Die Redaktion von eGovernment Computing hat in beiden Häusern nachgefragt, welche Aufgaben nun zur Erledigung anstehen. Die Ant-worten lassen auch einen unter-schiedlichen Führungsstil erken-nen. Selbstbewusst erklärte Dr. Markus Söder, Finanzminister und CIO des Freistaats: „Der IT-Gipfel der Staatsregierung hat die herausragende Bedeutung der Di-gitalisierung für Bürger, Wirt-schaft und Staat verdeutlicht. Be-sonders gilt das für den Breit-bandausbau. Flächendeckendes schnelles Internet ist der Schlüs-sel, um ein Bayern der zwei Ge-schwindigkeiten zu vermeiden. Der Gipfel hat bestätigt, dass Bay-ern mit einem in Deutschland ein-maligen Förderprogramm auf dem richtigen Weg ist: 1,5 Milliarden Euro stellt der Freistaat zur Ver-fügung, um digitale Chancen-gleichheit zu schaffen. Das ist das größte Infrastrukturprojekt die-ser Legislaturperiode.“Zudem wolle die Staatsregierung die Chancen der Digitalen Zukunft entschlossen nutzen. „Das bedeu-
tet auch, dass wir unsere Verwal-tung digitalisieren müssen – qua-si vom ‚Blatt‘ zum ‚Byte‘. Hier wer-de ich als IT-Beauftragter neue Impulse geben. Und mit dem eGov ernment-Programm Mont-gelas 3.0 realisieren wir den Sprung zur digitalen Verwaltung und weiten eGovernment auf ganz Bayern aus.“
Im Übrigen sei die Digitalisierung eine gesamtstaatliche Aufgabe mit unterschiedlichen Teilaufgaben. „Wir liefern mit Breitband, Sicher-heit und Montgelas 3.0 wesent-liche Bausteine für ein modernes Bayern“, so der Minister für Um-welt Markus Söder.
Hingegen verwies eine Spreche-rin des Wirtschaftsministeriums zu den Auswirkungen des IT-Gip-fels lediglich auf das Maßnahmen-bündel, das auf dem IT-Gipfel aus dem Bereich des Bayerischen Wirtschaftsministeriums vorge-stellt wurde. Dazu seien insbeson-dere Investitionen in Höhe von 100 Millionen Euro in die auße-runiversitäre Forschungsinfra-struktur und anwendungsorien-tierte FuE-Projekte überall im Freistaat zu zählen. Innovative Gründer spielten eine besondere Rolle für die Entwick-lung der bayerischen Wirtschaft. Daher wolle das Bayerische Wirt-schaftsministerium hier folgende Akzente setzen:
W Aufbau eines „Zentrums für In-ternet und Digitale Medien“ in zentrumsnaher Lage in Mün-chen als Kristallisationspunkt für die Internet- und Medien-wirtschaft; Auflage eines Wachs-tumsfonds Bayern im Umfang von bis zu 100 Millionen Euro, um Bayerns Stellung als Grün-derland auszubauen.
W Jährliche Großveranstaltung „Global Venture Summit“ zur Vernetzung von Hightech-Grün-dern und Wagniskapitalgebern.
Darüber hinaus wird ein „Zentrum Digitalisierung Bayern“ ins Leben gerufen. Ziel des Zentrums wird sein, die bayerischen IT-Kompe-tenzen im Bereich Forschung und Entwicklung sichtbar zu machen, um Bayerns Anziehungskraft für Forscher, Fachkräfte und innova-tive Unternehmen zu stärken. Das zugehörige Konzept wird derzeit erarbeitet. Der Fokus wird dabei auf der Bündelung der Hochschul-forschung liegen.

Nach langem Hin und Her im Berufungsverfahren
wurde die Vollstreckungsaus-setzung des Urteils nun auf-gehoben.

Der aktuelle „eGovernment Monitor“ zeigt, dass Nutzung und Akzeptanz digitaler Ver-waltungsangebote steigen. 2,4 von durchschnittlich 5 Behör-denkontakten pro Jahr werden demnach bereits online erle-digt. Die Studie legt aber auch die aktuellen Schwachstellen offen.

