MEETPPU - OVERVIEW DHAN Foundation declared to work on migrants

issue in Malaysia on Oct 02, 2006. DHAN initiated detailed study and rescue

initiatives in Malaysia since April 2008. MEETPPU - Promoted by DHAN Foundation on Feb

26, 2010. MEETPPU – a organization having the members of

return migrants and social activists. Objectives of MEETPPU:

1. Creating awareness and education about migration

2. Rescue the affected migrants from destination to come back their origin.

So for rescued more than 1000 migrants Intensive awareness programmes in 5

districts – Ramnad, Pudukottai, Sivaganga, Virudunagar and Cuddalore

AGENTS

EXPERIENCES OF MEETPPU IN MIGRANT RESCUE OPERATIONS

RESCUE PROCESS TAKEN BY MEETPPU

Receiving a complaint from affected migrant or from migrant’s family

Registering complaint in respective District Collector Office by the affected family members with the support of MEETPPU

Sending the complaint copy with receipt to Malaysian NGO (MGRH), POE and dept of NRT

Malaysian NGO will contact Malaysian - Police, Labour dept, and Indian High Commission

TYPES OF CASES AND APPROACHES

If it is police case, the migrants will be sent to migrant home till that enquiry completes; after a settlement, return ticket will be provided if it is required

If it is labour case, the migrants will be supported for their food and stay, immigration clearance and return ticket

If Indian High Commission intervene, it will take care of every thing – food, stay and return ticket since this year.

If it is detention camp case, the migrants will be contacted directly in the camps , after getting clearance from the camp officials, return ticket will be provided

If it is death case, authorization letter will be received from the migrant family members, that will be submitted to Indian High Commission of Malaysia, they will provide letter, and letters from Malaysian Police and Hospital for body clearance. Vehicle and box arrangement in Malaysia, transport expenses till reaching the body to migrant house.

AFTER RETURNING TO INDIA

Press meet at air port with the return migrants to create public awareness and to bring the issue to Govt officials

Lodging police complaint against the illegal agent; if the agent is a register agent, a complaint will be lodged in POE Office.

Providing transport and food facilities till the migrants reaching their home.

Counciling to migrant and his/her family members

LEARNING

Migrants workers and their family members poor and uneducated; so they do not know proper channel to migrate and proper ways to ensure their rights and to address in their troubles/problems

Govt officials don’t know how to handle the migrants complaints esp. District Collectors and Police Officials

There is no financial support for awareness programmes, legal support and rescue operations

There is no data regarding the migrants and their issues (detention camps and jails)

Unavailability of passport and other legal documents – those who are in detention camps and jails

There is no adequate support from embassies

RECOMMENDATIONS

1. Trainings and awareness has to be ensured for migrants and their family members

2. District level officer to be placed to deal the problems of migrants in select districts where intense migration takes place

3. Separate ministry at state level to be created4. In the embassy, separate department is required

to deal migration under MOIA (Ministry of Overseas Indian Affairs)

5. Govt has to allocate sufficient funds for awareness creation, training, rescue operations, etc.

6. Studies and surveys to be carried out to collect the data related to migration and migrant issues

7. New legislations to address the illegal agents frauds and human trafficking
