Governor Jerry Brown introduced his budget proposal in January which seeks to address the State’s $25.4 billion shortfall. To help close the budget gap, the Governor proposes $12.5 billion in spending cuts, $12.0 billion in revenues, and $1.9 billion in other measures, such as borrowing from special funds and other sources to cover one- time costs. Most of the General Fund cuts would come from health and human services and higher education. The revenue would come from a 5-year extension of temporary tax increases, if approved by the voters in measures predicted to be placed on the June 2011 ballot. The Governor’s administration forecasts that this budget, if enacted as presented, would eliminate deficit for at least a few years and provide a $1 billion reserve at the end of 2011-12. The major elements of the Governor’s plan include an extension of four temporary tax increases, a major re-alignment of State and Local programs, and expen- diture cuts. State and Local Government Re-AlignmentThis proposal would shift $5.9 billion in state program costs to counties in phases

and provide a comparable amount of funds to support these new obligations to local government. While it is unclear at this point which programs will exactly be shifted to counties, it is anticipated that the areas likely to be shifted are adult parole, lower level offenders, juvenile justice programs, and certain social services. The $5.9 billion proposed to follow the realigned programs would come from $5.9 billion generated by extending two tax increases set to expire in June 30, 2011 for an additional five years. These taxes specifically are a one cent sales tax and 0.5 percent increase of the Vehicle License Fee rate. The Governor has proposed placing these extensions before voters in a special election to be held in June of 2011.

special election, pertaining to 1) a constitutional measure to extend the temporary tax increases adopted in February 2009 for another five years and to dedicate two of these revenues to realignment and 2) a measure to change Proposition 10 and initiative that established a 50 cent tax increase on tobacco products and cigarettes that was passed by the voters in 1998 and designed to provide funding for early childhood develop-ment programs, to allow these funds to be used in the Medi-Cal program. Much of the Governor’s proposed $12 billion in budget solution hinges on voter approval of these measures in the June special election.

Expenditure CutsThe Governor’s budget proposes unallocated $500 million in General Fund reduc-

tions to the University of California and California State University systems. A reduc-tion in Cal WORKS grants effective June 1, 2011, which would result in a General Fund savings of $14 million in 2010-2011 and approximately $405 million in 2011-2012. In-Home Supportive Services may see a reduction of authorized hours for recipients for a saving of $128 million in 2011-12, which may face legal challenges under the U. S. Americans with Disabilities Act. Further the Governor hopes to achieve approximately $308 million in savings for 2011-12 by assuming new Memorandums of Understanding (MOUs) with 6 of the state’s 21 employee bargaining units.

Above is a brief synopsis of the Governor’s Budget plan. The Chamber will continue to monitor these proposals as they are discussed and debated, and will update mem-bers periodically especially on matters pertaining to business and Kern County’s local economy and many industries.

n In November of 2010, a few employees of Cannon – an engineering firm with offices in Bakersfield – were discussing the need for water wells in developing countries. Less than two months later, Cannon had raised over $10,000 through donations, enough to build two wells in Ethiopia. The two water wells that the extended Cannon family has funded will be built later this year. When completed, each well will provide clean, safe water for 250 people.
