Fisher's popcorn, salt water taffy, sea gulls and Thrasher's French fries - ah, it must be October in Ocean City. Welcome to the Fall Workshop of the MD, DE and DC Elks Association. There will be excellent presentations and a lot of informa- tion provided this weekend for every- one's benefit and for the benefit of our Lodges, and I encourage every- one to take full advantage of our sessions. The lessons we learn this weekend can only strengthen our Members, our Lodges and in the end, our Association. After my installation in June, Connie and I made a couple of visits to Elks Camp Barrett to attend Cindy Taylor's excellent Drug Awareness presentation for the campers and we then attended the Faces of Valor event at Annapolis #622, a simply outstanding fundraiser for our wounded veterans. We were back in Annapolis the next day for the Ritual clinic and we were then off to New Orleans for our National Convention. It was indeed a humbling experience to carry the Maryland flag during the opening ceremony and our Association was well represented by PDDGER John Loftus who carried the Delaware flag and Charlie Banez, ER of Washington-Rockville #15, car- ried the District of Columbia flag. I sincerely thank the Con- Con committee for the excellent job with the Association din- ner on Sunday evening and for all of the hospitality room arrangements. I also assisted with the balloting process on Tuesday, attended all of the sessions and witnessed Annapolis #622's excellent presentation of the Initiatory Ritual. Connie and I attended Family Day at Seaford #2458 and the Pig Roast at Cape Henlopen #2540 and we were then off to Seven Springs for the Youth Golf and Tennis Tournament of Champions. As you will hear from Chairman Pete Peterson, unfortunately this is likely the last year for this great youth event and I thank him and Joan Thompson for their years of service and their graciousness and hospitality during our visit. I have attended the Camp Barrett meetings and the Southeast District Deputy clinic at Seaford Lodge #2458, the Northeast District Deputy clinic at Newark Lodge #2281 and the West District Deputy clinic at Hagerstown Lodge #378. I have final- ized my visitation schedule and it has been presented to all of our Lodges, the District Vice-Presidents and the District Deputies. I will begin my official visits after this is written and I am really looking forward to spending more quality time with the Members of our outstanding Association. As I mentioned above you will be provided with a huge amount of useful information this weekend but it is only useful if we put it to work. To achieve “Growth Through Service” we must keep our existing programs current, active and in front of our communities as well as being creative in finding other ways to provide that service. I have great faith in the Members of our Association and their commitment to the good works of our Order. We are, after all, the Best People On Earth and we should be proud of why we are Elks. On that note, I wish everyone a fruitful, informative and energizing workshop. I hope we all get our Elk batteries recharged and that we return to our Lodges with a renewed enthusiasm to do what we do best - serve others. I wish safe travels to all and I look forward to seeing you in your Lodge. Well it is Octoberonce again and wefind ourselves ga-thering in OceanCity, Maryland forour Annual FallConference.

Hopefully you allhave had a greatsummer, vacationsare over, kids areback in school and

you are once again hard at work for yourlodge, your community, and the programs ofElkdom.

Half the lodge year is behind us, andthanks to all the hard working Elks from the38 lodges of our Association, many accom-plishments have already been achieved andmuch progress made. However six monthsstill remain to reach the goals we all set inApril and make this a banner year of the yourlodge, our Association and Order, and alsothose we serve in our communities.

There is still time to make the $4.60 percapita ENF donation goal set by GER Amen,as well as the $9.00 per capita goal set byPresident Wolcott. There is still time to par-ticipate in the Hoop Shoot and Soccer Shootprograms (reaching out to the youth of yourcommunity) as well all other Elk programs.Hopefully your lodge is taking advantage ofthe ENF Grant Programs and making a dif-ference in your individual community withthose Grants and other activities sponsoredby your lodge.

Membership growth should be at the topof your list of things to accomplish. If yourlodge is not keeping the members it alreadyhas and attracting enough new members toshow positive growth, your lodge is failing!!Many of our lodges are managing this prob-lem, but it is obvious that a few of our lodgehave not addressed this issue at all and aregoing downhill fast. Every lodge needs toget on board with the Membership manage-ment efforts now being directed by our newGrand Lodge Membership Manager, Rick

Gathen and as applied through the hardwork of our own Membership Chairman BobBaxendell. If your membership efforts arenot showing positive results contact Bob forassistance in getting your program workingin a positive manner.

