Snow Event # 5, Day 2 1600 Hrs Update…   The snow squall that went through the County did not produce significant additional accumulations.  However, winds during the past few hours have caused snow drifts mostly in the western part of the County.  Winds also are assisting with drying out the roadways.  We are holding a small crew in our Central and West zones to address any snow drift concerns during the evening rush hour and de‐mobilizing the remaining staff.

All,  Based on the current forecast for precipitation to start during the early hours of Tuesday (01/29/2019), Highways will have a small crew with a supervisor at each of the three Highways Zones to report early tomorrow morning to respond to any icy calls.  All three shops will have full staff levels at their regular shift hours of 0630 Hrs.     We are expecting rain/snow during the day tomorrow with it converting to all snow during the evening rush hours.  Due to the forecast of rain ahead of snow, we are not pre‐treating our roadways for this event.  As of now, we are currently planning to have all of our trucks loaded with salt and dispatched to their designated routes tomorrow afternoon to be prepared for any icy conditions during the evening rush hour.  Snow is supposed to end around 10pm and we will begin snow removal operations.     I will provide an update late morning or early afternoon tomorrow with our latest Operations Plans.     Please feel free to contact me with any questions.

Key Partners‐  DPW Highways has treated all roadways and is now handling calls for spot treatments.  While there still could be some areas of packed snow, there have been no areas noted where travel is significantly impeded.  DPW Utilities and Facilities have our County facilities ready for employees and visitors with the caveat that the extremely cold temperatures makes salt better for traction then melting ‐ so some snow and crunchy spots remain.  Howard County CAO Robbins has indicated that County Government will open and operate as scheduled today.  A couple delays to note:  DC area Federal operations are on a 3‐hour delay / telework and MD State is on statewide liberal leave for 3 hours.  The Howard County 911 Center reports only one major incident overnight, an overturned tractor trailer on Rt. 70 which has been subsequently cleared and the roadway reopened.  They also report the impact of a water main break at Rt. 1 and Guilford Rd with outages for some commercial properties and about 50 homes ‐ Utilities is working hard to repair it.  NWS Forecast for next couple days which ends with some sunny above freezing weather.  We do have a Wind Advisory in effect during the day today and a Wind Chill Advisory in effect overnight tonight.  Today Scattered snow showers between 10am and 4pm. Patchy blowing snow. Mostly sunny, with a high near 31. Windy, with a southwest wind 6 to 16 mph increasing to 16 to 26 mph in the afternoon. Winds could gust as high as 48 mph. Chance of precipitation is 50%. Tonight Mostly clear, with a low around 3. Wind chill values as low as -13. Blustery, with a northwest wind 11 to 20 mph, with gusts as high as 31 mph. Thursday Sunny, with a high near 21. Wind chill values as low as -12. West wind 9 to 11 mph. Thursday Night Increasing clouds, with a low around 11. Northwest wind 3 to 7 mph. Friday A chance of snow. Mostly cloudy, with a high near 28. Calm wind becoming southeast around 6 mph in the morning. Chance of precipitation is 50%. Overview and Impacts:

Wind Chill Advisories and Warnings are in effect for the Allegheny Front, Potomac Highlands, and Blue Ridge into Thursday morning. Elsewhere, below zero wind chills are likely Wednesday night and Thursday morning, and additional Wind Chill Advisories may need to be issued.

An arctic cold front will cross the region on Wednesday. Strong gusty winds up to 50 mph may cause isolated wind damage on Wednesday. Scattered snow showers and squalls are possible, which may result in brief heavy snow, reduced

Forecasts have changed several times since my last email, we are now expecting snow between now and 7pm.  Currently there are light flurries across the County with temperatures still above freezing for the most part. We have our trucks loaded with salt and are on stand by to address any issues that might arise during the early evening rush hour due to early dismissals.   Temperatures are expected to fall below freezing after sunset and we will begin our salting operation when snow starts to stick to the pavement.   I will send another update around 1900 Hrs.

