Foreword
Data and information continue to be critical in the development of the education sector. As the country
yearns for a knowledge based economy, everyone has set their focus on the contribution of the education
sector as it is responsible for development of human capital to support the achievement of the long term
development goals and even sustain the status once achieved. The policy and planning in the sector has to
therefore be based on evidence so that the interventions we put in place for the sector’s development remain
grounded on facts. The Ministry thus takes the production of data and information very seriously and has
taken considerable strides in ensuring credible, reliable and accurate data is produced for the purpose of
effective policy and planning. The data produced by the sector also helps in tracking the achievements the
sector has made against the commitments it has made to the public.
The 2016 statistical booklet puts emphasis on a range of indicators core to the sector. The booklet covers
indicators transcending early childhood development and education, primary and secondary levels of
education. It covers the distribution of learning institutions as our education supply points; enrollment and
enrolment rates; number of teachers in their categories of employment (Government and School Board
employed teachers), their levels of qualification and the pupil teacher ratio; status of school infrastructure
with special emphasis on classrooms and sanitation facilities. These indicators are produced for private and
public schools at all the three levels of education with rural and urban dimensions where possible. These
indicators provide an opportunity to establish the progress made towards achieving the objectives of the
education sector and to look into the future in terms of policies that need to be put in place towards ensuring
equity in accessing education while also addressing quality issues.
The results presented in this booklet are the outputs of the Education Management Information System
whose evolution the Ministry continues to invest in. The Ministry is committed to the continuous
improvement of the credibility, reliability and accuracy of these results. Though the Ministry has made
significant progress in the recent past, a number of challenges remain outstanding. These are expected to
be resolved in the new regime of EMIS which targets precision in reporting. I wish to reiterate the Ministry’s
commitment in producing quality education statistics to inform management of education programs not
only in basic education but across the sector.
Finally, I wish to point out that the booklet is very informative for the purposes of planning, resource
allocation, research and programming in the country. It also creates an avenue for engaging other
stakeholders in the private sector and interested development partners. I encourage all stakeholders to use
the results extensively in the improvement of the sector.

Education Statistical booklet. This being the third consecutive statistical booklet produced by the
Ministry since the Annual Schools Census was revived in 2014, it shows the sector is committed
to the production of data in support of efficient policy formulation and planning and overall

Office - Education under the leadership of Dr. Daniel Baheta for the consistent support that it has

Executive Summary
The Ministry of Education has released the 2016 statistical booklet which continues to affirm its
commitment to deliver reliable and accurate data information. The purpose for data collection is
to help in planning and implementation of Education projects. The booklet covers Early Childhood
Development and Education, Primary and Secondary based on the 2016 school census conducted
in basic education institutions.
The number of Early Childhood Development and Education centres increased from 40,775 in
2015 to 41,248 representing a 1.2% growth in 2016 while the average size of a centre maintained
an average of 78 (85 in public centres and 66 in private)
Primary schools increased from 31,333 in 2015 to 33,232 in 2016 representing 6.1% increase
compared to 6.4% in 2015; the average school size dropped from 322 to 309. Growth in Private
schools remained stagnant at 15% while Public schools decreased from 3.2% to 2.4% representing
0.8% decrease. In Secondary education, the number of schools increased from 9,440 in 2015 to
9,966 in 2016. Secondary schools also reported an increase of 5.6% between 2015 and 2016
compared to 8.1% between 2014 and 2015. Public schools increased by 3.8% compared to 18.7%
in private schools. The average size of secondary schools increased from 271 in 2015 to 273 in
2016.
ECDE enrolment increased by 1% between 2015 and 2016 slowing down from growth of 4.9%
between 2014 and 2015. Gender parity based on absolute enrolment dropped marginally from 0.97
to 0.96. Primary education, enrolment increased by about 190,000 students representing 1.9%
between 2015 and 2016. Gender parity based on absolute enrolment has been stable for the last
five years at 0.97. In secondary schools, enrolment increased by about 165,000 students
representing 6.4% growth between 2015 and 2016. Girl's enrolment continued an impressive
growth of 9.6% between 2015 and 2016 pushing up the gender parity 0.05 units from 0.9 to 0.95.
The number of special needs enrolled in primary schools stood at 222,700 pupils with 11,400
students enrolled in secondary schools. The number of girls with special needs in both primary
and secondary is similar at 45%. In primary 44% of pupils with special needs have intellectual
impairments while 34% have hearing and visual impairments (17% hearing and 17% visual). 14%
have physical impairments while 8% have multiple special needs cases.
Gross Intake Rate (GIR) has stabilized at 100%while the Primary Completion Rate (PCR) had
gained 1% to settle at 84% between 2015 and 2016. Transition from primary to secondary lost a
percentage in 2016 having recorded 86% in 2015.

