sex couples

    and making sure they have all thebenets heterosexual couples have,she said. Especially, for couplesraising children, these are reallyimportant rights for parentage. Withthe immigraon status, weve had bi-naonal couples, and people who wereremoved by immigraon who had noway of geng back into the country.Weve literally had families who havebeen split apart, and now people can

    apply for adjustment status. So, thede is really changing culturally, andnow the law has to catch up. Thelaw is always behind culture, and itscatching up.

    TACLOBAN, Philippines (AP) - When anewspaper for Filipino workers in NewZealand told readers how to donate

    to the typhoon relief eort in theirhomeland, it menoned agencieslike the Red Cross but not a list ofgovernment bank accounts that thePhilippine Embassy had sent over.

    Im not going to mince words, saidMel Fernandez, the editorial adviserfor the Filipino Migrant News. Wewould like every cent to reach thosepoor people there rather than gengwaylaid.

    Corrupon is a concern aer anymajor natural disaster, as millions ofdollars in cash and goods rush in fromaround the world. But those worriesare especially acute in the Philippines,

    where gra has been a part of life fordecades.

    The government of President BenignoAquino III, who has made ghngcorrupon a priority, is promisingfull transparency in reconstruconspending in areas devastated byTyphoon Haiyan, known in thePhilippines as Yolanda. It announcedMonday that it has establisheda website called the Foreign AidTransparency Hub where funds givenby foreign donors can be tracked.

    Theres an urgent call now for us tomonitor the movement of foreignaid funds for Yolanda so they will

    go exactly where theyre supposedto: to the survivors of the typhoon,Undersecretary of Budget andManagement and Chief InformaonOcer Richard Moya said in astatement.

    More than $270 million in foreign aidhas been donated to help the vicmsof the Nov. 8 typhoon, which killed atleast 3,976 people and le nearly 1,600missing, according to governmentgures updated Monday. More than4 million people have been displacedand need food, shelter and water.The typhoon also wrecked livelihoodson a massive scale, destroying crops,livestock, coconut plantaons and

    shing boats.

    Several baered communiesappeared to be shiing from survivalmode to one of early recovery Monday.Markets were reopening, though withvery limited wares. Some gasolinestaons were pumping and residentswere repairing damaged homes ormaking temporary shelters out of theremains of their old ones.

    The darkest night is over but its notyet 100 percent, regional militarycommander Lt. Gen. Roy Deveraturdasaid.

    On Sunday, Aquino toured the disaster

    area and promised to step up aiddeliveries.

    Aquino said he was happy to seetyphoon-baered areas slowly rising

    from the devastaon. The aid eortremained daunng, he said, addingthat the government is feeding about

    1.4 million people a day.

    One is tempted to despair, Aquinotold reporters in Alangalang townin Leyte province, where he metwith ocials and survivors. But theminute I despair, then everybody getshampered in the eorts to get up.

    Presidenal spokesman RickyCarandang said Aquino would stay fora second night in Tacloban city andvisit more typhoon-baered towns onTuesday.

    In one sign of how much work isahead, Energy Secretary JerichoPella pledged to restore power in all

    typhoon-baered regions by Dec. 24,a job that will require erecng about160 giant power transmission towersand thousands of electrical poststoppled by the typhoon. He said hewill resign if he fails.

    Its dicult to celebrate Christmaswithout light, Pella said.

    The government wants to show that itwill be more responsible than previousadministraons were following othernatural disasters, when that fundsintended for reconstrucon wereallegedly siphoned o. Prosecutorsare invesgang allegaons that$20.7 million in government funds

    for rebuilding towns devastated by a2009 storm in northern Luzon islandwere stolen by local ocials via bogusnongovernmental agencies.

    On Nov. 7, a day before TyphoonHaiyan hit, Filipinos were glued totheir television screens, watchingSenate tesmony in which JanetLim Napoles denied allegaons thatshe masterminded a plot to plundermillions of dollars of governmentfunds intended for projects to relievepoverty.

    It is far too soon to say how much aidintended for vicms of last weeksTyphoon Haiyan might end up in the

    wrong hands. Foreign donors demandstrict an-gra measures in projectsthey fund, but privately admit thatleakage of funds is somemesinevitable.

