1. INTRODUCTION

MSME-Development Institute, Ministry of MSME, Govt. of India jointly with

Directorate of Industries & Commence, Govt. of Puducherry organized a two day

event called “ Udyam Samaagam” on 13th & 14th March, 2019 at Anna Thidal,

Puducherry. The theme of the programme was focused on General Engineering,

Plastic & Services industries – opportunities & constraint. The programme was

organized with the objective of enhance their marketing avenues for the focused

sector; demonstrate the huge business opportunities in service and tourism sector.

MSMEs have a pivotal role to play in the overall growth of industrial economy,

Indian MSMEs have moved up the value chain from manufacture of simple goods to

manufacture of sophisticated products. MSMEs in India are also facing a number of

problems like Absence of adequate and timely finance, Limited capital and

knowledge, Non-availability of suitable technology, Low production capacity,

Ineffective marketing strategy, suboptimal scale of operation, technological

adolescence, supply chain inefficiencies and uncertain market scenario. To survive

with such issues and compete with large and global enterprises, MSMEs need to

adopt innovative approaches in their working. Innovation could be on multiple

parameters like business process, product/service development, technology, handling

external environment to compete with large enterprises globally. Indian has

opportunities to do business with service industries especially Tourisms, hotel

management, IT & ITes are enormous. Also, Indian has potential to produce high

end plastic & engineering components which can be used as a component in any

advanced machines in the global production.

Production in Plastic & Engineering components can be enhanced meaningfully by

integrating approach, by collaborating the efforts of research institutions, universities

and industry to develop the needed product. One of the major employment providing

& revenue generating sector in India is Tourism, but the quite some drawback are

their like, Most tourism jobs are relatively low-level and low-skilled, tourism industry

in a developing country is owned by big foreign companies, Tourism jobs are quite

commonly seasonal and insecure, with no extra benefits such as pensions, sick pay, or

healthcare. Improving quality, economizing on cost of production, well articulated

marketing efforts and compliance international standards are some of the core areas

requiring attention for Plastic & Engineering sector. For service sector, proper

integration and publicity, policies will make them compete with international player

and sustain them.

2. OBJECTIVES OF UDYAM SAMAAGAM – PUDUCHERRY

Udyam samaagam at Puducherry is conceived with the following objectives that will

improve the focused sector (i.e. General Engineering, Plastic & Service sector) with

the aim of Market Challenges and opportunities.

1. Showcase the strength and capacity of MSMEs in the field of General

Engineering, Service/ Tourism & Plastic Sector

2. Enhance marketing avenues for the focused sector

3. Demonstrate the huge business opportunities in service and tourism sector to

trigger the mind of unemployment youths to start their carrier in these sectors.

4. Processing the produce as per the market need

5. Stringent quality implementation and maintenances of food safety standards.

6. Value addition support through technological exposure to the entrepreneurs

through national R & D institutions like CIPET, ITD, PCRA, etc.

7. Financial support awareness for the entrepreneurs through different financial

supporting agencies like, NSE, PIPDIC, NSIC, etc

8. Indentifying the new avenues in domestic and international market.

9. Facilitating the export activities through deliberations and other support from

the governments.

10. Awareness about state and Central Government Schemes and polices to the

participating units and aspiring Entrepreneurs.

3. MODE OF EXECUTION OF PROGRAMME

MSME-Development Institute sought the cooperation and assistance of Directorate of

Industries & Commence, Directorate of Tourism, Govt. of Puducherry, to organize

the programme successfully. Contacted reputed scientific organizations Central

Institute Plastics Engineering & Technology, Chennai, Food Safety and Standards

Authority of India (FASSAI), Chennai, Central Work Shops, Tiruchirappalli, Indian

Tourism Regional Office, Chennai, Karaikal Port Private Limited, Karaikal, Neyveli

Lignite Corporation Ltd, Neyveli, Nuclear Power Corporation of India Ltd,

Kalpakkam, Oil & Natural Gas Corporation Limited, Karaikal , Pondicherry

Industrial Promotion Development and Investment Corporation Limited, Puducherry,

Indian Institute of Food Processing Technology, Thanjavur, O/o DC (Handicrafts),

Puducherry, Central Warehousing Corporation, Chennai, KVIC, Chennai, Petroleum

Conservation Research Association, Chennai, National Stock Exchange Limited,

Chennai to take sessions duration the programme.

Contacted DICs and District and State units of Puducherry State Small Industries

Association of Puducherry, Karaikal, Villupuram, Cuddalore to give wide publicity

about the programmme and also identify potential and prospective entrepreneurs to

attend the programme. Contracted other stake holders such as KVIC, NSIC, KVIB,

O/o DC (Handicrafts), Puducherry, Indian Tourism Regional Office, Chennai,

Directorate of Tourism, Govt. of Puducherry etc. for giving wide publicity about the

programme and sought their assistance for participation in the programme. Publicity

through Flex Board, Media Press conference, All India Radio, Doordarshan was also

given about the importance of the programme and attracts budding entrepreneurs.