ECDE Gross Enrolment Rate (GER) and Net Enrolment Rate (NER) continued to show stability
with GER recording 76.6% in 2016 a drop from 76.4% in 2015. NER gained 0.03% points from
74.6% in 2015 to 74.9% in 2016. In Primary schools GER increased from 103.6% in 2015 to
104.2% in 2016 while NER increased from 88.4% in 2015 to 91.2% in 2016. In Secondary the
GER increased from 63.3% in 2015 to 66.8% in 2016 while the NER increased from 47.8% in
2015 to 49.5% in 2016. The gap between GER and NER closed up from 1.8% in 2015 to 1.3% in
2016.
ECDE had a total of 110,819 according to the 2016 school census with 81% being female. 62.1%
of the teachers were employed by the County Governments in public ECDE centers while 37.9%
were in private centers. According to the school census, Primary schools had an increase of
teachers by 6% from 332,166 in 2015 to 351,103 in 2016. 71.2% practice in public schools while
28.8% practice in private schools. Public schools had 86% employed by TSC while the rest are
employed by school Boards. In Secondary, 138,138 teachers were reported. This being an increase
of 7% from 129,306. 90% of them were in Public schools.
The Pupil Teacher Ratio (PTR) in ECDE stood at 31 and 25 in public and private respectively.
The overall PTR stands at 29. Primary schools has a similar PTR as ECDE at 29 with private
schools having a teacher for every 17 pupils. Secondary schools PTR stands at 20 for both public
and private.
The booklet has four key chapters including the methodology used during the collection of data,
its processing and validation, the limitations and the steps taken towards the improvement of
quality of data delivered by the Ministry. The annexes provide detailed information obtained at
the County level.

Chapter One: Introduction
Education plays a major role in transforming the country into a more competitive nation globally
as is in line with vision 2030 of ensuring quality and affordable education for all where education
is not only a learning process but one that equips its people with the necessary know how to sustain
themselves socially and economically. The Ministry therefore ensures Kenya has the necessary
knowledge, skills and manpower to make it more prosperous.
Overview of the Ministry
The Ministry of Education in the current government structure was established through the
Executive Order No 2 of May 2013. The order mandated the Ministry to among other functions,
manage education and training matters in the country.
Vision
The vision of the Ministry is to have a globally competitive education, training, research and
innovation system for sustainable development.
Mission
To provide, promote and coordinate the delivery of quality education, training and research and
enhance integration of Science, Technology and Innovation into national production systems for
sustainable development.
Core Values
The operational environment is governed by a desired set of core values, which constitute the
desired organizational culture. The core values of the Ministry include:

Organization of the Ministry
The Ministry is comprised of three State Departments i.e. the State Department of Basic Education;
the State Department of Vocational and Technical Training; and the State Department of
University Education. The three state departments have the following directorates:
State Department of Basic Education
1. Administration and Planning: The directorate provides shared services to technical directorates. The
directorate is further arranged in various units that include Administration, Human Resource
Management and Development, Accounts, Finance, Central Planning and Project Monitoring Unit
(CPPMU), Information and Communication Technology; Procurement; HIV/AIDS Unit; Gender; and
Guidance and Counseling.
2. Directorate of Primary Education: The directorate is responsible for the formulation of primary
education policies; implementation of primary education; primary schools teachers training; and
Primary Special Needs Education.
3. Directorate of Secondary Education: The directorate co-ordinates secondary education programs.
4. Directorate of Teacher Education:

