Harper HBTSnews.com Holley by the Sea res- idents who want to make improvements to their homes, such as pools, additional concrete padding, fences and stor- age areas must complete and submit a request form to the Architectural Department. If there are variances that fall outside the parameters of the covenant, a variance request must be submit- ted. All decisions relating to architectural issues are ultimately approved or disapproved by the HBTS board members, but the architectural department and the architectural con- trol committee (ACC) play a vital role in that process. Jennie Barrett, the inter- im general manager, said the role of the ACC is to approve or disapprove any type of structural changes to the property, to approve/disapprove designs and locations of planned structures. The ACC is also empowered to come up with stan- dards and procedures that “would define the rights of the property owners” she said. Once the ACC makes a decision, the commit- tee then passes along its recommendation to the board of directors. The board has final say on the requests. Barrett said the archi- tectural department, staffed by two employ- ees, handled everything else. The department’s pri- mary role is to perform general administrative support to the architec- tural review process, including coordinating any dealings between the ACC and the property owners. The staff is also respon- sible for driving often through the community to ensure violations are being addressed. “Let’s say there is a boat in your driveway and your neighbor sees the boat and calls HBTS and puts in a complaint,” said Bar- rett. That kicks off the process of the staff going to the property to assess the violation. If a boat is in the driveway, a photo will be taken at that time. The staff will return a few days later to determine if the owner is still in vio- lation; if he is, another photo is taken and the staff will usually request authorization to contact the owner to inform him of the violation. Once the owner is noti- fied of the violation and the owner does not rem- edy the situation, a letter is sent. If within two weeks there is still no compliance, another let- ter is sent instructing the owner he has so many days to remedy the situ- ation. Barrett continued that if still nothing is done, a demand letter is sent.The matter is then referred to

During the April 10Holley by the Seaboard meeting, sev-eral variance requestscame before theboard members forapproval.

■ 7628 Woodmont:the owner requested avariance for a concretepad for a side-entrygarage that would endthree to four feet fromthe property lineinstead of the requiredten feet. The ownersaid the house was soldand he needed to havethe board approve therequest to meet hisdeadline. There wasdiscussion about hispacket and thedrainage, but the own-er said the lot was pret-ty flat and the countyhas the final approvalon the drainage issue.The board approved

the variance request.■ 5820 Marlin: the

owner requested avariance for a portableon demand (POD) thatis located in his backyard. The Architectur-al Committee disap-proved the request;however, a secondrequest was made toplace a fence aroundthe POD. Board mem-ber Joe Sipp stated thataccording to Article 7,Section A, page 1133,“no modular structuresor mobile homes shallbe allowed” on theproperty. The boardmotioned to “denyrequest to keep PODon property based onArticle 7, Section A,page 1133.” The motionwas approved. A letterwill be sent notifyingthe owner of the deci-sion.

■ 2017 Jamaican:the owner receivedapproval to replace the

privacy fence andinformed her neigh-bor of what she wasdoing. The owner saidthat when the fencingcompany arrived toremove the portion ofthe fence that isn’t incompliance andencroaches upon herproperty, the neigh-bor told her that shecould not take it down.Board member BrookeGoldberg stated evenif the board approvedthe variance, it wouldnot resolve the issue.She recommendedbuilding the fence thebest she could and domore research toattempt to resolve theissue with the neigh-bor. The board did notapprove the requestbecause of the prece-dent it would set inintervening in thesetypes of disputes. Noaction was taken onthe request.

The Holley by the Sea board of directorsmet for a regular meeting on March 27 andthe following business was discussed.

■ A motion to spend $3,669 from therepair and replacement fund to replace thefoot valve for the irrigation pump on thenorth side of U.S. Highway 98 with a stain-less steel foot valve was approved. Theboard contracted with Flowtronics Irriga-tion for the repairs.

■ The board granted Santa Rosa Coun-ty an easement to the east lane of SunriseDrive to install a sidewalk extension to U.S.Highway 98.

