Thanks to the efforts of volunteer John Simonette, CACF

completed the extensive materials for the Council on

Foundation’s National Standards accreditation process,

attesting to the fact that CACF is following the best

practices in its policies and operation. CACF received this

accreditation award early in 2013.

The Foundation’s continued record of successful service

to the Charlottesville area is based on the leadership of

its volunteer Governing Board and committees, the work

of a dedicated staff, and the exceptional generosity of the

donors acknowledged in this report. Thank you for your

support of the Foundation’s work and your commitment to

this community.

The Charlottesville Area Community Foundation (CACF)

had another very strong year in 2012. CACF set records

for a single year by providing more than 1,100 grants,

totaling $7.9 million. The Foundation reached $53 million

in total grants made since its founding. Contributions to

the Foundation were over $9.5 million, the third largest

amount in CACF’s history, and contributions since its

inception reached more than $130 million by year’s end.

The Foundation had a record high of working and deferred

assets of $105 million.

Donor relationships are of critical importance to CACF. In

2012, the Foundation created ten donor-advised funds, two

agency endowment funds, and three designated funds,

bringing the total number of CACF component funds to 196.

Four Governing Board members retired in 2012, following

many years of dedicated service to the Foundation:

Charles Baber, Dawn Heneberry, James Peterson, and Zan

Short. The Governing Board appointed three new Board

members at its December 2012 meeting: Joseph W. “Rick”

Richmond, Leonard W. Sandridge and Bruce Woodzell. In

addition, Kathleen Bowman was appointed Secretary of the

Foundation, replacing O. Whitfield Broome, who continues

as Chair of the CACF Audit Committee. In 2012, new

members of the CACF staff were Constance (Cammie) Waite

as Senior Vice President for Finance and Administration, Jon

Nafziger as Director of Donor Relations and Programs, and

Nareen Scott as Office Manager. Holly Hatcher, Director of

Programs and Donor Engagement, stepped down after five

years of excellent service to CACF.

Grantmaking is at the heart of all Foundation activities

and, in 2012, CACF implemented a new Collaborative Grant

Initiative with a $100,000 gift to the Mental Health and

Wellness Coalition, and a $100,000 commitment to the City

of Promise partnership. The CACF Community Endowment

awarded approximately $570,000 to 41 nonprofits, including

$55,000 to the Boys & Girls Club, $50,000 to the Community

Investment Collaborative, $40,000 to StreamWatch,

$35,000 to Charlottesville Tomorrow, and numerous smaller

grants. The Nelson County Community Fund and Louisa

County Community Fund also made significant gifts, guided

by citizen committees in those counties.

The CACF Future Fund of young philanthropists awarded

$55,000 in grants to two local agencies. And, as in past

years, the Bama Works Fund of Dave Matthews Band

continued its unprecedented generosity, with more than

$1.1 million in gifts benefiting a wide number of

organizations serving the Charlottesville area.

For more than 45 years, the Charlottesville Area Community Foundation has been dedicated to improving the quality of life for the people of the city of Charlottesville and its contiguous counties. Together with our donors, the Foundation has supported the community with over $53 million in grants since 1967 to nonprofit organizations serving the Central Virginia area. As a local center for philanthropy, CACF works with individuals, families, corporations, private foundations, and nonprofit organizations to carry out their charitable objectives and address emerging community issues. In 2012, CACF gave the most money and provided the largest number of grants in its history: total grants amounted to $7.9 million and CACF made more than 1,100 separate grants.

Many CACF grants cover the entire seven-county service area. In the list on the right are examples of some of the many specific grants to each area in 2012.

Tuesday Evening Concert Series

Charlottesville: The Community Investment Collaborative received $50,000 to support an entrepreneurship training program for small businesses, and the Mediation Center of Charlottesville received $10,000 for additional mediators and office space.

Albemarle: CACF and the Bama Works Fund provided $20,000 in grants to support the Albemarle Housing Improvement Program (AHIP)’s Seniors Safe at Home and Emergency Home Repair initiatives.

