Education Portfolio Holder: Cllr Liz Saville Roberts County Advisory Panel Representatives: Cllr. Dewi Owen Locally Elected Members: Dyfrig Siencyn, Linda Morgan, Gethin Williams, Louise Hughes, John Pughe Roberts. Headteacher, Chair of Governors and parent-governor from every primary and secondary school of the catchment. Representative of Bangor Diocese. Officers: Dewi R Jones (Head of Education and chair of Catchment-area Review Panel), Seimon Williams (Schools Re-organisation Project Manager), Tony Bate (Quality Improvement Officer), Hefin Owen (Finance Manager). In addition, other officers are invited to discuss specific matters at the Portfolio Holder’s request Observers: John Blake, Gareth Williams
3. Definition of the Panel’s task Y Gader Catchment-area Review Panel is established to “…gather local evidence (on a catchment-area level) and present different ideas and options to the Education Portfolio Leader”.
The Catchment-area Review Panel’s work builds upon the work undertaken by the County Primary Schools Re-organisation Improvement Working-group which has prepared the Excellent Primary Education for Children in Gwynedd strategy, that was approved by the Council in April 2009. Following a contribution from the Catchment-area Review Panel and the County Advisory Panel, the Education Portfolio Leader will present proposals to the Council’s relevant committees. The Catchment-area Review Panel is considered an important point of contact between the Portfolio Leader and community representatives.
4. The task remit – what are the questions that require answers in order to meet the Scrutiny Committee’s brief?
i) Agree on the task remit, membership and time-table
ii) Consider evidence prepared on the situation in the catchment-area
iii) Establish communication and information sharing methods
iv) Receive feedback from individual schools v) Discuss possible options
vi) Present comments on the Education Portfolio Leader’s proposals
5. Matters intentionally
omitted from the Working Group’s remit
None – the relevant evidence is presented for the Catchment-area Review Panel’s attention prior to the process. Comments are sought for the evidence as well as requests for additional information.
6. Limitations: Statutory – Policy – Financial – Time –
A range of policy factors, financial and others that are a driver for the Panel’s work are identified. These factors include local, county and national requirements.
7. Time-table– target date for completion of the work
The aim is to present the Schools Portfolio Leader’s proposals to the Children and Young People Scrutiny Committee in September 2010. Therefore, the Catchment-area Review Panel will need to complete their discussions by the end of July 2010.
Recommendation That this document be approved as a basis for the Y Gader Catchment-area Review Panel’s work.

a) Defnydd cymunedol o adnoddau ysgolion: Tra bo cyflwr cyffredinol adeiladau’r ysgolion yn ymddangos yn dda, mae diffyg cyfleusterau
addas yn y rhan fwyaf o’r ysgolion (Neuadd / Caeau Chwarae etc) yn ei gwneud yn anodd i ddatblygu ar y defnydd cymunedol a wneir o’r ysgolion
cynradd yn yr ardal. Mae rhai eithriadau i hyn ee ymarferion corau etc mewn rhai ysgolion.
b) Adnoddau Cymunedol eraill y dalgylch a’u mathau o weithgareddau: Fel y dengys y tabl uchod mae darpariaeth eang o adnoddau
cymunedol yn yr ardal, ee Nifer helaeth o Neuadd Pentref (nifer ohonynt wedi eu gwella yn sylweddol dros y blynyddoedd diwethaf, gyda chryn
ddefnydd arnynt), 1 Ganolfan Hamdden i wasanaethu ardal Dolgellau gyfan, 1 Llyfrgell i wasanaethu ‘r ardal, nifer o gapeli (rhai gyda festrioedd) ,
caeau chwarae i blant a chaeau peldroed a rygbi gyda adnoddau chwaraeon. Y tu allan i dref Dolgellau ‘does bellach ond 1 canolfan siopa (Friog).
Mae’r mathau o weithgareddau a gynhelir yn y cymunedau yn amrywiol, ac i’w gweld yn llwyddo ee Corau a Phartion, Merched y Wawr, Sefydliad
y Merched, Cymdeithasau Diwyllianol a Llenyddol, Cymdeithas Ddinesig, Sioeau Amaethyddol a Garddwriaethol, Adrannau’r Urdd a Chlybiau
Ffermwyr Ieuainc, Clybiau Chwaraeon (peldroed, rygbi, bocsio etc), Cwmniau Drama, Sesiwn Fawr, Eisteddfodau a Chyfarfodydd Bach.
c) Rhwystrau i Adnoddau Cymunedol: Er bod adnoddau cymunedol yr ardal ar y cyfan yn dda, mae’n ymddangos fod datblygiad pellach yr ardal
yn cael ei rwystro gan ddiffyg arweinwyr, a hyn yn ei dro oherwydd diffyg swyddi o ansawdd yn yr ardal. Mae’r ardal felly yn dibynnu’n helaeth ar
hunan gyflogaeth, ac mae datblygiad economaidd sylweddol yn anhebygol oherwydd tirwedd gyfyngedig yr ardal.
d) Anghenion Cymunedol i’r Dyfodol: Mae’n amlwg fod y cwlwm cymdeithasol yn llewyrchus yn y mwyafrif o’r ardaloedd , ac mae llwyddiant
Neuaddau Pentref yr ardal a phrosiectau cymunedol eu natur megis Meithrinfa Seren Fach, Cwmni Siamas a Sesiwn Fawr Dolgellau yn arwydd o

