MISSIONMidconsult International Ltd. is a private sector research and development organisation, whose mission is to empower marginalised communities through social and policy research that contributes to addressing underlying causes of their mass poverty.

OBJECTIVES OF THE ORGANISATIONThe objectives of Midconsult International Ltd are:

a. To undertake basic and applied social research and consultancy in the fields of environment and natural resources management; land tenure, land use and management; agriculture and food security; conflict prevention, management and resolution; and poverty assessments and livelihood analyses.

b. To provide general consultancy and technical advisory services in public policy research and development (including conducting baseline studies and surveys); supporting policy planning and formulation, as well as policy monitoring and evaluation.

c. To undertake organisational development work to support the strengthening of capacities and capabilities of both governmental agencies and corporations and non-governmental organisations, especially in the area of strategic planning; programme/project design and development; programme/project impact analysis and assessments, and; programme/project monitoring and evaluation, including the use of participatory approaches.

SECTION B: ORGANIZATIONAL EXPERIENCE AND CAPACITY

1. Project Status Surveys conducted

Midconsult International Ltd. and its core research team have been involved in three different types of PROJECT STATUS SURVEYS. The main involvement has been the area of Baseline Surveys, but the Midconsult International team has also been involved in Mid-term Performance Review studies for establishing the performance of projects at the mid-point, as well as end-of-project assessments and evaluations, which aim to establish the status of the project at the end to determine the outcomes and impacts achieved.

The Midconsult International core team of researchers and consultants have a very wide experience over the years in baseline surveys, mid-term project evaluations and end-of-project evaluations, focusing largely on agricultural project interventions. Over the years, they have conducted a wide range of Baseline Surveys.

Mr. Frank Emmanuel Muhereza has been involved in a wide-range of socio-economic baseline surveys, mid-term performance review and end-of-project evaluations. The following are worth-noting: Between 2 and 11 May 2009, Midconsult International provided an external consultant to the Review Mission of the Democracy, Justice and Peace Programme (DJPP) of the DANIDA-Human Rights and Good Governance (HUGGO). The DJPP Review Mission from the Danish Ministry of Foreign Affairs, Copenhagen, Denmark was in the country to review the DJPP Uganda Programme, for the period 2006-2010, to assess progress made by DANIDA-HUGGO in the implementation of the DJPP programme, and make recommendations for adjustments to the various components of the DJPP programme. Assessment involved document review; consultations with other development partners in Kampala; interviews with stakeholders in conflict afflicted of Gulu district in Northern Uganda.

Between September and December 2006, Mr. Muhereza was a team leader on a Participatory Action Research project on Pastoralism and Land Use Conflicts in Uganda, commissioned by the Ministry of Lands, Housing and Urban Development in collaboration with the Uganda Land Alliance (ULA). Participatory research was undertaken in three regions of Uganda to examine

Chronic Land Conflicts between pastoralists and their agro-pastoralist and crop cultivating neigbhours, in order to make recommendation for possible inclusion in the on-going National Land Policy formulation process. Extensive field work was carried out in Apac, Kumi, Masindi, Isingiro, Kasese and Ssembabule districts.

Between April and January 2007, Mr. Muhereza was a team leader on a National Pastoralism Survey in 25 Districts in the cattle corridor, commissioned by Oxfam GB in Uganda. Stakeholder consultations and interviews with district officials, development partners and pastoralists were undertaken in 25 districts of Kasese, Bundibugyo, Kibaale, Kyenjojo, Kamwenge, Kamuli, Kumi, Pallisa, Sironko, Soroti, Katakwi, Kaberamaido, Mbarara, Isingiro, Kiruhura, Bushenyi, Ibanda, Lira, Kayunga, Kiboga, Mityana, Mubende, Mpigi, Sembabule and Rakai.

Between September 2005 and January 2006, Mr. Muhereza was a team leader on a Pilot Survey of the Dynamics of Pastoralism in seven districts in the cattle corridor. The study which was commissioned by Oxfam GB in Uganda, and was intended to identify knowledge gaps, and generate and understanding of pastoral commonalities and differences in order to provide a platform for improving the debate on pastoral rights, pro-pastoral policy and local pastoral needs, was undertaken in the districts of Apac, Hoima, Kapchorwa, Luwero, Masindi, Nakasongola and Ntungamo.

Between July and November 2005, Mr. Muhereza was a team leader on a research study on Land Issues and Conflicts in the West-Southwest to support the development of a CARE International in Uganda programme on Social Justice on Land Matters. Mr. Muhereza carried out extensive field consultations with stakeholders in Kisoro, Kabale, Kanungu, Kasese, Bundibugyo, Kabarole and Kyenjojo district to generate issues to inform the revision of a planned CARE International in Uganda programme on Social Justice on Land Matters to be implemented in West and South Uganda.

Between June and July 2004, Mr. Muhereza was a team leader for a Socio-economic Survey of the Impact of HIV/AIDS in Fishing Communities of Uganda. The nation-wide study on fish landing sites, which was funded by DFID and carried out in collaboration with the Marine Resource Assessment Group (MRAG), London, was undertaken in 18 fish landing sites in 13 districts of Kasese, Bushenyi, Bundibugyo, Hoima, Masindi, Apac, Arua, Bugiri, Busia, Jinja, Kalangala, Masaka and Rakai.