Buckingham: The Buckingham County Public Library was awarded $10,000 for architectural and engineering schematic work for a new building.

Fluvanna: CACF and the Bama Works Fund provided more than $14,000 for the Families Learning Together program to support adult literacy, ESOL, job skills, parenting, and intergenerational activities.

Greene: The Community Endowment Fund granted $10,000 to Tuesday’s Table for free meals to over 5,000 Greene County residents, and the Bama Works Fund of Dave Matthews Band in CACF donated $4,000 for the Chance to Dance program in the Greene County Public Schools.

Louisa: The Louisa County Community Fund supported emergency earthquake recovery, and CACF contributed $4,000 to SNAP (Spay/Neuter All Pets) for low-income pet owners in Louisa County and $10,000 to Louisa County Habitat for Humanity emergency earthquake recovery.

Nelson:The Nelson County Community Fund awarded $95,500 to 12 organizations to support various needs throughout the county, including $27,500 to Monticello Area Community Action Agency (MACAA) for scholarships to Nelson County High School graduating seniors and for financial assistance in emergencies.

Orange: A fund established by the Robertsons during their lives, which continues in perpetuity, granted $90,000 to support various community needs in Orange County and the Community Endowment Fund made a $9,000 grant to Skyline CAP for emergency assistance and housing counseling.

Series children’s concerts, we knew the

musical notes would fall on receptive

ears. The classical and chamber music

series is one of the only in the region to

expose young minds to such a high level

of artistic quality year after year. For

many children it’s a special day to

remember, and for others it may be the

note that sparks the passion of a lifetime.

Since its creation in 1967, the Charlottesville Area Community Foundation has made more than $53 million in grants to hundreds of nonprofit agencies in the Charlottesville area. In 2012, the CACF Governing Board granted $7.9 million in grants from the Community Endowment and component funds. CACF is a collection of nearly 200 component funds. Many of these funds are donor-requested and make grants without accepting proposals (see pages 18 through 21). The funds listed below accept proposals according to the following guidelines:

Community Endowment The Community Endowment is the Foundation’s unrestricted grantmaking

program that provides support to nonprofit organizations working to improve the quality of life in Charlottesville and the surrounding counties of Albemarle, Buckingham, Fluvanna, Greene, Louisa, Nelson, and Orange. Categories of support include human services, education, arts and culture, environment, health, and community enrichment.

Thanks to a major, long-term commitment from the Batten Family Fund in 2009, CACF significantly increased its grantmaking dollars with a greater emphasis on larger, strategic grants. The Community Endowment has two grant cycles a year: a spring cycle, focusing on major grants to area nonprofits in the amounts of $10,000 to $100,000; and a fall cycle, focusing on smaller grants of up to $10,000. Semiannual letter of inquiry process. Deadlines: April 1 and October 1

Ballyshannon Fund Provides grants to nonprofit organizations working to promote citizen understanding of the economic importance of agricultural and forestry enterprises in Central Virginia and the adjacent areas.Deadline: February 15

Bama Works Fund The Bama Works Fund of Dave Matthews Band in CACF supports charitable programs in the Charlottesville area and beyond with a particular focus on disadvantaged youth, needs of the disabled, protection of the environment, and the arts and humanities. Grant applications from beyond the Charlottesville area are accepted by invitation only.Deadlines: February 1 and August 1

Nelson County Community Fund The Nelson County Community Fund (NCCF) in CACF was established by the Nelson County Advisory Committee to provide grants to support nonprofit organizations working to improve the quality of life in Nelson County.Deadlines: June 30 and December 31

Prana Fund The Prana Fund supports projects that assist children and enhance educational opportunities for young people. Special consideration is given to projects with hands-on learning integrating both environmental education and the fine arts. Deadline: November 1

