Gillet Dear Law Enforcement Official: It is my pleasure to present to you the Summer/Fall 2015 Middlesex County Police Training Center Course Catalog which is provided on behalf of the Middlesex County Prosecutor’s Office, the Middlesex County Board of Chosen Freeholders, and the Middlesex County Association of Chiefs’ of Police. This catalog is the result of the dedication of the members of the MCPO and others to provide quality training and education to the honorable men and women of law enforcement. The range of course offerings addresses the training needs of police personnel who are equipped with varying degrees of experience and skill. The catalog provides a wide variety of courses in such areas as tactical skills, investigative techniques, ethics, and interrogation and interview techniques. With multiple classrooms outfitted with high-tech audio-visual equipment, a LET machine (law enforcement training simulator), driving simulator, ample parking, and a central New Jersey location, the Middlesex County Police Training Center is the optimal location to provide quality classroom training to law enforcement. Furthermore, the Middlesex County Police Range is located nearby. In addition to providing valuable hands-on firearms training, the range has an on-site temperature-controlled trailer which can be used for classroom instruction throughout the year. We are grateful to the Middlesex County Board of Chosen Freeholders for their continued financial support which allows us to offer state-of-the-art training opportunities taught by experienced and knowledgeable instructors. General Information, Rules and Regulations Class information:

• Classes are generally scheduled to start at 9:00 am and run until 4:00 pm, unless noted otherwise in the course description.

• It is suggested that attending officers arrive minimally 15 minutes prior to any scheduled training.

• Classes are held at the Middlesex County Police Training Center unless stated otherwise in the course description.

• All Live Fire/Firearms Courses are held at the Middlesex County Police Range. • Directions to all the Middlesex County facilities utilized for training are located in

the back of this catalog

Dress code:

• Proper attire for all students is either a department uniform or minimally a collared shirt and dress slacks/trousers. Dress may be modified according to class requirements as indicated on the specific course description or the instructor’s guidance on the first day of a multi-day training program.

• Non-uniformed personnel wearing weapons should ensure their weapons are concealed at all times upon leaving the classroom.

Class Attendance:

• Class attendance is required in order to obtain a course completion certificate. • If you are unable to attend a class that you are registered for, you should notify

the Training Center.

Order:

• All students are expected to set the example for appropriate law enforcement conduct by refraining from using profane, loud or offensive language while in a training environment.

• All students are expected to treat instructors as well as other training participants and Training Center Staff with courtesy and respect; fostering a positive educational environment for all participants.

INSPECTION AND INVESTIGATION OF COMMERCIAL VEHICLES

This intensive course will cover the unique characteristics of commercial motor vehicles and the special dynamics at play when one is involved in a collision. Detailed information of the nomenclature and operation of commercial motor vehicles will provide you with a level of competence needed to perform an adequate post-crash inspection of the vehicle. To reinforce the concepts presented, you will conduct “hands-on” exercise inspections and vehicle testing during the course.

Topics include: •Vehicle inspections •Skid mark measurements and speed analysis •Jackknifing •Brake systems: configuration and operation •Wheels, rims and tires •Steering suspensions and frames •Rollover •Trailer coupling devices - fifth wheels •Hydroplaning •Tachograph charts - log books •Weight shifting •Tractor-trailer nomenclature •Vehicle dynamics in braking •Center of mass determinations

Prerequisite: This course is designed for traffic crash investigators who have completed, at a minimum, IPTM’s At-Scene Traffic Crash/Traffic Homicide Investigation course or its equivalent. You should have a good working knowledge of the techniques and applications of the formulas presented in the basic course, as the presentation of mathematical formulas will build upon techniques already used by investigators. Audience: Law enforcement and private traffic crash investigators, claims adjusters, engineers, attorneys, safety officers, military investigative personnel, animators and graphic designers

DIMINISHED LIGHT TACTICS INSTRUCTOR CERTIFICATION PROGRAM

This is NOT a flashlight shooting course; this is an advanced tactical instructor development program.

Developed over two decades of dedicated professional interaction with firearms instructors, law enforcement, and military professionals, this course is specifically designed to provide the student with a strong foundation and enhanced knowledge of the application of diminished light tactics in conjunction with the use of firearms in critical, real world situations. Additionally, this course is designed to provide a solid understanding of adult education and methods of instruction as they pertain to the field of diminished light tactics, firearms, and force application. Students will also learn acceptable and legally defendable methods of subject control, use of force, and weapon retention. Practical application exercises are combined with stimulus/response conditioning principals and the development of a winning mindset. Topics include:

• Principals of adult education and training • Tactical weapons handling and safety • Tactical diminished light shooting techniques • Diminished light search techniques and methods of

subject/target identification. • Tactical use of hand held and dedicated illumination devices • Simulation based training • Coaching skill development and course design and structure • Understanding the structure of the human eye and operations

