Phase I• Migrate Common Recognized (CoRe) elements to

comply with MAP-21 requirements in HSI system• Test migration process in a small group of bridges

Phase II• Gather and summarize Wisconsin costs for element

Bridge Element InspectionMAP-21 Requires to inspect and report the National Bridge Elements (NBEs) Decks are no longer inspected as each Protective systems (i.e. overlays and paint) are

now separate elements associated with a NBE All elements have four condition states The concept of Defects replaces the Smart Flags

defined in the CoRe Guide

The conversion process Engineering Concepts

• Custom elements and defects language driven and written by WisDOT

• Very detailed instructions and record keeping used in the process• WisDOT put together a matrix of all elements to be

used in the migration• Dynamic and prompt collaboration between client and

consultants• Three iterations in writing the rules• Final version of element description and rules approved

by WisDOT

The conversion process Software Concepts

• AASHTO’ s migrator was used to connect to the former HSI and extract element information for ALL state bridges

• Three iterations were done based on engineering requirements

• A .NET tool was created to read the XML output files from the translator and place the migrated information in the new HSI by just clicking a button

• Element information was migrated for all state owned bridges allowing MAP-21 compliance by April 2014

Conclusions Phase I

The migration process can be effectively completed outside BrM

There is a bigger chance for success if the engineering portion is driven by the State Agency

Prompt attention and clear directions contributed to the success of this project

Quick reaction to directions from consultants was another key factor to the success of this project