Collaboration Initiative

In 2012, the CACF Governing Board launched a pilot grantmaking program, the Collaboration Initiative, to foster results-driven collaboration among nonprofits, to encourage change in the way nonprofits work together, and to achieve significant and measurable community impact. CACF believes that supporting nonprofit coali-tions that have come together to address a significant community need and that are focused on achieving measurable results will ultimately lead to real solutions to intractable community problems. Area Students Give Back

Youth Service AwardFor 19 years, the Charlottesville Area Community Foundation has brought together one senior from each of the 10 local high schools in the city of Charlottesville and Albemarle County to form the Youth Service Award (YSA) Committee. Schools select these students based on demonstrated excellence in leadership, academics, and community service. Through the Committee, CACF encourages youth to engage in philanthropy and to learn more about their community. Over the course of eight months, students learn about grantmaking, review proposals, make site visits, and select a local nonprofit that serves area youth to receive a $10,000 grant. Since 1994, these student committees have awarded $190,000.

For 2013, the YSA Committee presented its grant to Computers4Kids (C4K), a grassroots, nonprofit agency that uses an innovative combination of long-term mentoring, technology training, job readiness skills, and college-to-career guidance to remove barriers for low-income middle and high school students. Since the program began in 2001, more than 1,000 students have received technology training, over 700 students have been mentored, and over 500 students have received a home computer. The YSA grant will help C4K to upgrade technology in its learning labs, replace aging computers, and update the software necessary to continue to serve 220 students each year.

What’s Fun and Fresh in Local Philanthropy?

The Charlottesville Future Fund

Started in 2009, the Future Fund is an annual giving circle in CACF that provides an affordable way for individuals in their 20s, 30s, and 40s to leverage their charitable contributions to support community needs. Future Fund members become involved in the grantmaking process, meet new people, and learn about their community.

Since inception, the Future Fund has engaged more than 400 people in philanthropy and has given away over $226,000. The area nonprofits which were assisted through Future Fund grants in its first three years are: Charlottesville High School WALK Program, the City Schoolyard Garden at Buford Middle School, the Sexual Assault Resource Agency (SARA), The Women’s Initiative, and the Charlottesville Free Clinic for a Mission of Mercy Dental Clinic.

In Year Four, 140 members pooled their member dues along with the proceeds of the DineLocal.GiveLocal fundraising dinner at the Clifton Inn to provide $55,000 in grants to nonprofits in the community. The members discussed the needs of the area and selected the theme of education. After reviewing proposals, they awarded Jefferson Area CHiP $40,000 to support a home visiting program that works with parents to prepare their children for kindergarten; and Club Yancey with $15,000 to support its after school program at B. F. Yancey Elementary School in rural southern Albemarle County.

CACF Community EndowmentAn unrestricted gift to CACF’s Community Endowment fund allows donors to help the Foundation meet a broad range of community needs and opportunities to improve the quality of life in the Charlottesville area. We use the generosity of past generations to meet current community needs, while providing a way for the current generation to build the endowment to address future needs. CACF encourages current giving to this fund with our Circle of Friends. Through the Foundation’s Community Endowment, the

Board awards competitive grants twice a year in response to the most pressing local needs as they change over time.

CACF Initiatives FundDonors may choose to make a gift to a fund that allows the Foundation to make occasional gifts in areas of strategic importance to CACF and the community.

CACF Vision Fund for Administrative EndowmentDonors can make a gift to support a fund that underwrites the administrative operations of the Foundation.

Donor-Advised FundDonors who wish to be actively engaged in the choice of grant recipients can have an ongoing involvement by recommending gifts to address needs in the Charlottesville area and elsewhere.

Designated FundDonors who prefer to support specific organizations can name a nonprofit organization(s) that will receive regular gifts from a designated fund at CACF.

Field-of-Interest FundDonors can target gifts to have an impact on a particular area of community life—arts, education, animals, aging, environment, etc. Once a donor has identified an area of interest, the CACF Board will award grants to community organizations working in that field.