Die Ansätze der im Pilotprojekt Modellkommune eGovernment ausgezeichneten Gemeinden glei-chen sich auf erstaunliche Art und Weise. So will etwa die Stadt Düren in ei-nen dreistufigen Verfahren zu-nächst die Interessen und Bedar-fe in der Bürgerschaft und in der städtischen Verwaltung ermitteln.Erst dann wollen die eGovernment-Macher von Düren geeignete Dienstleistungen für die Neukon-zeption und Weiterentwicklung von eGovernment-Anwendungen ausgewählt werden. Dazu Bürger-meister Paul Larue: „Der so ermit-telte Bedarf soll in einem zweiten Schritt mit dem bereits vorhan-denen Ideenpool abgeglichen wer-den. Ermittelt werden solche Dienstleistungen, die aufgrund von Fallzahl und Entlastungswirkung für die Bürger und die Verwaltung
am meisten Nutzen bringen. Ein Augenmerk könnte etwa auf dem Prozess zur Beantragung des Wohngeldes liegen. Dabei möch-te die Stadt Düren ihre Stellung als bürgerfreundliche Stadt mit um-fangreichen Online-Angeboten weiter stärken und gleichzeitig die Marke „innovative Verwaltung“ weiter ausbauen. Außerdem sollen möglichst viele Elemente des eGo-vernment-Gesetzes des Bundes umgesetzt werden. Es gilt zwar für die Kommunen bislang nur in den (wenigen) Fällen, in denen diese Bundesrecht ausführen. Geplant ist aber, einen (freiwilligen) Zu-gang für die „De-Mail“ entspre-chend den Vorgaben des eGovern-ment-Gesetzes zu eröffnen. In einem dritten und letzten Schritt möchte die Stadt Düren den Be-darf und die Nachfrage nach E-Go-vernment-Anwendungen erhöhen. Die Stadt Düren hat sich zum Ziel gesetzt, die Inanspruchnahme der Online-Dienste zunächst um 10 Prozentpunkte zu steigern.Auch für die Stadt Gütersloh ste-hen die Ausweitung ihres Online-Angebotes sowie die Vorteile durch die Erweiterung der elektronischen Aktenführung im Vordergrund. Schnellere Bearbeitungs- und Ant-wortzeiten sind hier die wichtigsten
Ziele der Stadtverwaltung. Davon sollen nicht nur die Bürger und Unternehmen profitieren, die Gü-tersloher eGovernment-Macher er-hoffen sich davon ebenfalls eine steigende Akzeptanz ihrer Ange-bote.Dazu die Bürgermeister Maria Un-ger: „Vor allem Material- und Zeit-aufwände sollen in ihrer Verwal-tung vermindert und die Service-leistungen für die Bürger sowie die Unternehmen optimiert werden.“Auch der Landkreis Cochem-Zell plant, allen Kommunen im Kreis ein einheitliches eGovernment an-zubieten. Dazu soll gemeinsames kommunales Bürgerportal geschaf-fen werden. Ebenfalls geplant ist, die Bürgeranträge durch einen elektronischen Formularserver di-rekt an die zuständigen Verwal-tungsstellen zu übermitteln. Ein wichtiger Baustein des Konzeptes
ist bei diesem Projekt die Einfüh-rung der einheitlichen Behörden-rufnummer 115. Und auch in Cochem-Zell werden bestehende und künftige Angebote erst einmal umfassend evaluiert.Entscheidend für den Erfolg des Pilotprojekts Modellkommune eGovernment wird jedoch die Kom-munikation der drei ausgewählten Projektpartner sein. Garantiert doch nur das eine umfassende Do-kumentation der einzelnen Pro-jekte, was wiederum sicherstellt, dass auch andere Kommunen von allen Ergebnissen profitieren kön-nen.

Was braucht
der Bürger?
Was zeichnet die Gewinner des Pilotpro-jektes Modellkommune eGovernment aus? Auffällig sind vor allem die Konzentration auf den Nutzen von eGovernment für Bürger und Verwaltungen und der Wille zur Kom-munikation untereinander. eGovernment Computing stellt die drei Projekte vor.