6. Directorate of Field Coordination and Co-Curricula:
7. Directorate of Early Years Education: The directorate is responsible for the formulation of pre-
primary education policies;
8. Directorate of Projects Delivery and Coordination
9. Directorate of Policy, Partnerships and East Africa Community Affairs: The directorate
coordinates overall policy formulation and nurturing partnerships between the Ministry and its
development partners within the country and beyond.
10. Directorate of Adult and Continuing Education: The directorate coordinates Adult and Education
programs; provides basic education and training opportunities to adults and out of school youth aged
15 years and above who either missed to join the formal education system in their childhood or dropped
out of school before attaining sustainable levels of education.
State Department of Vocational and Technical Training
11. Administration and Planning: The directorate provides shared services to technical directorates. The
directorate is further arranged in various units that include Administration, Human Resource
Management and Development, Accounts, Finance, Central Planning and Project Monitoring Unit
(CPPMU), Information and Communication Technology; Procurement; HIV/AIDS Unit; Gender; and
Guidance and Counseling.
12. Directorate of Youth Training: The directorate is mandated to revitalize and rehabilitate Youth
Polytechnics countrywide. This directorate addresses issues of youth with regard to access of relevant
education and training, employment and participation in national development.

13. Directorate of Technical Vocational Education and Training (TVET): The directorate is mandated
to coordinate and implement technical education and training in the country. This includes enhancing
access, equity, quality and relevance in technical education and training. The directorate also fosters
linkages and collaborations between industry and TVET institutions.
State Department of University Education
14. Administration and Planning: The directorate provides shared services to technical directorates. The
directorate is further arranged in various units that include Administration, Human Resource
Management and Development, Accounts, Finance, Central Planning and Project Monitoring Unit
(CPPMU), Information and Communication Technology; Procurement; HIV/AIDS Unit; Gender; and
Guidance and Counseling.
15. Directorate of Higher Education: The directorate collaborates with relevant bodies to formulate and
review of policies on Higher Education; expand access and improve quality and relevance of university
education; coordinate admission of students to public universities.
16. Directorate of Research Management and Development: The mandate of the directorate
includes: formulation of policy for research, science, Technology and Innovation; knowledge
management; facilitating and guiding the national research system through policies that
rationalize the integration of research and development into overall national economic
development; and integrating research into national development.
In addition to the directorates, the Ministry has other key sector players which include The
Teachers Service Commission (TSC); Semi-Autonomous Government Agencies (SAGA);
Unions; Civil Societies; and the Kenya Private Schools Association.

Chapter Two: Methodology
The Ministry continues to deliver quality data to support the development of education
countrywide hence the exemplary commitment to process and produce this statistical booklet. The
sector has ensured the methodology used to produce the data is sustained at high standards that are
beyond reproach, transparent and strives to improve future productions. The 2016 Annual Schools
Census followed the process detailed below.
Data Collection Tools
During the 2016 Schools Census exercise, the Ministry made a slight improvement of the ECDE
and Primary schools tool, not on the variables collected, but on the structure of the sections to
ensure clear distinctions between the ECDE and Primary sections. This move was informed by the
need to avoid challenges experienced by school heads where some figures meant for ECDE section
found themselves in the primary section of the tool. There was no change made on the variables
collected in secondary schools. Additional clarifications were made on the instructions for
completing the primary and secondary tools to improve precision of the responses provided by
school heads. Please see the tool annex 4a and 4b.
Data Collection and Processing
The data collection tools were printed and distributed to the two hundred and ninety (290) Sub
County Offices in the month of August 2016. The Sub County Offices subsequently distributed
the tools to their respective schools in the first two weeks of third term of 2016 which began in
September of that year. The distribution was based on the updated master school list generated
from the 2015 Schools Census data set. Schools spent the second half of the month of September
to complete the tools after which they returned two copies of the tools to their respective Sub
County Offices in the month of October. The third copy is expected to be maintained by schools
for their records. The triplicate design of the data collection tools is maintained to ensure each
school and the Sub County offices have copies as census records while the original copy is
forwarded to the Ministry for central processing.
The first frontier of data processing was the Sub County Offices where coverage was assessed to
ensure all schools participated in the census exercise. Establishment of new schools being a
continuous process, there were schools that were obviously out of the 2015 schools master list.
There are schools that closed down and this verification could only be possible at the Sub County
level. The second level of verification carried out by the Sub County was the completeness of the
submitted data collection tools. This was done to ensure possible data gaps are addressed while
the data collection tools were still close to the data providers.