    Much of the assistance in the earlyphase of a disaster response is in theform of food, water and other supplies.Far richer opportunies for gra occurlater when rebuilding occurs andcontracts are up for grabs.

    But corrupon probably has alreadymade this typhoon worse. Money forroads was diverted, giving people lessability to evacuate. Hospitals didnt getthe resources they should have. Some

    houses might not have been aenedif they had been built to code.

    Pey corrupon in urban areas meansthat building inspecons dont happen

    and building codes are not enforced,said Steven Rood, the Manila-basedrepresentave of The Asia Foundaon,a nonprot development organizaon.Even middle-class homes are notbuilt to withstand a typhoon, muchless poor homes.

    Filipinos working abroad and sendingmoney home to their families arean important source of cash in the

    country under any circumstances, butFernandez, the New Zealand editorialadviser, expects that they will beskepcal about giving money to thegovernment. He said he thinks they willsimply donate to nongovernmentalagencies providing aid to typhoonvicms, but Rood wasnt certain evenof that.

    Theres a lot of cynicism, parcularlyin the expat community, Rood said.People are put o. You see it in thesocial networks. People are sayingtheres no point - if they give money, itwill just get stolen.

    The typhoon has come at a me when

    some feel the Philippines might nallybe cracking down on corrupon. Inits latest global corrupon report,Transparency Internaonal foundthe Philippines was just one of 11countries in which people said theywere nocing an improvement incorrupon levels.

    Rood said he believes Philippinegovernment agencies like theDepartment of Social Welfare andDevelopment are less corrupt thanthey once were and can be relied onto take the lead aer disasters like thetyphoon.

    Doracie Zoleta-Nantes, a Filipino

    and research fellow at the AustralianNaonal University, said the recentdebate in the Philippines on corruponhas been intense and people aredemanding improvements. She said

    media scruny on places like Tacloban,a city devastated by the typhoon, willhelp ensure aid gets distributed.

    But some vicms will be marginalizedbecause they are not alignedpolically, she added.

    Tecson John Lim, the city administratorin Tacloban, said the city is recognizedfor its good governance and its

    accounts are transparent. He addedthat corrupon concerns tend tocenter around people like cementsuppliers, and right now, you canteven buy anything.

    Valerie Amos, the U.N. humanitarianchief, said in Manila that the U.N.is not expecng to nd widespreadcorrupon as it responds to thedisaster. Everyones concern isfocused on geng the maximum aidto the people who need it, she said.

    Aid agencies are taking their ownprecauons to avoid corrupon.

    Chris Clarke, the chief execuve of

    World Vision New Zealand, has visitedareas aected by the typhoon. He saidWorld Vision has its own supply chains,collects donaons directly, and evenissues microchips to vicms to recordthe amount of aid delivered to them.

    Its always an issue were askedabout, he said. Does the moneyget there, and does it get to the rightpeople?

    You know, Ive

    spent a lot ofmy life tryingto gure outhow to get og o v e r n m e n tassistance andsubsidies. Now,I am witnessinga governmentthat is tellingme that beingon government

    assistance is something to strive for, orthat I should be ghng for it.

    It makes me wonder a lot.

    The Aordable Care Act (ACA) is beer

    known as Obamacare, because it isntaordable at all. In fact, this ACA is sounaordable that many in the middleclass will probably be plunged into thelower class, and few in the lower classwill ever nd enough reason to try toclimb into the middle class.

    So far, many people havent evenbeen able to sign up because the $643million web site works like a unionizedgovernment bureaucracy.

    By that, I mean it doesnt work at all .

    Most of the people who thegovernment claims have actuallysigned up were probably actually

    informed that they qualied forMedicaid, a government programthat existed before Obama becamepresident. In many states, even wherethe exchanges are working, they have

    had zero people sign up. Yet, we have

    been led to believe there have beenmillions waing to sign up.

    Instead, the administraon increasedthe eligible income levels for Medicaid,and those applying for Obamacarehave oen been shued o toMedicaid.

    However, if one hasnt qualied forMedicaid, he or she has most likelybeen sent to exchanges that oer high-priced insurance plans, oen with veryhigh deducbles.

