C o n t e x t

The purpose of th i s Master Space P lan i s to recommendst rategies for provid ing the amount and type of space needed forthe Col lege of Humanit ies , Arts , and Social Sc iences (CHASS) thatwi l l support the Col lege's miss ion and goals for the next decade,through 2010-11. The P lan takes into account expected growth instudents , facul ty , and staf f ; changes or t rends in teaching andlearn ing methodo log ies ; and in s t i tu t iona l po l icy regard ingal locat ion of facul ty and capita l resources for faci l i t ies develop-ment.

T he Master Space P lan i s a l so intended to be cons i s tentwith the UC Rivers ide Long Range Development P lan (LRDP), acomprehens ive land use plan that i s used to guide development ofUnivers i ty faci l i t ies .

The Col lege of Humanit ies , Arts , and Social Sc iences i s thelargest col lege on the UC Rivers ide campus, enrol l ing almost 56%of a l l undergraduates and near ly 37% of graduate students . In FY1999-2000, Col lege enrol lment was approx imately 5,600 FTE s tu-dents , wi th about 245 FTE facul ty . By the year 2010-11, enrol lmentin CHASS i s pro jected to be about 9 ,800 FTE s tudents , an increaseof 75%; and an expected 83% increase in the number of facul ty , tomore than 449 FTE.

T he mix of d isc ip l ines and departments wi th in the Col lege i spart of i t s d i s t inct ive miss ion with in the Univers i ty of Cal i forn ia,R ive r s ide . By o rgan i z ing depar tment s , cente r s , and spec ia lprograms of the performing and v isual arts , the humanit ies , andthe social sc iences under the aegis of a s ingle Dean, the Col legeprovides unique opportuni t ies for s tudents and facul ty to interactacros s d i sc ip l ines in a dynamic teach ing and researchenv i ronment . Because CHASS provides the inte l lectual home for mostundergraduate students , the centra l i ty of i t s faci l i t ies , access ib i l i tyof i t s c lasses , facul ty , teaching ass i s tants , and support serv ices tostudents i s important . A l though CHASS cur rent ly occupies space in20 di f ferent bui ld ings, the vast major i ty of i t s space i s in just s ix ofthem, located re lat ively c lose together a long the Car i l lon Mal l , thecenter of most undergraduate academic act iv i ty .

A lthough the Humanit ies and Social Sc iences bui ld ing wasrecent ly completed, in 1996, most of the more than 243,600 ass ign-able square feet (asf) occupied by CHASS departments in 1999-2000 are in bui ld ings that are more than 30 years o ld, and in whichthere have been l i t t le or no major renovat ions. Thus, the age,condit ion of ex i s t ing space, and the capabi l i ty of these o lderbui ld ings to meet the demands of new pedagogies, researchmethods, and advanced informat ion technology i s as important toth is Col lege as the demands of growth.

I n March of 2001, Academic P lanning and Budget (APB)retained STRATUS of Los Angeles , Cal i forn ia to provide consul t ingserv ices associated with th i s Master Space P lan. A previous CHASSfaculty survey and Department Chai r interv iew performed by APBprovided basel ine informat ion, as d id the Col lege's AcademicPlan, white papers , and UCR’s V is ion 2010 St rategic P lan. Facultyal locat ion budgets and ex is t ing space ut i l i zat ion were studied.Department Chai rs , facul ty and staf f were engaged in severalworkshops to d i scuss the ex i s t ing and ideal env i ronments fo rteaching and learn ing, facul ty graduate students and programs,performance and studies , and appl ied technology. Best pract iceresearch was conducted of aspi rat ional inst i tut ions to ident i fy thedist inguish ing character i s t ics of exemplary models . Qual i tat iveand quant i tat ive data were synthes ized to create the MasterSpace P lan Summary and provide basel ine informat ion for severala l ternat ive scenar ios . The scenar ios were evaluated by the Deanand Vice Chancel lor of Academic P lanning and Budget. The pre-fer red scenar io was chosen, and i s represented in th i s MasterSpace P lan document.

Meeting the space needs of the Col lege for the nextdecade wi l l requi re both new space to accommodate the expect-ed growth in numbers of s tudents and facul ty , and s igni f icantattent ion to the type and qual i ty of space necessary to support a21st century learn ing envi ronment. Us ing Univers i ty of Cal i forn iaspace al lowance guidel ines for CHASS disc ip l ines, the Col lege wi l lrequi re more than 410,000 asf by the 2010-11 academic year, anincrease of a lmost 167,000 asf , or a lmost 70% more space than i scur rent ly avai lable.

To address the important qual i ty of space i ssues, eachexis t ing, new, and reass igned faci l i ty wi l l need to be f lex ib leenough to enhance the development of interdisc ip l inary programsand act iv i t ies , provide more opportuni t ies for interact ion amongfaculty and students , and in general be ut i l i zed to thei r h ighestand best use.

T he Table and S i te p lans that fo l low address ProposedCHASS space Dis t r ibut ion for 2010-11; the proposed locat ions fornew and reass igned faci l i t ies at the Col lege core; and the h ighestand best use for each new, reass igned, and ex is t ing faci l i ty .

T he Capi ta l Improvement P lan proposes that two newbui ld ings, ( tentat ively labeled Col lege Bui ld ing I and I I ) , be con-st ructed at a s i ze of about 68,000 asf (56,000 asf CHASS) and47,000 asf , respect ively .