Das Vorhaben soll Ende 2015 mit einem Pilotprojekt abgeschlossen werden. Zur Unterstützung des res-sortübergreifenden Informations-sicherheitsmanagements soll ein Computer-Notfall-Team (Landes-CERT; CERT steht für „Computer Emergency Response Team“) auf-gebaut werden, das in der Lage sein soll, für die Verwaltung bei IT-An-griffen, in IT-Krisen und Notfällen schnell, effizient und umfassend zu reagieren und geeignete Vor-sorgemaßnahmen treffen zu kön-nen.Daneben sollen Mindestsicher-heitsstandards nicht nur die Kom-munikationsinfrastruktur des öf-fentlichen Dienstes sichern, son-dern auch übertragene Daten und kritische Infrastrukturen schützen. „Mit dem Konzept zum Aufbau und Betrieb eines landesweiten Infor-mationssicherheitsmanagements
hat sich unser Bundesland mit an die Spitze bei der Umsetzung der bundesweiten IT-Sicherheitsstra-tegie gestellt“, sagte Innenminister Lorenz Caffier anlässlich des Pro-jektstarts.Informationssicherheit könne heu-te mit lokal begrenzten Schutzmaß-nahmen nicht mehr gewährleistet werden, so Caffier weiter. Der IT-Planungsrat als zentrales Steue-rungsgremium für die föderale Zu-sammenarbeit in der Informati-onstechnik habe daher eine für Bund und Länder verbindliche In-formationssicherheitsleitlinie er-arbeitet, in der als gemeinsame Strategie ein einheitliches Mindest-sicherheitsniveau festgelegt wur-de. Diese Leitlinie setze Mecklen-burg-Vorpommern nun mit seiner „Leitlinie zu Gewährleistung der Informationssicherheit in der Lan-desverwaltung von Mecklenburg-
Vorpommern“ um. Wie wichtig einheitliche Standards seien, zeigten zunehmend die Verfahren, die von Bund, Ländern und Kom-munen gemeinsam genutzt würden, wie etwa das bundeswei-te elektronische Melderegister oder das bundesweite elektronische Waffenregister. Gerade die modernen länderüber-greifenden IT-Lösungen müssten höchsten Sicherheitsanforde-rungen genügen. Das Bundesamt für Sicherheit in der Informations-technik (BSI) habe dazu ein für die Länder verbindliches Mindestsi-cherheitsniveau festgelegt, um die Widerstandsfähigkeit und die Re-aktionsfähigkeit bei IT-Angriffen zu verbessern und insbesondere die Daten der Bürger zu schützen. Auf die Einhaltung dieses Mindest-sicherheitsniveaus des BSI habe sich auch die Landesregierung in
ihrem Konzept verpflichtet.„Ich empfehle den Kommunen, sich den IT-Sicherheitsleitlinien für die Landesverwaltung anzu-schließen. Bund, Länder und Kom-munen tragen gemeinsam die na-tionale eGovernment-Strategie zur Modernisierung der Verwaltung. Viele Aufgaben können einfacher, schneller und bürgerfreundlicher erfüllt werden, wenn auch die IT-Sicherheit an oberster Stelle steht“, so Caffier. Das Informationssicherheitsma-nagement regelt Meldepflichten bei Sicherheitsvorfällen, festge-legte Abläufe zur ressortübergrei-fenden Behandlung von Sicher-heitsvorfällen, die Durchführung von Informationssicherheitsrevi-sionen, regelmäßige Berichtspflich-ten und die Durchführung von Sen-sibilisierungs- und Schulungsmaß-nahmen zur Informationssicherheit
in den Behörden.Auch wenn das Computer-Notfall-Team in erster Linie der Landes-verwaltung zur Verfügung stehen soll, könnten die kommunalen Be-hörden ebenfalls davon profitie-ren. Sie sollen unter anderem in einen aufzubauenden Warn- und Informationsdienst mit einbezo-gen werden, mit dem das Compu-ter-Notfall-Team die Behörden über mögliche Angriffe, Warnmel-dungen zu neu festgestellten Si-cherheitslücken sowie neue An-griffswerkzeuge und Entwick-lungen informieren wird. Um die Kräfte weiter zu bündeln, soll das Computer-Notfall-Team von Mecklenburg-Vorpommern mit anderen Landes-CERTs zu-sammenarbeiten und in den Ver-waltungsCERT-Verbund (VCV) von Bund und Ländern eingebun-den werden. mk

Die sächsische Polizei hatte es sicherlich gut gemeint mit ihrem Gewinnspiel zur Fußball-Welt-meisterschaft. Auf Facebook lob-ten die Ordnungshüter eine Fahrt im Wasserwerfer für denjenigen aus, der den Sieger des Fußball-Turniers richtig tippe. Veröffent-licht wurde das Gewinnspiel auf einer Karriere-Seite der Polizei.Doch die Reaktion auf das Gewinn-spiel war verheerend. Die Face-book-User reagierten durchweg negativ auf das Gewinnspiel und den Hauptpreis – gerade vor dem Hintergrund der Polizeigewalt im Vorfeld der Fußball-WM. „Uns ist bewusst, dass ein Einsatzmittel wie der Wasserwerfer, sei es aufgrund eigener Erfahrung oder aktueller Presseberichte aus Brasilien, bei dem ein oder anderen negative
Emotionen auslösen kann“, kom-mentierte daraufhin das Facebook-Team der Polizei.
