1 Masterplan 2012 and 2020 drainage network model

1.1 Introduction

Ward Cole Consulting Engineers provided a Flood Risk Assessment and Drainage Strategy for the

University of Lincoln Masterplan, which modelled the proposed increases in catchment area to drain

into the Delph attenuation pond within the university grounds. Further to the FRA and Drainage

Strategy report, Upper Witham Internal Drainage Board (U.W.I.D.B) who control the attenuation

pond and are the approving authority for discharges into the pond, have stated that they require

specific details on the ability of the storage system to accept the increased surface water flows.

1.2 Surface water modelling

The existing drainage network is shown in Ward Cole drawing no. 10-3921-1011 (refer to Appendix

A). The existing drainage network is based on information supplied by U.W.I.D.B (refer to attached

notes and drawings within Appendix C). The Delph attenuation pond (referred to as Pond A) has

an online connection west to Fossdyke Delph watercourse that flows to Pyewipe Pumping station

approximately 1.8km to the west. There are another 2 No. ponds within the surface water drainage

network referred to as Ponds B and C. Pond B is downstream of Pond A and connected online,

whilst Pond C has an offline connection to Fossdyke Delph.

There are principally 4 No. catchment areas draining into the Fossdyke Delph as shown, with only

the catchment area around Campus Way draining directly and unbalanced to the watercourse.

Pyewipe Pumping station has a maximum pumping capacity of 600 litres per second according to

U.W.I.D.B. information, therefore to model how the increasing catchment area into Pond A affects

the flows and water levels within the drainage network shown, a restriction of 600 l/s was placed

relatively close to the Pyewipe Pumping Station.

1.3 Results

The drainage network model was simulated using the Windes computer package using FEH rainfall

data for the area. The results are shown in the attached calculations (refer to Appendix B) and

drawing no. 10-3921-1011. The calculations show that the surface water network modelled can

accommodate the increased flows generated by the proposed larger catchment area for the year

2020 with Pond A (Delph Pond) in its existing condition and size. Pond A reaches a maximum

water level of 3.757m in the 1 in 100 year + 20% rainfall event, which is below the proposed 4.0m

flood level.

Thank you for referring the above application, which was initially received on 15 April 2010. Environment Agency Position We have assessed the Sequential Test document undertaken by Ward Cole Consulting Engineers (dated June 2010) and received confirmation from your Authority that you consider the site passes this Test. Based on the information submitted we consider that the process has been adequately undertaken. We also consider that the Flood Risk Assessment (FRA) submitted with this application is compliant with Annex E of Planning Policy Statement 25 (PPS25). Accordingly, we have no objection to the proposed development subject to the following condition being attached to any planning permission granted: Condition The development permitted by this planning permission shall only be carried out in accordance with the approved Flood Risk Assessment (FRA), ref: 10/3921 and the following mitigation measures detailed within the FRA:

• Flood resilient construction techniques. • Finished floor levels are set no lower than 5.6 m above Ordnance Datum

(AOD). The applicant shall confirm completion of the approved scheme in writing within one month thereafter.

Informative The Upper Witham Internal Drainage Board should be consulted on the surface water arrangements for this application as it will drain into their system. As you are aware the discharge of planning conditions rests with your Authority. It is, therefore, essential that you are satisfied that the proposed draft condition meets the requirements of Circular 11/95 'Use of Conditions in Planning Permission'. Please notify us immediately if you are unable to apply our suggested condition, as we may need to tailor our advice accordingly. Please note that our advice has not considered the risk of flooding from other sources, such as ground water, drainage systems, reservoirs, canals or ordinary watercourses.