Between February and April 1999, Mr. Muhereza was a team leader for a Socio-economic Baseline Survey for IBRD/IDA funded District Health Support Programme (DHSP). The baseline survey entailed a survey of ‘Knowledge, Attitudes, Beliefs and Practices (KAPB)’ on Malaria in Uganda, and was undertaken in the districts of Mbarara, Kisoro and Mbale.

Between July and August 1997, Mr. Muhereza was a team leader for a Socio-economic Baseline Survey for FARM Africa (UK). The Baseline survey involved field interviews and

stakeholder consultations in the districts of Mbale, Kapchorwa and Kumi, and was intended to inform the implementation of a planned Uganda Goat Development Project in the Ministry of Agriculture, Animal Industries and Fisheries (MAAIF).

2. Experience of conducting other related Surveys

Midconsult International Ltd has experience on undertaking longitudinal surveys. Recently, Midconsult International Ltd was contracted in September 2009 to undertake PRA studies to map the impact of humanitarian assistance on livelihoods of communities affected by humanitarian disasters/crises. The studies were undertaken in following district: Arua District; Kaabong District; Moroto District; Nakapiripirit District; Amuria District and Katakwi district. The study was also carried out in Nyongbwe sub-boma, Yei County, Eastern Equatoria Province, Southern Sudan.

In 2008, the study team leader was a lead consultant for a Mid-term evaluation of Vredeseilanden Uganda Country Office (VeCo Uganda)programme on Access to Markets (ATM), which was being implemented in 3 districts in Eastern Uganda (namely: Iganga, Busia and Mbale), with funding from CORDAID. This VeCo Uganda programme involved building sustainable agricultural market chains by supporting smallholder farmers’ access and utilisation of affordable agricultural financing so as to invest in agriculture and agri-enterprises for sustainable food and income security. The programme also involved support to enhance the capacities of Farmer Organizations and farmer-driven agri-enterprises to become strong institutions that are economically viable. VeCo Uganda supported the building of capacities of farmer organizations to facilitate effective management, improvement and conservation of the natural resource base.

Between June and October 2008, Mr. Muhereza was a hired as a national consultant by the World Bank Uganda Country Office to undertake the final evaluation of the Multi-Country Demobilisation and Reintegration Programme (MDRP) assistance to Amnesty Commission for the period between 2005 and 2007. Field interviews and stakeholder consultations were undertaken in Gulu, Kitgum, Kasese, Adjumani, Arua, Koboko, Moyo and Yumbe.

Between January and May 2006, Mr. Muhereza was contracted as team leader for the 2006 MS Uganda Country Programme Assessment (CPA) to assess the 2001-2006 MS Uganda Country Programme and recommend a future direction of the MS Uganda Country Programme Strategy for 2008 to 2012. Stakeholder consultations and interviews were undertaken with MS Uganda partners in Kampala, Nakasongola, Masindi, Jinja, Mbale, Apac, Gulu, Arua and Koboko.

Between February and November 2008, Midconsult International provided a lead consultant to Danida-Human Rights and Good Governance (HUGGO) programme on behalf of the Legal Aid Basket Fund (LABF) for the design of a Programme for enhancing Access to Justice, and the

Administration of Law and Order in the five districts of Karamoja, including costing the programme, and developing an implementation strategy for the programme.

In August 2007, Mr. Muhereza was hired by United Nation’s Development Programme (UNDP) Country Office to develop UNDP’s Crisis Prevention and Recovery (CPR) Response in Northern Uganda as well as design UNDP’s CPR Strategic Plan for the period 2008-2011. Mr. Muhereza was hired by UNDP Uganda to undertake the development of UNDP’s CPR response in Northern Uganda. Methodology involved an analysis of the local development context and synthesis of entry points based on the UNDP corporate programming policies and strategic planning guidelines elaborated in the Standard Guidelines for UNDP programming. Between June and July 2007, Mr. Muhereza was hired by the UNDP Country Office to prepare a Background Context Analysis report in support of the development UNDP’s Crisis Prevention and Recovery (CPR) response in Northern Uganda for 2008-2011. In developing the context analysis, Mr. Muhereza supported the Bureau Crisis Prevention and Recovery (BCPR), Regional Bureau for Africa (RBA) two weeks Mission to Uganda that participated in the preparation of UNDP’s CPR Response in Northern Uganda for the period 2008-2011.

Between June and July 2007, Mr. Muhereza provided technical support to the Office of the Prime Minister (OPM) to develop a project document for the establishment of a National Coordinating Unit (NCU) to foresee the operationalisation of the Karamoja Integrated Disarmament and Development Programme (KIDDP), 2007/2008-2009/2010. This assignment was commissioned by the Human Rights and Good Governance Programme (HUGGO) of the Danish International Development Agency (DANIDA).

