Qatar has undergone comprehensive development in many socio-economic aspects in the last 340 years, emerging from a remote desert enclave into a flourishing modern state, embracing the heritage, traditions and culture that helped shapinged its strength and purpose while adapting to state-of-the art technology.

H. H. Sheikh Hamad Bin Khalifa Al-Thani, the visionary Emir, has laid down the foundations for the future of this country. A future that is so promising with strong emphasis on building the capabilities of Qataris and continuous development and diversification of the available resources.

Qatar continues to invest in its industrial cities with the view to renewing their infrastructure facilities to meet new challenges and respond to the changing needs of businesses and the community. For this reason, Mesaieed Industrial City (MIC) was established to meet the challenges of upgrading its old existing infrastructure while planning for new projects developments and to seize the industrial investment opportunities they areit is presented with. As MIC continues to grow, there are many challenges ahead to make it a multi-national, modern and environmentally friendly place to work and live in. Over the past few years, MIC has succeeded in planning and managing the transformation of the Mesaieed area into a booming business and industrial cityarea, capable of competing and attracting the world’s best companies.

MIC has also achieved strong and rapid growth in attracting smalland, medium-sized and support industries in addition to new major joint venture projects and large expansions initiated by the existing heavy industries. Thisis expansion in the development of small and medium sized industriesal projects is a vital part of Qatar’s industrial diversification drive and will help meet the challenges and opportunities that come with growing international commerce and common global economic concerns.

Qatar›s fast growing modern cities continue to provide more excellent housing, educational institutions, medical services, green areas and a variety of recreational facilities to a growing multinational population supported by well-planned safe roads, utility and communication infrastructure networks. This growth and provision of services are also quite obvious at Mesaieed Industrial City (MIC), a city which over the years, has grown from a primarily port facility for the export of crude oil, to Qatar›s principal industrial city and the centre for gas-based, petrochemical, oil refining and metallurgical production activities.MIC’s existing infrastructure and utilities are being upgraded with state-of-the-art facilities and services to support existing, as well as new industries. Following a number of major expansions since 1996, Qatar Petroleum is precedingproceding with multibillion dollars joint ventures partnerships in MIC with internationally renowned firms. Most of the projects, which are at various stages of completion or implementation, are located in MIC where they can take advantage of local resources and provide added value to the available raw materials.MIC’s Industrial Area currently accommodates an expanding oil refinery, a fertilizer complex, petrochemical complexes, natural gas liquids plants, a steel mill, a world class aluminum smelter and many other world class downstream facilities.Recently, MIC has created a New Light Industries area to accommodate small and medium industries which support both the existing and future planned basic heavy industries as well as the construction materials industries, which is helping meet the demands of the burgeoning urban development in the country and the demands of the mega infrastructure projects. This emphasis in on the development of small and medium sized industriesal projects, and projects supports one of the most vital cycles of Qatar’s industrial development.MIC also operates a fully-serviced 24 hour ISPS Certified Industrial Port which handles over 60% of Qatar’s GDP. MIC also provides healthcare, housing, recreational, shopping, municipal services and other amenities to Mesaieed’s industries, commercial businesses and residents.Implementation of MIC’s Integrated Master Plan continues, with Phase One being completed on schedule and Phase Two is in progress for completion over the next few years. • The land is mainly rocky plains with some moun-tains and sandy hills.

Qatar Petroleum (QP), formerly Qatar General Petroleum Corporation, is a state-owned corporation responsible for all phases of the oil and gas industry in Qatar. Its operations include exploration, drilling and production, transport, storage, marketing and sale of crude oil, natural gas liquids, liquefied natural gas, gas-to-liquids, refined products, petrochemicals and fertilizers, and providing helicopter and other services.

QP’s operating philosophy is focused on full-chain integration, where it seeks to achieve significant involvement in all segments of the oil and gas chain. QP is the major source of revenue for the State of Qatar and is the primary producer of energy products. It plays a major role in developing and training nationals so that their contribution to the national oil corporation continues to grow.

