Message from theDIRECTOR
“We don’t work in the non-profit sector. We work in the for-change sector!”
It gives me immense pleasure to present the Annual Report of our
organization – Rural Education and Action for Liberation (REAL) for the
period 2013 – 2014. To be in specific, organization have crossed the miles
of 25 years of service to the rural communities since 1989 and having
started to render programmes in 7 villages, we proudly express that our
activities have widely extended and we now work in Villupuram, Cuddalore
and Pondicherry UT operating through 76 staffs from 7 offices covering 9
blocks of 274 villages. REAL determined to support for the betterment of
women and children, by forming 1749 self help groups reaching 30,019
members and 11720 children. As we prepare this report, we reflect back our achievements and
successful journey through various projects implemented with the great support of donar agencies,
Government Officials, volunteers and committed social workers favouringthe growth of organization.
This year 2013 – 2014 is remarkable as we have completed the project “School Education Instead
of Child Labour in Cuddalore District” being implemented in 35 villages of KatumannarKoil Region.
Based on the successful reputation of this project, we had launched similar project “Children’s
Rights and Child Protection in Villupuram District” to be implemented for 4 years in 20 villages of
Ennayiram Region. Towards this, we render our sincere thanks to our donar “KKS – Germany” for
the continuous support. Along with, we continue to implement the projects like women
development, agriculture development, micro insurance and micro pension, low cost housing
programme, salt pan workers development and are glad to share the progress of each projects
through this report.
On the whole, I render my personal gratitude to one and all for the collaboration and unwavering
supports, taken up to the grand success by implementing various programmes to reach the
unreached and I look forward to the continuous supports in all our established activities in the
coming year.

Child Labour Eradication Project: Supported by KKS - Germany
During the year 2013 – 2014, the project “School Education Instead of Child Labour in Cuddalore District”
has achieved enormous impacts among children, parents and communities to promote child rights. The
project implemented over 3 years had provided support classes to 4121 school going children, 288 child
drop-outs and labourers were identified & mainstreamed into formal schools, 1300 children developed the
learning habits understanding the outer world, reading comics, literature, grammar, stories etc. 480 students
have attained knowledge on governance and leadership skills through parliament activities and 560 students
directly participated in eco-club activities, promoting kitchen gardens, 1689 students benefitted from the
toilet construction programmes and are motivating parents to construct household toilets at home with
government supports. Apart from this, we have covered 251 members in additional to the targeted 600
members under IGP programmes, achieving 851 women successfully practicing more than 30 different trades
in the targeted villages based on the marketing needs.For taking up the initiative in promoting children rights,
we have also capacitated Parents Teachers Associations, oriented 800 parents on the importance of PTA
and to take part in the meetings clarifying the children education and problems in schools, 315 members
actively take up the role to monitor the child level issues and making lobby with local PRI members for
problem solving, 120 school teachers were provided training on innovative teaching and learning
methodologies for quality education, 105 panchayat leaders and stakeholders in 35 villages were provided
intensive training on child rights and issues, thereby facilitating schemes and services promptly to the
needed communities and we have covered 10332 households on the project concepts through sensitization
and awareness campaigns.Linkages were established School Management, Education Department, DRDA/TSC –
Toilet Construction, PoliceDept (Campaigns) & Bank Linkages – Nabfins. Having working with children, women
and communities over the 3 years in this region, we have ensured sustainability of the project by linkages
with Government Departments especially with District Child Protection Unit and certainly with the project level
structures like federation and village child welfare committees.
Promoting Children’s Rights and Child Protection Project: Supported by KKS - Germany
The project on “Children’s Rights and Child Protection in Villupuram” is launched in the month of January
2014 with the duration of 4 years in the 20 villages spread in Vikravandi and Mailam Blocks in Villupuram
District supported by KKS – Germany with its main focus on Children Rights, Education, Protection and