Between January and May 2007, Mr. Muhereza was hired by United Nations Development Programme (UNDP), Uganda to re-design the UNDP support project under the Office of the Prime Minister (OPM) for implementation of the Karamoja Integrated Disarmament and Development Programme (KIDDP).

Between September 2006 and May 2007, Mr. Muhereza was the team leader for a commissioned assignment for designing the MS Uganda Country Programme Strategy (CPS), 2007-2011. Wide-ranging interviews and stakeholder consultations were carried out with MS Uganda Country Programme Management Team and stakeholders including MS Uganda Policy Advisory Board (PAB), partner organisations, bi-lateral Donors.

Between November 2006 and May 2007, Mr. Muhereza facilitated the re-design of the Karamoja Integrated Disarmament and Development Programme (KIDDP) of the Office of the Prime Minister (OPM). The assignment was supported by the Human Rights and Good Governance Programme (HUGGO) of the Danish International Development Agency (Danida), and involved providing technical support to the Office of the Prime Minister (OPM) and Karamoja Parliamentary Group (KPG) to facilitate a consultative process in the five districts of

Karamoja as well as in Kampala for updating and revising the KIDDP document. Assignment involves stakeholder consultations in Karamoja and in Kampala.

Between October 2005 and June 2006, Mr. Muhereza was hired as an international consultant to support Organisational strengthening and Institutional Development work for the East African Communities’ Organisation for the Management of Lake Victoria Resources (ECOVIC). Mr. Muhereza reviewed and streamlined the various constitutions and policies of ECOVIC, including the Regional Secretariat in Mwanza and the country chapters in Uganda (Jinja); Kenya (Homa Bay) and Tanzania (Mwanza). The assignment involved document review and stakeholder consultations in Uganda, Kenya and Tanzania.

Between November and December 2001, Mr. Muhereza was part of a team commissioned by the World Bank, Policy and Human Resources Development (PHRD) Grant to Rural Development Institute (RDI), Seattle, Washington State, to undertake a Uganda Land Sector Analysis to analyse Common Property Resources (CPRs) in Uganda for the Plan for the Modernisation of Agriculture (PMA) Secretariat and the Ministry of Finance, Planning and Economic Development (MFPED) to inform implementation of Land Act 1998 and Land Sector Strategic Plan (LSSP), 2000, in order to influence the achievement of poverty eradication objectives of the PEAP 2001. The study involved field interviews and stakeholder consultations in the districts of Kampala, Mukono, Wakiso, Mbale, Moroto and Mpigi.

4. Participatory approaches – and other related tasks and experiences

Mr. Muhereza has received training in Participatory Poverty Assessment (PPA) using innovative methods especially Household/Community Ladders of Life (Uganda Participatory Poverty Assessment Project, Ministry of Finance Planning and Economic Development), carried out at ENRO Hotel, Mityana in August 2005. He also participated in training in Participatory Poverty Assessment (Uganda Participatory Poverty Assessment Project, Ministry of Finance Planning and Economic Development), carried out in Salem Brotherhood Training Centre, Mbale in October 2001. Mr. Muhereza also attended the first ever Participatory Project Evaluation training for Monitoring and Evaluation Practitioners, which was organised by UNICEF, and held in Nairobi, Kenya in September 1999

Between September 2006 and April 2007, Mr. Muhereza was a team leader for an action research project on Pastoralism and Land Use Conflicts in Uganda. The research was commissioned by the Ministry of Lands, Housing and Urban Development in collaboration with the Uganda Land Alliance (ULA) to undertake a participatory research in three regions of Uganda to examine Chronic Land Conflicts between pastoralists and their agro-pastoralist and crop cultivating neigbhours, in order to make recommendation for possible inclusion in the on-going National Land Policy formulation process. Extensive field work was carried out in Apac, Kumi, Masindi, Isingiro, Kasese and Ssembabule districts.

Between August 2005 and June 2007, Mr. Muhereza coordinated a national research project funded by the World Bank on ‘Moving out of Poverty, understanding Freedom, Democracy, Growth and Inequality from the Bottom-Up’. The study was implemented in collaboration with the Uganda Participatory Poverty Assessment Project (UPPAP) in the Ministry of Finance, Planning and Economic Development (MFPED) and Centre for Basic Research (CBR), Kampala. Mr. Muhereza supervised and provided technical support to research teams in 18 communities in six districts, and participated in the writing of the national report synthesis. A prepared research instrument was used during field work, which was undertaken in three communities in each of the following six districts: Kabale, Kamuli, Kisoro, Lira, Luwero and Masaka.

Between April and June 2004, Mr. Muhereza was a lead consultant in the design of a Long-Term Programme Strategy and Vision for Oxfam GB’s Rwenzori Programme in Uganda Participatory approaches involving key informant interviews and stakeholder consultations in the districts of Kasese and Bundibugyo.

Between March 2001 and October 2002, Mr. Muhereza was a team leader for a Participatory Poverty and Environment Assessment study commissioned by the Department for International Development (DFID), Kampala, and carried out field interviews and stakeholder consultations in Kampala, Bushenyi and Moroto districts, alongside the second phase of Uganda’s Participatory
