Introduction
This document is a planning tool designed to help you launch a new ministry. Follow these steps in the process of creating this proposal:
1. This proposal will be completed initially by the pastor before meeting with the delegated leader. 2. Next, this proposal will be processed together with the delegated leader to make any changes and
to come to an agreement to follow this launch plan. 3. Next, this proposal will be shared with the new leader’s leadership team. Allow feedback from the
team. Use this step as a time to get “buy-in” from your other leaders. 4. Continue to review this document and make necessary changes with your leaders. This document
can be continuously revised and updated, not only as the ministry is being launched but also as it is perpetuated and evaluated in the future.

II. WHAT: Vision & Mission
What is your blueprint?
Vision
Definition
What has God given you – what do you see or hope to see in the future?
State the vision
What are you building? A church? A university? A hospital? An airport? A worship team? A campus ministry? An evangelism ministry? Try to specifically describe your future. What do you want your vision to look like in 30 years? What would it look like in its most full state?
Mission
Definition
What must you do to accomplish what you see? Here is an example of vision and mission: The vision of WWII was a free Europe. The mission initially was the defeat of Nazi Germany, and the mission then changed to rebuilding Europe.
Mission factors
What model is guiding your mission? What is your philosophy of ministry? What determines your ministry style?

Describe your partnership with your current or future spouse. Don’t assume that a spouse who is not working a “regular” job will work full time in the ministry.

IV. WHERE: Target & Spheres
Decide on your target and spheres and arenas for targeted transformation. Specify areas of impact for maximum fruitfulness. Where are you building and for whom? Who are the people to whom you feel called?

2. Demographics
Describe the target group - Who has the Lord called you to reach? a. What are the demographics – race, age, gender, marital status, children per family, etc.? b. What are the statistics of the region – Political, economic, cultural, religious, etc.? c. What are the values and lifestyle of the region? (is this a poor or wealthy area? Etc.) d. Will you need to do cross-cultural pioneering and ministry?

3. Geography
a. Geographical guidance – What country and region are you called to? b. What neighborhood or center-point do you feed called to? c. What physical or environmental context are you called to? Cubicles, Campuses, Coffee Shops?
4. History and Spiritual Mapping
a. What are the major points of the history of the region including the spiritual/religious history (Google, library and civic organizations)? b. What do you think was God’s original destiny for the region? c. What is Satan’s corrupting plan for the region (corruption of authority)? d. What are God’s redemptive strategies for the region? Spend time in prayer and write in your impressions below.

5. Spheres of Influence
In our understanding, there are five spheres or arenas that make up human society: Family, Culture, Economy, Government, Faith. Some people identify seven “mountains,” but we find these five spheres illustrated in Genesis as human society evolved.
Write in your primary spheres in descending order of priority (Put the sphere of most importance first, the less important sphere second, etc.).

VI. SUMMARY
Use this space to write a short summary of all the above information. This will help you do the next section, in which you create a project plan with the specific tasks and people responsible in order to launch the ministry and accomplish the mission.
Example
Our vision is to have a ministry to the local arts community. The mission will be to form a relationship with local artists in order to bring them to Christ and provide opportunities for prophetic and artistic expressions for our artists. We will gather all the artistic and creative people and form a team to produce an arts festival open to the community. There will be an art gallery, music concert, dance and drama performances, and children’s activities. We will infuse the festival with prophetic ministry: psalm readings (share a Psalm and pray for the person), destiny readings (share about personal destiny and pray for the person), healing booth, etc. Support teams will include worship, sound, video, communications, evangelism, children’s ministry, etc. We will need to train all of our prophetic and artistic people in personal evangelism. And we need to develop prayer teams focused on this community. As follow up and continued ministry, we will develop an artist’s gathering once a month with open mic and other performance venues. We will form the team in Jan 2017, train the team in Feb, and plan the festival for June, with another possible festival/concert in a park in August.

VII. HOW & WHEN: Project Plan
Now, in light of all of the preceeding work, define the specifics of how to accomplish the mission by creating a project plan with dates and who is responsible to accomplish each item. Estimate your start and finish dates. Put these in order of priority. If the project is big you might want to recruit a project manager to manage the effort, and use Microsoft Project or a similar app.
Think about the strategies and structures needed.
Refer to “Launching a Thriving Ministry” for the steps to launch this new ministry.

Final Note
This document will change over time. You will develop multiple versions of this plan as you work with your people and as things change. Don’t’ get discouraged. This is a big task and it takes a lot of effort and prayer and faith to accomplish anything worthwhile, especially with opposition, which will surely come. Be like Nehemiah – a tool in one hand and a sword in the other, building the wall!