The data collection tools were finally submitted to the Ministry’s headquarters in the month of
October/November 2016. The data entry did not happen until January 2017 owing to the increased
surveillance in the 2016 national examination which involved most of the officers who are usually
engaged in the data entry exercise. The data entry exercise was carried out by a team of one
hundred (109) clerks, 14 from the Ministry’s headquarters and 95 drawn from fortyseven (47)
counties. The data entry exercise lasted two weeks beginning 16th January 2017.
Data cleaning was carried out in the month of February 2017.
Estimation for Non Response
During the data cleaning, the Ministry established that about 5000 schools had not submitted their
questionnaires despite being in the previous school census. Similar to the cases established in the
2015 census, most of the schools in the missing category were private, some of which had been
closed down due to administrative decisions. To cover 100% reporting, estimation was done taking
the missing schools into account and simulating the results of the previous census.

Reporting
The 2016 Basic Education Statistical Booklet is a continuation of the annual statistical publication
initiated in 2015 containing 2014 data. The booklet has been put together by a technical team from
the Ministry of Education with technical oversight provided by an EMIS expert who also doubles
up as an Education Economist. The booklet has been validated by the senior management of the
Ministry.

Chapter Three: Highlights of 2016 Schools Census Results
This chapter provides highlights of the 2016 schools census results with provision for trend of
selected indicators from 2012. The indicators presented hence include number of schools and
corresponding school sizes for each level; enrolments and enrolment rates for each education level;
comparative schooling profiles for selected years; promotion, repetition and dropout rates selected
for internal efficiency indicators; teachers and pupil teacher ratios; deployment/distribution of
teachers; text books and pupil text book ratios; classrooms and class sizes; proxy for system
outputs measured by examination results for each of the relevant levels; and infrastructure.
Number of Schools
Table 1 below shows the trend in the growth of ECDE centers, primary and secondary schools.
The number of ECDE Centers increased from 40,775 in 2015 to 41,248 in 2016 representing a
growth of 1.2% growth. The growth saw an average of 7 new public and 3 new private centersper
county compared to an average of 2 new public and 10 new private centers per county in 2015.
The share of private ECDE centers therefore remained stagnant at 39%, the same share reported
in 2015. The average size of an ECDE center in 2016 is 78 (85 in public centers and 66 in private).

At primary level, the number of schools increased by 6.1% between 2015 and 2016 compared to
6.4% in 2015. Private schools continued to grow at 15% similar to the rate reported in 2015 while

the growth in public schools slowed down by 0.8 percentage points to record 2.4% in 2016
compared to 3.2% in 2015. The average school size dropped from 322 in 2015 to 309 in 2016.
Secondary schools reported an increase of 5.6% between 2015 and 2016 compared to 8.1%
between 2014 and 2015. Public secondary schools increased by 3.8% compared to 18.7% for
private schools. The growth in private schools is not necessarily an increase in newly established
schools but includes schools that had not participated in the census in 2014 and 2015 despite them
being in operation. The share of private schools increased from 12% in 2015 to 14% in 2016 further
strengthening the role of the private sector in providing secondary education. The average size of
a secondary schools gained four more students to stand at 271 compared to 267 in 2014.
Enrolment in Public and Private Schools
Table 2 shows enrolments in public and private schools for ECDE, primary and secondary levels
of education. One out of three children in ECDE in 2016 was reported to be in private centers. At
primary, 16% of the pupils go to private schools; and in secondary 8% of the students go to private
schools.