empowerment which ensure the rights of children from marginalized rural communities covering 11405
families. This project strategize the implementation of interventions to achieve the outcome/results under
four key dimensions such as Child Development and Participation, Strengthening Self-Help Groups &
formation of federation and Income generation program and Child Protection structures. The activities are
based on Empowering children and women to be able to speak and advocate with more knowledge and
skills to claim their rights, Engaging children and adult in the development process and enabling environment
where the adults and community based structures are accountable to promote and protect children’s rights.
As of March 2013, we had initiated the project by running 20 children activity centre, 2 child rights resource
centres at block level, forming 20 child rights clubs, 11 children parliaments, 10 Eco clubs, 21 School
Development Monitoring Committees and 20 Child Rights Protection Committees and identifying the project
beneficiaries for dairy activities, thereby establishing milk chilling & milk by-product unit to improve the
livelihood of the families in this region.
Promoting Quality Education through Tuition Centres Project: Supported by GVR Foundation
With the support of Global Village Renewal, REAL established 5 tuition centres in Ennayiram Region of
Villupuram for the purpose to provide continuous support to the school going children, children who are
rehabilitated and enrolled in schools, and slow learners to cope with the education curriculum taught in
schools – there by curbing potential drop outs. It also serves as the hub in providing children to realize
their rights and responsibilities and to improve their skills by way of providing them opportunities in creative
arts and co-curricular activities to spend their time, and enjoy their childhoods in a meaningful way.The
SERC centre addresses the needs of the children both academically and also in co-curricular activities.

Cyclone – Thane Rebuilding Livelihoods Project: Supported by KKS - Germany
With the support of KKS – Germany, REAL is improving the livelihood situation of poor farmers and ensuring
environmental sustainability through ecologically sound practices. This effort is part of rebuilding the
livelihoods of the farmers affected by Cyclone Thane. As of March 2014, we had formed 16 farmers club
reaching 120 acres of lands cultivate crops through organic farming practices on Paddy Cultivation,
Floriculture, Banana Cultivation, Black gram – Pulses, Groundnut, Brinjal and Bhendi Cultivation through demo
plots and farmers field school activities. Through this project, so far 230 women members had acquired
supports to intervene in various trades like Cashew De-shelling, Floriculture & Vegetable Units, Banana
Plantain Vending, Vermi-Compost Units, Small Business Management and Animal Husbandry Goat
Management. Specific trainings were provided to women members on entrepreneurial skill development, SHG
and Federation Concepts, Cashew De-shelling Machines, Vermi Compost and Goat Management.Apart from
this, project established day care centres caters the needs of basic literacy and nutritious meals to the 35
children under the age of 5 years.
More efforts were undertaken to involve the farmers in organic methods of cultivation, banana cultivation –
fiber extract and further introducing handicrafts, farmers’ federation – linkages and insurance on agriculture
aspects to acquire government benefits and subsidies. Women members were involved in engaging
themselves in income generation programmes and taking up the lead role towards the sustainability of the
day care centres through their federation. The Para veterinary trainings were imparted to 20 para-vets to
support the health issues of milch cows and goats. Also, we have initiated and formed disaster mitigation
task force teams in the target villages. Linkages were strengthened with NABARD, INDSETI, Agricultural
Insurance Company of India Ltd., and Banana Fiber Extract (Rope Enterprises, Madurai).

Low Cost Housing Programmes: Supported by Habitat for Humanity India
REAL involved in constructing simple, decent and affordable homes for
the poorest of the poor in the second line villages of Villupuram
District. The idea is to make community participation and involve in
the construction work by means of labour work, thereby complete
housing with the support of microfinance housing schemes supported
by Habitat for Humanity India. So far, we completed 731 houses, for
which repayment process is ongoing for 350 beneficiaries.During the
year 2013, we supported 50 houses in the villages of Perani,
Sathanur and Kottaimedu and
15 teams of Habitat Volunteers Team Build contributed manual
labour works for the poor communities.
In continuation of this, we are planning to reach further more
communities who require housing finance supports to acquire their
dream houses in Kattumannar Koil Region. Towards this, we
hadagreement with Swarna Pragathi Micro Finance Limited, Chennai
to support the needy women members to acquire loan support to
complete their houses.
Vocational Skill Training Project: Supported by Melania Foundation, Netherlands
During this year with the support of Melania Foundation, we were involved to provide vocational skill
trainings for the adolescent girls in Ennayiram Region on the specific trades like tailoring, food processing
and preparation, computer and beautician course as per the marketing feasibility and job trade. As of March
2014, we have selected beneficiaries and have started to implement the course of Beautician for 30 girls in
the course period of 3 months. The programme would bring wider impact in this region benefitting 120
young women to get self employment and further employable opportunities in the year 2014.

