Listed below are the responses to follow-up items discussed during the Public Safety Committee meeting held on Monday, August 24, 2015.

1. Data on the total number of shootings a. See attachment.

2. Data on total number of violent incidences per capita a. See attachment.

3. How many additional officers were put out on the street with the use of additional overtime funds? a. The additional overtime is the equivalent of 5,750 officers working 4 hour shifts between

June 14 - September 30, 2015.

4. How many reoccurring homeless encampments are there in district 2 & 7? a. District 2 has six active encampments and District 7 has two active encampments. Crisis

Intervention is currently working on the encampment locations to assist those in need with services and relocation.

5. Public Safety Officers - Lake Highlands had a request for officers a. Lake Highlands High School is an R.l.S.D. school which hires off duty Dallas police officers

as school resource officers. The Blue in the School program is directed at 4111 graders and not for high school students. Currently, the Dallas Police Department has youth outreach programs working out of the Lake Highlands Recreation Center.

6. Call Response Time - Data for call time, how long does a call typically take and how long are officers taking in markouts.

a. Data will be presented during the next Public Safety meeting on September 28, 2015.

7. Snapshot of patrol hours versus Special Forces, where are officers being deployed? a. The Crime Suppression Unit and Metro were given 1,000 hours of overtime to place more

officers on the street. Each patrol division was given between 1100 and 1400 hours depending on crime at the respective division. The officers are being deployed in TAAG areas based on crime analysis.

8. Is there a way to make sure the Crisis Intervention staff is working 24hours? a. The current size of the Crisis Intervention staff does not allow for a 24 hour work model.

The Crisis Intervention Unit has nine civilians and one officer. Due to the nature of their work, they most often need to work as a team versus individually.

Dallas County Health and Human Services (DCHHS) announced additional positive human cases and the first death in the City of Dallas for the 2015 season. Furthermore, fifteen positive WNV traps have now been confirmed in various locations throughout Dallas (see attachments) this week.

The City will continue to maintain an integrated mosquito management program as recommended by Dallas County and the Center for Disease Control (CDC) that focuses on surveillance, reduction of breeding sites, community outreach, public education and the use of adulticides.

DCHHS Reports Three Additional West Nile Virus Cases including the Second Death of the Season

DALLAS (Aug. 28, 2015) – Dallas County Health and Human Services (DCHHS) is reporting three additional cases of West Nile infection in Dallas County for the 2015 season, including the second death.

A resident in the 80s age range, who lived in zip code 75061 in Irving and was diagnosed with West Nile Neuroinvasive Disease, has died.

A resident who lives in the 75206 zip code in Dallas has been diagnosed with West Nile Fever. A resident who lives in the 75043 zip code in Garland has been diagnosed with West Nile Neuroinvasive

Disease. DCHHS is awaiting confirmation of the cases from the Texas Department of State Health Services. For medical confidentiality and personal privacy reasons, DCHHS does not provide additional identifying information. West Nile Virus (WNV) is a disease that is spread by the bite of an infected mosquito. Mosquitoes can become infected when they feed on the blood from infected birds. The infected mosquitoes can then transmit WNV to humans and animals. Severe WNV infections can cause neurologic complications such as encephalitis. Milder symptoms include fever, headache and muscle aches. There is no vaccine or specific treatment for WNV. The best way to avoid exposure to West Nile Virus is to avoid mosquito bites. Residents should use the 4Ds to reduce their risk:

DEET All Day, Every Day: Whenever you’re outside, use insect repellents that contain DEET or other EPA approved repellents and follow instructions.

Dress: Wear long, loose, and light-colored clothing outside. Drain: Drain or treat all standing water in and around your home or workplace. Dusk & Dawn: Limit outdoor activities during dusk and dawn when mosquitoes are most active.

Areas in Dallas to be sprayed for West Nile Virus

Dallas – Mosquito pools were confirmed positive for West Nile Virus. Weather permitting; the areas delineated below are scheduled for mosquito control spraying on Wednesday, August 26, 2015 and Thursday, August 27, 2015 between 9:00 p.m. and 5:00 a.m. on each night. Control Areas: The areas to be sprayed are within the following general boundaries: 7700 block of Eagle Trail (75238): White Pine Lane on the north, Whitehill Street on the west, White Rock Trail on the east and Northwest Highway on the south. 2400 block of Bahama Drive (75211): Anniels Drive on the north, Cliffdale Avenue on the west, Kessler Woods Trail on the east and Jefferson Blvd on the south. While the insecticide is approved by the Environmental Protection Agency for treatment, residents in the above areas should avoid contact with the spray by staying indoors. Persons inside a vehicle while trucks are actively spraying should remain in their vehicles with the windows up and the air conditioner on until the trucks pass and the spray is no longer visible. Persons out during the scheduled spraying time should be alert for trucks and should not follow them. Residents who come in contact with the spray are advised to wash the affected area thoroughly with soap and water. The spray breaks down quickly in the presence of sunlight and has no residual effect. Protection against mosquito bites Dallas residents are urged to take precautions against mosquito bites by reducing outdoor activity during evening and nighttime hours. Residents who are outside during these times should cover their arms and legs and use a mosquito repellent. Prevent mosquito breeding Residents should eliminate standing water to prevent mosquito breeding and the spread of West Nile Virus. Breeding places for mosquitoes include swimming pools that are not kept clean, stagnant ponds, pet watering dishes, birdbaths, potted plants, old tires, empty containers, toys and clogged rain gutters and French drains. Standing water should be eliminated promptly, as mosquitoes can grow from egg to adult in as little as seven days. To report standing water or mosquito problems Dallas residents should call 3-1-1.