ECDE enrolment increased by 1% between 2015 and 2016 slowing down from a growth of 4.9%
between 2014 and 2015. Gender parity based on absolute enrolment dropped marginally from 0.97
in 2015 to 0.96 in 2016. The average figures over the last five years indicate that ECDE gender
parity largely remains within the region of parity (0.97 - 1.3).
The total number of pupils enrolled in Primary Education increased by about 190,000 representing
a growth of 1.9% between 2015 and 2016. The primary gender parity index based on absolute
enrolment has been stable for the last five years at 0.97. In secondary schools, enrolment increased
by about 165,000 students representing a 6.4% growth between 2015 and 2016. Girls’ enrolment
at secondary continued its impressive growth recording a 9.6% increase between 2015 and 2016
and pushing up the gender parity 0.05 units from 0.9 to 0.95.
Table 4 below shows evolution of pupils and students by class from ECDE to the end of secondary
education for the period between 2012 and 2016.

opportunity to visualize the volume of enrolments at these levels.

Learners with Special Needs
Table 5 below presents the total number of learners with special needs in primary and secondary
schools in 2016. A total of 222,700 pupils and 11,400 students were reported as enrolled in primary
and secondary schools respectively. The share of girls with special needs is similar in both primary
and secondary schools at 45%. In primary schools, 44% of the pupils with special needs have
intellectual impairments while 34% have hearing and visual impairments (17% hearing and 17%
visual). 14% have physical impairments while 8% were reported to have multiple special need
cases.

In secondary, one out three students with special needs is visually impaired. Physical impairment
accounts for 28%while hearing impairment accounts for 24% of total the enrolment of students
with special needs. Unlike primary schools where intellectual impairment accounts for the single
largest share of enrolment at 44%, it only accounts for 13% of the total enrolment in secondary
school raising concerns of what happens to the children beyond primary education.

Table 6 below presents main schooling profile indicators between 2012 and 2016. As shown in the
table, the Gross Intake Rate (GIR) has stabilized at 100% since 2015 indicating that only one
generation joins class one and at the age prescribed by the Ministry of 6 years. Access to class 6
is beyond 100% indicating possible repetition or re-entry into the system by pupils who may have
at one point dropped out. Access to standard eight, a proxy indicator for the Primary Completion
Rate (PCR) gained a one percentage point between 2015 and 2016 to settle at 84%. Whereas these
indicators depict maturity and stability of the education system, the booklet in a later section
discusses regional variations with respect to these indictors.

Transition from primary to secondary lost a percentage point between 2016 having recorded 86%
in 2015. About 15% of the children who complete primary schools never have a chance of joining
secondary education.
Since 2012, access to Form 1 has been on an increasing trend gaining 17 percentage points in just
5 years. With 70% of the students expected to be in Form 1 joining secondary schools, this has to
be one of the better performing education systems in Sub Saharan Africa. The probability that the
students who are in Form 1 in 2016 will complete their secondary education in the prescribed
period is also highly ranking at 82%. Figure 2 below shows the combined schooling profile for
primary and secondary levels of education and the evolution between 2014 and 2016. Ideally in a
universal education context, the GIR is expected to be 100% and retention at all grades maintained
at 100% such that the completion rate is 100%. As Kenya is pursuing universal secondary
education, the Primary GIR should be 100% and the secondary completion 100%.

In Figure 2, thePrimary GIR has stabilized at 100% over the three years plotted indicating that
most of the children joining school are from one generation. The retention between class 1 and
class 7 is generally high at 100% with possible cases of children coming back to the system.
Retention between class 7 and class 8 continues to remain an unanswered phenomenonin the
sector. There is consistency in the share of pupils completing class 7 who fail to make it to class 8
averaging 20% between 2014 and 2016. Another 15% (2016) of the pupils who complete class 8
do not make it to Form 1.As indicated in Table 7 below and depicted in Figure 2 above, Transition
between class 8 and Form one has significantly improved in the last three years. Retention in
secondary has also made significant leap gaining 6 percentage points from 2015 to record 82% in
2016.

Table 8 shows the evolution of Gross Enrolment Rates (GER) and Net Enrolment Rates (NER) in
ECDE, primary and secondary levels of education.
ECDE
ECDE GER and NER continued to show stability with the GER recording 76.6% in 2016, a
marginal gain from 76.5% in 2015. The NER gained 0.3 percentage points from 74.6% in 2015 to
74.9% in 2016.