Also please don't forget our Veterans, active Military, and National Guard. Our pro-grams and your continuing service for theseheroes should be an ongoing twelve montheffort.

Best wishes to all for a most enjoyableFall Conference and best wishes for contin-ued success and proprietary to the 38 lodgesthat make up our Association. Let's all usethese next six months to grow our individuallodges and make our lodges and Associationnumber “ONE” in all we do!!!

Sincerely and fraternally,Paul D. HelselPGER & Sponsor

This is a simplereminder that whenwe were initiated asElks we each took asolemn oath calledthe Obligation. We alltook the same oathas there is no shortform of the Obliga-tion. At the beginning

of this oath, in fact the second paragraph, weeach swore to support the Constitution, andobey the Statutes, rules and regulations of thisOrder. As long as you obey the Statutes youare in a safe harbor, free from discipline or

chastisement. Additionally, every servingOfficer doubled up by solemnly promising athis installation to office to conform with andmaintain the Constitution, Statutes, rules andregulations of the Benevolent and ProtectiveOrder of Elks of the United States of America.

Lodges have a large degree of indepen-dence and sovereignty but each and everyLodge must adhere to a basic structure andrules that are specified in the Statutes. OurStatutes are not laid down as tablets of stonebut are adjusted every year by the delegates tothe Grand Lodge Sessions. Thus, the Statutesare adjusted to the evolution of our society andculture. Every Member has the opportunity to

initiate a change to the Statutes. The proce-dure for changing them must be strictlyadhered to and also must receive the approvalof a majority of the delegates at a Grand LodgeSession. Truthfulness and adherence to ourself-made laws is represented by the principlestation of each Local Lodge and the station ofthe Exalted Ruler. In fact one of the fewexpress statutory duties is to enforce the Lawsof the Order.

Enjoy Columbus Day this month and have asafe and Happy Halloween.

P.S. Be sure to carry a tri-fold membershipapplication, you never know when you mightneed it ... and thank you for Elevating America.

Message from Grand Exalted Ruler

October is “Drug Awareness Month” anexcellent time to get our drug awarenessprograms out to the public. October 23rdthrough 31st is “Red Ribbon Week” a greattime to promote our poster and essay con-test. Visit a local elementary school withinthe next two weeks and take them a box ofcoloring books, red ribbons, and the postercontest information. Then visit a middleschool taking red ribbons, bookmarks andthe essay contest information. Offer to gointo a classroom and share informationabout the dangers and facts of drug useusing our literature as your resource andElroy, visit your local or state police office

and share information about the EnriqueCamarena Award and the criteria, plan ayouth night at the lodge to share informa-tion and have children complete the posterand essay contest that night, these are justa few ideas. This is a perfect opportunityfor us to get our message out and most allschools across the country celebrate “RedRibbon Week” in some way.

Need some help; just call you DistrictChair or State Chair, that's why we arehere, to help. Please take the time to pickup the Drug Awareness newsletter providedto all lodges and share with members. Wehave a lot of wonderful things going on with-

in our lodges with the drug awareness pro-gram and we want to thank all of you whoare involved. Remember we are here tohelp and our contact information and cur-rent programs can be found on our Statewebsite.

Thank you againfor your support, and entrusting mewith the honor ofbeing your Presi-dent - Elect for2014 - 15.

Well, Karen and Iwere very sorry tomiss the GrandLodge Conventionin New Orleans thisyear. An unexpect-

ed family crisis (now resolved) required our fullattention, and kept us away. Then, we wereaway for most of August on a trip we hadplanned almost a year ago.

We're back now. We've resumed volunteer-ing for the Bingo Operation at Cape HenlopenLodge, among other things, and it feels good tobe in familiar routines again.

