Registration Insurance Requirements

You will need to have proof of financial responsibility, also known as liability insurance, to drive your car legally in Maryland.

You must carry proof of insurance at all times, as a police officer may ask you to present it. You will also need proof of insurance in order to register your car or renew your car’s registration. Why do you need insurance? The Maryland Motor Vehicle Administration (MVA) needs to ensure that you have financial protection in case you are part of an accident that causes injuries, damage or death. The MVA requires all cars to be insured by an insurance company licensed in Maryland. Additionally, your car insurance must meet the following minimum standards of coverage:

$30,000 for bodily injury

$60,000 for bodily injury for more than one person

$15,000 for property damage

Liability insurance pays for any injuries or property damage caused by you or other drivers allowed to drive your car. If you are caught driving without insurance in Maryland, you will face fines and a suspended registration.

Regardless of whether your car is new, used or previously registered outside of Maryland, you will find all the information you need to register your vehicle below. Just gather some documents, follow the required steps according to your specific situation and you can obtain your registration quickly.

Register a New VehicleWhen you buy a new car at a dealership, you will most likely not have to worry about titling and registering, since the dealership usually takes care of the registration process. In this case, the dealership will give you a bill of sale and license plates when you purchase the vehicle. Typically, they will mail a car title to you later.

However, if you bought a new car and the dealership did not process the registration and titling for you, you will have to register and title it yourself. To title and register a new car, you will need visit an MVA office or mail the appropriate documents to the following address:

Register a Used VehicleIf you recently purchased a used car from a non-dealer, you will probably need to title and register it for yourself. The process is very simple. To title and register a used car, you will need visit an MVA office or mail in the appropriate documents to the following address:

You will need to present:

Proof of ownership. This can be a Maryland-issued title for a vehicle purchased in Maryland. If the vehicle was purchased in a state where a title does not work as proof of ownership, you can submit a bill of sale and a registration document instead.

A completed application. If you have a Maryland title, use the title as your application. Complete the section of the title named Application for Title and Registration. If the original title is not from Maryland, complete the Application for Certificate of Title form. • Your car is less than seven years old.• You bought the car for at least $500 less than the vehicle’s book value.• You want to pay the excise tax calculation based on the sale price instead of the book value.

Your car’s Odometer disclosure Statement.

Important Dates or TimeframesYou must register the vehicle within 60 days of your move. Otherwise, you may receive a citation, and you will not be eligible for a tax credit on titling tax paid in your former state.

Registration For Military MembersRegistering a car in Maryland will be a little different if you are a military member. The requirements will vary depending on your residency status.

Maryland MilitaryIf you are an MD resident and an active member of the military, and you want to register a car for the first time, just follow the process described in the sections above for new, used or out-of-state vehicle registration.

Maryland Military Out-of-StateIf you are a Maryland resident, active member of the military and temporarily stationed outside of the state, you may register your car in person at an MVA office or by mail. Complete the following steps:

If you bought a used car out-of-state and need to title it, you must complete a Temporary Inspection Waiver (form VR-129).

If you want your out-of-state address recorded, include a completed Address Certification-United States Government Employee (form VR-102).

Complete an Application for Certificate of Title (form VR-005).

Present your insurance certificate.

Present documents of ownership, such as the title or the certificate of origin.

Non-Resident Military Members in MarylandIf you are an out-of-state military member temporarily stationed in Maryland, you are not required to register your car in MD. You may drive with your out-of-state plates as long as you keep current and valid registration and insurance in your home state. If you are planning to establish residency, you are required to title and register your vehicle within one year.

Renewing Your Vehicle Registration

Is it time to renew your vehicle registration? Driving with an expired registration can lead to problems.

Of course, these problems can be avoided if you make sure to renew your vehicle’s registration before the expiration date. To help you, we have created a walkthrough for you to follow in order to have your registration renewed with time to spare.

Important Dates or TimeframesYour Maryland registration must be renewed every two years.

Approximately 60 days before your registration expires, the MVA will mail you a renewal notice. This notice contains a description of the various fees included in your vehicle registration payment, your renew-by date, an explanation of the different renewal options and the requirements for the vehicle inspection program. If you do not receive the notice, contact the MVA or register at an MVA office to receive it via e-mail. If you change your address, make sure you notify the MVA. Otherwise, the notice will be sent to your old address on file with the MVA.

Renewing OnlineThanks to technology and eMVA, keeping your registration updated is simpler than ever. When you renew online, you can accomplish everything without leaving your house.

You may renew online if your registration is within two months of expiring or already expired and if you do not have any outstanding traffic tickets or insurance violations. If you have moved, you must notify the MVA with your new address. Renewing online is easy if you just follow these steps:

Have your title and license plate numbers ready.

Have a Visa, American Express or MasterCard debit/credit card to pay the fees.

Visit eMVA.

Follow the prompts on the website.

Once you finish renewing, you will receive your registration documents within 10 days.