The gap between GER and NER closed up from 1.8 percentage points in 2015 to 1.3 in 2016
indicating that over time, children are starting schools when they are actually meant to be in school.

In primary, the GER remained above the 100% mark increasing from 103.6% to 104.2%. Overall,
these numbers show that the number of overage and underage pupils has reduced in the system.
As discussed in the schooling profile section, children are increasingly joining school at the
prescribed age. The marginal increment could be due to the coverage of schools where some,
especially private schools, were missed in the 2015 census exercise. In comparison to the GER1
from latest household survey targeting the school going children, the GER from the administrative
data is within acceptable range of variation. The NER passed the 90 percent mark to reach 91.1%
in 2016.

Secondary Education
Secondary GER gained 3.5 percentage points from 2015 to settle at 66.8% further strengthening
the growth of secondary education in the country. The NER gained only 1.7 percentage points in
the same period to reach 49.5%.

Internal Efficiency Indicators
Table 9 presents promotion and repetition rates in 2016 for primary and secondary levels of
education. The two have been selected to represent internal efficiency of the education system.
The indicators have been computed using enrolments from 2015 and 2016 as well as repetition
from 2016, all these by grade.

On average, the promotion rate is 92% at primary level of education and 91% in secondary. Similar
to the schooling profile, the promotion rates are quite high from Class 1 to class 6 averaging 97%,
20 percentage points higher than the average in class 7 and class eight which stands at 77.6%.

According to the results, there is no significant difference between the promotion rates of boys in
comparison to that of girls in primary schools. In secondary however, there is a 4.5 percentage
difference between the promotion rate of boys and girls with girls recording 88.5% and boys 93%.
The repetition rate in 2016 is 2.9% and 1.1% in primary and secondary schools respectively. Class
7 reported the highest repetition rate in primary at 4.2%, 1.3 percentage points higher than the
average. In secondary schools, Form 3 recorded the highest repetition rate at 3% compared to the
1.1% for that entire level of education. Generally, the repetition rate for boys is higher than that of
girls throughout the two levels of education.
Teachers and Teacher Qualification
The table 10 shows the number of teachers by level of education. The numbers are disaggregated
by gender and status (public and private schools) as well as the status of employment - whether
employed by the Teachers Service Commission (TSC) or by the Schools Board of Management
(BOM). There are a total of 110,819 teachers in ECDE according to the 2016 schools census, 81%
of them female. Of all the teachers in ECDE, 62.1% are employed by county governments in public
ECDE centres while the 37.9% are employed by management in private ECDE centres.

The total number of teachers in primary schools in 2016was 351,103 having increased by 6% from
332,166 in 2015. Half of the teachers reported in 2016 are female. Of the total number of teachers
at this level, 71.2% practise in public schools while 28.8% practice in private schools. Out of the
teachers practicing in public primary schools, 86% are employed by the TSC while the rest are
employed by school boards. The share of female teachers employed by the TSC in primary schools
is 50% while that of teachers employed by school boards is 45%.
In secondary, a total of 138,138 teachers were reported in 2016, 90% of them in public secondary
schools. This was an increase of 7% from 129,306 reported in 2015. Close to 4 out of 10 teachers
in public secondary schools are employed by school boards. The share of female teachers in
secondary schools is much lower than the first two levels of education, recording 37.5% in 2016.

Figure 6 above shows the qualification of teachers in primary schools. Majority of teachers in
primary have certificate qualification with 61% and 82% of teachers in public and private schools
respectively reported to be certificate (P1) holders. About one quarter of the teachers in public
primary schools have diploma qualifications compared to 14% in private schools. A bigger
proportion of teachers in public schools have had a chance to advance their studies to bachelor
degree level with 14% reporting having this qualification compared to 3 out of 100 teachers in
private schools.