On 2 August and 6 September I attended

the Elks Camp Barrett Executive Committeemeetings, and the Camp meetings. Kudos to allthe Elks who worked so hard to achieve a per-fect score on the American Camp Associationinspection of the Camp Barrett facilities in July! Not a single negative notation made - now thatis quite an accomplishment! We can all beproud of our Camp facility, and grateful to thosewho make it the terrific Camp it is!

By now each Lodge should have receivedfrom me an invitation to host one of the 2016Conferences - either January or March. So farI have received three responses: two Lodgeshave asked to be considered, and one Lodgehas asked not to be considered. If any Lodgedid not receive my letter (with the HostingGuidelines) which went out in June, let meknow; I'll send you another copy. If you justhaven't had an opportunity to fully consider anddecide on the matter, I urge you to do so. Letme know, either “Yea” or “Nay.” The sooner wecan decide which Lodge will host which

Conference, the sooner those Lodges canbegin the planning process.

Meanwhile, several Lodges have added meto their Bulletin distribution list - thank you. Ifyour Lodge has not done so yet, please do.Your Bulletins give me the opportunity to knowwhat our Members are doing to further theGrand Lodge Programs. Plus, Karen and Iwould like to attend some of your events if wecan. Your Bulletins will inform us of our optionsto do so.

Karen and I wish each of you a HappyThanksgiving, and a peaceful and joyousHoliday Season. God Bless you, every one.

NORTH CENTRAL DISTRICT VP REPORT

NORTHEAST DISTRICT VP REPORTWhat an honor to represent the Northeast

District as your Vice-President! Thank you allfor this opportunity.

The Grand Lodge convention in NewOrleans was a real treat, especially since Iwas officially unofficial. We went sight-see-ing, tasted beignets, rode the buses, walkedand - best of all - talked to lots of other Elks.No matter how many times I have attendedopening ceremonies, I am always thrilled withthe spectacle and the parade of flags. Wearrived too late to watch the Annapolis ritualteam perform, so spent one afternoon watch-ing the team from Georgia. I will admit that itwas an interesting performance, even if it was

not exactly what I expected.Back on home turf, I attended the Camp

Barrett and Trustee's meeting hosted by KentIsland Lodge on August 2nd, and the DistrictDeputy Clinic on August 10th hosted byNewark Lodge. I learn something useful eachmeeting I attend. As I write this, there areseveral more meetings prior to the fall work-shop, but my crystal ball is a bit foggy so willhave to report on them later.

The Lodges of the Northeast District arebusy with lots of special events to entice allElks; these include Steak and Shrimp dinnersat Abingdon, a fish fry and Antique Tractor pullat Chestertown, Crab and Shrimp at Milford, a

Crab Feast at Newark, a Bull and OysterRoast at Havre de Grace and much more.Officers' and members are preparing forDistrict Deputy visits and working in their com-munities to achieve “Growth ThroughService”.

If I can be of assistance, please don't hes-itate to contact me.

I wish everyone a Happy Thanksgiving andJoyous Holiday Season, and look forward toseeing everyone again in Havre de Grace inJanuary.

Martha Anne Scully

Martha Anne Scully died on July 29, 2014after battling a serious illness for years. Shewas only 63, the daughter of Rose Anne(Nancy) Seebach and the late Henry F.Seebach. She had recently retired after a 30-year career as a speech and language pathol-ogist, lately at the Joyce Kilmer Middle Schoolin Vienna, Virginia. She graduated from TrinityCollege in Washington, D.C., obtained a mas-ter's degree from George WashingtonUniversity, and studied for her doctorate atSyracuse University.

Martha's career at Kilmer was devoted tohelping children with speech and language dif-ficulties and learning disabilities. It was fasci-nating to hear her talk about the various formsof autism and the mental disorders that afflict-ed youngsters. I never envied her the dailycommute over the bridge to Virginia, but sheloved her work passionately-the educationalbureaucracy not so much.

And then she joined the Elks-Washington-Rockville Lodge 15 of the Benevolent andProtective Order of Elks. It was my father'sidea. He wanted his three girls to be membersafter the Order decided that women were real-ly equal to men and therefore worthy to join.