b) Other community resources and types of activities: As the above table shows there is a good provision of community facilities in the area eg
Village Halls (some renovated recently and used for a wide range of activities); one Leisure Centre and Library for the area in general, a number of
chapels (some with vestries), children playing fields, football and rugby playing fields with sports facilities. Outside the town of Dolgellau there is
only one shopping centre (Friog). The types of activities held in the villages are varied and appear vibrant eg choirs and parties, Merched y Wawr,
Women’s Institute, Literature and Culture Societies, Civic Society, Agricultural and Horticultural Shows, Urdd and Young Farmers Groups, Sports
Groups (Football, Rugby, Boxing etc), Drama Groups, Sesiwn Fawr, Eisteddfodau and Cyfarfodydd Bach.
c) Obstacles to community based resources within the catchment-area:Although the community facilities in the area are generally good, it appears
that further development in the area could be restricted by a lack of leaders, this caused by the lack of quality jobs in the area. The area therefore
depends heavily on self employment, and a large scale economic development is unlikely due to the restrictive landscape.
d) Community needs for the future within the catchment-area: It appears that community spirit is strong in the area, and the success of recent
village hall renovation projects and community based projects and events such as the Seren Fach Nursery, Cwmni Siamas and Sesiwn Fawr Dolgellau
confirm this. The challenge facing the area is the number of young people leaving the area, and the provision of quality jobs and affordable housing is
an integral part of the solution.

1. Welcome and Apologies
DRJ welcomed everybody to the meeting and introduced the county’s officers and councillors to the panel. Apologies: Gareth Williams (GW); Gwilym R Hughes (GRH); Iwan Parry (IP); Olwen Jones (OJ)
2. Opening Words by the Education Portfolio Holder.
LSR thanked everybody for attending the meeting and explained that the purpose was to present the process involved and the facts to the panel. She said that it was important to bear in mind that the purpose of the review was to discuss that which is in the best interests of the future of children and young people of the area. The panel’s role was outlined, namely to discuss and check factual information and share models so as to obtain the schools’ opinion. It was emphasized that she would be ultimately responsible for the decision to present proposals and that she attended the meeting to hear the views of PAD members.
3. Catchment Area Review Panel remit and membership
SW guided the panel through the Catchment-area Review Panel brief and remit (paper 1).
The panel were asked whether they would be willing to invite any additional members onto the PAD. A request was received to invite Meithrinfa Seren Fach , Brithdir. Following a discussion, it was agreed not to invite them. Schools were asked to ensure that cylchoedd meithrin within their catchment-area participated in the local discussions at the individual schools. It was noted that the Council would prepare a newsletter that would be disseminated following all the meetings. The headteachers were also asked to share the information in the community.
A request was received to invite a representative from Coleg Meirion-Dwyfor. The request was seconded and