4. PROGRAMME EXECUTION REPORT

The inaugural function of the programme was held at Anna Thidal Puducherry on

13th March 2019 at 10am. Shri G Arun, Dy. Director MSME-DI welcomed the

gathering. Shri KRK Prasad, Direcotr, MSME-DI, Chennai delivered the inaugural

address. Dr. P Dananjayan, Principal, Pondicherry Engineering College, inaugurated

the programme. Shri V Govindaraj Dr. Director, MSME-DI proposed vote of thanks.

Shri G Arun, Dy.Director, MSME-DI, Chennai in his welcome address stated that the

Udyam Samaagam is a unique programme and it is intended to bring together

existing and prospective MSMEs to discuss, develop and devise strategy for further

development of the sector with the support of various schemes with value addition.

Shri KRK Prasad, Director, MSME-DI, Chennai in his inaugural address stated that

the programmes are apt and need of the hour for MSME Entrepreneurs. The focus is

to bring comprehensive industrial development for the specified sector & to seize the

global opportunities. This mega event is an ideal platform to know the newest product

range, innovation, mechanization, technological improvement & to reinvent them to

spout the global opportunities. To strengthen the MSME sector and to enhance its

cutting edge competitiveness, various initiatives through policies/schemes have been

premeditated and implemented by Govt. of India. This event is to sensitize the

aspiring & existing entrepreneurs to most up to date global industrial technological

development both at Product & Process level. A podium for showcasing the

competitive technologies of MSMEs and to explore the apt forward & Backward

linkage through synergizing the stakeholders.

Inaugural address by Shri KRK Prasad, Director, MSME-DI, Chennai

Shri Dr. P Dananjayan, Principal, PEC, Puducherry in his presidential address stated

that the two days Udyam Samaagam convinced and organized by MSME-DI,

Chennai in association with state governments & various industrial association is a

novel idea to help the sector to know various schemes and technologies involved for

value addition and marketing. He further stated that the main problem for the

industrial development in Puducherry is the availability of the land & he suggested to

utilize the available land in appropriate manner for development of new industries.

5. EXHIBITION

This programme could arrange 80 numbers of exhibitors in the form of stall of size 3

X 3 sq.meter. The exhibitors comprise of service industries, plastic product

producers, PSUs, financial institutions, engineering component manufacturers,

handicraft service industries, R & D institutions providing technology, Government

Developing Agencies of Centre and state. A list of participants in the Exhibition

during the 2 days Exhibition is enclosed herewith at Annexure I

6. PROGRAMME EVALUATION

In line with the objectives outlined for the Udyam samaagam, the programme was

organised for two days which included value added seminars, workshops and

exhibitions covering various aspects related to focused sectors.

The workshops conducted covered the following areas:

Value addition of service providers

Skill Up gradation

Promotional activities of Government

Financial Flow

Marketing support

Value Addition of Service Providers

The programme theme focussed on the Service sector with a special focus on

Tourism sector. Officials from premier institutions like PCRA, regulatory bodies like

FSSAI and Ministry of Tourism, Government of India gave elaborate presentations

on the various opportunities and challenges by MSMEs in the Torism sector. The

sessions were very interactive and benefitted the MSME units with regard to their

queries pertaining to the best practices in Tourism Sector.

Skill Up gradation

The workshop also incorporated sessions on skill upgradation by INSETI (Indian

Bank Rural Devt Inst). The sessions covered the various avenues that Tourism sector

opens for the MSMEs and the the skill trainings required by the MSMEs to provide

valuable service to the customers.

Promotional activities of Government

There were informative sessions by the various instituions of Government of India

and Government of Puducherry regarding the schemes and assistance provided to

MSMEs in fields such as marketting, technology, finance etc. The institutions who

participated in the program were MSME DI, KVIB, NSIC and PIPDIC.

Financial Flow

Finance is an extremely important component in the package for development of

MSMEs. Hence this area was given prime important in all the workships and

seminars conducted during the programme. In particular, sessions were conducted by

the Lead Bank, National Stock Exchange and NSIC on the various opportunities to

raise finance for the business and the various issues involved in financial

management of businesses.

Marketing support

One of the key objectives of the programme was to provide marketting support to the

MSMEs. In this respect specialised seminars were conducted by PSU like NLC and

Government Department (PIPDIC) to elaborate on their annual procurement policies

and promotion policies respectively. In addition there was live platform (Stalls) for

exhibiton of products/ services by the MSMEs.