■ Nicole Gunter, a new HBTS member,requested to create three new clubs formember use. The board approved therequest. The new clubs are a paper craft-ing club, a coupon crazy club and a cook-ing club.

■ Billy Neal requested to plant a tree andplace a bench on HBTS property at no costto the association to honor the late LeeSteinert. Neal proposed that the associa-tion purchase a sign that would read “Hol-ley by the Sea Memorial Garden,” and todesignate the garden north of the beachhouse. Jackie Goebel, the HBTS mainte-nance manager, will work with Neal todetermine the best location for the tree andwill bring it before the board for approval.

In that process, the staff is instrumentalin ensuring the paperwork is completedproperty, follow ups are made, violation let-ters are sent and records of such occur-rences are maintained.

However, Barrett stressed that the depart-ment’s responsibilities extend beyond justviolations.

The staff is also responsible for meetingwith builders to ensure all building codesand the covenant are adhere to, attendingboard and architectural meetings, main-taining the tracking system of new con-struction permits, acting as a liaison betweenthe HBTS association and Santa Rosa Coun-ty dealing with architectural concerns;removing roadside debris, in addition tomany other duties.

Barrett said the staff is always ready toassist homeowners with requests with anyissue that might arise.

“We have an open door policy,” she said.

The board members reviewed thecovenant to ensure the board was takingthe proper procedures for notification andsuspension of privileges.

Peterzen read the covenant in part, “If amember is more than 90 days delinquentin paying a monetary obligation, you maysuspend the member,” but it does not impairthe right for the owners to get to their prop-erty.

“If we’re going to do this,” he asked, “dowe not only suspend their usages, but alsotheir voting right?”

Board Secretary Brooke Goldberg reit-erated that the covenant stated the own-er must be notified.

“Not that it makes a lot of difference,”Peterzen said, “sending a letter will costmore than $5.”

“If we’re going to save money,” Gold-berg said, “we’re not going to do it foramounts less than $100.”

Goldberg motioned to “suspend the usesand voting rights of all members withaccounts delinquent over $5 after 90 days.”The motion was approved.

Sometimes the path lovetakes is winding and long,sneaking up and surpris-ing those in its path.

The separate roads lovetraveled that brought Mol-ly Holder and Edward Nis-bett together were as closeas 150 miles and as far as900 miles at one time.Although their paths par-alleled each other through-out their lives, it wasn’tuntil 2010 that their pathsfinally intersected.

Molly, 90, and Edward,82, finally met viaMatch.com in 2010. Bothwidowed, Molly and herfamily lived in NorthHuntingdon, Pa., andEdward and his familylived in Warren, Pa., a mere150 miles a part. Bothresided for several decadesin their respective towns,unaware of each other’sexistence.

In 2000, Edward and histhen-wife moved to Hol-ley by the Sea in Navarre,widening the distance, butwhen Molly moved to Tal-lahassee in 2008, the dis-tance was once againshortened.

After Edward’s wifepassed away in 2007 andthree years later he ven-tured onto Match.comseeking a friend. Mollyalso took a chance onMatch.com and in 2010they started communi-cating using only theirusernames.

“I was really only look-ing for a friend,” Molly said.Edward however wasn’t“real sure what I was look-ing for” he said.

For a while, “he didn’tknow how I was,” Mollysaid. But one day, she mis-takenly signed her nameand Edward replied,“Thank you for sendingme your name.”

After the nameexchange, and a “wink” byMolly, the two decided tomeet in Tallahassee.

The first meeting tookplace in the lobby of a

“lovely hotel” and Mollysaid she was holding a yel-low rose so Edward wouldrecognize her.

However, the rose was“not necessary” becauseEdward later said that heknew her immediatelybecause they were the onlyones in the lobby, alongwith Russell Lentz whowas acting as his grand-mother’s chaperon.