With approximately 80 billion dollars worth of investments in energy projects during the next five years, Qatar is planning to further expand and diversify the production capacity of gas, oil, and petrochemicals. Most of the projects under construction are world-class and in some cases bigger than anything yet built in the world.

Today, Qatar is the largest producer of LNG in the world. The North Gas Field is considered to be the largest single

non-associated gas reservoir in the world with total proven reserves of 900 trillion standard cubic feet (TSCF).

By the end of 2011 Qatar will be reaching all the important markets around the globe with an export capacity of 77 million tons per annum delivering gas at competitive prices to the most distant markets in the USA, Asia and

Europe. By then, it is expected that the share of Qatar in the world’s LNG trade will be around 30%.

In the oil sector, a multi-billion-dollar development will increase our oil production to 1.1 million barrels per day in 2011.

When drilling began at the Dukhan oil fields in 1947 and the reservoir yielded its first output, field operators were faced with a major issue, which was to find a port to dispatch the first shipment of crude oil. Because the waters on the west coast of Qatar weren’t deep enough for crude carriers, a deep natural harbour with a protective reef was identified on the eastern coast of Qatar, at Mesaieed. The first crude oil production was sent eastward by pipeline and shipped from Mesaieed on December 31, 1949. Shortly after, a tank farm and an oil export terminal were built. In 1960, the Qatar General Petroleum Corporation Refinery (then known as NODCO - National Oil Distribution Company) was built and Mesaieed’s future as a major regional energy hub was cast. As the years passed, Mesaieed continued to grow to become a major regional industrial city which now bears the true trademarks of maturity and success.

Today, about 60 percent of Qatar’s economy flows through Mesaieed. What began as an idea or suggestion in 1949 has now become the centre for Qatar’s downstream activities and a multi-national, modern and environmentally friendly place to invest, work, and live. Mesaieed is presently home to an array of industrial giants, petrochemical leaders and small and mid-sized downstream entities. Mesaieed has continued to achieve strong growth, especially in attracting medium-sized and support industries in addition to joint ventures projects initiated by the existing industries. Today, in addition to the oil receiving terminal and export facilities, the industrial area accommodates an oil refinery, a fertilizer complex, a number of petrochemical complexes, a natural gas liquid plant, large metallurgical industries (steel and aluminium) and many other downstream activities. A separate light industries zone exists for light and support industries, which continues to be expanded and upgraded to 8

attract new investment.

Until 1996, the Ministry of Municipal Affairs and Agriculture managed the Mesaieed area, which was then taken over in 1997 by Qatar Petroleum which established the Mesaieed Industrial City (MIC) Directorate to manage the 117 Square Km. area and act as a single point entity to provide “one-stop” services to existing and prospective investors, businesses and industries in Mesaieed. MIC’s mandate is to ensure systematic planning and development of Mesaieed and to oversee the development and staged implementation of the Mesaieed Master Plan. Its major role is to provide port, marine and infrastructure facilities to all businesses to the extent that such facilities are utilized to their maximum capacity. In addition, MIC is responsible for developing and upgrading the heavy, medium, general, and light industries to meet the needs of the larger businesses through strategic development planning and land allocation while recognizing that fast-tracked procedures are crucial to achieve success.

MIC is also responsible for promoting Mesaieed both locally and internationally as an excellent investment location where investors can operate in an efficient, profitable, safe and healthy environment. MIC works as an integrated team which leads the investor from the initial query exchange stage, to the construction and commissioning of their plant while bringing them in contact with the relevant government agencies. This ‘one stop shop concept’ speeds up the process of acquiring the required governmental regulatory approvals and permits. 9

The Mesaieed Master Plan is a long term strategic plan which serves as the overall blueprint guiding cohesive and sustainable development over a 25 year (2006 – 2030) horizon, and secures Mesaieed Industrial City’s continued sustainable growth and progress. Town AreA DeveLopMenT

The Mesaieed town currently accommodates 35,000 persons and the Master Plan projects a population over 150,000 inhabitants within the 2030 plan horizon. This growth will be the result of the projected expansion in industrial activities in MIC. The strategy is to carry on with the expansion and modernization of the town, including residential areas, and the enhancement of healthcare, educational, commercial, park and recreational facilities.