    A bronze plan for an individual in onestate costs $175 a month, but it hasa $6,000 deducble for healthcare,

    and another $6,000 deducble forprescripon drugs. As a result, anunhealthy person, actually needinghealthcare and expensive drugs, wouldpay nearly $14,000 before geng abenet for their money.

    Its true that those with lower incomeswill have their insurance subsidized,but what happens to those who dontqualify?

    In 2012, the poverty line for a familyof four was just over $23,000. With taxcredits for children, the actual aer-tax credits with paid income would beover $30,000. This does not includethe benets for free healthcare,

    which could be valued at $15,000,food stamps or any other benet thatthis family might receive. With all thebenets added, a low-income familycould earn anywhere from $32,500 to

    nearly $50,000, depending on the level

    of benets needed and healthcarecosts.

    Now, the family making four mesthe poverty level doesnt qualify forsubsidies for Obamacare, and theircompany will likely unload them ontothe Obamacare exchanges because itsaves businesses a lot of money.

    This could add another $15,000 to theirtax bill, which is where Obamacare ispaid when you dont pay on a monthlybasis. So, a family making $92,000per year could expect to pay at least40 percent of their money in taxes,between federal, FICA, state, propertyand sales tax.

    Before taking away the $15,000Obamacare bill, and before taking intoaccount any deducbles on top of thatnumber, the familys actual incomewould be reduced to $55,000.

    If healthcare cost the family just$20,000, once all the deducbleshave been paid, this familys aer-taxincome would be reduced to $35,000.

    When you consider the likelihood thatthis family would probably also havehigher property taxes, mortgage costs,and living expenses than a familymaking $23,000, it also becomes clearthat something snks in the state of

    Denmark.

    What would there be now to movatethis middle-class family to work hard,when they would have so much of

    their income taken away due to the

    cost of healthcare? And what incenvedo poor people have to work harderand move into the middle class toobtain the same income and benets?A family making $60,000 per year isbarely as well-o as a family making$23,000 a year. Is this what socialistscall the equality of outcomes?

    Margaret Thatcher said it best whenshe said, The trouble with socialismis, eventually, you run out of otherpeoples money.

    What seems like free healthcare nowwill most likely cost more later. Wemay think its tough now, but waitunl we get the bill for this supposed

    free healthcare. The result, overthe coming years of income-levelexperimentaon, will be that fewerand fewer folks will leave the lower-income brackets, and many folks willdecide to move down into the lower-income brackets.

    Fewer folks will be willing to pay thecost of the system, and more folks willbe seeking to receive benets fromthe system.

    Does increasing demand for a smallerpot of benets mean everyone will behappy? I doubt it. The middle class willget smaller, and those living below thepoverty level will probably increase.

    I am wring this leer prompted by anaccount from a female who called theradio staon, WDKX, the morning ofSaturday, November 09, 2013.

    The young woman, just 22 years old,spoke of working in an establishmentwhere she is a host who has theresponsibility of cleaning the restroom.Aer she had completed cleaning the

    sinks and toilets one day, a woman(white, I would imagine, from theyoung womans tone) came in, diredthe sink, and threw the used towel inthe young womans direcon.

    The thrown towel was accompanied

    by a look of disdain toward the youngwoman, who politely responded,Thank you.The young woman reported sheswallowed her pride because of heremployment. She did not want to loseher job, her income, her source oflivelihood, or her economic status.

    The WDKX radio show hostscommended the young woman on heratude. They said it was beer thanthe distasteful, repugnant, oensive,obnoxious, unpleasant womans, whohad the audacity to be rude to a young

    woman who merited more respectthan she was given.

    However, to stop the kind of behaviorthat drove this parcular womanto dirty the sink, behave in such adiscourteous manner, and throw the

    soiled towel at the young workingwoman, it takes more than merelyturning the other cheek for anotherslap in the face; or a polite reprimandin the form of, Thank you, for yourdiscourtesy.

    The queson I am le with is, is havinga beer atude than someone elsetantamount to accepng the eternalfocus of white racist behavior?

    How much are we expected to take?

