  • Trucking in 2014 seems poised to move for-ward from hoping for better business con-ditions to actually seeing much stronger re-sults.

    The reasons for growing optimism can be seen throughout the industry as underlying freight volumes, independent of Mother Na-

    tures whims, clearly are better than at this time last year.

    This view shared by industry executives, analysts and econo-mists is significant. A stronger market for trucking activity can spread through the entire industry from carriers to manufactur-ers, suppliers and drivers.

    There are several reasons cited by economists who forecast that gross domestic product will increase 2.7% this year, much more than in 2013.

    One reason for optimism is the continued success in energy exploration and production. The United States now produces more domestic oil than imported crude, including more than 2 billion barrels a month last year, and the Energy Department ex-pects 14% more production this year.

    Higher oil production and its positive effects on trucking are supposed to be accompanied by 3% stronger factory orders, an improved housing market and increased retail sales.

    In addition, multiple forecasts are suggesting that international trade will increase as well, both with Mexico and Canada, as well as with Asia and Europe, creating more positive momentum.

    All of these positive forces generate a renewed sense of opti-mism, but its important not to be nave.

    Truckers naturally have a kind of Jerry Maguire show me the money attitude. Thats a smart business approach.

    Trucking as an industry has one key reason for being cautious the rosy optimism heard in many quarters so far this year is a fa-miliar refrain. Its been heard several times before in recent years, and things didnt pan out as the experts predicted for trucking.

    This time around, one of the largest questions is the weather, not just in winter.

    The delays caused by snow and the higher costs that result from winter weather already are well known. The larger question is how much of the stronger business levels in the first quarter of 2014 are the result of reduced capacity due to a severe winter.

    While the full effects of storms and cold temperatures may not be known yet, another weather-related issue needs to be con-sidered: the record drought in the West. If California farmers food production is sharply reduced because of inadequate rain-fall, trucking activity will drop off.

    Government policy also is an unknown factor in the outlook for trucking in 2014 and beyond.

    Last month, President Obama set new, more ambitious emis-sions and mileage targets specific to trucks. On the positive side,

    OEMs and manufacturers successfully met the current stan-dards, creating optimism that future targets are achievable.

    Other initiatives are under way, such as the Federal Motor Car-rier Safety Administrations more active enforcement against unsafe truckers.

    That agency also is developing new logging device rules and is still working through the Compliance, Safety, Accountability program, which has transformed how trucking safety is mea-sured.

    There also are continuing efforts to change regulations govern-ing independent contractors.

    Given all the uncertainties, expect the unexpected is a watch-word for trucking this year.

    That cautionary phrase applies to a driver who needs the skill and lightning reflexes to avoid misbehaving motorists. It applies to manufacturers and suppliers suddenly hit with a challeng-ing demand from a customer. Carriers know that feeling when a shippers last-minute need tests the companys mettle.

    There also are the well-known challenges.

    For fleets, one concern is finding and retaining drivers as that workforce ages and health concerns mount. Another is custom-er satisfaction with rates and service. Still another is efficiently matching loads with capacity.

    For drivers, its finding the right company that treats workers well, pays well and gets them home more often.

    For equipment suppliers and manufacturers, the challenges are continuing.

    They are striving to make world-class products while coping with ever-increasing competition. They also are seeking mar-ket stimulation because carriers either are reluctant to add too much capacity or cannot afford new, more expensive products.

    The good news here is that a long-expected improvement in trucking activity can deliver positive results to all corners of the industry.

    Better results mean that well-managed carriers have improved profits.

    That, in turn, increases their optimism and may convince them that they have the needed freight and, they hope, the drivers to keep their assets rolling, as well as to acquire more equipment.

    Higher profits increase carriers ability to increase driver com-pensation something carriers have said they want to do but cant afford.

    That should be welcome news for drivers. Increased compensa-tion can catch them up with other industries where wages have risen faster than they have in the trucking industry.

    Increased pay and better treatment of drivers could attract more workers and alleviate the chronic driver shortage.

    As you walk through the halls at MATS, we hope youll see and feel that long-awaited optimism.

    For todays commercial truck drivers, navi-gating congested highways with fully load-ed trailers to meet ever-tightening pickup and delivery windows is challenge enough. Add in more and more government regula-tions and driving a truck becomes almost secondary.

    There is no bigger regulation affecting drivers than HOS. Since the new HOS rules went into effect in July of 2013, there has been widespread debate over their impact. The most conten-tious part of the rule is the 34-hour restart, which mandates two consecutive off-duty periods between 1 a.m. and 5 a.m. Opponents argue that this puts more trucks on the road dur-ing times of highest congestion. The Federal Motor Carrier Safety Administration (FMCSA), in a study it commissioned, said drivers operating under the new restart provision had fewer lapses of attention, were better rested and had fewer lane deviations.

    Of course, not everyone trusts the study. For their part, car-riers reporting end-of-the-year financials noted productivity decreases ranging from 3-5% because of HOS. Driver pay, due to fewer miles, has also suffered. Truckers, therefore, need to pay attention as the battle over the HOS regulation is still on-going and the possibility of change looms over the industry.

    A drug and alcohol clearinghouse rule introduced in Febru-ary would establish a central database for verified positive test results for commercial drivers license (CDL) holders. The clearinghouse also would capture test refusals by CDL hold-ers. Under the system, with written consent, prospective em-ployers would be able to query the clearinghouse for infor-mation on the applicant.

    FMCSAs Compliance, Safety, Accountability program, first im-plemented in 2010, remains a subject of much consternation for drivers. Truckers should be aware of potential changes to this regulation, which is constantly being reviewed by the government and challenged by outside groups.

