2. Parish Matters

Tress on A3057 I met with HCC Arborist, Mr. Geoff Hallwood at the proposed tree planting site on the A3057. Please see his comments below which I have forwarded to Mr. Jonathon Bambridge, HCC Highways for his approval before I can submit a request for Section 106 funding from TVBC.

“I can confirm twenty trees could be planted at this location. The mix of proposed trees consists of the following :--- Field Maple; English Oak; Small leaved Lime; Wild Cherry and Elm.

The tree size at time of planting will be Nursery Grade 10-12 Selected Standard and be pot grown or bare root stock and be approximately 3m to 5metres in height. Once planted, the trees will be staked and have a weldmesh guard fitted as protection plus a woodchip mulch.

The trees will be maintained annually until they are established and the stakes can be removed. Maintenance will include – watering, weed control, replenishing the woodchip mulch, stake and tie adjustment and replacement of any failures.

The cost of the above will be £100.00 per tree. ( x 20 trees )

Please confirm the number of trees you wish to be planted and I can then arrange to order the plants and works etc. Please note, I will only plant the trees during the dormant season i.e. winter, November – March approximately.”

September. ……………………………………………………………………………………………………………………………………………………………………………… Residents’ emails Oil Club Idea A local resident has emailed the following: “We wondered if this is something that has ever been considered so that the villages could bulk buy heating oil (kerosene). This would obviously benefit the residents in that a better deal with the oil supplier could be negotiated and also the oil supplier in terms of increased revenue due to an increase in clients and a saving in delivery costs as multiple trips to the same area on different days will be eliminated”. Road Verge Concern A local resident has emailed the following: I wish to bring to your attention and to express my concern about the increasing damage that is being caused to the grass verges that protect the ditches along Hill View Road. I have noticed an increase in the number of vehicles using this road banking the edges and breaking them down to allow other vehicles to go past instead of waiting in the lay-bys or reversing back to make space. As these verges are there to protect the ditches and allow water drainage I am worried that the damage caused will stop water from running away and therefore increase the risk of flooding and damage to the properties at the bottom of the hill.

I am also concerned at the speed some of the vehicles are going, especially the lorries using the brickworks. At the moment as the verges are quite overgrown, it is difficult to see oncoming or approaching traffic, making it dangerous to residents using the road. MICHELMERSH & TIMSBURY PARISH COUNCIL Minutes of the Parish Council Meeting held on Wednesday 23rd September 2015 at 7.30 p.m. at the Jubilee Hall, Timsbury. Present: Parish Councillors, Mr. R. Davis, Mr. J. Rhodes, Mr. D. Cowling, Mr. M. Lucas, Cllr. Rory Fitzgerald and Parish Clerk, Mrs. K. Hardy 1. Apologies Cllr. Andrew Gibson, Cllr. Tony Ward, Cllr. Helen Palmer, & Cllr Peter Clarke 2. Declarations of interest. Cllr. Donald Cowling declared an interest in any matters relating to the Jubilee Hall, as he is a member of the Jubilee Hall Committee. Cllr. John Rhodes declared an interest in any matters relating to the Sports Club as he is a member. Cllr. 8. Correspondence 8.1 Ditch erosion It was agreed that the Clerk would write to the Brickworks asking for them to speak with their lorry drivers to be mindful of the ditches along Hill View Road. 8.2 Fuel Ordering The Clerk informed the meeting that she had suggested to a local resident who was interested in starting a fuel ordering club in order to save on delivery costs, to communicate the idea via the village Facebook site. 8.3 Preschool Committee The Clerk informed the meeting that the village Preschool is struggling to fill the Committee spaces. The Council suggested that the Preschool try to recruit the current parents. 8.4 Pocket Park Map It was agreed that the Clerk update the village website, incorporating the map clearly outlining the boundary between the Pocket Park and Hunts Farm land.

8.5 Recreation Ground Gate It was agreed that the Parish Council would install a combination style padlock on the gate between the recreation ground and Hunts Farm land. 9. Village Issues 9.1 Housing Needs Survey After some discussion, it was agreed that Cllr. Rory Fitzgerald would attend the HALC AGM, as development in Parishes is an agenda item. It is hoped that Cllr. Fitzgerald will be able to discuss the Housing Needs Survey and its potential implications for the village at this meeting. 9.2 Telephone Box & Flag Pole Cllr. John Rhodes has removed the telephone box door and has straightened and repainted it. He will reinstall it over the next few weeks. As a result of the football floodlights being installed, Cllr. Bob Davis will discuss the dismantling of the flagpole with Mr. Robin Goodland to ensure that the floodlights are not damaged when the flagpole repairs are undertaken. Once a costing of the necessary repairs is established, the Council will decide if Section 106 monies should be applied for in order to fund the repairs and new flag. 9.3 Jubilee Hall Leylandii Hedge Removal Cllr. Donald Cowling informed the meeting that the issue was discussed at the Jubilee Hall Committee Meeting and it was agreed that the leylandii hedge has grown too tall and any trimming would encourage further growth. It was the view of the Committee that the trees should be removed and a fence and low lying hedgerow installed. It was suggested that a few trees are planting within the hedgerow to help mitigate concerns from some Mannyngham Way residents with regards to a lose of privacy following the removal of the leylandii. After reviewing all three quotations, it was agreed that Climbersway Tree Care quote for £3215 + VAT is accepted. It was agreed that the Clerk apply for Section 106 monies to fund this project. It was also agreed that a few small species trees be intersperced along the new hedgeline to help screen the car park from the overlooking properties on Mannyngham Way. 9.4 Recreation Ground Car Park Matting After reviewing all three quotations, it was agreed that the Clerk informed Mr. Kevin Stickley, that subject to the Parish Council receiving Section 106 monies to fund this project, the Parish Council would like to accept his quotation of £7950 + VAT. 9.5 Tree Planting on the A3057 It was agreed that the Clerk apply for Section 106 monies to fund the tree planting on the verge outside of Hunts Farm Recreation Ground by Hampshire County Council. 9.6 Section 106 Funding Ideas Following the suggestion of a protective fence being installed around the cricket nets, the Parish Council decided that this would not be possible, due to the fence’s close proximity to the children’s play equipment. It was also discussed that any maintenance required on the protective cricket netting is the responsibility of the Sports Club. It was agreed that the Clerk write to the Sports Club outlining the Parish Council’s position regarding a protective fence and also highlighting the Sports Club’s responsibility to maintain the nets due to the close proximity of the nets to the playground.

Other Issues Vandalism on the Recreation Ground/Community Garden The Parish Council discussed the fact that there has been a spate of local vandalism around the village, especially on the recreation ground and within the Community Garden. It was agreed that all acts of vandalism be reported to the Parish Clerk who will report them to the Police. It was agreed that this is communicated to the Preschool, Jubilee Hall Committee, and the Sports Club. Village Newsletter Cllr. Bob Davis informed the meeting that a replacement editor has not yet been found. It was agreed that another advert for a replacement editor be posted on the village Facebook page. Hedge Trimming It was agreed that the Clerk submit an application to Land Registry to discover the owner of a hedge which requires trimming in the village. 10.2 Bye-Laws Review It was agreed that following all the further amendments being made, the Clerk submit the revised Bye Laws for approval. 11. Meetings attended and to be attended Cllr. Bob Davis and Cllr. Mike Lucas attend the TVBC Planning Workshop. Cllr. John Rhodes informed the meeting that the Ace Liftaway meeting was cancelled. Cllr.