    I am reminded of a Langston Hughespoem:

    That, indeed, is quite anaccomplishment. And it is equallygreat that she happens to be African-American. With that beginning, theleer I wrote to Lovely Warren is

    below.

    Mayor-elect Warren, congratulaonson your historic victory in last weekselecon. I know that you and yourfamily are very excited about your win.I also know what this means to you,your family, and the city of Rochester.As you are well aware, there aremany challenges that face our city;and I, for one, will be praying for yoursuccess as you take on this enormousresponsibility. However, as you begin

    to plan what you will tackle, may I beso bold as to oer one suggeson?

    Please remember the people thatgot you elected! They may not havebeen the biggest donors, and may nothave any polical clout, but they areeveryday Americans who just wantbeer lives for themselves and theirfamilies. You may not deal with thiseveryday American too many mesduring your term; not because youdont want to, but because they arebusy tending to the priories thatconcern them. But, you will not forgetthem if you help to make sure thattheir neighborhoods are safe.

    This does not occur by giving credenceto polical acvists who are standingby bashing the police department

    (that you will now be over). There arebad eggs in every walk of life, includingpolice ocers, lawyers, policians, etc.We must deal with those bad eggs, butnot at the expense of causing the goodeggs to be damaged. Being a strongadvocate for the police departmentsupports those men and women inuniform, and encourages them to doan even beer job. This, in turn, willhelp keep neighborhoods safe, whichis what that everyday American wants.

    You will not forget them if you standwith a loud voice for reform in theRochester City School District. I realize

    that your power is limited because ofhow the district is structured, but youhave a bully pulpit now, and can makesure that your voice is heard loudand clear. Its me that the teachersunion gets back to what is good forthe children of Rochester instead ofwhat is good for them. The graduaonrate in the RCSD is intolerable. Changehas to occur, and you can be a loudvoice for that change! That everydayAmerican wants their child to get thebest educaon possible, and currentlythe RCSD is not delivering!

    You will not forget them if you doeverything within your power tokeep a viable corporate community

    in Rochester. People need jobs tomake sure that they can sustainthemselves and their families. Taxesand regulaons are a huge job-killer.And, while they are needed, too muchof something can be bad. Right now,in New York state, we have too manytaxes and too many regulaons. Youcan help this city become a placewhere companies want to be. Thatmeans more jobs, and that is what theeveryday American wants.

    You will not forget them if you are avoice for hard work and achievement.The very fact that you will be the

    leader of this mid-sized Americancity is a tesmony to your hard work.Please dont let anyone get away withseling for being a vicm, looking fora hand-out or making excuses. Themethod is to do the hard work andthe reward will follow. People need tostop depending on the government fortheir sustenance. And, while that maybe hard for the everyday Americanto hear, it is really what they needto know. You have a plaorm now; Ipray that you use it wisely. Be blessed,and know that I am praying for yoursuccess!

    Every now and

    then, I nd itnecessary toshare someof the stupidthings thatstupid womendo. I was home,minding my ownbusiness on arecent Saturday

    morning, whenmy phone rang. The phone numberon the phone came up as restricted.Normally, I do not answer restrictednumbers because I nd it curious thatsome people feel the need to hidetheir identy in this day and age.

    But, because I do have one specialfriend who, when calling fromhome, has a landline that registersrestricted, inially I thought it maybe her. So, I answered, but only to behung up on abruptly.

    My rst thought was, maybe thecaller had changed their mind. I hadanswered the call in a mely fashion,so I didnt think the hang up wasaributed to anyone on the other endnot having paence. As a result, I justshrugged the call o and connued todo whatever it was I was doing.

    Within minutes, however, thetelephone rang again. The call was

    once again from a restricted line, but,once again, I answered.

    This me, when I answered the call, Isaid, Hello. The female voice on theother end responded by asking mewho I was. I said, Pardon me?

    She proceeded to ask who I wasagain because, apparently, she foundmy phone number in her husbandsphone and was surprised to discoverit was a female who answered whenshe called.

    I told her that, since she called mynumber, I thought it might make moresense for her to tell me who she was.