7. SEMINARS & DELIBERATIONS

During the Udyam samaagam programme, reputed scientific organizations like Indian

Tourism, Chennai, NLC India Limited, Neyveli Petroleum Conservation Research

Association, Chennai, Food Safety and Standards Authority of India, Chennai

National Stock Exchange, Chennai, Khadi and Village Industries Board, Puducherry,

Indian Bank Self Employment Training Institute, Puducherry, MSME-Technology

Development Centre, Puducherry took sessions during the programme. Besides

MSME Schemes, NSIC Schemes, GEM, Schemes of State Govt., etc were other

sessions included. The following day, seminar on Exim policy was organized.

EMERGE will have market levels with two way eligible quotes (of minimum depth

& within the stipulated Bid offer spread) in each trading session. Minimum presence

would be 75% in each session. This will result in liquidity & better price discovery

for all for 3 years post listing through a credible market making mechanism. The

market maker will also monitor the scrip trading and report anomalies to the

Exchange for appropriate intervention.

Food safety and Standards Authority of India

The Food Safety and Standards Authority of India (FSSAI) has been

established under Food Safety and Standards, 2006 which consolidates various

acts & orders that have hitherto handled food related issues in various Ministries

and Departments. FSSAI has been created for laying down science based

standards for articles of food and to regulate their manufacture, storage,

distribution, sale and import to ensure availability of safe and wholesome food for

human consumption.

Establishment of the Authority:

Ministry of Health & Family Welfare, Government of India is the Administrative

Ministry for the implementation of FSSAI.

FSSAI has been mandated by the FSS Act, 2006 for performing the following

functions:

Framing of Regulations to lay down the Standards and guidelines in

relation to articles of food and specifying appropriate system of enforcing

various standards thus notified.

Laying down mechanisms and guidelines for accreditation of certification

bodies engaged in certification of food safety management system for

food businesses.

Laying down procedure and guidelines for accreditation of laboratories

and notification of the accredited laboratories.

To provide scientific advice and technical support to Central Government

and State Governments in the matters of framing the policy and rules in

areas which have a direct or indirect bearing of food safety and nutrition.

Collect and collate data regarding food consumption, incidence and

prevalence of biological risk, contaminants in food, residues of various,

contaminants in foods products, identification of emerging risks and

introduction of rapid alert system.

Creating an information network across the country so that the public,

consumers, Panchayats etc receive rapid, reliable and objective

information about food safety and issues of concern.

Provide training programmes for persons who are involved or intend to

get involved in food businesses.

Contribute to the development of international technical standards for

food, sanitary and phyto-sanitary standards.

Promote general awareness about food safety and food standards.

FOOD SAFETY DISPLAY BOARDS

As per the FSS Regulation, there is a mandatory requirement of displaying FSSAI

License/Registration Number at food premises. FSSAI has introduced Food

Safety Display Boards (FSDBs) for various food businesses. Henceforth, in

addition to the existing mandatory requirement of displaying FSSAI License/

Registration Number, it will also be mandatory (in a phased manner) for FBOs to

display these Food Safety Display Boards at FBO premise.

Petroleum Conservation Research Association (PCRA) is a registered society set up

under the aegis of Ministry of Petroleum & Natural Gas, Government of India. As a

Role and Functions of the Ministry of Tourism

The Ministry of Tourism functions as the nodal agency for the development of

tourism in the country. It plays a crucial role in coordinating and supplementing the

efforts of the State/Union Territory Governments, catalyzing private investment,

strengthening promotional and marketing efforts and in providing trained manpower

resources.

Puducherry Profile:

Puducherry has a special vibe, not felt anywhere else in India. It is a blend of spiritual

aura, colonial heritage, Tamil culture and the cosmopolitan flair of many nationalities

in a small but varied town. This inherent ambience of Pondy becomes most evident in

the oldest part of the town which flanks the seashore boulevard.

The colonial buildings, some of which date back to the 18th century, stretch along a

grid of clean straight streets which house French institutions, Hotels, Guest Houses,

Restaurants, Boutiques and private homes, including the sprawling premises of the

famous Sri Aurobindo Ashram. Visitors to this area are greeted by mellow hues of

cream, yellow, pink and grey compound walls interspersed by flamboyant

bougainvillea bursting over gates and walls of courtyards.

8. BRIEF INDUSTRIAL PROFILES AND ACTION PLAN

PROPOSED

The Union Territory of Puducherry comprises the former French establishments

of Puducherry, Karaikal, Mahe and Yanam, which lie scattered in South India.

