These include work at the Tarbela Dam Project, the Mangla Dam Rehabilitation Project, the Kurram Tangi Dam Project, the Golen Gol Hydro power Project, the Patrind Hydroelectric Transmission Project, and Power Transmission System for Wind Projects (also known as the Jhimpir Project); additionally under the Energy PAD there is one Technical Assistance (TA) project Sustainable Energy for Pakistan (SEP) and an Architecture and Engineering (A&E) contract Monitoring Inspection Milestone Verification and Design Review (MIMDR) to monitor the G2G activities compliance. These projects are currently ongoing and are expected to complete within the next five years with a note that these on-going project have different completion dates during the next five years. 1.1 Project completion status The IEE LOP for Energy DO Level PAD was approved at $980,850,000 {this include future funding as well) in 2015. As of December 2018, USAID had obligated the $383,528,158, while total disbursement amounted to $186,577,480 as reimbursement for actual expenses incurred. It is expected that majority of the remaining pipeline ($196,950,678) and un-obligated funds will be disbursed by December 2023. 1 An amendment-1 to the IEE : OAPA-15-JAN·PAK·000G is in process and will be submitted for BEO-OAPA review and approval.

1.0 Purpose and Background:

The purpose of this "Memorandum to File" (MTF) is to extend the expiry date of Initial Environmental Examination (IEE) for the Energy Project Appraisal Document (PAD): OAPA-15-JAN-PAK-00061, till December 31, 2023.

Under the Energy PAD, USAID has provided a number of government-to-government (G2G) energy infrastructure grants to increase generation and transmission capacity on the national grid, including support for four hydroelectric projects and two transmission projects. These include work at the Tarbela Dam Project, the Mangla Dam Rehabilitation Project, the Kurram Tangi Dam Project, the Golen Gol Hydro power Project, the Patrind Hydroelectric Transmission Project, and Power Transmission System for Wind Projects (also known as the Jhimpir Project); additionally under the Energy PAD there is one Technical Assistance (TA) project Sustainable Energy for Pakistan (SEP) and an Architecture and Engineering (A&E) contract Monitoring Inspection Milestone Verification and Design Review (MIMDR) to monitor the G2G activities compliance. 2.0 Environmental Compliance Lessons Learned:2

Environmental compliance is the mandatory requirement of.all USAID funded projects. As· a follow up .requirement of approved IEE; site a_n·d actfvity specific Rapid Environ_men_tal Assessments (REA), Environment~! Documentation Form (EDF) and Environmenta_l Mitigation and Monitoring Plan (EMMP) have been approved by USAIDforenvironmerital compliance during projecfimplem·entation.

USAID has-assigned the task of overseeing environmental compliance efforts of.awardees to ·an Architecture & Engineering _(A&E) monitoring contractor. The A&E contractorensuresthat implementatioh is carried.out in accordanc~ with the approved IEE, respective sit~ ,:!ipedfic environmental document (EA, REA, EDF) and corresponding EMMI>, provisions .of Activity Agreement and all supsequent Project Implementation letters (Pl Ls). The A&E environmental.Team provided on­~he-job training to workers and _labors on effective use of PPEs along with demonstrating-the best practices to reduce waste and injuries. The A&E contractor environment focal persons v·isi.t the project sites periodically to check th_e environment compliance and· provide regular reports··to USAIO COR/PM.

3.0 ThrE:!shold Det~rm.ination:

The Thr~shold Decision. for all activities in the originai IEE remains the same. The broad activities and nature of.al.I activities estab°lished under the original IEE as well as_ a.II conditions, limitations an~ stipulation for revisions established in-the originai IEE, for all activities, remain the same and in force for the ext~nded Life of Project dur'ati.on.

4.0 Revisions:

In accordance with 22 CFR 216.3(a)(9) if a project is revised or ·new information becomes availabie, il'.'IGl'uding· during preparation of an EDF, which inQicates that a proposed action might be "major" and its effects "significant," the determinatio·n Will pe reviewed and tevised by th~ originator(s) of the program and projects and submitted through the-MEO.to the Bureau.Environmental Officers, OAPA, for-approval. If warranteQ, an environmental ~ssessmelit (EA) will be lauriche.d to prepare a scoping statement and EA report. The scoping and EA process, if determine~ necessary during scoping, will follow and complywith 22 CFR 216.3(a.)(4). It is the responsibility of the COR/AOR to inform the MEO.and BEO-OAPA, in a timely m·anner, of any changes in the scope and nature of approved activities. These. changes may warrant the revision of the approved threshold decisions.