    Then, I asked her to please let meknow who her husband was because,without knowing who he was, I couldnot begin to oer any explanaon asto how my number wound up in hisphone.

    She told me her name was Mary,and I immediately thought she wasjust giving me any name in hopesthat I would cooperate by idenfyingmyself. She then explained she wasnot going to give me her husbandsname, because I might call and warnhim, before he got home.

    Warn him? About what, I asked? Then,I got mad and let go of the gheo

    sistah that dwells within me. The onestupid people get a chance to meetwhen they ck me o and waste myme. When I got through educangher, she abruptly hung up the phone.

    I was bewildered, sad and angry all at

    the same me. All I could do was shakemy head and call this woman stupid.

    The last me I got a call like that, it wasover 30 years ago. The call was fromthe wife of a friend I had contractedto do some welding in my house. Shefound my phone number in his pantspocket, and decided to call and ask me20 quesons about how it got there. Iwas really quick then. I asked, Whosewife are you, and where did you ndmy phone number? She told me againwho her husband was, and also toldme the phone number had been in hispants pocket. I asked which pocket.She replied it was the right pocket.

    I said, OK, listen up carefully. If youlook in the le pocket you will ndmy house keys, and if you connue tomake stupid calls like this, I promise Iwill be his wife and you wont be.

    Needless to say, I never heard from heragain.

    But, because I have never beena person to go through my manspockets, wallet or cell phone, I dontunderstand what insecurity drivesstupid women to do so. I have alwaysbelieved that if it is trouble you arelooking for, it is trouble you will nd. Ihave also believed that, if a man wantsto do something, you are not going to

    stop him. Consider it done.

    Ladies, if you dont trust your man,you have no business being with him.And, if you feel the need to invesgatehim, you dont have love. For onething, a real man is not going to exploityour insecuries. He is going to makeyou feel safe and secure. Some stupidwomen really need to get a grip ontheir emoons. Most of them dontrecognize if their men are beingunfaithful, and, a lot of the me, it istheir fault when men stray.

    Oh yes, there are women who have norespect for other womens marriagesor relaonships, but a strong woman

    in a secure relaonship knows, she hasnothing to fear but fear itself.

    Unless your man is a straight-up dog,ladies, you have to remember thatthe same thing that got him hookedis going be the same thing it takes tokeep him. I think stupid women forgetthat. Stupid women assume becausethey had a baby, or they have beenon First Street a number of years,that it may mean something. It meansnothing to an unhappy man.

    Some women want to be treated likeQueens, but forget to treat their menlike Kings.

    All women are looking for the samething. All women want a man they cantrust; one that shows love and respect.But, mine has to bring more than sexto the table. He has to rst be God-

    fearing. I had a recent conversaon

    with one friend who was bragging toher best friend about how well herman treated her. The best friend thenbecame available to her friends man,leng the friend know she was jealousof her life, thereby trying to take itfrom her.

    True story. You need to be carefulwho you call friend, ladies, becauseif you have a man, or a husband, andyour friends dont; you just need to becareful. IJS.

    Maybe I should be wring a columnfor those who dont get it, or need toask somebody before they make callsto another woman.

    Personally, I love it when a woman letsme know I rock her world. It makesme feel like I am all that, a bag of chipsand some dip. I love it when womenare so insecure they accuse me oftrying to steal their man. I consider itaery that you think your man maysee something in me he doesnt see inyou. But, I think you are stupid if youever think I will spend ve minutes

    defending myself to any one woman.

    I think you are truly stupid if you havea problem with your man and fail todiscuss it with him rst.

    He is the one with the answers. Notanother woman, or someone youperceive to be compeon. Ladies,dont you know that some men loveto make you think they have anotherwoman? Some use your insecuries tokeep you on your toes, or in line. If aman feels you are jealous of anotherwoman they will nd a way to keepthat woman in your face just to keepyour stupid behind in your place.

    You should really look forward togeng him out of your life and the

    door. You need to see whats standingbehind him trying to get to you. Hemay be blocking the biggest blessingof your life, and you will never see itif you are playing stupid, and trying toresearch every move he makes.

    If you want him invesgated, there areprofessionals that would do that foryou. Stop being stupid, ladies.