Prerequisites: This course is limited to current law enforcement officers, private security specialists, military personnel and existing firearms instructors. Equipment Requirements: 400 Rounds of ammunition for handgun, handgun with minimum of three magazines, eye protection, hearing protection, ball cap or other billed cap, flashlight with functional bulb and batteries, cold and/or wet weather clothing (as applicable)

TASER INTERNATIONAL INSTRUCTOR

This course provides the basic operational theory and practical training to instruct users to reasonably safely and effectively operate TASER CEWs. This course covers the TASER X26, X26P and X2 CEWs, and will certify those who successfully complete the course as TASER instructors for a period of 2 years. This course is open to sworn law enforcement officers, military personnel, and licensed professional security employees. Part 1 of the courses is completed online. New instructors will spend approximately 4 hours online before participating in 16 hours of practical training (Day 1 and Day 2). Recertifying instructors will spend approximately 8 hours online before participating in 8 hours of practical training (Day 2). Topics covered include:

• TASER technology • Neuro-muscular

incapacitation • Medical and safety

information • Voluntary exposures • Legal issues • TASER CEWs • Power sources • Cartridges

• TASER Cam and TASER Cam HD • Tactical considerations • Targeting • Risks associated with CEW use • Probe deployment and drive

Several knowledge assessments will be completed online as well as written tests during Days 1 and 2. The course also includes several drills and exercises requiring physical exertion. Students should be in good physical condition and must advise the Master Instructor of any preexisting injuries or physical limitations. Drills include:

CONDUCTED ENERGY DEVICE (CED) END USER COURSE TIER TWO AND TIER THREE

In October of 2011, Attorney General Paula T. Dow authorized police departments in New Jersey to purchase and deploy Conducted Energy Devices (CEDs). Attorney General Dow developed the policy for CEDs and approved a training program for law enforcement officers through out New Jersey. Representatives from state and county law enforcement agencies throughout the state have received training to train end users on how to effectively operate the TASER X2. The TASER X2 is the approved CED, which is manufactured by Taser International, Inc. and on the New Jersey Conducted Energy Device (CED) Certification Course which includes instruction on the Use of Force. CLASS SIZE IS LIMITED TO 20 PARTICIPANTS. MIDDLESEX COUNTY ONLY!!! ONLY TWO PER DEPARTMENT TIER ONE The first component of this training program is the online training component available to New Jersey law enforcement through NJLearn (maintained by the New Jersey Office of Homeland Security). A certificate will be issued upon successful completion of this component. Officers must successfully complete the NJLearn component regarding Conducted Energy Devices prior to participating in the tier two and tier three training. Officers must provide a copy of the certificate, from this NJLearn training, to the training center prior to attending tier two and tier three training. TIER TWO The tier two component involves obtaining certification from the manufacturer of the TASER X2, Taser International, Inc. This course of instruction is a minimum of six (6) hours of training which is a requirement for new TASER X2 end users. Students will be provided the theory and practical training necessary to reasonably, safely and effectively operate the TASER X2, Conducted Energy Device (CED). TIER THREE The tier three training is the New Jersey Conducted Energy Device (CED) Certification Course, which is required for all law enforcement officers who are authorized in writing by their respective agency heads to carry and use a CED in the performance of their official law enforcement duties. The tier three component is a one-day training of classroom instruction on the Attorney General’s Policy on Use of Force and, in particular, the Attorney General’s Revised Supplemental Policy on CEDs, and a practical block demonstrating proficiency in the use of the device. Prerequisite: Completion of the NJLearn component on Conducted Energy Devices (CEDs) (Tier One)

D.E.A. BALLISTIC SHIELD TRAINING

The Drug Enforcement Administration (D.E.A.) New Jersey Division’s one day ballistic shield training course is designed for law enforcement officers who, in the course of their duties, serve as school resource officers or department firearms instructors. This program will introduce basic theoretical concepts in the tactical use of the shield and will train attendees in shield and weapons handling through various live fire exercises. Course curriculum includes a brief classroom discussion of the ballistic shield’s capabilities and tactical applications, followed by practical training exercises. These practical exercises will cover basic movements, correct shooting positions, reloading and immediate action techniques, which will then be incorporated into live fire drills. During live fire exercises, emphasis will be placed on correct employment of the shield in tactical situations while demonstrating proficient weapon handling skills. Equipment needed: *duty weapon, *holster (soft leather is not recommended, *minimum of three magazines, *200 rounds of practice/service ammunition, *eye and ear protection. ENROLLMENT IS LIMITED TO 18 ATTENDEES.