The three then went todinner and Edward pre-sented Molly with a tin ofhomemade tarts and theywere “just wonderful” shesaid.

Edward learned baking

and cooking when he wasa student in a privateschool in his native Scot-land. During some downtime, the headmastertaught him cooking andbaking, a skill he still main-tains. That first meetingwas in November 2010.

After commuting backand forth to visit each oth-er, they decided it was timeto marry.

Molly explained thatEdward sat next to her atthe dining table and overa cup of tea said, “I wantto marry you.”

She thought a momentand said, “Well that’s nice

because I want to marryyou.”

Edward then pulled outthe small box that alwaysaccompanies a marriageproposal and gave Mollyan engagement ring. Thewedding took place in June2011.

Their children were sur-prised but Molly said afterthe initial shock wore off,their respective childrenwere very supportive oftheir new-found love andmarriage, and “quite hap-py” said Edward.

The two share manyinterests. Edward, a retiredmetallurgist, wrote stan-

dard manuals and a bookon steel forging. Likewise,Molly was a writer for theIrwin Times Observer andThe Standard Observer inNew Huntingdon.

Writing is only one oftheir many shared inter-ests. They both love read-ing and quoting Shake-speare. Often Edward willmake Molly a cup of teaand read Shakespeare toher. Edward still has aScottish lilt to his voiceand Molly said his read-ing of Shakespeare islovely.

The first readingoccurred when Edward

said, “Molly m’ love, sitdown and I’ll bring yousomething.” He broughther a glass of Scotch, lita fire, sat down on theottoman and read to herRobert Burn’s “HowMany Ways do I lovethee?”

“Edward is so kind andso gentle,” Molly said, “Ithink he’s the most won-derful man on earth.”

Edward said, “Molly isthe easiest to get alongwith.”

Love and laughterhave definitely found ahome with Molly andEdward Nisbett.

Holley by the Sea re-opens boat ramp

Residents involved inensuring repairs weremade to the Holley by theSea boat ramp celebratedwith the grand re-open-ing of the HBTS boat rampApril 21.

The process of rebuild-ing the boat ramp on EastBay Boulevard began inearnest last year when DanRamsey of the HBTS fish-ing club identified the workthat needed to be com-

pleted to bring the boatramp up to standards.

He enlisted the help ofJackie Goebel, the HBTSmaintenance supervisor, andapproached the HBTS boardof directors about securingfunds to repair the ramp. Theboard allocated about$20,000 for the project.

Once the funds wereapproved, bids were solicit-ed and John Loftis of LoftisMarine Division, Inc. in Pen-sacola was selected as thecontractor. Work began onthe ramp in February.

The project took longerthan anticipated to com-plete because previousrepairs made after Hurri-canes Dennis and Ivan werenot done to code, resultingin new permits having tobe pulled. Work on the boatramp was completed aboutthree weeks ago.

Other members instru-mental in pushing for theimprovements are formerboard members JimMitchell and Lee Steinert,who passed away beforethe project was complete,

and Jim Mitchell. Fishing Club president Billy

Neal thanked all the individu-als involved with the project.

“Thanks to all that madeit happen,” said Neal.

The boat ramp is locat-ed on County Road 399 justwest of Edgewood Drive;it is available to all HBTSresidents for use. Boatersinterested in using the rampcan get a pass and the gate-lock combination from theHBTS recreational centerfront desk. It is open fromdusk till dawn.

The lack of an architectur-al department continuity bookresulted in a heated exchangebetween the ArchitecturalControl Committee PresidentDan Ramsey and the boardof directors during an April10 board meeting.

Ramsey also expressed con-cern that the committee hadnot received insurance veri-fication and told the boardduring the meeting that “thecommittee is no longer goingto sign forms until somethingis in writing from the insur-ance company.”

The insurance would cov-er any lawsuits filed by a prop-

erty owner against an ACCmember for a decision thatwas made. Ramsey expressedfrustration that although theissue of a continuity book wasbrought up over a year ago,one still does not exist.