it was agreed to invite them.
SW mentioned the 021/2009 circular on Assembly organization proposals that had already been disseminated to the Headteachers. He noted that additional copies were available if requested.
Paper 1 (Catchment-area Review Panel Remit and membership) was approved subject to the above-mentioned adjustments.
4. Work Programme SW presented the work programme, explaining the upcoming process and listing specific dates. It was proposed that the PAD contribute to the process.
LSR explained that an arrangement had been made for her to visit all the schools on 04/05/10 with Cllr. Dewi Owen (the County Advisory Panel representative) and John Blake.
A request was received that the catchment-area councillors also visit the schools. This was agreed and that the councillors would make arrangements with the schools.
It was asked whether the meetings with staff, governors and parents could be held earlier than on 7 June. Following a discussion, it was agreed not to hold them earlier because after the 3rd Catchment-area Review Panel meeting, there would be clearer models to discuss.
It was asked whether parents whose children have not started at the schools could be invited to these meetings. It was agreed that individual schools could invite parents of prospective pupils if that was the wish.
It was asked whether it could be ensured that the Language and Community Impact Assessment could be held soon so as to ensure that there was adequate time to respond to the questionnaires. It was explained that this had been programmed in the work programme. It was explained that Dylan Bryn Roberts (the adviser who will be underaking the task) would be attending the next meeting to explain the procedure and that then a 6 week period would elapse before the 4th panel meeting to hold this. This was accepted by Panel members.
It is intended to hold a session with children and young people so as to try and obtain the children’s opinions. A Council officer has been undertaking this task in Tywyn and Berwyn catchmen-areas with 3-4 senior representatives from the primary schools and youngest from the secondary school convening for the session. It was agreed that this would be an acceptable model for contacting children and young people of the catchment-area, and that officers would contact

schools to arrange a convenient date.
It was asked whether this meteing could be held later next time and it was agreed to start at 18:30.
The contents of Paper 2 (Catchment-area Review Panel Work Programme) was agreed upon, subject to the already mentioned adjustments.
5. Factual Information – Y Gader analysis
TB presented the document and explained that the document would be used as a basis for discussons on any future models. He thanked the Headteachers for checking the document. He guided the panel through the document, explaining the various tables and statistics. Certain things that need checking were listed:
• Indicate distance from home to the nearest school.
• Better explanation of the % capacity
• NPQH Qualification
• Minor changes to the statistics
• Check statistics for outside the catchment-area
• Buildings suitability - the word ‘partly’ is vague. Table needs to be adapted.
• Clarity on the community-based facilities and activities.
• Note regular use of governors throughout the schools.
• Table denoting the schools’ status. It was asked whether the headteachers would have an opportunity to again check the document - –it was agreed to make any changes and send them to the schools to verify so that they could be returned by Wednesday 05 May 10 Similar statistical information was requested for Ysgol Uwchradd y Gader. Agreed:
- Officers to check the statistical pack in accordance with the above-mentioned and circulate it electronically to schools
- officers to prepare a range of similar information on Ysgol Uwchradd y Gader
- schools to check information for their schools and return it to officers
- officers to incorporate all the changes in a composite pack and circulate it with papers for the next PAD meeting

6. Requests for further information
Attention was drawn to 2 documents that had already been disseminated to schools namely Circular 021/2009: Schools Organisation Proposals (Assembly Government), and summary paper of regulations for federalization of schools prepared by SW. It was explained that the papers could be sent out electronically or in writing to
anybody wishing to obtain a copy.