FBI LEADERSHIP AND ETHICS FOR

LAW ENFORCEMENT SUPERVISORS

This four-day course is designed to provide Sergeants and above with the training tools for developing ethical decision making skills both in themselves as well as in their fellow officers. The course includes an examination of interpersonal communication, ethical considerations, managing the problem employee, motivation, delegation, problem-solving and stress management. The course will include the use of Ken Blanchard’s Situational Leadership II model along with practical exercises in management and leadership. The course focuses on choices and decisions officers confront on a daily basis. HIDTA TACTICAL EMERGENCY CARE

This one day course, Tactical Emergency Casualty Care (TECC) meets the recommendations of the Hartford Consensus Document on Improving Survival from Active Shooter Events. The course participants will learn life-saving medical actions such as bleeding control with a tourniquet, bleeding control with gauze packs or topical hemostatic agents, and opening an airway to allow a casualty to breathe.

Upon completion of the course participants will: Understand the rationale for immediate steps for hemorrhage control (including external hemorrhage control, direct pressure and wound packing, early use of tourniquet for severe hemorrhage, internal hemorrhage control by rapid evacuation, and transportation to major hospital/trauma center.

Participants will also: Demonstrate the appropriate application of a tourniquet to the arm and leg. Describe the progressive strategy for controlling hemorrhage. Demonstrate the correct application of a topical hemostatic dressing (combat gauze) and, recognize the tactically relevant indicators of shock. Carrying a concealed handgun requires training and proper gear selection. This two day class exposes the student to the different methods of carrying a concealed handgun, proper gear selection, and drawing techniques for open and closed front garments. MONADNOCK PR-24 INSTRUCTOR This two-day course will provide instructor certification and training options for the PR-24 side handle baton. This training will teach officers how to stop a punch or kick using a PR-24 baton block. Officers will also learn how to effectively restrain a subject using the assistance of the PR-24 baton. CONDUCTED ENERGY DEVICE (CED) END USER COURSE TIER TWO AND TIER THREE

In October of 2011, Attorney General Paula T. Dow authorized police departments in New Jersey to purchase and deploy Conducted Energy Devices (CEDs). Attorney General Dow developed the policy for CEDs and approved a training program for law enforcement officers through out New Jersey. Representatives from state and county law enforcement agencies throughout the state have received training to train end users on how to effectively operate the TASER X2. The TASER X2 is the approved CED, which is manufactured by Taser International, Inc. and on the New Jersey Conducted Energy Device (CED) Certification Course which includes instruction on the Use of Force. CLASS SIZE IS LIMITED TO 20 PARTICIPANTS. MIDDLESEX COUNTY ONLY!!! ONLY TWO PER DEPARTMENT TIER ONE The first component of this training program is the online training component available to New Jersey law enforcement through NJLearn (maintained by the New Jersey Office of Homeland Security). A certificate will be issued upon successful completion of this component. Officers must successfully complete the NJLearn component regarding Conducted Energy Devices prior to participating in the tier two and tier three training. Officers must provide a copy of the certificate, from this NJLearn training, to the training center prior to attending tier two and tier three training. TIER TWO The tier two component involves obtaining certification from the manufacturer of the TASER X2, Taser International, Inc. This course of instruction is a minimum of six (6) hours of training which is a requirement for new TASER X2 end users. Students will be provided the theory and practical training necessary to reasonably, safely and effectively operate the TASER X2, Conducted Energy Device (CED). TIER THREE The tier three training is the New Jersey Conducted Energy Device (CED) Certification Course, which is required for all law enforcement officers who are authorized in writing by their respective agency heads to carry and use a CED in the performance of their official law enforcement duties. The tier three component is a one-day training of classroom instruction on the Attorney General’s Policy on Use of Force and, in particular, the Attorney General’s Revised Supplemental Policy on CEDs, and a practical block demonstrating proficiency in the use of the device. MONADNOCK DEFENSIVE TACTICS

The Monadnock Defensive Tactics System is a principle based defensive tactics program. MDTS was created to give the officer a base system for Personal Defense and Restraint Techniques that easily “transitions” into handcuffing. The “principle based” concept identifies a problem, and then concentrates on easily identified principles to solve the problem. It is designed to accentuate the Monadnock Expandable Baton (MEB) and PR-24 control baton programs. The MDTS Program will cover basic blocking skills, counter-strikes, control holds, handcuffing and weapon awareness/retention. This course provides an ideal foundation for departments initiating a defensive tactics program for their officers Officers attending should wear tactical uniform or suitable athletic clothing, duty gear with practice firearm, handcuffs and key. LAW ENFORCEMENT TRAINER (L.E.T.) OPERATORS’* The Training Center offers twenty-four hour training with the use of the Law Enforcement Trainer. In August 2013, the Middlesex County Chief's of Police Association purchased a new Law Enforcement Trainer. Those departments currently enrolled as members of the Middlesex County Law Enforcement Trainer (L.E.T.) are afforded the opportunity to certify operators on the new equipment as well as utilize the system for supplemental firearms training for problem/difficult shooters. Every department must participate in the training before the department can use the equipment. Please contact the Training Center for scheduling of training and usage dates. *Formally referred to as F.A.T.S.