Located on more than 1,100 acres, three mi les east ofdowntown R ive r s ide , in one o f the fas tes t g rowing a reas o fCal i forn ia, the Univers i ty of Cal i forn ia 's R ivers ide campus (UCR) i sone of the most important educat ional and cul tura l resources forthe In land Empire region. F i r s t establ i shed as an exper imental orchard and researchfaci l i ty in 1907, the campus opened as a general campus of theUnivers i ty of Cal i forn ia in 1954. S ince then, enrol lment has grown tomore than 10,000 undergraduate and graduate students in the fa l lof 2000, and i s expected to increase to 25,000 by the year 2015.

The CHASS Master Space P lan, which i s the focus of th i ss tudy , mus t be cons i s tent w i th the campus Long RangeDevelopment P lan (LRDP), a comprehens ive land use plan that i sused to guide development of future Univers i ty faci l i t ies . The 2001LRDP wi l l cons ider the academic goals of the campus through theyear 2015, inc luding enro l lment expectat ions , changes in thecharacter of the campus and i t s sur rounding communit ies , and theneeds for c i rculat ion, open space, park ing, and hous ing. Al l ofthese factors wi l l a l so p lace a h igh demand on the campusinf rast ructure, including ut i l i t ies , roads, energy requi rements , andother natural resources.

I n the decade that fo l lows, campus enrol lment i s expectedto inc rease to approx imate ly 21 ,000 , w i th en ro l lment in theCol lege increas ing f rom i t s present 5 ,620 FTE s tudents to a lmost9,800 FTE s tudents . The number of facul ty requi red for CHASS i s pro-jected to increase near ly 84%, f rom 245.40 facul ty FTE in 1999-2000to 449.68 FTE in 2010-11. In addit ion, graduate headcount in theCol lege i s expected to increase about 38%, f rom 459 FTE to 633 FTEin the same t ime per iod. The need to understand the impact of th i sexpected growth on space and faci l i t ies i s the pr imary dr iver ofth i s p lan.

I thas l imi ted ut i l i ty as a mult i -d i sc ip l inary faci l i ty that mightalso accommodate modern c lass laborator ies , some typesof research labs, or arts s tudios .

Watk ins Hal l i s des igned with a rest r ict ive s t ructuralsystem that supports medium-s ized class rooms and classlabs; however i t i s less su i table for facul ty of f ices. I t s loca-t ion adjacent to the R ivera L ibrary, may provide an oppor-tuni ty to eventual ly convert th i s faci l i ty to a modern inst ruc-t ional center . Because Watk ins i s a re lat ively smal l , o lderbui ld ing, and occupies a valuable s i te on the Car i l lon Mal l ,cons iderat ion might be given to i t s eventual replacementwith a more substant ia l bui ld ing, in part or in whole.

Sproul Hal l i s a l so centra l ly located adjacent to theCar i l lon Mal l . Therefore,given the dramat ic increase in s tudent enrol lment, the spaceneeds for the campus and the Col lege's proport ional share havebeen incorporated.

Space Summary The Space Summary indicates the cur rent s i ze and locat ionof Col lege centers , departments , and support space, and therequi rements for space in the years 2005/6 and 20010/11. Beyond2010/11, space needs are less predictable and have therefore notbeen addres sed. Fu tu re space p ro ject ions , par t icu la r l y fo rinst i tut ional and research space, inst ruct ional , adminis t rat ion andsupport space are based upon quant i tat ive analys i s of spacedr ivers used by the Univers i ty of Cal i forn ia, and der ived programstandards.

Non-standard teaching laborator ies have been quant i f iedin a s imi lar manner, but delegated to the departments for the Artsand Psychology because of thei r un iqueness , and centra l i zed forthe Humanit ies and other Social Sc iences to faci l i tate shared use.Best pract ice research was used to complement the Univers i ty ofCal i forn ia planning methodology with recommendat ions for spacequal i ty , d i s t r ibut ion, and use. A Center " template" was developedbased on the s i ze and general space composi t ion of the Center forIdeas and Soc ie ty , wh ich i s genera l l y he ra lded as a CHASSexemplar . For those serv ices and spaces not d i rect ly dr iven by theappl icat ion of qual i tat ive or quant i tat ive data, such as Dean'sOff ice, Student Affa i r s , Art Gal lery, etc. , profess ional judgementwas used, conf i rmed by the Dean, to determine space needs.

As noted in the space plan summary, CHASS space needsfor 2005/6 exceed the overal l space avai lable in 2000/1 by morethan 85,000 asf , and by more than 165,000 asf in 2010/11. Thoughthe overal l space needs can be met by a var iety of East Campus,West Campus and off campus methodologies , the space needscan only be accommodated by reass igned ex is t ing UCR space orbui ld ing or acqui r ing new or new-to-Col lege space.

The Master Space P lan, which cons i s ts of a Space Summaryand S i te P lan, are intended to provide the Col lege with a l iv ingmodel and guide with respect to capita l and space needs andalternat ives for resolut ion through 2010/11. On a department-bydepartment bas i s , i t i s not intended to provide ent i t lement tospace or resources, but rather to suggest a magnitude of spaceand concomitant i s sues that must be addressed in order to createan opt imum envi ronment for each disc ip l ine.

S proul Hal l cur rent ly houses the Graduate School ofEducat ion , (GSOE) CNAS Mathemat ics Depar tment , Med iaServ ices and some CHASS space. The re locat ion of CNAS 'Mathemat ics Department to the Surge Bu i ld ing wi l l re leasealmost 10 ,000 ASF in Sprou l Ha l l . A needs analys i s fo r theGraduate School of Educat ion suggests that GSOE wi l l neednear ly a l l of Sproul Hal l space to meet i t s pro jected enrol lmentdemand in 2010/11. However, in the inter im, i t i s reasonable tocons ider that at least some of the vacated space can beass igned to CHASS.