Banking on Change Project: Supported by CARE India
During the year 2013 – 2014, Banking on Change Programme
interventions in Kattumannarkoil and Srimushnam Regions had
resulted in the formation of 704 groups and 11333 members
respectively. The Jai Hind and Kavi Bharathi Federations and the
Existing and New SHGS had been strengthened and linked to the
Indian Bank and PACB for further credit linked with savings (127
members acquired loan support to the tune of Rs.4024000/-
through share capital and 1888 members from NABARD loan
assistance of Rs.400993000/-) and were capacitated from
Accounts/Book Keeping trainings, SHG formation and
strengthening, Governance and Financial Literacy. 23 youth groups were formed newly and they were
engaged up in vocational trainings, 100 groups have completed grading and 250 members were enrolled in
insurance schemes.
Dairy Value Chain Project: Supported by CARE India
During the year 2013 – 2014, based on the successful
implementation of dairy value chain programme in 20 villages of
Kattumannar Koil region, we have taken up the program to 5 villages
of Srimushnam regions and facilitated to acquire 60 milch animals,
setting up 3 milk collection centres towards increasing the number of
milch animals, establishing feed shops, fodder plots, para-vet
services, facilitate linkages with banks, animal husbandry department
of the state government and dairy units. All the interventions are
designed on a revenue generation model to not only enable the
activities sustain, but also to contribute to the sustainability of the SHG federations in the long run.
Cashew Value Chain Project: Supported by CARE India
We had established the cashew processing unit at Arasadikuppam in
the year 2012, to create employment opportunities for the cashew
workers working with private owners in the region, thereby promoting
sustainable livelihood. During the year 2013 – 2014, since the project
closed “Jansi Rani Federation” have utilized their federation amount
of Rs.150000/- as revolving funds towards purchasing raw cashew
nuts and involve in cashew processing. The cashew unit runs 72
days working 483 members in de-shelling cashew nuts. From the
federation amount, they have on the whole purchased raw nuts for

Rs,798280/- and sell the processed unit at the marketers @ Rs.839736. As there are certain pending
activities to be completed, which require additional funding for continuous and successful implementation of
the unit effectively.
Saltpan Workers Project: Supported by VOS, Canada
At Marakanam Region, 75% of the communities involved in the salt pan works as laboureres and hence, we
implemented the pilot project in 2 villages – Kattayan Street and Sambuveli to promote quality education,
protect child rights and support salt pan workers in alternative livelihood options and eradicating drug
addiction and alcoholisms. Towards this, 65 children of salt pan workers regularly attends our supplementary
centres improving academic skills and extra-curricular skills like drawing, singing rhymes, poems, story
reciting, speech, crafts and arts using color papers, 303 SHG members were trained on entrepreneurship skill
trainings for engaging in income generation activities, 26 salt pan workers were provided with eye glasses,
174 workers acquired Permanent ID Cards under Saltpan workers act from the linkages with Government
Department and 25 school children of the salt pan workers received scholarships for the education support
and 20 women members were provided with income generation support for various trades for getting
employed during off-season from salt pan fields during the year 2013 – 2014.
REAL Federation / Linkages Established (Managed by REAL Contribution)
REAL has two models in providing financial services to members.
These models can be classified as Facilitating Model and Direct
Lending Model. Under the Facilitating Model, it has two approaches,
the first one is where members save within the groups and also take
internal loans from the groups mainly for the consumption needs. All
the SHGs have their savings account in public sector banks. After six
months of operation, SHGs are linked with the financial institutions
for credit needs. REAL staff facilitates the group under SHG Bank
linkage programme; the role of the staff is to support the groups in
filling application, preparing for rating and other activities. While
under second approach, it links the groups through banking correspondence.

The loan linkages ensured for the group members in 2 districts of
Tamil Nadu benefitted 5316 group members acquiring the loan amount
of Rs.89645000/- during the period from April 2013 to March 2014.