As shown in Figure 7 above, about one quarter (24%) of teachers in secondary schools have
qualifications lower than bachelor degree. 17% of teachers have diploma (16% in public while
21% in private schools). Over slightly over two thirds (68%) of teachers have bachelors as their
highest qualification (69% in public and 64% in private schools). 8% if teachers are considered
untrained (8% in public and 11% in private schools). These are mostly teachers who are employed
by school boards to address teacher shortage in the short term. 7% of teachers in public secondary
schools have postgraduate qualification compared to 4% in private secondary schools.
Pupils/Students Teacher Ratios
As indicated in Table 11 below, the Pupil Teacher Ratio (PTR) for ECDE in 2016 is 31and 25 for
public and private centres respectively. Overall, the PTR is 29 children for every teacher. Similar
to ECDE, the primary PTR is 29. In private schools, there is an average of a teacher for every 17
pupils. In public primary schools, The PTR based on teachers employed by the TSC is one teacher
for every 40 pupils which is in line with international standards for teacher distribution. Including
the teachers employed by school boards, the ratio improves to a teacher for every 34 pupils.

The student teacher ratio at secondary level stood at 20 for both public and private schools. The
PTR for public schools was established to be 5 units higher than that of private schools.

Schools Infrastructure
Classrooms and Average Class Sizes
Table 12 presents the status of classrooms in primary and secondary schools in terms of permanent
and temporary structures. 13% of classrooms in primary schools are temporary in nature with
significant variation between public and private schools. In public primary schools, 89% of
structures used as classrooms are made of permanent materials compared to 82% in private
schools.

In secondary schools, 4% of classrooms are temporary and similar to primary schools, the share
of temporary structures is higher in private schools compared to public schools at 8% and 3%
respectively. The average class size in secondary schools is 39 students per class (41 students per
class in public schools and 24 students per class in primary schools). It is important to note that
these are national averages and as such mask existing disparities across sub national administrative
units.
Library and Science Laboratories in Secondary Schools
Table 13 presents the number of secondary schools that have study libraries and science
laboratories. The table is based on the schools that responded to this question in the 2016 census
exercise. Atotal of 2,758 schools have a study library representing 28% of secondary schools (24%
of public secondary schools and 48% of private secondary schools).

On science laboratories, a total of 6,955 schools reported having at least a laboratory representing
70% of all secondary schools in the country (68% of public secondary schools and 80% of private
secondary schools.
Pupils/Students Toilet Ratios
As presented in Table 14 the Pupil Toilet Ratio (PToR) in public primary schools in 2016 was 29:1
and 32:1 for boys and girls respectively. The toilet ratio for boys is well within the national norms
of 30:1 while the toilet ratio for girls is way above the national norm of 25:1. In public secondary
schools, the ratio was 19:1 for boys and 20:1 for girls. The toilet ratio in private primary and
secondary schools for boys was 19:1 and 11:1 respectively while that of girls was 18:1 and 16:1
respectively.

Schools Access to Electricity
Results of the 2016 school census indicate that 80.5% of all primary schools are connected to
electricity while 19.5% are not connected. Figure 8 shows the status of electricity connectivity in
primary schools.85.1% of all public primary schools are connected to an electricity source -
70%connected to the National Grid while 15.1% connected to other sources of electricity like solar
and generator. 14.5% of public primary schools are not connected to any source of power. In
private schools the results show that 70.2% of the schools are connected to an electricity source
with 6 out of 10 schools are connected to the national grid while 8% are connected to power
through solar and generator.

In secondary schools, 87% of all secondary schools are connected to electricity while 16.7% are
not. Figure 9indicates that 85.8% of public secondary schools are connected to electricity (80%
connected to the national grid and 5.7% connected to either solar or generator power). In private
schools, 93.8% are connected to a power source (88.2% connected to the national grid while 5.6%
connected to either solar or generator power). The proportion of public secondary schools not
connected to a power source is about twice the proportion of schools without power in private

Schools Access to Water
Figure 10 shows access to different water sources in public and private primary schools. Overall
92.5% of all primary schools have access to a source of water with 57.5% having access to tap or
borehole water. In public schools close to half of the schools have access to piped water (tap and
borehole) while one quarter relies on rain for their water needs. In private schools about 8 out of
10 schools have access to piped water.

Figure 11 shows access to different water sources in public and private secondary schools. At least
95.4% of all secondary schools have access to water source. 67% of public secondary schools have
access to piped water compared to 91.2% of private secondary schools. About one quarter of public
secondary schools rely on harvested rain and river water for their needs compared to only 7% of
private schools.