Puducherry, the capital of the Territory was once the original headquarters of the

French in India, is situated on the Coromandel Coast of the Bay of Bengal and is

about 135 kms. from Chennai. It is bounded on the east by the Bay of Bengal and on

the three sides by Tamil Nadu. About 130 kms.south of Puducherry on the East Coast

lies Karaikal. Mahe is situated on the Malabar coast on the Western Ghats surrounded

by Kerala and is about 70 kms. from Calicut. Yanam is situated adjoining the East

Godavari district of Andhra Pradesh and is about 200 kms. from Visakhapatnam. The

main languages spoken here are Tamil, Telugu, Malayalam, English and French.

The Union Territory with legislature extends over an area of 479 Sq. Kms (includes

Puducherry, Karaikkal, Mahe&Yanam). The Union Territory of Puducherry

comprises of two distinct districts of Puducherry and Karaikal. Puducherry districts

comprises of Puducherry region and two outlying Administrative units of Mahe and

Yanam. All the four district of UT of Puducherry is unconnected. All the four

districts bear a strong resemblance of the colonial French rule of the ancient times

Puducherry: Total area: 290 Sq. Kms. It lies between: 11° 55’48’ N 79°49’48’E.

Puducherry is bounded on Tamil Nadu on it South, North and West side and on the

East by Bay of Bengal. Some pockets are Puducherry is totally surrounded by Tamil

Nadu.

Karaikkal: Total area: 160 Sq. Kms. It lies between: 11° 01’00’ N 79°52’00’E.

Karaikkal is bounded on theNorth and South by Nagapattinam District of Tamil

Nadu, on the West by Tiruvarur District of Tamil Nadu and on the East by Bay of

Bengal.

Yanam: Total area: 20 Sq. Kms. It lies between: 16° 44’00’ N 82°15’00’E. Yanam is

surrounded by East Godavari district of Andhra Pradesh.

Mahe: Total area: 8.69 Sq. Kms, It lies between: 11° 42’ N 75°32’E. The total area

of Mahe is surrounded by North Malabar of Kerala state.

Availability of Minerals

UT of doesn’t have any major mineral resources. Around 2.6 mi. tons of

Cement grade limestone has been proven in Puducherry region. Ignite deposits have

been recorded near Bahour, Aranganur and Kanniakoil. 250 MT of graphite has been

estimated in Puducherry region. Rare minerals resources like Ilmenite found to occur

in the form of alluvial deposits in the coastal area of Karaikal.

Administrative Set Up

UT of Puducherry is having 1 parliamentary constituency and 31 Assembly

constituencies. The Puducherry Legislative Assembly has 31 constituencies. Out of

them 21 constituencies belong to Pondicherry, Karaikkal has 6 in number, Mahe has

2 in number and Yanam has a single constituency.

The UT consists of 236 census villages/wards, 129 revenue villages 6 taluks

(4 in Puducherry, 2 in Karaikal) and 2 Sub – taluks (Mahe&Yanam).Forthe purpose

of Development administration, the Territory is divided into six blocks namely

Ariyankuppam, Oulgaret, Vilianur, Karaikal, Mahe and Yanam blocks consisting of

47 circles of village level units.

that, the required skill manpower is not available for the service sector. In the case of

plastic and General Engineering products most of the industries are working on their

individual capacity. The cluster approach is lacking in the industries. For handicraft

items, marketing of their products is the best challenges. They are not able to compete

with rest of manufactures. Source of the raw materials and IP related protections are

also the other issues.

There are solutions to mitigate the issue:

MSME-TDC is coming up to develop skill in area of electronics and

mechanical. Apart from that vocational training may be established for the

hourly need of training in service industries

Govt of Puducherry may encourage the existing industries to move forward

for cluster based approach

Marketing Hub and Raw Market source for Handicraft items may be

developed. Also awareness about the IP protection maybe gives to the

artisans and encourage them to avail it. Cluster based approach for artisans

may be encouraged

9. PROGRAMME VALEDICTION

The concluding ceremony of the programme was held 14th March 2019 at 5.30PM.

Shri. Paul Bright Singh, Senior Branch Manager, NSIC, Puducherry delivered

valedictory address and distributed the certificates for the exhibitors. Shri. G Arun,

Dy.Director, MSME-DI, Chennai presided over the function. Shri. K M Balajee,

Asst. Director, MSME-DI, Chennai welcomed the gathering and Shri Dhayalan K,

Asst. Director, MSME-DI, Chennai proposed vote of thanks. The Programme

concluded with National Anthem.

10. CONCLUSION

MSME-DI, Chennai has organized the Udyam Samaagam – Puducherry with lot

of constraints, but which would overall benefit the UT of Puducherry. Stake holders

of the programme took active participation and make the event a grant success. This

Udyam Samaagaam Programme created platform to understand the hurdles of the

focused sector and given scope to do intervention for further development in that

sectors. The seminar on EXIM policy benefited participant to know the huge

potential in the export business, Procedures, Documentation and the Government

policies and support.