Universal SHG management through mobile applications for the group data with the support of PCI and
Qualcomm Services. The technology besides is to develop and deploy a Universal Micro-Finance Platform
system which is a backend authorizing tool for designing customized MFI infrastructure including hierarchical
system, product designing, group management structure and financial transaction system. This innovative
approach is followed up in the targeted regions to monitor 402 SHGs in Koonimedu and Ennayiram Regions
of Villupuram District.
Micro Insurance and Micro Pension Projects : Supported by CARE India
Micro insurance is a mechanism to protect poor people against risk (e.g. accident, illness, death in
the family, and natural disasters) in exchange for payments tailored to their needs, income, and
level of risk. Hence, we have taken up these social efforts to support poor beneficiaries to recover
and rebuild after a crisis, thereby promoting resilience and contributes to the Millennium
Development Goals, including hunger and child mortality and improving maternal health. During the
year 2013 – 2014, 458 members newly enrolled in LIC – Jeevan Mathur and JBY schemes and
Rs.240000/- received as claim for deaths and accidents of the enrolled beneficiaries in Ennayiram
and Kattumannar Koil regions, thus reducing risk stimulate productivity, asset accumulation and
deliver tangible benefits.
Micro- Pension offers financial security to the urban poor and
so, with the assistance of CARE India and IFMR we had
processed, which works on principle of micro-financing
beneficiaries depositing a monthly premium and after the fixed
years of payment, they would get pension. To simply the
process, the card is the only document to be maintained..
The card would be used to update monthly contribution and
to disburse pension that would reach banks accounts of
depositors. 250 members had been introduced with micro
pension in Kattumannar Koil region during the year 2013 – 2014.

evening at the tuition class located at Veeranandhapuram village. They were found highly motivated while
working with children and promised to be back again to visit the children and team.
Volunteers from USA:
As a part of GVR project for the year 2013, two volunteers from America Ms.Sara and Ms.Sarah are staying
here with us in the month of June and July 2013 in developing the inter-cultural learning and to support
our organizational initiatives for teaching poor children at schools (Esalam Village) and supplementary
education and recreation centres (Brammadesam Village). They were especially concerned in teaching English,
Arts and Crafts to the children. Since the volunteers stay is too short, it is quite not possible to cover the
English language and hence the volunteers taught the general learning like Parts of Body, Shapes, Numbers,
Month, and Week and do conduct interesting quiz programmes and organized many games for the children.
Volunteers – Team Build:
The volunteers from abroad stays on site and build a close working relationship with the communitoes
including the families for whom the houses are being built and they help at all levels from managing the
projects, labour and building work. Our staff and coordinators help in managing the building projects and
placing work allotments in the housing location. This is an exciting and challenging placement for the
volunteers who comes in work / college / friends group through Habitat for Humanity India. The details of

REAL Training Centre (Managed by REAL Contribution)
REAL – Holistic Development Training Centre located at a beautiful location along the sea coast (20 kms
from Pondicherry) at Koonimedu, Villupuram District. The centre aims at offering leadership and qualitative
trainings to the rural women
members on various aspects like
entrepreneurship, governance and
finance management for their
upliftment to be equipped with
wide range of knowledge and
learning. Also, we have organized
the rural camps, summer camps
and amazing kids, child rights
oriented trainings for the children under the age of 15 years. People from various blocks in Villupuram,
Cuddalore and Kanchipuram Districts utilizes for trainings programme to enhance and exchange skills and
knowledge of individuals. REAL had been associated with TNVRC to provide training on Governance and
Finance for the restructured women panchayat level federation members in Villupuram District.

Day Care Centre was started in the month of June 2013 whichruns
from Monday to Friday in a week operate at 9.30 am to 3.30 pm.
The teacher takes care of 30 children of the cashew workers with
great care imparting them basic education skills, speech skills
through play way methodologies, thus providing all the children
opportunities to learn and grow in a child friendly atmosphere.
They are encouraged and supported to develop skill in singing,
drawing, dancing and in story-telling and to participate in games
and activities. The teachers monitor the overall health growth of
children and transition to primary schools as well as ensuring Universal Birth Registration etc. The care taker
supplies nutritious meal (milk, biscuits, vegetable rice, dhal rice, green rice, dates, fruits and boiled
groundnuts etc.) for the children to have a balanced diet.

On 20th August 2013, General Body Meeting was organized at