Panel members were reminded that Dylan Bryn would be attending the meeting to explain the process of holding the Language and Community Impact Assessment and that Hefin Owen would also be attending to explain financial matters.
At the next meeting, it is intended to divide into groups to discuss preferred options and models so as to develop analyses of the models to be discussed at the 3rd meeting.
The minutes of this meeting would be sent to the headteachers together with a newsletter to verify and agree at the next PAD meeting prior to publication.
9. Conclusion The meeting ended with LSR noting that she looked forward to working with the members and that she would welcome comments on the process and opinions on any models favoured by PAD members.
Gwynedd Council has a vision to develop a primary education system that will: “Provide education of the highest possible quality that will provide children who attend the County’s schools with the experiences, skills and confidence and enable them to develop into bilingual, successful and complete citizens.” In April 2009, Gwynedd Council approved a strategy that noted that primary educational provision across the county needed to be reviewed. Best Quality Primary Education Strategy for Children in Gwynedd The strategy followed a lengthy period of deliberations and discussion by councillors. During the discussions, presentations were received from several bodies, including:
- ESTYN - Assembly Government - Welsh Language Society - National Association for Small Schools - Schools and Supporters Alliance - Headteachers representing small, medium and large sized schools in Gwynedd - Officers from Gwynedd Council, specifically officers specializing in educational, financial and building related
matters. It was agreed that one catchment-area at a time would have to be reviewed, starting in those areas which gave greatest cause for concern. So as to identify the order in which catchment-areas would be reviewed, a list of criteria was drawn up that considered:
- Class sizes - Change in pupil numbers since 1975 - Suitability of school buildings - School Leadership and difficulties in appointing head teachers - Percentage of pupils being educated outside their catchment-area - Cost per pupil - Empty Places
Through following the above-mentioned criteria, y Gader catchment-area was identified as the third catchment-area for review. A County Advisory Panel will assist the Education Portfolio Holder as she leads inspections per catchment-area. Every political grouping on the Council has a seat on the County Advisory Panel although one member resigned during Summer 2009. Y Gader Catchment-area Review Panel The Y Gader Catchment-area Review Panel was established during April 2010. The Catchment-area Review Panel’s purpose is to assist the Education Portfolio Holder, Cllr Liz Saville Roberts, in drawing up specific proposals for the catchment-area. When setting up the Catchment-area Review Panel, arrangements were made for Council representatives - Cllr. Liz Saville Roberts and a County Advisory Panel Representative, Cllr. Dewi Owen – to visit every primary school in the catchment-area on 4 May 2010. They will have an opportunity to meet head teachers and staff and go around the schools. Similar visits to other catchment-areas have been of great benefit and very constructive. The Y Gader Catchment-area Review Panel initial meeting was held on 29 April 2010. The Panel membership was agreed upon, namely:
- Education Portfolio Holder - County Advisory Panel Representative - Head teacher, chair of governors and parent-governor from every school (primary and secondary) in the
catchment-area.