Renewing by MailIf you are out-of-state and you cannot renew online, or if you simply prefer not to renew online or in person, the MVA allows you to renew by mail. If you have any outstanding parking citations, insurance violations or other issues, you will need to address those before you are able to renew your registration. To renew your registration by mail, you must:

Follow the instructions that are found in your registration renewal notice.

Confirm all the information on the notice, including the insurance information. If any information is incorrect or missing, you must correct or add information in the grey area of the notice.

Sign the renewal notice.

Enclose your notice together with a check or money order (no cash) payable to the MVA in the pre-addressed envelope that arrived with your renewal notice.

• Include your driver’s license number and your work or home phone number on the check. The check must be preprinted with your name and address.

Mail the pre-addressed envelope with all required materials inside.

The MVA will mail the new registration card and sticker to you within two weeks.

TipIf you are using this method, do it at least 15 days before the expiration date so you avoid a late renewal.

Renewing in Person

You may renew your Maryland vehicle registration in person only if you have flagging issues that prevent you from renewing using another method. These flagging issues include unpaid parking citations and insurance violations and other problems. Before you can renew, you must first contact the agency that placed the flag on your record. You can find a list of flagging entities here.

You can renew your registration in person at an MVA office, a tag and title service, some county treasurer’s offices or the MVA’s mobile office. However, the county treasurer’s offices only issue registration stickers. You will need to go to one of the other locations listed above to get license plates and other registration materials. Furthermore, you may be required to pay an additional service fee if you do not obtain your renewed registration directly from the MVA. To renew your registration in person, you will need to bring:

Your car registration renewal notice.

• If you do not have your renewal notice, you can instead present identification at an MVA office and complete the Application for New Plates/Stickers & Transfer Plates or Non-Title Trailers.

Your insurance information.

Credit/Debit card, check or cash for payment.

Replacing Your Vehicle Registration

If something has happened to your registration card, there is no need to worry. You can always ask the MVA to give you a replacement as soon as possible. Driving without your plates, registration sticker or card is a risk, since a police officer can stop you and give you a ticket. Furthermore, if your registration card is damaged and cannot be read, you must also request a replacement.

If your registration card is lost, stolen, destroyed or illegible, you will only have to request one and effortlessly replace it with a new duplicate license. Just stick to the process you will find below.

Replacing Registration OnlineReplacing a registration card online is a simple process if you follow these steps:

Visit eMVA.

Click on “Duplicate Registration” on the left menu.

Enter your email address and/or phone number.

Click on “next” and follow the prompts.

Pay the fee.

Whenever you move to a new address or change your name, it is essential to keep this information updated in all your MVA documents, including your registration card. You will need to inform the MVA of these changes and ask them to update your information. To better understand the process and the steps you have to take, continue reading below.

Important Dates or TimeframesYou must notify the MVA within 30 days of your name or address change.

Changing Your NameWhen you officially change your name after a divorce or marriage or for any other reason, you will be required to change the name on all of your identification documents, including your vehicle registration card. To do so, you must complete the steps below:

Change your name with the Social Security Administration (SSA).

After the SSA name change is complete, visit an MVA full-service office to change the name in the MVA’s Driver Licensing System.

Follow the instructions to replace your registration.

Changing Your AddressIf you have recently moved to a new address, it is essential that you update the address on your registration card. Once you have completed every step properly, you will receive an

address correction card in the mail. You must carry this address correction card with your vehicle’s registration card. Let us review the processes below:

OnlineChanging your mailing address online is the simplest and fastest method, and you do not even have to leave your house to do it. To change your address online, you must:

Visit eMVA.

License Plates

Once you register your car in Maryland, you are required to prove that your registration is current and valid by displaying your license plates with their current stickers. License plates are as important as your driver’s license, since they identify your car. The MVA issues license plates and registration stickers when you register your car for the first time or renew your registration.

Maryland license plates identify what type of registration you have, and in case something happens to you or your car, they work as a means of locating it through the MVA. Your license plates may be replaced if something happens to them. You may also get special interest plates. If you are leaving the state, you will need to return your plates.

Replacing Your License PlatesIn the event that your license plates are lost, stolen or damaged, you may rest assured that the MVA will provide you with the means to replace them as soon as possible. You will need the following items:

If your plates were stolen, you are required to report the theft to law enforcement. You must obtain a copy of the report and inform the MVA about the theft.

Getting Custom PlatesIn Maryland, you will find a wide variety of custom license plates to suit you. Aside from the general license plate, Maryland offers special interest license plates, designed to reflect your interests or needs. These types of license plates include the following:

The message on your plate may have a minimum of two and a maximum seven characters (numbers and/or letters). You may apply for the plates online or in person at any MVA office. Alternatively, you may mail an Application for Special Registration Plates to the following address:

Surrendering Maryland License PlatesYou will be required to surrender your plates to the MVA if you move from Maryland to another state, if you no longer need the plates or if your insurance is cancelled. To surrender your plates, you have several options:
