SUMMARY OF ACTION: Recommendation of approval to the Community Development Director will allow for alterations to the existing commercial structure to accommodate an orthodontist office.

IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: None.

RECOMMENDATION: It is recommended the Architectural Review Committee (ARC) review the proposed project and make a recommendation to the Community Development Director.

BACKGROUND: The subject property is zoned Fair Oaks Mixed-Use (FOMU) and requires review by the Architectural Review Committee (ARC) because the project proposes changes to a structure located in a commercial zone (Attachment 1). The 6,650 square foot property is developed with a 4,959 square foot commercial building built in 1961. Parking is provided in the shared lot behind the building.

ANALYSIS OF ISSUES: Existing Conditions The existing building consists of four tenant spaces, all of which currently vacant. An entrance located at the front of the building serves the main tenant space, and the other suites are accessed through doors on the eastern and rear elevations. The defining feature of the building is the stone veneer on the front elevation. The front entrance is recessed from the front façade located at the southeast corner of the building.

ARCHITECTURAL REVIEW COMMITTEE CONSIDERATION OF ARCHITECTURAL REVIEW 20-004 MAY 18, 2020 PAGE 2 The stone veneer continues around to the eastern façade, which has several windows and two doorways into the different tenant spaces. The existing western façade is relatively plain with a single entrance door and window. The site can be accessed by a number of driveways on adjacent properties. Reciprocal access easements and shared parking agreements are in place with the adjacent property owners. Proposed Renovations The applicant is proposing a thorough exterior remodel of the entire building. The stone veneer will be removed and replaced with a variety of materials to create a modern design. Three (3) tower elements are proposed: one on the south elevation and two on the eastern elevation. The towers will raise the overall height of the building by approximately seven feet, to 19 feet, but still well below the maximum building height of 35 feet. The project proposes a variety of materials and colors to modernize the appearance of the building. The primary cladding material would be a smooth stucco, with the body portion painted a green-gray color, and off-white used as an accent color. Steel awnings above the entrance and west elevations combined with steel columns and metal wall panels on the tower elements will provide additional texture and color to the building. The steel awnings and columns would be painted slate gray, and the finish on the metal wall panels will be a dark bronze. New planters along the front and rear of the building will add even more color and textures to the site. A new trash enclosure is proposed at the rear of the building. The project also includes new disabled parking striping and code required accessibility upgrades. Design Guidelines Although the proposal does not include the construction of a new building, the renovations align with the objectives of the Design Guidelines and Standards for Mixed-Use Districts (Design Guidelines) (Attachment 2). For example, the Design Guidelines promote active building fronts, and the project accomplishes this by using a variety of colors, materials and the addition of landscaping. The addition of a windows on the front façade increase the amount of fenestration as encouraged by the Design Guidelines. With regards to building design, the three tower elements and the addition of awnings provide a three-dimensional detail to create visual interest, as encouraged by the Design Guidelines. Signage Signage for the business is not depicted on plans, and will be processed under a separate application at a later date.

DISADVANTAGES: None identified. ENVIRONMENTAL REVIEW: The project was reviewed in accordance with the California Environmental Quality Act (CEQA) and determined to be categorically exempt per Section 15301(a) of the Guidelines regarding minor exterior alterations to existing structures. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City’s website in accordance with Government Code Section 54954.2. ATTACHMENTS:

The proposed project is located at 1054 East Grand Avenue in Arroyo Grande, CA and consists of an existing 4929 square foot single-story structure currently used for commercial retail spaces (four lease spaces currently). This proposal is for a interior tenant improvement of the existing lease spaces to provide for a Dental Office (Suite A) and one additional lease space (Suite B). The proposed project includes 30 square foot of additional building area located along the street frontage of East Grand. The project will provide parking lot upgrades to include accessible parking spaces and paths of travel to the entrances of the lease spaces. Building signage shall be submitted under a seperate sign application to the City of Arroyo Grande.

ACCESS: The existing primary access to the site is taken off of East Grand Avenue between 1054 East Grand Avenue and 1040 East Grand Avenue.

PARKING: The parking for this building is included in a reciprocal parking agreement perfected on May 19, 2006, DOC#2006-042519, which includes a total of 94 parking spaces between the five parcels (A-E) (four buildings) located on Parcel 1 and 2.