During the initial meeting, the Panel received several papers as a basis for the work:
- a remit and brief for the Panel - a time-table for the Panel’s work
A statistical paper summarizing the situation in the catchment-area was also received. The paper was initially presented to head teachers at a meeting held with an officer before the Catchment-area Review Panel meeting. The paper provides information on:
- location of schools within the catchment-area - pupil numbers and changes since 1975 and projections up to 2013 - schools capacity and empty places - situation regarding head teachers and recruitment difficulties - class sizes - pupils from outside the catchment-area - schools financial allocations - language profile of schools within the catchment-area - suitability of buildings - facilities and resources at the schools - community use - pupils claiming free dinner
The schools have agreed to study the information and provide adjustments by 6 May 2010. The statistical paper will then be approved by the Panel at its next meeting: The statutory and legal context was also mentioned, principally:
- Assembly Government Circular 021/2009 on Schools Organisation Proposals. This document will form the basis for deliberations when consulting on proposals.
- Analyses by Gwynedd officers of Regulations for Federalization of Maintained Schools (regulations published by Assembly Government during April 2010).
Individual Schools The Council wishes to ensure that staff, parents and pupils are fully aware of ongoing discussions in the catchment-area. The Catchment-area Review Panel accepted a suggestion that the Council prepare a brief newsletter at the end of each meeting to summarize the principal matters discussed. We have also agreed to hold meetings at every individual school led by John Blake, former Education Officer for Meirionnydd Area and Gareth Williams, former CYNNAL chief Adviser as well as officers. Teachers and support staff, governors and parents will have an opportunity to contribute to the discussion and raise specific questions. The meetings will be held during the fortnight commencing 7 June 2010. A discussion group for children and young people will also be established, led by the Council’s specialist officers. This session will be held during June 2010. Language and Community Impact Assessment In accordance with Circular 021/2009 expectations, the Council will hold assessments of possible impact of proposals to re-organize schools on language and communities within the catchment-area. An adviser will lead the work and the proposals will feed in to the Education Portfolio Holder’s final proposals. Time-table The Catchment-area Review Panel’s work programme during Summer 2010 was mentioned.
By the end of the 2010 Summer Term, the Education Portfolio Holder will aim to develop firm proposals for the Y Gader catchment-area that will be submitted to the Gwynedd Children and Young People Scrutiny Committee (22 September 2010), Council Board (12 October 2010) and the full Council (21 October 2010). The time-table for implementing the proposals is subject to the support of the above-committees, and the exact nature of the proposals. The Council will provide further information as the process develops. a) Defnydd cymunedol o adnoddau ysgolion: Tra bo cyflwr cyffredinol adeiladau’r ysgolion yn ymddangos yn dda, mae diffyg cyfleusterau
addas yn y rhan fwyaf o’r ysgolion (Neuadd / Caeau Chwarae etc) yn ei gwneud yn anodd i ddatblygu ar y defnydd cymunedol a wneir o’r ysgolion
cynradd yn yr ardal. Mae rhai eithriadau i hyn ee ymarferion corau etc mewn rhai ysgolion.
b) Adnoddau Cymunedol eraill y dalgylch a’u mathau o weithgareddau: Fel y dengys y tabl uchod mae darpariaeth eang o adnoddau
cymunedol yn yr ardal, ee Nifer helaeth o Neuadd Pentref (nifer ohonynt wedi eu gwella yn sylweddol dros y blynyddoedd diwethaf, gyda chryn
ddefnydd arnynt), 1 Ganolfan Ham
dden i wasanaethu ardal Dolgellau gyfan, 1 Llyfrgell i wasanaethu ‘r ardal, nifer o gapeli (rhai gyda festrioedd) ,
caeau chwarae i blant a chaeau peldroed a rygbi gyda adnoddau chwaraeon. Y tu allan i dref Dolgellau ‘does bellach ond 1 canolfan siopa (Friog).
Mae’r mathau o weithgareddau a gynhelir yn y cymunedau yn amrywiol, ac i’w gweld yn llwyddo ee Corau a Phartion, Merched y Wawr, Sefydliad

b) Other community resources and types of activities: As the above table shows there is a good provision of community facilities in the area eg
Village Halls (some renovated recently and used for a wide range of activities); one Leisure Centre and Library for the area in general, a number of
chapels (some with vestries), children playing fields, football and rugby playing fields with sports facilities. Outside the town of Dolgellau there is
only one shopping centre (Friog). The types of activities held in the villages are varied and appear vibrant eg choirs and parties, Merched y Wawr,
Women’s Institute, Literature and Culture Societies, Civic Society, Agricultural and Horticultural Shows, Urdd and Young Farmers Groups, Sports
Groups (Football, Rugby, Boxing etc), Drama Groups, Sesiwn Fawr, Eisteddfodau and Cyfarfodydd Bach.
c) Obstacles to community based resources within the catchment-area:Although the community facilities in the area are generally good, it appears
that further development in the area could be restricted by a lack of leaders, this caused by the lack of quality jobs in the area. The area therefore
depends heavily on self employment, and a large scale economic development is unlikely due to the restrictive landscape.
d) Community needs for the future within the catchment-area: It appears that community spirit is strong in the area, and the success of recent
village hall renovation projects and community based projects and events such as the Seren Fach Nursery, Cwmni Siamas and Sesiwn Fawr Dolgellau
confirm this. The challenge facing the area is the number of young people leaving the area, and the provision of quality jobs and affordable housing is
an integral part of the solution.