Committee-Advised FundA group of donors can raise money and collectively make decisions about the charities they wish to support.

Memorial/Honorary FundA donor may create a named fund within CACF dedicated to goals that were important to a deceased individual, or in honor of a living person.

Scholarship FundDonors can set up a scholarship fund to support individuals in their pursuit of additional educational opportunities. The donor determines the criteria that must be met to receive the scholarship and CACF staff handle the administrative details, paying the funds directly to an institution.

Agency Endowment FundCharitable organizations serving the Charlottesville area may create permanent endowment funds within CACF as a means of protecting and building their assets for the future. CACF undertakes all administrative and reporting details for effective investment and efficient management of the agency’s endowment funds.

WHY PARTNER WITH CACF WAYS TO GIVE

Ways to GiveTheFoundationappreciateseverydonor’ssupportandwelcomesgiftsofalltypes.Whether giving a gift now or planning for a gift later, CACF offers simple, varied ways for individuals, families, businesses, and organizations to practice meaningful philanthropy within our community. There are many ways to give:

Outright Gift – Donors can make a gift of cash, stocks, bonds, real estate, or other assets to CACF. The donor’s charitable gift will qualify for tax advantages under federal law.

Gifts may be given to one of CACF’s three unrestricted funds: Vision, Initiatives, or Community Endowment. If donors donate more than $500 annually to one of these funds, they become a member of CACF’sCircleofFriends.

Donors can partner with CACF’sCommunityEndowmentFund and join other donors who make an unrestricted gift for us to continue our competitive and successful annual grants to local nonprofits.

Donors can set up a Donor-AdvisedFund, which allows donors to have an ongoing involvement in the use of that donation by recommending gifts to address issues and needs in the community that they care about most.

Bequest by Will – Donors can designate all or a portion of their estate to CACF.

Charitable Trusts – CACF will work with donors’ financial advisors to create a trust that can benefit CACF’s mission now or in the future. The donors can establish a trust from which they will retain an income stream

for themselves or another family member or give CACF income for a number of years. Gifts can be made of cash, securities, or other assets. Please contact CACF if you would like to discuss these options.

Retained Life Estate – Donors can make a gift of their home, farm, or vacation home; obtain immediate tax deductions; and continue to use the property for as long as they wish. Only after they no longer need the property will CACF assume the usual ownership rights.

Beneficiary Designation of Retirement Funds, IRAs, and Life Insurance – Donors can name CACF as a direct or contingent beneficiary of all or a portion of their retirement funds, IRAs, or life insurance policies.

Transfer of a Private Foundation – Donors who have a private foundation might consider transferring some or all of the assets to a donor-advised fund at CACF. Donors continue to be directly involved in making charitable gifts, but save on the time and costs involved in maintaining a private foundation. Future gifts may receive better tax benefits, and grants may be made anonymously.

Dave Matthews Band members have made a significant impact with their music and

with their local, national, and international philanthropy. In 2012 the Bama Works Fund

of Dave Matthews Band in CACF provided more than $1.1 million in grants, primarily

in the Charlottesville area. This Fund, established in 1998, supports programs with

particular focus on disadvantaged youth, environmental protection, needs of the

disabled, and arts and the humanities. Grants in the Charlottesville area are awarded

through two annual grant cycles; proposals from beyond the Charlottesville area are

considered by invitation only. Bama Works Fund Grant Guidelines and a video focusing

CBIC Tech Tour Scholarship Fund – Established by Charlottesville Business Innovation Council to provide scholarships in pursuit of technology-related careers.

Celebration of Teaching Scholarship Fund – Provides scholarship assistance to an aspiring teacher from Fluvanna County High School and/or a teacher from West Morris Regional High School in Chester, New Jersey.

Charlottesville Scholarship Program Fund – Established by the City of Charlottesville to help low- and moderate-

income Charlottesville residents pursue education beyond high school.

Clark Educational Opportunity Fund – Established by the Clark Elementary School PTO to provide scholarships to current and former students of Clark Elementary.