    Drivers are also facing a number of other potential regula-tions, starting with a proposal from the Department of Trans-portation to eliminate driver vehicle inspection reports when there is no defect found during pre- and post-trip inspections.

    According to industry experts, sleep apnea affects an esti-mated 28% of drivers and costs the industry $1 billion an-

    nually. A notice of proposed rulemaking (NPRM) on this is expected to come out sometime this year.

    Also, an electronic logging device rule would set minimum standards and require use of the devices by drivers. This rule, which has been years in the making, has been delayed several times. If it is finally proposed this year, enforcement would come no earlier than 2016.

    There is also a proposal due soon that would prohibit what FMCSA terms driver coercion. Under such a rule, it would be illegal for a driver of a commercial motor vehicle to be coerced by a motor carrier, shipper, receiver or transportation intermediary to operate said vehicle in violation of a regula-tion.

    There are a few other regulations and laws that are impact-ing trucking and drivers themselves. None, though, are big-ger than the Patient Protection and Affordable Care Act, aka Obamacare. For owner-operators, the ability to purchase healthcare through the federal or state health exchanges set up by the law gives them a chance to keep their trucks rolling while providing health coverage they otherwise might not have had. For drivers of larger carriers who may want to go out on their own but havent been able to because theyve needed a job that provided health insurance, the new law gives them options.

    The flip side, of course, is the added cost for drivers if they werent paying for insurance already. Also, many employers who do offer insurance have passed on rising healthcare pre-miums to drivers.

    Drivers who may operate their own business also face tax changes in 2014. The one with the most impact may be the tax rate on the highest-earning individuals. Set at 39.6%, this might hit owners of privately held and smaller trucking com-panies if their corporation setup is such that the profits from the company flow through into personal accounts.

    And this is a just a short list of the many rules and regulations slated to impact the industry this year and the years ahead. However you slice it, truckers are facing increasing scrutiny from regulations and those regulations are pushing up the cost of doing business for all.

    The trucking industry is not one size fits all, as industry representatives repeatedly tell legislators and regulators. Even within the same type of application, each fleet and each customer has unique needs.

    Thats why some of the industrys top fleets recognize that a trailer is much more than a box, a platform, or a tank on wheels. They carefully spec for their unique needs, whether thats the lightest weight, the greatest cube, the strongest floor, or other aspects.

    Over the past few years we have seen some true creativity and originality when it comes to fleets working with manufacturers to design trailers to meet very specific needs. Here are a few examples.

    the right temperatureSpringield, Mo.-based Prime Inc. had implemented a number of idle reduction strategies but its tanker fleet was experiencing significantly higher idling, because product such as oils or choco-late had to be kept heated to the right temperature.

    Normally you idle the truck engine, it pumps water into the trailer from the radiator, circulates back to the engine. You have to idle the main truck engine to produce the heat and the power to pump that back to the trailer.

    So Prime came up with an innovative solution using a Webasto heater designed for school buses to pump the coolant and heat the coolant without running the trucks main engine. Its about a 0.7 per gallon an hour fuel savings.

    taking advantage of diminishing loadsPepsiCo North America Beverages has been moving away from the traditional beverage delivery trailer to a tandem-axle dry van, combining its grocery-store deliveries with the gas/convenience deliveries on the same route. It worked with SAF-Holland in creat-ing a trailer spec that, among other things, uses an automatic axle lift suspension system that transforms the trailer from a tandem axle to a single axle once enough of the load has been delivered so that a tandem is no longer necessary. This saves fuel because of the lower rolling resistance, as well as wear and tear on tires, and its all seamless to the driver.

    its a van! no, its a steel hauler!Nussbaum Transport, Normal, Ill., had a couple of one-way hauls involving the same customer, and wanted to turn them into a

    more efficient and profitable headhaul and backhaul on the same semitrailer.

    They worked with engineers at Wabash National to design an extra-strong van trailer that does the work of a flatbed and a regular dry van. The trailers support manufacturing at Electro-lux in St. Cloud, Minn., taking in heavy coiled steel and bring out major appliances, a low-density cargo. Steel coils had formerly been hauled by flatbeds for which there was no outbound cargo. The appliances previously were hauled inside regular vans that werent always loaded when they were dispatched to St. Cloud.

    Wabash decided to sell the creation to other customers as the DuraPlate XD-35.

    stacking flatbed freightAlabama-based Boyd Intermodal developed the Boyd Intermo-dal Raildeck in conjunction with Raildecks Intermodal and BNSF Railway. It allows double-stacking of flatbed freight on the rails.

    In the past, flatbed shippers were unable to take advantage of intermodal stack train service. Boyd Intermodal Raildecks are an open top flatbed unit that is transported over short distances via highway, on a chassis.

    Special arms on the Raildeck form triangles over the front and rear axles. (They fold back for loading.) At an intermodal facility, the arms allow the crane to pick up the Raildeck and its load off of the chassis like it would an intermodal container. Regular inter-modal containers can then be stacked on top.

    Maximizing cubeWalmart Canada has turned a lot of heads with its SuperCube rig. Walmart loads typically cube out before they weigh out. So the company designed a rig that uses a cabover Freightliner Ar-gosy glider kit, a drom box and trailer innovations to allow it to carry 30% more cargo, reducing transportation costs by 24% and greenhouse emissions by 14%.

    The trailer is 7.5 feet longer than a typical 53-footer, and has a lower floor that results in a greater interior height. Air bags raise the trailer up to dock height for unloading. Four pallets fit in the drom box, which sits on the tractor but slides to the rear of the tractor, where door in the back of the drom box and the front of the trailer open so the load can be unloaded through the back of the well-lit trailer.