1. Welcome and apologies DRJ welcomed everybody to the meeting and presented
the officers and county councillors to the panel.

2. Matters discussed since the previous meeting
Minutes of the Previous Meeting
It was noted that Catherine Davey’s name needed to be added to the attendance list.
‘Community councils’ needs to be added to point 4.
Having made the above amendments, the minutes were approved and seconded as being a true record.
Newsletter 1
The newsletter was read and was accepted as being a true record. It was agreed that it would now be distributed publicly.
Statistical Analysis
Further amendments were proposed to the statistical document namely:
Point 15 – no children take more than 20 minutes to travel to ysgol Llanfachreth.
Point 8 – Need to verify statistics for Brithdir
Point 11 – still unclear whether or not these rooms are shared.
The schools church status needs to be added to the document.
A little statistical information was provided on Ysgol Y Gader and it was explained that further information would be available by the next meeting.
3. Language, Community and Economic Impact Assessment
DRJ introduced Dylan Bryn to the Panel.
Dylan expressed thanks for the invitation to the meeting and introduced himself, through explaining his role and work that he will be doing as an advsier. He explained that he had already undertaken this work on language and community impact in Tywyn and Y Berwyn catchment-areas.
He explained the process so as to gather opinions on the current language situation at the schools. He will also be disseminating a community questionnaire to the schools to share with parents, it was explained that it would also be shared with establishments and associations in the catchment-area as well as being placed on the Gwynedd website. The consultation would take a month and will report to an extraordinary
meeting of the PAD. 29 June 2010 was set as the date for the extraordinary meeting. It was agreed to outline a timetable to be shared and agreed with the headteachers.
The economic dimension will also be scrutinized, looking at employment, expenditure etc in the catchment-areas.
4. Financial Matters Hefin Owen presented a paper on primary schools allocation and explained the financial facts contained in the document.
5. Discussion on models Groups were formed to receive comments on forming
models. The groups were asked to comment or suggest models on the ‘Group Discussions’ sheet and for a member to report on the group’s ideas. The groups were invited to present models but it was emphasised that the County would also add others.
Group 1
Found it difficult to suggest models but comments were provided on what would be desirable to retain or amend: Mainatin rural education, perhaps with a new rural school. Consider future community and social costs. A lifelong school for Dolgellau and safeguard ysgol Y Gader. It was noted that Fairbourne was very eager to remain in the Y Gader catchment-area.
Group 2
Consider a new school for Rhydymain, Llanfachreth and Brithdir.
Reduce numbers at Dolgellau by sending the children to rural schools.
Rhydymain, Llanfachreth and Brithdir to enter a clustering arrangement.
A new school for Rhydymain, Llanfachreth, Brithdir and Dinas Mawddwy.
Close Ysgol Gynradd Dolgellau and establish a lifelong school with Y Gader.
Two new schools for Bro Wnion and Bro Mawddach with Dinas Mawddwy and Fairbourne tied in with this.
Keep all the schools open but develop collaboration.
Close the 9 schools and establish a lifelong school.
Close Llanfachreth and move the children to Ieuan Gwynedd.
It was noted that Ysgol Rhydymain had a Special Needs Education Unit (Autism).
Group 3
Merge infants and junior departments at Ysgol Gynradd Dolgellau in a new building with resources that could be
used by other schools in the neighbouring area.
Group 4
Llanfachreth to continue to collaborate with one school.
Llanfachreth to continue to collaborate with two or three schools.
Retain rural education.
Rural schools to receive equal treatment.
A rural area school at a central geographical location.
A lifelong school in the arrangements, securing curricular benefits for the rural schools.