Emily Couric Leadership Scholarship Endowment Fund – Awards college scholarships to outstanding female high school seniors in Charlottesville and Albemarle who demonstrate exceptional leadership and interest in public policy.

Crofton Hill Scholarship Fund – Provides scholarship assistance for members of Stony Point Volunteer Fire Company and public service and safety organizations in Albemarle County to attend the University of Virginia or Piedmont Virginia Community College.

Fredi Davis Young Writers Workshop Scholarship Fund – Provides scholarship assistance for Charlottesville High School students to attend the summer program at the University of Virginia, with preference given to former Buford Middle School students.

Arletta Dimberg Scholarship Fund – Established to honor Mrs. Arletta Dimberg, a longtime teacher and administrator in the Charlottesville City Schools.

Adam Fargo Memorial Scholarship Fund – Provides scholarships to graduates

of Greene County High School in memory of Adam Fargo and supports other charitable purposes.

Ed Ford Fund – Provides support to help motivated individuals, regardless of educational background, learn construction skills to support themselves and their families.

Benjamin Hair Memorial Scholarship Fund – Established in memory of Benjamin Hair to provide scholarship support to a senior swimmer on the Albemarle High School Swim Team with demonstrated contributions to Albemarle High School and the community.

Ennis D. and Frances Deane Haney Memorial Scholarship Fund – Provides scholarship support for graduating seniors of William Monroe High School.

George W. Haney Hokie Scholarship Fund – Provides scholarships for graduating seniors from William Monroe High School going to Virginia Tech.

One conversation will change a life.

Collaboration can strengthen a

community. This is what CACF believed

when it launched its pilot Collaboration

Initiative grantmaking program in 2012.

It was designed to foster results-driven

collaboration among local nonprofits.

The first grant was made to the

Community Mental Health & Wellness

Coalition, a coalition of 15 agencies and

8 supporting agencies that was formed to

improve awareness of mental health

issues and to increase access to mental

health services. It’s one more way to

gather resources in a growing world and

to support our mutual needs right here

at home.

CACF received more than $9.5 million from its generous donors, the third best year ever (see chart #2). This included more than 2,200 gifts from over 1,500 individuals, corporations, and trusts. The Foundation awarded $7.9 million in grants for the year, the largest amount in CACF history. Fifteen new funds were opened within the Foundation, including two new agency endowment relationships, 10 new donor-advised funds, and three new designated funds.

At the end of 2012, marketable securities were approximately $76.1 million, an increase of more than 11 percent from 2011. In addition, other assets were about $230,000, and beneficial interests in deferred gifts and irrevocable trusts were $28.7 million, bringing the total assets for CACF to more than $105 million (see chart #3).

The diversified mix of investments had solid growth in 2012, with a total return of 10.59 percent. The average annual return since the Foundation began tracking total performance (in 2005) has been 5.77 percent versus our benchmark of 4.67 percent. To achieve these

results, CACF has invested roughly 26 percent in fixed income, 54 percent in equities, and 20 percent in a hedge fund of funds (see chart #1). At year end, CACF withdrew 1 percent of our total assets from the hedge fund and added to its international equities, both in developed and emerging markets.

During 2012, the Investment Committee reviewed and made some changes to CACF’s Investment Policy Statement, agreed to add new fund managers, and adjusted the percentages in various investments. The Audit Committee completed an internal control examination and provided guidance on and

review of all taxes and deferred assets. The firm of Bowling, Franklin & Co., LLP, once again audited the Foundation’s financial statements and prepared the Foundation’s 990 tax return.

With the help and generous time of John Simonette, CACF filed for and received national accreditation with the Council on Foundations National Standards Board.

The Governing Board establishes the Foundation’s policies and priorities and makes final decisions on grant authorizations. Governing Board members are community leaders who have demonstrated an exceptional commitment to improving the quality of life in the Charlottesville area.
