What Are ITS Standards?
![Page 4: Mike Schagrin Standards Program Coordinator FHWA National Meeting May 8, 2000 Washington, D.C. ITS Standards](https://reader031.vdocuments.site/reader031/viewer/2022020308/5697bfcf1a28abf838caa3ef/html5/thumbnails/4.jpg)
Background
• Accelerate “...development of standards and protocols to promote and ensure interoperability in the implementation of ITS technologies…” [TEA-21]
• Facilitates mix and match of traffic control devices, such as signal controllers or dynamic message signs
• Easier communication between traffic management centers
• Activities are based upon the National ITS Architecture
– traffic control and management, transit operations, commercial vehicle operations, etc.
• Technical standards alone won’t ensure interoperability– IAG toll agreement
![Page 5: Mike Schagrin Standards Program Coordinator FHWA National Meeting May 8, 2000 Washington, D.C. ITS Standards](https://reader031.vdocuments.site/reader031/viewer/2022020308/5697bfcf1a28abf838caa3ef/html5/thumbnails/5.jpg)
Who’s Involved
• AASHTO
• ITE
• SAE
• IEEE
• ASTM
• NEMA
![Page 6: Mike Schagrin Standards Program Coordinator FHWA National Meeting May 8, 2000 Washington, D.C. ITS Standards](https://reader031.vdocuments.site/reader031/viewer/2022020308/5697bfcf1a28abf838caa3ef/html5/thumbnails/6.jpg)
US DOT’s Standards Program
• Development
• Testing
• Outreach, education, and technical assistance
• Policy support
![Page 7: Mike Schagrin Standards Program Coordinator FHWA National Meeting May 8, 2000 Washington, D.C. ITS Standards](https://reader031.vdocuments.site/reader031/viewer/2022020308/5697bfcf1a28abf838caa3ef/html5/thumbnails/7.jpg)
Development
• Purpose is to accelerate the typically lengthy volunteer process in developing standards
• The formal program has been in place since January 1996
• Most of the work is based upon the National ITS Architecture
• We’re a significant way through the development of the original list of 80– about half are already completed with the other half to be completed
by next year
• As new functions are added to the architecture additional standards may be needed
![Page 8: Mike Schagrin Standards Program Coordinator FHWA National Meeting May 8, 2000 Washington, D.C. ITS Standards](https://reader031.vdocuments.site/reader031/viewer/2022020308/5697bfcf1a28abf838caa3ef/html5/thumbnails/8.jpg)
Testing
• Purpose is to prove out the standards in a real world and provide a better understanding of how they work
• We expect to test about 50 of the original 80 standards
• We’ve learned a lot from our 1st test on dynamic message signs that was just recently completed– customizing affects interchangeability– simply stating use of NTCIP in projects is not enough
![Page 9: Mike Schagrin Standards Program Coordinator FHWA National Meeting May 8, 2000 Washington, D.C. ITS Standards](https://reader031.vdocuments.site/reader031/viewer/2022020308/5697bfcf1a28abf838caa3ef/html5/thumbnails/9.jpg)
Outreach, Education, and Technical Assistance
• Purpose is to support understanding and application, as well as provide deployment assistance
• A number of products are currently available and under development
– Spring mailing
– Electronic Document Library (EDL)
– Standards website: www.its.dot.gov/standard/standard.htm
• Standards peer-to-peer program has been started up
• We’re trying to determine what the field staff need to know and how to best help them to become knowledgeable
– Field staff workshop in planning stages
– Training courses being developed
![Page 10: Mike Schagrin Standards Program Coordinator FHWA National Meeting May 8, 2000 Washington, D.C. ITS Standards](https://reader031.vdocuments.site/reader031/viewer/2022020308/5697bfcf1a28abf838caa3ef/html5/thumbnails/10.jpg)
Policy Support
• The purpose is to support implementing the requirements of TEA-21
– identification of critical standards
– rulemaking for conformity with published standards
• Above and beyond the rulemaking for architecture and standards policy, a separate rulemaking process is necessary before use of standards is required
• Before any rulemaking activity will be undertaken by FHWA, a number of things need to happen
– Standard is approved by the standards development organization
– Testing
– Assessment of readiness
– Rulemaking
![Page 11: Mike Schagrin Standards Program Coordinator FHWA National Meeting May 8, 2000 Washington, D.C. ITS Standards](https://reader031.vdocuments.site/reader031/viewer/2022020308/5697bfcf1a28abf838caa3ef/html5/thumbnails/11.jpg)
What Do Division Offices Need to Know
Using NTCIP as an example:• When are NTCIP standards applicable?• Which NTCIP standards need to be used?• Is it a smart investment/what are the trade-offs?• What does an NTCIP standard/specification look
like?• Who’s using NTCIP and what have been the
successes and failures?• Where to go for more detailed information?
![Page 12: Mike Schagrin Standards Program Coordinator FHWA National Meeting May 8, 2000 Washington, D.C. ITS Standards](https://reader031.vdocuments.site/reader031/viewer/2022020308/5697bfcf1a28abf838caa3ef/html5/thumbnails/12.jpg)
What We’re Doing to Help
• Outreach Materials (everything is available through the ITS JPO standards website)– Availability of standards
– Lessons learned and case studies
– Deployment contact information
– Test reports
– Fact sheets
– User guides
– Sample procurement specs
• Training Courses and workshops
– NTCIP is the 1st priority (overview, signal controller, center to center, dynamic message signs)
• Technical Assistance
![Page 13: Mike Schagrin Standards Program Coordinator FHWA National Meeting May 8, 2000 Washington, D.C. ITS Standards](https://reader031.vdocuments.site/reader031/viewer/2022020308/5697bfcf1a28abf838caa3ef/html5/thumbnails/13.jpg)
Challenges
• How to best educate and utilize our field staff for standards support.
• How to encourage local jurisdictions who don’t receive federally funding to utilize ITS standards and provide for a seamless system to the driving community.
• How to operate in a rapidly changing information technology environment.