Key Partners‐  OEM was just on a call with the NWS ... this is what we learned:  The NWS has actually slightly lowered our expected totals from this storm system.  As expected, there will be a change in the mid‐afternoon from mixed precipitation to all snow.  There will be no point between now and Saturday, at the earliest, that the temperature will be above freezing.  Additionally, we could have some gusting winds tomorrow afternoon that make already low temperatures even more of an issue.  There is also a chance of additional snow tomorrow afternoon, but the accumulations are expected to be fairly minor (<1”).    Today Rain and snow, becoming all snow after 4pm. High near 36. South wind 5 to 8 mph becoming west in the afternoon. Chance of precipitation is 100%. Total daytime snow accumulation of 1 to 2 inches possible. Tonight Snow likely, mainly before 8pm. Cloudy, then gradually becoming partly cloudy, with a low around 15. Northwest wind 8 to 13 mph, with gusts as high as 20 mph. Chance of precipitation is 60%. New snow accumulation of less than a half inch possible. Wednesday A chance of snow showers between 10am and 4pm. Mostly sunny, with a high near 28. Breezy, with a south wind 5 to 10 mph becoming west 17 to 22 mph in the afternoon. Winds could gust as high as 34 mph. Chance of precipitation is 40%.

The Official Text from the NWS: Tuesday

A chance of snow, freezing rain, and sleet before 10am, then rain and snow between 10am and 4pm, then snow after 4pm. High near 35. South wind 6 to 9 mph becoming northwest in the afternoon. Chance of precipitation is 100%. Little or no ice accumulation expected. New snow and sleet accumulation of 1 to 2 inches possible. Tuesday Night Snow likely before 10pm. Cloudy during the early evening, then gradual clearing, with a low around 19. Northwest wind 8 to 15 mph, with gusts as high as 24 mph. Chance of precipitation is 60%. New snow accumulation of less than one inch possible.   Expected Snowfall Graph: 

  Howard County Highways Update: Highways will have a small crew with a supervisor at each of the three Highways Zones to report early tomorrow morning to respond to any icy calls.  All three shops will have full staff levels at their regular shift hours of 0630 Hrs.    Highways is expecting rain/snow during the day tomorrow with it converting to all snow during the evening rush hours.  Due to the forecast of rain ahead of snow, they are not pre‐treating our roadways for this event.  As of now, they are currently planning to have all trucks loaded with salt and dispatched to their designated routes tomorrow afternoon to be prepared for any icy conditions during the evening rush hour.  Snow is supposed to end around 10pm and they will begin snow removal operations.  

Howard County Facilities Readiness: At present, DPW Facilities and Utilities have no concerns about facilities for tomorrow morning and plan to be out in force for Wednesday morning.

It is imperative that snow and slush be removed from all pedestrian walkways and ramps before staff leaves this evening. A hard freeze is predicted following the storm, temperatures will remain below freezing Wednesday, Thursday, and Friday, with over night temps well below 20 degrees. Any snow or slush remaining on pedestrian walkways and ramps will freeze and become extremely difficult to remove and treat with ice melt.    Please instruct your staff to apply ice melt before leaving your campus this evening.  Day Building Supervisors or those opening buildings tomorrow morning (1/30/2019), upon arrival please walk your campus and ensure all pedestrian walkways and ramps are accessible and ice melt is applied if necessary.   Day Building Supervisors or those opening buildings tomorrow morning should assign one staff member to be on standby to arrive early Wednesday, January 30, only if schools have a two (2) hour delayed opening. They should arrive as soon as possible, only after any delay is announced. If schools are closed tomorrow all staff should arrive as soon as possible but no later than 9:00 a.m.   Please monitor email and the emergency custodial weather line, (410)313‐8339, for any updated direction. If you have any questions please contact your Assistant Manager.