Of late, Martha concentrated on chairingthe scholarship committee for the Maryland,

Delaware, and District of Columbia ElksAssociation, which annually distributes$50,000.00-plus to college-bound seniors inhigh school. Her special avocation, however, was awarding two-year vocational scholar-ships to high school seniors seeking job train-ing and certification. Her goal was to expandthis program throughout the state association.

Her own lodge is well aware of Martha'sinvolvement and contributions to Elkdom. What impressed me most were her untiring

efforts to make life better for everyone sheencountered. Martha served as Leading,Loyal and Lecturing Knight, was on the HouseCommittee and worked on service committeeshelping veterans and students. She served onthe State Project Camp Barrett Committee forseveral years. She couldn't do much heavy lift-ing, but she was an ardent believer in the Elksmotto, “Elks Care, Elks Share,” and she foundother, less arduous ways to make that mottowork.

The Passing of a StatesmanDeath always

comes unexpected-ly, it can never beforetold. And whenit happens to a closefriend, the blow iseven harder to take.So it was with ourfriend, Reginald A.Maguire Jr.. To ushe was known as“Reg” or “Reggie”, avery boyish name to

place on one of his stature.“Stature” is a both a measure of one's phys-

ical size and also the size of their imprint uponthe world. Reg carried both very well. Upongraduation from Cambridge High School in1948 Reg enlisted in the United States AirForce and served honorably in England until hisdischarge in 1957. During this time he wasawarded the Silver Star for his service to ourCountry. I think that speaks to his stature.

Reg married Dortha A. Milligan - whom we

know as “Dotty” - in 1953. And “No” that is nota typo: her name is Dortha. Reg and Dottyhave a son, Reginald A. Maguire III and, withhis wife Vicky, they have a son, Patrick, who isalso a member of our Nation's Armed Services. He is currently stationed in Norfolk. I think thatspeaks to his stature.

As we grow, we wear many hats during ourlifetime. I have mentioned two of Reggie's“hats:” military service and as a family man. Afamily man has to make a living to support hisfamily. Reg worked for a number of years atProvident State Bank and then later as anaccountant for Albert W. Sisk and Son fromwhich he retired. It takes loyalty, dedicationand ability to be able to stay with one companyall the way through retirement. I think thatspeaks to his stature.

Here are some of the other “hats” Reg hasworn throughout the years. Service and dedi-cation to his community: Reg served asPresident of the Preston Town Council for sixyears. Caring for our veterans: Reg was amember of the Knights of Columbus and a pastCommander of the Hurlock American LegionPost # 243. I think that speaks to his stature.

But the hat most familiar to us is his Elk hat.And believe me, it is a BIG hat. His Elk lifebegins and ends with Cambridge Lodge #1272. I would be hard pressed to tell youexactly how many years Reg has servedCambridge as its Exalted Ruler. But his Elk lifedid not stop there. He was a District Deputy forthe South East District, he was electedPresident of the Maryland, Delaware andDistrict of Columbia Elks Association, heserved the Grand Lodge on the Committee onRegistration, he was elected to the position ofGrand Lodge Loyal Knight and last, but certain-ly not least, during Paul Helsel's tenure as ourGrand Exalted Ruler, Reg served as a SpecialDeputy to the Grand Lodge and was, in effect, our sponsor. I think that speaks to his staturequite eloquently.

If there is to be any blessing in the passingof our Brother, it is to know that Reg died with-out pain and suffering, peacefully in his sleep.Rest my Brother, Friend and able Statesman.

Respectfully submitted,Bill ButtrilSecretary Advisory Comm.

Some twenty two million veterans live inour communities. Grand Exalted Ruler JohnD. Amen has proclaimed November asVeterans Remembrance Month to encourageus to find local veterans and help them withtheir needs.

As Elks, we proudly state “So long asthere are Veterans, the Benevolent andProtective Order of Elks with never forgetthem”. Elks are present in every VA hospital.