A new shopping complex, schools, and labour accommodation facilities have been built, and recreation facilities are currently being added and expanded. The construction of the new QP central administration complex accommodates all QP non-operational staff in Mesaieed was occupied in 2011. Extensive road network, utilities, lighting and beautification with landscaping & irrigation will be completed by 2012, making Mesaieed a truly modern industrial city.

Key plans for the Mesaieed town involve the recently completed Phase 1 Housing project which consists of more than 1500 housing units, including schools & recreation facilities and approval for Phase 2, which consists of an additional 5200 housing units along with additional schools, recreation clubs and commercial facilities.

MIC is also home to Mesaieed Port, which has grown steadily from a solely crude loading terminal to a busy 30 berth multi-product port. MIC’s Port Department is the single port authority for Mesaieed Port and is responsible for all general and bulk cargo handling (stevedoring) on the port’s commercial berths. It is also the agent for all hydrocarbon vessels bound for Mesaieed to load crude oil, butane, propane, ethylene refined products and other downstream hydrocarbon products as well as metallurgical products (steel and aluminium), fertilizer, bulk raw building materials and container shipping.

Since Mesaieed Port is accessed via a 36 mile channel, it is responsible for all deep draft vessels movement ensuring safe and efficient navigation of vessels through a very busy port, handling all types and sizes of vessels. It also provides services such as crew changes, quarantine, medical and police clearances, stores and provisions, immigration and transit.

The Port of Mesaieed is the gateway for the export and import of raw materials and petrochemical products to support the industrial growth in MIC and southern Qatar. Due to its strategic importance, Mesaieed port is planned to expand progressively due to the increasing vessel traffic, which is estimated to double over the next 10 years and improve its overall capacity in receiving and handling larger ships and tonnage of various industrial commodities to efficiently respond to current and future industrial requirements.

Mesaieed Industrial City is home to a well-diversified hydrocarbon industry which includes crude oil refining, gas processing, primary and downstream chemicals and petrochemicals production, and metallurgical production. As Qatar Petroleum continues to embark on a variety of joint venture initiatives with local and international investors in the oil and gas sector, MIC’s hydrocarbon industry growth is expected to continue its momentum with the expansion of existing industries as well as the introduction of more value-added major and downstream projects that complement the development of an integrated hydrocarbon production chain, fulfilling the “eco-industrial park” concept of efficiency and maximization of resources and product/value chains. Therefore, major initiatives and projects are planned for phased implementation to accommodate the diverse and increasing demands of the industries and investors.

The development of the general and light industries is to facilitate the establishment of small and medium enterprises and provide them with the necessary infrastructure. Over the last five years, MIC Management has placed great emphasis on the support and development of small and medium size industrial projects, which represent a major phase of industrial development and expansion in Mesaieed Industrial City. One area which is under development is dedicated to Construction Materials industries in support of the national mandate to relocate these industries from the Doha Industrial area. Included is a 14 square kilometre General Industries area which covers one square kilometre for the development of a Support (Construction) Industries zone. This zone is dedicated to the construction materials industry and will house industries dealing with ready-mix, pre-cast concrete, tiles and other building material products. The area, with more than 60 projects commissioned so far, also supports the government’s strategic plans to develop and diversify the industrial sector through the establishment of small and medium size industrial projects primarily in the metallurgical, engineering and plastics/chemicals sector. Industries within these areas are ‘downstream’ from the existing heavy industries and are intended to support existing and future heavy industrial plants. 13

MIC focuses on environmental issues and implements MIC’s guidelines and waste management strategy, as well as enforcing Qatar’s environmental laws. Other environmental activities include extensive monitoring of groundwater, air, and marine environment, as well as public awareness campaigns, and the oversight and maintenance of the Hazardous Waste Treatment Centre to ensure effective management and disposal of all hazardous waste in the State of Qatar.MIC’s environment plan focuses on providing a healthy,

clean, safe and environmentally friendly city that is attractive to businesses, investors and its residents. MIC has a comprehensive multi-phase strategy to monitor environmental protection efforts in all its forms - sea, land and air. In addition, it is responsible for the management of all waste including recycling and disposal procedures.MIC is also committed to applying the highest standards

of health and safety to help ensure that all people who may be affected by the activities being undertaken in the development of the area. MIC provides safety monitoring, auditing and implementation of safety policies, standards and safe working practices. It investigates accidents and is responsible for fire fighting response and emergency response coordination within the area.