Licht und Schatten
Letztlich wurde das Gewinnspiel abgebrochen: „Wir haben uns da-zu entschlossen, unser Gewinn-spiel vorzeitig zu beenden. Offen-sichtlich fanden viele User daran keinen Gefallen und sind nun ver-ärgert. Das war nicht unsere Ab-sicht und tut uns leid. Wir wollten euch lediglich eine Möglichkeit bie-ten, einen Blick hinter die Kulis-sen der Polizeiarbeit zu werfen.“ Für den Gewinner werde man sich nun einen anderen Preis überle-gen. Die Gewinnspiel-Meldung wurde daraufhin gelöscht. Vor einem Shitstorm ist niemand, der
sich auf sozialen Netzwerken tum-melt, gefeit. Das gilt ebenso für die Polizei. Doch neben den Schatten-seiten einer Social-Media-Präsenz gibt es natürlich auch Licht. Mit ihrer „Karriere-Fanpage“ will die Polizei Sachsen gezielt junge Leu-te und damit potenziellen Nach-wuchs ansprechen. Dementspre-chend werden hier Kinospots und Bewerbungsaufrufe gepostet. „1 Beruf – 1.000 Möglichkeiten“ wer-den für den „verdächtig guten Job“ versprochen. Rund 2.500 Face-book-User haben diese Seite ge-liked. Öffentlichkeitswirksam war auch eine Twitter-Aktion der Po-lizei Berlin. Anfang Juni wurde für 24 Stunden live aus der Notrufzen-trale getwittert – 1.000 Tweets setzte die Polizei in diesem Zeit-raum ab. Zwei Tage vor der Twit-
ter-Aktion hatte man 5.775 Follo-wer, durch die Aktion stieg die Zahl auf 20.000. „Neben unserem Anliegen, allen Interessierten zu zeigen, was aus p olizeilicher Sicht in der Stadt so passiert, wollen wir auch um Aus-zubildende werben und für die an-spruchsvolle und abwechslungs-reiche Arbeit bei der Polizei begei-stern“, begründete die Berliner Polizei die Aktion. Für Frühjahr 2015 ist man auf der Suche nach 420 Auszubildenden. Neben der Chance, neue Azubis zu gewinnen, wird Facebook von den Polizei-dienststellen derzeit vor allem für Blitzermeldungen, Unfallfotos oder Fahndungsinformationen genutzt.