We adopt veterans (www.Elks.org/Vets-AdoptAVeterans.cfm). Elks support familieswith our Army of Hope. We place POW/MIAtables in our Lodges. Elks participate in theNational Veterans History Project(www.loc.gov/vets). We happily pack and dis-tribute Comfort Care Kits. We do a great dealfor our veterans. To learn more, visitwww.Elks.Org.vets/programs.cfm

But, more can be done. The Iraq andAfghanistan Wars have generated more than2 million young veterans. Many havereturned home with disabling injuries. Morethan eighteen percent of new Veterans suf-fer from PTSD (2008 Rand Corporationstudy). These young Veterans and allVeterans and their families have sacrificedsomething for us. In November, let's thankour Vetearns and remember them in somespecial way. It is the least we can do.

Our Veterans are everywhere - in VA hos-pitals, Veterans homes, in hospices, in ourcommunities - and too many are homeless.Find them, help them, and show how impor-tant they are to us and to all the people livingin the United States of America. Let our

Veterans know they are not forgotten andthat we truly appreciate the sacrifices theymade for us.

If you know a Veteran who may be in diffi-culty, let them or their family know about theVeterans Crisis Line, a completely privatechat line sponsored by the Department ofVeterans Affairs. The Veterans Crisis line hasprovide help to countless Veterans in need,

just call 1-800-273-8255. Finally, should you see someone in a uni-

form of our Armed Services, please marchright up to him or her and say “Thank you foryour service. Have a great day !”

I would like to thank State PresidentDave Wolcott, our Sponsor Paul D. Helseland the Advisory Committee for giving methe opportunity to serve our StateAssociation as your Elks National VeteransService Commission Chairman. I haveworked under the direction of John A.Curran as the VAVS Representative for theElsmere VA Hospital for 8 years. I wouldpersonally like to thank John for his serviceand dedication to our State Association, tothe veterans of our country, and especiallyto the veterans at the Charlotte HallVeterans Home. I would also like to thankJohn for his help and guidance as I we gothrough this transition period.

As Chairman of ENVSC, the first thing Iasked the VAVS Representatives to do wasto consult with the Chief of VoluntaryServices at each of the Hospitals, USO'sand Veterans Homes that we service aboutthe Freedom Grant. The Freedom Grant is

intended to provide financial support to localLodges for programs that assist the veter-ans. It can be used to clothe, feed or househomeless veterans. It can be used to take

local veterans and military personnel onoutings such as a ball game or host a din-ner at a local Lodge. Last year Newarkapplied for a grant to provide a touch screencomputer to the Elsmere VA Hospital so thepatients and Nursing Home Veterans wouldhave access to the internet and e-mails. I

am happy to inform you that several Lodgeshave already applied to ENVSC for aFreedom Grant.

I would like to ask that all Lodges, VAVSReps and District Reps keep me informedof any and all Lodge programs or fundrais-ers that pertain to the Veterans, whether itbe a monthly Pizza Party, sponsor a Vet toa ball game or a charity event benefiting theUSO or Wounded Warriors. This informa-tion will be shared and reported so thateach Lodge may enhance and improve theirveterans programs. Please drop me a lineat [email protected] to let me knowhow you are all servicing our veterans.

Thank you for your confidence and sup-port.

Youth Tennisand Golf

It is my sad duty to announce that the Youth Tennis and GolfTournament of Champions has been discontinued as of thisyear. Last year the tournament only had a total of thirty-sevenparticipants and the PA Elks Association Advisory Committeeinformed the tournament committee that an increase in partici-pation for this year must be met to continue the program. Thisyear the tournament only had twenty-six participants. Thesteering committee met and decided that this was the last yearfor the Tournament of Champions.

Frostburg Lodge No. 684 was the only lodge within theMDDEDC State Elks Association to sponsor two participants inthe golf tournament.

The Tournament of Champions has been in existent for sev-enteen years. Dropping this program leaves us with no pro-gram for 14 to 18 year olds.

The Youth Tennis and Golf Committee will be looking into thepossibility of each District having a one day golf tournament andthe top four would then participate in a MDDEDC StateAssociation golf tournament. Let me know if your lodge wouldbe interested in such a program. We are also open for any otherideas.