Qatar Petroleum›s Gas Operations complex in Mesaieed manages the complete value chain for non-associated gas production, associated gas and NGL liquids processing, local transmission and distribution and export of liquefied petroleum gas (LPG) and condensates. The assets under the Gas Operations include:

- Non-associated gas production facilities at North Field Alpha offshore and Khuff Gas onshore fields

- Gas / NGL processing facilities, LPG / Condensates storage tanks and Jetty in NGL Complex, Mesaieed for fuel / feedstock for local industries and exports

- Cross-country Transmission and Distribution pipeline network for distributing various hydrocarbon gases and liquids as fuel / feedstock to numerous power plants and industrial units throughout the State of Qatar.

The Qatar Petroleum Mesaieed Refinery began as a small topping plant in 1958 and has grown years into a major crude oil refining organization. The Refinery›s main activity is to process crude oil and condensate into a variety of finished products which are intended to meet both domestic and export markets. The main finished products are liquefied petroleum gas (LPG), petrochemical naphtha, premium and super grades of gasoline, jet fuel, diesel, decant oil and fuel oil.

The total annual refined products exported amount to roughly 2.0 million metric tons. The Refinery also imports 700,000 metric tons of LGO and 50,000 metric tons of Jet A-1 in order to meet local demand.

Qatar Petrochemical Company Ltd. (QAPCO) was established in 1974 as a joint multinational venture to utilize the associated and non-associated Ethane feed from petroleum/natural gas production in Qatar. QAPCO is currently owned by Industrial Qatar (80%) and by TOTAL Petrochemicals of France (20%).QAPCO began production in 1981 and soon became

established in the global market for its commitment to quality and reliability. QAPCO is one of the leading producers of ethylene and low-density polyethylene (LDPE) in the Middle East Region. A substantial part of ethylene is consumed for the production of LDPE of various grades, which are exported under the ‘LOTRENE’ brand.QAPCO’s manufacturing facilities consist of an Ethylene Plant

with a designed annual capacity of 720 KTA; two Low Density Polyethylene (LDPE) plants with a global capacity of 400KTA; Sulphur plant of 70KTA; Hydrogenated Propane/Butane Mix unit of 55KTA; and a Hydrogenated Pygasoline unit of 45KTA.

The Qatar Fertilizer Company (QAFCO) was founded in 1969 and is owned by Industries Qatar (75%) and by Yara Netherland (25%). QAFCO was Qatar’s first large-scale venture in the petrochemical sector and was established with a view to diversify the economy and utilize the country’s substantial gas reserves. After several successful expansion projects over the past three decades, the company has evolved into a world-class fertilizer producer. With an annual production capacity of two million metric tonnes

(MT) of ammonia and three million MT of urea from four Ammonia and four Urea plants, QAFCO is now the world›s largest single-site producer of urea. The QAFCO-5 expansion project which will be completed in late 2011 will raise QAFCO›s annual production capacity to 3.8 million MT of ammonia and 4.3 million MT of urea and will make QAFCO the world›s largest single-site producer of ammonia and urea. The Qatar Fuel Additives Company (QAFAC) was established as a Qatari joint stock company for the production of methanol and methyl tertiary butyl ether (MTBE). The plant produces 830,000 tons of Methanol annually, of which 600,000 tons is earmarked for export. The balance is used as feedstock for the MTBE plant which is designed to produce 610,000 tons of MTBE. The plant produces Methanol from natural gas supplied by QP and produces and supplies Methanol and MTBE to local, regional and international markets.