Kontrolle
Auch auf Seiten der User kann die Kontrolle abhandenkommen, wenn beispielsweise die Diskussion in eine unbeabsichtigte Richtung geht oder wenn gefälschte Polizei-Pro-file auftauchen. Arnold Plickert von der Gewerkschaft der Polizei in Nordrhein-Westfalen erklärte gegenüber dem WDR, dass es schon Hetzjagden gegeben habe, „inbesondere bei ganz sensiblen Delikten wie Kindesmissbrauch und Kinderpornografie“. Hier müs-se besonders vorsichtig mit den Personendaten umgegangen wer-den. Als sinnvoll erachtet Plickert den Facebook-Einsatz bei der Su-che nach vermissten Personen oder nach Wohnungseinbrüchen. „Wir können bei Facebook Fotos von Diebesgut einstellen und so darü-ber den einen oder anderen Ge-schädigten ermitten“, so Plickert.Von den Bürgern wird das Face-book-Angebot gern angenommen. Die meisten Fans haben die Nie-dersachsen, beim Profil der Poli-

Mit insgesamt neun Fan-pages und summiert etwa 182.000 Fans ist die niedersächsische Po-lizei bei Facebook fulminant ver-treten.In einem Erlass des Niedersäch-sischen Ministeriums für Inneres und Sport wurde vor zwei Jahren festgelegt, dass Facebook zur

Die Niedersachsen haben auch die Verwendung von Impressen, da-tenschutzrechtlichen Erklärungen und allgemeinen Hinweisen zu den Datenverarbeitungsvorgängen bei Facebook genau geregelt. Ein Be-hördenleitfaden „Umgang mit web-basierten sozialen Medien“ be-schreibt außerdem Verhaltensre-geln für die Nutzung von Social Media durch Bedienstete des Lan-des Niedersachsen, rechtliche Re-gelungen sowie die Bewertung von Risiken bei der Social-Media-Nut-zung. Für die Behördenauftritte bei Facebook gibt es in jenem Leit-faden auch eine „Social Media Ne-tiquette“, die den nicht „amtsdeut-schen“, aber dennoch korrekten Sprachstil bei Formulierungen in Postings und Kommentaren fest-legt.
Bürgernah
Dass eine Social-Media-Präsenz die Kommunikation mit den Bür-gern stärkt, ist wissenschaftlich be-legt. Eine Studie des Fraunhofer-Projekts „Composite“ stellte be-reits 2012 fest: „Die Präsenz der Polizei in den sozialen Medien hat auf unterschiedlichen Ebenen ei-ne direkte Wirkung auf die Bezie-hung zwischen Polizei und Bevöl-kerung.“ Die Interaktion werde en-ger, die Polizeiarbeit transparenter. „Bürger erleben die Polizei als

Nun ist sie online, die „eGovern-ment-Landkarte“ der Schweiz. Das Informatiksteuerungsorgan des Bundes hat die entsprechende Pi-lotversion lanciert. Das Webange-bot hat drei Kernaufgaben:
W Angaben zu den Online-Dienst-leistungen der Behörden sowie Informationen zu den entspre-chenden technischen Lösungen, den Technologie-Anbietern und zu den maßgebenden eCH-Stan-dards.
W Überblick über die Ausbreitung von eGovernment-Angeboten in
Kantonen und Gemeinden. W Instrument für Öffentliche Ver-waltungen zum Erfahrungsaus-tausch und zur Informations-beschaffung, die im Vorfeld der Einführung von eGovernment-Dienstleistungen anfällt.
In der Pilotversion werden Infor-mationen zu 39 Behördendienst-leistungen in 24 Kantonen und rund 180 Gemeinden sowie die technischen Lösungen und deren Anbieter beschrieben. Nach erfolg-reicher Evaluation des Pilotbe-triebs soll die Landkarte ab 2015
auf alle weiteren Behördendienst-leistungen ausgebaut und schweiz-weit aktiv betrieben werden. Die federführende Organisation liegt beim Informatiksteuerungs-organ des Bundes (ISB), die Koor-dination hat die Geschäftsstelle eGovernment Schweiz in Bern übernommen.Um die eigenen Angebote auf der Landkarte erfassen zu lassen, ha-ben die Schweizer Behörden zwei Möglichkeiten: Sie können sich entweder über eine Partnerfirma oder selbst registrieren lassen;
Letzteres bietet sich besonders bei Eigenentwicklungen an. In der Pi-lotversion erfolgt die Registrierung via eMail an den Administrator. Die Teilnahme ist für die Gemein-den kostenlos.„Der Fortschritt von eGovernment bedingt gerade in der föderalisti-schen Schweiz Transparenz: Trans-parenz über das Lösungsangebot, über die verschiedenen Anbieter, über die empfohlenen eCH-Stan-dards und über die implemen-tierten eGovernment-Dienstlei-
stungen“, so Peter Fischer, Dele-gierter für die Informatiksteuerung des Bundes, bei der Initialerhe-bung.