“It is not my job to train thesepeople,” he said adding, “I havetried to help them but it’s justgotten overwhelming for me.”

The architectural depart-ment recently went througha staff transition and Ramseystated that the two new staffmembers were not beingtrained properly.

Brooke Goldberg, HBTSboard secretary, said that sheunderstood the staff was han-dling their responsibilities anddistributing those responsi-

acknowledged that a conti-nuity book has never existedbut when he was on the ACC,he trained the person in chargeat that time but that personhas since left.

Board President PetePeterzen stated that the boardwould follow up on the insur-ance and “press forward asbest we can to get trainingand get it documented.”

At press time, Ramsey hadreceived insurance verification,and Jennie Barrett, the interimgeneral manager, is in theprocess of working with thearchitectural staff to compile allstatutes and responsibilitiesinto one continuity book.

The Holley by the Seanominating committeehas received six applica-tions for board of directormembership.

The nominating com-mittee will review theapplications and intervieweach candidate. The nom-inating committee willthen rank the candidatesand make their recom-mendations to the boardof directors, who will thenselect the candidates to beplaced on the ballot. Thenames will be placed on

a ballot that will be sentto all HBTS residents, whowill then vote for the nextboard members. There arethree open positions forthe next year.

The applicants and a briefbio follows:

■ Earl Dean: movedto HBTS in 2003. Retiredfrom the Army with 21years of service, and con-tinued employment withthe federal governmentcivil service for the U.S.Marine Corp.

■ Chris Johnson:served in U.S. Navy for sixyears. Other experience

as senior engineer, realestate broker/owner; holdsCAM license.

■ Timothy Stephens:moved to HBTS in 2010.Served in U.S. Air Force,small business owner andworked for Boeing.

■ Patrick Traynor:retired from U.S. Army andworked for U.S. governmentas an occupational safetyand health specialist.

Jackie Goebel, the HBTS main-tenance manager, updated theHolley by the Sea board of direc-tors on the status of the repairs tothe baseball field located behindthe recreational center.

She said that three proposalswere provided with one propos-al of $69,000 being struck out.

Gobel recommended theboard approve the proposal byGrissett Excavating Company,LLC.

The proposal included keep-ing the diamond and the back-stop, but demolishing and replac-ing the dugout.

“The benches will be keptthough,” Goebel said.

The existing 4-by-4-footdugout with rusting tin roofs willbe replaced with 20-by- 8-by-9 foot dugout. The roof will bereplaced with a new tin roof anda concrete slab will be poured.Each dugout will have an openside. The metal benches will bepulled up and reset at the cor-

rect grade. The company willinstall a 10-by-50 foot chain-link fence that will extend fromthe backstop to dugout on eachside of the field.

Goebel said the field will alsobe cut and graded with a red claybatter and pitcher moundinstalled.

Grissett Excavating agreed tocomplete the project for $15,395.

“That’s under the $20,000 bud-geted,” said Goebel.

Board President Pete Peterzenasked Goebel if the companyknew all the rules of the game.

Goebel assured the board thatthe company is well acquaint-ed with all the requirements ofa baseball field.

Goebel also assured the boardthat all engineer drawings willbe completed and all permitswill be pulled.

“It will be done by the book,”she said.

The motion to accept the Gris-sett’s proposal was approved.

At press time, Goebel is in theprocess of pulling permits tobegin work in the near future.

The Holley by the Sea board ofdirectors discussed how to goabout posting “no trespassing”signs on green belt areas in thesubdivision during the April 10board meeting.

Board President Pete Peterzenquestioned whether there can

be enforcement and who wouldactually enforce the “no tres-passing.”

The board agreed that the San-ta Rosa County Sheriff’s Officewould need to be contacted toensure proper procedures arefollowed. Lt. Bob Johnson withthe District 2 sheriff’s office inNavarre stated that there is real-ly nothing the sheriff’s office cando for those that trespass ontogreen belt properties. Green beltareas are designated portions ofproperty in HBTS that can’t bebuilt upon.