The Qatar Aluminium Company (Qatalum) is an equal joint venture between Qatar Petroleum and Hydro Aluminium; with the ability to produce 585,000 tons of high-quality primary aluminium products per annum from twin 1.2 kilometre pot lines. Qatalum’s facilities also include a carbon plant, port and storage facilities as well as a captive power plant.

This fully-integrated aluminium plant in Mesaieed Industrial City occupies an area of approximately 2.7 square kilometres and consists of a smelter, cast house and carbon plant as well as a captive power plant and port and storage facilities.

Qatalum has also incorporated a port and storage areas into its facility in order to increase efficiency and streamline the production process. The use of this specialized technology and site integration has made Qatalum one of the world’s most efficient and environmentally friendly aluminium producers.

The state-of-the-art cast house produces value-added products such as extrusion ingots and foundry alloys that meet the stringent quality standards of Qatalum’s global customer base. Used in a variety of industries including the automotive, construction, engineering and in the manufacturing of consumer goods.

The Qatar Petrochemical Co. (Q-Chem) is owned by Qatar Petroleum (51%) and Chevron Phillips Chemical International Qatar Holdings LLC (49%). The Q-Chem facility is a world-class integrated petrochemical plant capable of producing high-density and medium-density polyethylene (HDPE & MDPE), 1-hexene and other products, using state-of-the-art technology provided by Chevron Phillips Chemical, a major integrated producer of chemicals and plastics.The Q-Chem complex in Mesaieed is comprised of an

ethylene unit capable of producing 500,000 metric tons per annum (mtpa), a polyethylene facility capable of 453,000 mtpa, and a 1-hexene unit capable of 47,000 mtpa. Q-Chem assets also include a sulphur recovery and solidification unit, a bagging and storage warehouse, a nitrogen unit, a water treatment plant, seawater cooling system, dock facilities and various administrative buildings.

SEEF Limited was established in July 2004 as a joint venture company with Qatar Petroleum (80) and United Development Company (20%. Its plant is located adjacent to the QP Refinery in Mesaieed Industrial City and started production March 2006. It produces 100,000 metric tons of Linear Alkyl Benzene annually, a detergent intermediate used for the manufacture of environmentally friendly household detergent. It also produces 3,600 tons per annum of the by-product Heavy Alkyl Benzene, which is used as lube oil base stock – both of which are sold to customers spread across South East Asia, Far East, GCC, South Africa, Mediterranean, Europe and the USA.

MIC began developing the Light and Support Industries Zone in 2000 with the aim to develop the area to facilitate establishing medium and small size industries and to provide the basic infrastructure and facilities needed. About five million square meters have been dedicated for this zone which is divided into two main areas:

This area includes construction materials, engineering, plastics, chemicals and metals industries with more than 60 projects commissioned to date. The area is being developed in phases to provide the necessary services and basic infrastructure.The first phase, of one square kilometre, was completed in

2005 and is dedicated to the construction materials industries in support of the national drive that requiring all such industries to be moved from an existing industrial area in Doha to be in close proximity to the raw materials imported through Mesaieed Port. These industries include asphalt, ready-mix concrete, precast concrete and related building materials.The second phase was started in mid 2009 and is programmed

for completion by early 2012. This phase is being developed in stages and areas transferred to investors as each stage is completed, supporting the urban and industrial development of Qatar.

Qatar Plastic Products Company (QPPC) was established in 1998 and is equally shared between Qatar Petrochemical Company (QAPCO), Qatar Industrial Manufacturing Company (QIMCO) and FEBO of Italy. QPPC began commercial production in August 2000 in its production facility is located at Mesaieed Industrial City and produces plastic film for industrial packaging using blow extrusion process.It produces numerous plastic products including form, fill and

seal (FFS) film; shrinkable hood; shrinkable film; construction foil (polythene sheet); polyethylene sleeving; greenhouse and agricultural film; top open bags; general purpose film and heavy duty trash bags – all of which are tested in QPPC’s own quality control department. Approximately 90% of its production is being sold to the local market while the balance is marketed in other Gulf countries and in Europe.

