Log Export Policy changes are planned for announcement January 17, 2013 at the Truck Loggers Association convention.

The changes to the Log Export Policy to be announced January 17,2013 include:

I. Increase in fee in lieu of manufacturing on the Coast, outside of OlCs for log exports .. Current fees will be multiplied by 1.2 which is a factor tied to the average export value of logs. The fee increase will be implemented on March 1,20]3 ..

2. Decrease in fee in lieu of manufacturing under the OlC for log exports on the Mid Coast. This decrease applies only to mid and lower grade logs and reduces fees for those products to $1 per cubic meter ..

3. Inclusion of freight cost consideration in determinations made under the surplus test for log exports.

4. Administrative changes: Allowance of the use of weigh scaling for export logs; use of the same method of timber marking for export logs and domestic use logs; consolidation of wood prices on the Coast; posting the process for log exports including the terms of reference for the Timber Export Advisory Committee (TEA C) on the web.

The Northern Interior and Skeena Stikine OICs are due to expire on June 26,2013.

ISSUE: Meeting with Tnnergex Renewable Energy (Tnnergex) on February 14,2013.

BACKGROUND: Innergex is a leading Canadian renewable power producer. Innergex staff have been active contributors to the Clean Energy BC Client Advisory Group which has worked cooperatively with Provincial and South Coast Region staff to identify challenges and solutions in the administration of clean energy policies.

Tnnergex operates nine hydroelectric Clean Energy Projects (CEPs) in the South Coast Region and one in Skeena. Within the South Coast Region they have two CEPs under construction, and an additional five projects that have been certified through the Environmental Assessment (EA) process. Innergex is working with permitting agencies on the final approvals.

The five certified projects are in two clusters: TSB (Tretheway/ShoveIlBig Silver), and Upper Lillooet (which includes the Lillooet River, Boulder and North Creeks). These two clusters have Energy Purchase Agreements with BC Hydro, and both have electricity delivery commitments.

As discussed at ou(most recent Integrated Customer Portal Advisory Committee meeting, we are putting our interests regarding the Land Title and Survey Authority's (L TSA) proposed new customer portal in writing for your reference. We have taken this step in the interest of working collaboratively and recognize that not all of the issues discussed need to make their way into the L TSA's final version of the Integrated Customer Portal (ICP) Business Case.

We recognize the L TSA's independence and right to make business decisions regarding service delivery to it's customers and we support your objective to make Improvements.

Service Delivery Objectives Within government we have been working towards citizen-centred service delivery, where the citizen does not need to know the name of the individual organization or the level of government in order to obtain service. Given there are a number of business processes for which we share the same client base, careful consideration of the user experience design will be needed as development progresses. We are very interested to hear the results of your customer engagement on this topic as it will inform us of citizens' current on-line service expectations.

Revenue Management While the business case makes reference to the intention to match all of the current BC Online's functionality, there is no description of the revenue management, collection and distribution functions. Since the new portal will be collecting revenue on behalf of government we will need assurance that appropriate mechanisms are in place to safeguard the interests of the Crown. One avenue for consideration is to revise the Cash Management Agreement to reflect current and future revenue management roles and responsibilities.

The business case makes a genera'i reference to offering customers payment options, one of which could be credit cards. If so, the ICP will need to meet the Payment Card Industry (PCI}'s compliance standards, There is an opportunity for you to take advantage of the work already done by the Province to achieve PCI compliance for core government and the broader public sector. This could result in a significant savings in time and resources for ICP development.

The Draft ICP business case proposes to make the core government fee-exempt customers also exempt from the $1.00 service fee gOing forward. In the spring of 2009, an extensive review of the fee-exempt customers previously approved to obtain L TSA products and services was conducted jointly by the L TSA and the Province. At the end of the review the majority of the fee-exempt customers could be easily categorized as either core government or taxing authority. There were a few special cases where the customer accounts for the Canada Revenue Agency and EDS Advanced Solutions (now HP Advanced Solutions) were deemed to be equivalent to core government as they were performing dedicated work on behalf of the Province. We are seeking the L TSA's agreement that these accounts would continue to be deemed equivalent to core government.

Opportunities to Work with the Province As we have discussed at our recent Advisory Committee meetings, the Province has released a Transformation and Technology Strategy "Citizens @ The Centre: B.C. Government 2.0" and work is underway In both the Ministry of Labour, Citizens' Services and Open Government and the Ministry of Forests, Lands and Natural Resource Operations on a number of initiatives that the L TSA would cross-over in developing its ICP functionality, such as:

o Identity Information Management Program (101M); o Gov 2.0:

o Internet redevelopment, Improved Search; toolkits and strategies; o DataBC - Open Data and Geographic Services (Provincial Spatial

Data Infrastructure (SDI) and Enterprise Geographic Services Suite); o Open Information; and o Citizen Engagement; and ,

o One ProjectlOne Process project for the natural resource sector. .. ./3

The work already underway in government specific to the L TSA's stated desire to move toward making geospatial data available to citizens presents another opportunity for the L TSA to conserve time and resources through the use of standards and frameworks already developed with input from stakeholders across government. The Province sees the CPF as a foundational piece of the Provincial SOl and would like to ensure that this data is made available in Geographic Warehouse for decision support, economic development, emergency response and land tenure and permitting processes. ISSUE: History and status of the transfer of28 recreational lots in Indian Arm Park to the Ministry of Forests, Lands and Natural Resource Operations (FLNR) for administration under the Land Act.

BACKGROUND: In 1995, Indian Arm Park (Park) was established as a Class A Park. 28 Crown recreational lease lots were included within the Park boundary in error. These Crown land leases were converted to Park Use Permits (pUPs) in the late 1990s. Some of the documents were converted to standard PUP wording as they expired, while others retained the Land Act lease wording.

Since 2003, a small group of permittees have persistently pursued the removal of their cabin sites from the Park through requests to Ministers and by contacting MLA offices with the goal of being able to purchase the leasehold interests. In 1998, BC Parks entered into a Collaborative Management Agreement with the Tsleil-Waututh Nation (TWN) for the collaborative management of the Park.

In April 2011, the Honourable Terry Lake, Minister of Environment, provided direction to begin the process to remove the 28 recreational lots fi·om the Park and transfer the administration of the recreation lots to FLNR. There are a number of contributing factors that led to the recommendation to remove the recreational lots from the Park.

In May 2012, permit holders were apprised of the results of a recent geotechnical hazard assessment of each of the recreational lots. They were also advised that a process was underway to consider transferring the administration of the lots from BC Parks to FLNR.

On July 17,2012, the Honourable Ministers Terry Lake and Steve Thomson gave direction to proceed to undertake the remaining steps in the process of removing the 28 recreational lots from the Park, transferring the lands to FLNR to administer as recreational lots under the Land Act, consistent with the three conditions agreed to with the Board. Accordingly, the lots would not be offered for future sale and the lots would be returned to the Park, if the leases were cancelled in the future. In a letter dated November 5, 2012, the Board advised that it was satisfied with this approach.