DRIVING SIMULATOR OPERATORS’ The Training Center offers twenty-four hour training with the use of the Driving Simulator. Middlesex County agencies have the opportunity to train individuals to operate the Doron 550 LE Driving Simulator. Those departments currently enrolled as Driving Simulator users are given the opportunity to certify operators as well as utilize the system for supplemental training for problem drivers. Every department must participate in the training before the department can use the equipment. Completion of operators’ training will allow participating agencies the opportunity to schedule and conduct their own driving simulator training at the Training Center. NJ LEARN LEARNING MANAGEMENT SYSTEM

INFORMATION NJ Learn is a complete Learning Management System, managed by the Office of Homeland Security and Preparedness, at no cost to State, County, and Local First Responder Agencies. It is available to sworn Law Enforcement officers, certified Emergency Medical Technicians, and Level one certified Firefighters. Its capabilities include web accessible Standardized Training of Online courses, Course Catalog Registration process, a Digital Resource Repository, Communications capability, and a Reporting Management System. Permission based, users can request and take courses, tests, and surveys. The designation of supervisor in NJ Learn is generally given to agency training officers; specifically those who will manage user accounts in NJ Learn for others from the same jurisdiction. Supervisors can manage requests and approvals, course assignments, and training records of users assigned to them. Users are assigned to, and managed by one NJ Learn supervisor at a time. A supervisor cannot manage their own account. Any user can be assigned the supervisor permissions. The training for those permissions is composed of an introduction to NJ Learn and its capabilities, demonstration of the supervisor functionality, and hands on training in those functions. MANDATORY IN-SERVICE LAW ENFORCEMENT TRAINING THROUGH NJ LEARN

BLOODBORNE PATHOGENS

The following Bloodborne Pathogens Training meets the Federal Occupational Safety and Health Administration (OSHA) Standard, 29 CFR 1910.1030, which was adopted by the New Jersey State Public Employees Occupational Safety and Health (PEOSH) Program. Training must be provided at the time of the emergency responder’s initial employment and at least annually thereafter. The standard requires that emergency responders have access to a qualified trainer while taking on-line training to allow for interactive questions and answers, if needed. This requirement can be met via telephone contact or through email only if the trainer is available to answer emailed questions at the time the questions arise (e.g., live chat). It is the responsibility of each department’s/agency’s chief executive to provide their members with the name, contact information and work hours of the qualified trainer designated to assist with any questions. The standard also requires that emergency responders are provided with an explanation of the department’s/agency’s written exposure control plan, as well as the means by which members can obtain a written copy. It is the responsibility of each department’s/agency’s chief executive to provide this information to its members. It is critical that each emergency responder knows what to do in the event of an exposure and to be able to articulate their department’s/agency’s exposure control plan. If the emergency responder has questions relating to any training or modifications made to existing procedures, they should consult with their designated qualified trainer, supervisor, and/or appropriate legal advisor.

DOMESTIC VIOLENCE

The purpose of this program is to provide law enforcement officers with a general overview of laws and policies in the State of New Jersey. Taking this course satisfies the four-hour requirement annual domestic violence training requirements set forth in N.J.S.A. 2C:25-20. However, County Prosecutors may require police officers to participate in additional domestic violence training.

HAZARDOUS MATERIALS This 2015 Hazardous Materials Awareness Refresher on-line training course is provided to fulfill the OHSA annual refresher mandate for first responder hazardous materials awareness.

DEVELOPMENTAL DISABILITIES Public Law, 2008 c. mandates uniform training for all New Jersey first responders to: recognize the cognitive and behavioral characteristics of a child or adult with a developmental disability; understand the complexity of any encounters and learn strategies that will provide protection and safety for all.

Once on the exit stay to the left. The exit ramp for Smith Street then merges with Industrial Avenue just before Crows Mill Road. As soon as they merge Crows Mill Road is at that traffic light. You will need to get to the right and turn right onto Crows Mill Road. Proceed 4 tenths of a mile down Crows Mill Road. The range is on the right where you will see a large red, white and blue brick at the entrance. From Route 35 - Northbound. Go over the Victory Bridge. At the end of bridge is Smith Street. Get into the left turn lane and turn left onto Smith Street. Follow Smith Street to Crows Mill Road. Just before the Crows Mill Road traffic light, there is a small turn-off that bears right. It is actually a jug handle and is also part of Smith Street. The jug handle takes you past a firehouse that you can use for a landmark. There is also a coffee shop. Then make a left onto Crows Mill Road to the traffic light. If you stop at the traffic light on Smith Street, to make the left turn, you are stopping in the left lane.