Gasal was established in 2006 as a joint venture between Air Liquide, Qatar Petroleum and Qatar Industrial Manufacturing Company, in order to provide industrial gases such as oxygen, nitrogen, hydrogen and argon to the steel, oil, gas and chemical downstream industries in Qatar.

In April 2008, Gasal commissioned a new air separation unit and subsequently completed the installation of the country’s first nitrogen pipeline network supplying the downstream refining and chemical industries in the Mesaieed area.

Gasal supplies industrial gases to its customers either via pipelines, which are directly fed from Gasal to their customers in Mesaieed or via road rankers. Some of Gasal’s customers in Mesaieed include Qatar Steel, Qatofin, QP NGL, Q-Chem II, QAFCO, and QVC.

In 2008, Sud-Chemie became the first manufacturer to commission a catalyst production plant in Qatar which is used to convert natural gas into diesel based on gas-to-liquid (GTL) process, plus another process for converting natural gas into higher grade chemicals. The plant is situated in Mesaieed Industrial City and supplies catalysts to the Gulf States with a focus on the fast growing market of Qatar. Sud-Chemie’s Mesaieed plant offers solutions for the chemical,

petrochemicals and refinery industries, e.g. gas-to-liquid process, energy storage, hydrogen production, and off gas purification. Key markets served by its absorbent division include the consumer goods, packaging and foundry industries as well as the paper and plastic industries and water treatment.

considered by many Engineers to be among the most cost effective techniques for combating corrosion. With an initial capacity of 60,000 TPY, Q-Coat has expanded its facilities to produce 100,000 TPY to be the largest epoxy coating plant in the region.

QATAr MeLAMIne CoMpAnyThe Qatar Melamine Company (QMC) is a joint venture

between the Qatar Fertilizer Company and Qatar Intermediate Industries Holding Company plant in Mesaieed produces Melamine, chemical product used in laminates, wood adhesives, surface coatings and textile treating and benefits from QAFCO’s production of high quality urea as feedstock.The plant has a production capacity of 60,000 tons per annum

and will be the largest melamine plant in the Middle East as well as the second largest in the world.

GuLf forMALDehyDe CoMpAnyThe Gulf Formaldehyde Company (GFC) was established

in 2003 by the Qatar Fertilizer Company in partnership with Qatar Industrial Manufacturing Company, United Development Company and the Ladies Investment Company. It began operations in 2004 and produces per day, 82 tons of Urea Formaldehyde Condensate (UFC-85), a viscous liquid with 60 percent formaldehyde, 25 percent urea and 15 percent water. Eighty percent of the UFC-85 produced is used by QAFCO as an anti-caking agent in the production of urea, a solid fertilizer, and one of QAFCO’s primary products.

Besides local clients like Qatar Petroleum and its subsidiaries, Qatar Fertiliser Company, and Qatar Steel Company, Q Ship’s clients include all the major oil and gas companies and leading international trading companies. During the period 1994 to 2003, Q Ship also owned vessels and operated in the Dry Bulk segment and the company is poised to make a return to the Dry Bulk segment at an opportune time.

The Qatar Acids Company (Q-Acid) is a fully owned subsidiary of the Qatar Industrial Manufacturing Company and was established in 2000 to produce sulphuric acid using locally available sulphur, a by-product of Qatar’s hydrocarbon industry. The sulphuric acid produced at the plant is used in natural gas, petroleum and petrochemical industries as an auxiliary chemical. It is also used in the production of inorganic sulphate such as ferrous sulphate, aluminium, zinc and copper sulphate.

The Q-Acids plant receives its supply of raw material, molten or solid sulphur from the LNG plants in Qatar, QP’s NGL plant in Mesaieed as well as from QAPCO and Q-Chem. The plant has an annual production capacity of 10,000 tonnes, which will have to be expanded with the consumption of sulphuric acid expected to increase with the commissioning of new hydrocarbon projects in Qatar.

The sulphuric acid produced at the plant is used in natural gas, petroleum and petrochemical industries as an auxiliary chemical. It is also used in the production of inorganic sulphate such as ferrous sulphate, aluminum, zinc and copper sulphate, also as a water treatment chemical, et