He said a majority of trespass-ing was with businesses andhomes.

“But if people are just there (onthe green belt) we can’t just arrest(them),” Johnson said.

He explained that for con-struction sites, the only thing thatis needed for enforcement is the“no trespassing” sign and onceposted, it is a felony to trespasson the site.

Johnson said residential areas,such as green belts within a sub-division, are different. The greenbelts cover larger areas and signs

are not always visible when some-one enters the restricted area, heexplained.

However, if an officer respondsto a call and the individual is toldto leave, it will be logged throughdispatch. If another trespassingincident happens with the sameindividual, the sheriff’s office can“deal with it” then, according toJohnson.

Jackie Goebel, the HBTS main-tenance manager, said that nosigns would be posted until thesheriff’s office is contacted andgiven the proper procedures.

The De Simone home on Masters Boule-vard in Holley by the Sea is a true master-piece of landscaping, architecture and devo-tion.

It is what awarded Jim and Lynn De Simonethe honor of Yard of the Month. They havelived in their home since January of 1998 andsince that time, they have spent many hoursplanning, researching and executing theirlandscaping endeavors.

Both career naval officers, the couple relo-cated to the Navarre area when Jim retired.Lynn, a nurse practitioner, works at EglinAir Force Base. Both enjoy caring for andmaintaining their yard and home.

“We put a lot of landscaping in,” Jim said.“The walkways, pool, deck.”

The yard is divided between three dis-tinct areas: the front, middle and back. Thebackyard holds the pool and patio area, andthe front and middle are meticulouslygroomed.

Many of the outdoor elements were col-lected during the De Simone’s travels whilein the Navy. Asian lanterns adorn the walk-ways that connect the front yard with theadjoining neighbor’s yard, and a small bridgeprovides an appealing visual focal point.

Photosensitive lighting in the front yardcomes on at dusk and shuts off when thesun comes up, which saves energy. Theirdesign matches the Asian feel of the land-scaping and décor.

The middle yard is designed as a grace-ful half moon that sits adjacent to the mainentrance to the De Simone’s home.

“During Halloween, we wait out front inthat area with the candy so we don’t end

up walking back and forth,” Jim said. The De Simone’s planned the landscap-

ing themselves, though they rely on pro-fessional help twice a year to trim the hedgesand bushes into precise corners. Using theSunset Landscaping and Design book, aswell as magazines and photos for inspira-tion, the De Simone’s have created a uniqueyard and garden with a personal flair that

reflects their lives and history. Lynn does most of the trimming, weed-

ing and edging and is well known in theneighborhood for her skills.

“Neighbors will see her out there and askher to come down to their house when she’sfinished,” Jim said.

“Both my wife and I usually have an argu-ment over who does the lawn,” Jim said.

Simones, who chose the area because it wascentral to both Eglin and NAS Pensacolaand the pair enjoys cultivating their uniquehome together.

“We both like being outside,” Jim said.“It’s fun, it’s athletic. We love being outsidein the pool with our grandkids.”

The architectural ladies are currentlyworking on compiling a handbook with all ofHBTS and county rules, regulations, contactsand other information for easy reference.

The date for submitting the Board of Direc-tors applications has passed. I would like tothank all the members who have submitted anapplication for offering to work as a boardmember. It may not always be an easy job, but itis rewarding when you see you have made adifference. Look for candidate interview datescoming soon.

The repairs to our metal roof seem to havebeen successful. We will have to wait for thenext heavy rain to know for sure, but so far itlooks good.

Finally, to all our members, please rememberthat I have an open door policy. If you haveheard a rumor or have a question, I am in myoffice from 8 a.m.-4 p.m. Monday through Fri-day. And feel free to stop in just to say “Hi.”
