WHAT IS EFA?

A global initiative launched by UNESCO in Thailand in 1990.

AIMS:

to address the learning needs of all children, youth and adults by 2015

A collaborative effort of Governments, Civil Society Organizations and Development Agencies to meet the six EFA Goals which are:

EFA GOALS ; GOAL 1

Expand and improve comprehensive early childhood care and education, especially for the most vulnerable and disadvantaged children:-• National ECDE Policy Framework& Service Standards developed

• ECDE is included in structure of Education: 2-8-4-4(Free and Compulsory)

• Provision of Community Support Grants to ECDE Centre

• Enhance Health and Nutrition of Children

• Enhance Capacity of parents to manage the ECDE Centres

• Introduce ICT

Goal 2

Ensure that by 2015 all children, particularly girls, those in difficult circumstances, and those belonging to ethnic minorities, have access to and complete, free, and compulsory primary education of good quality.

Goal 2- Status

• Enactment of Constitution of Kenya 2010 which provides for Free and Compulsory Basic Education for all children

• Enrolments at pry( public and private) increased from 892,000 in 1963 to 5.9million in 2002 and to 9.86million in 2011

• At ECDE level, .NER has increased from 35% in 2005 to the current 50%

• Provision of Sanitary Towels to vulnerable girls• Establishment/sustaining of Mobile Schools• Low cost boarding schools• School Feeding Programmes• Child Friendly Schools, • School Based De-worming Programme• School WASH-simple and cheap habits

Ensure that the learning needs of all young people and adults are met through equitable access to appropriate learning and life-skills programs.

Achieve a 50 % improvement in adult literacy by 2015, especially for women, and equitable access to basic and continuing education for all adults.

Eliminate gender disparities in primary and secondary education by 2005, and achieve gender equality in education by 2015, with a focus on ensuring girls' full and equal access to and achievement in basic education of good quality.

Improve all aspects of the quality of education and ensure the excellence of all so that recognized and measurable learning outcomes are achieved by all, especially in literacy, numeracy and essential life skills.

Initiatives

Other initiatives include:• the development of Special Needs, Adult

Basic Education, Nomadic and other marginalized groups, National school Health and Alternative Provision of Basic Education and Training policies

• Development of strategies.

Way Forward

• Any new policy initiatives must include views from a wide sector of stake- holders for purposes of inclusion and ownership .

• Programme implementation must be informed by research

• All programmes incl. teacher training programmes offered at University at all levels should be developed through consultation with relevant stakeholders

• Focus on Marginalized communities e.g. CSN, those in ASAL, Orphans, those affected and infected by HIV and AIDS
