Functions and Duties of the Committee:
The Land Reclamation Committee oversees land reclamation activitiesrelated to the surface mining of coal in Maryland. It is directed bystatute (Annotated Code of Maryland, Natural Resources Article, Section7—205/b!) to: ... study, recommend, and approve all procedures forreclamation, conservation and revegetation of any area affected byopen pit mining within the State
Specific duties addressed by the Committee during its monthly meetingsinclude:
1. Review and approval of reclamation plans;2. Review and approval of Annual Mining and Reclamation Progress
Reports, Final Reports, and revegetation bond releases;3. Establish amounts of revegetation bond for each operation.
The Land Reclamation Committee visits sites for which mining permitapplications have been submitted/approved to: (1) determine thesuitability of the proposed reclamation plan; (2) review annual miningand reclamation progress; and (3) evaluate revegetation.

FOR THE CALENDAR YEAR 1981
REVEGETATION OF STRIP MINED LANDS
The State Land Reclamation Committee voted to release 1,155.7 acres
of reclainEd surface coal mined land from a total of 1,471 acres eligible
for revegetation bond release during 1981. This action was taken after
consideration of 99 planting reports filed by 41 different coal companies.
Prior to release of bonds, the State's surface mining regulations
require a minimum of two growing seasons after planting for evaluation
to determine if:
1. The herbaceous coverage is at least 80 percent and no active
erosion is taking place on the site;
2. Bare areas do not exceed 2,500 square feet;
3. Permanent legumes, well distributed, comprise at least
10 percent of the coverage;
4. Erosion rills and gullies do not exceed 9 inches in depth;
5. There are no depressions and seeps in the area; and
6. If trees and shrubs are planted, at least 600 well distributed
and living stems must exist per acre, including volunteers.
Longer evaluation time may be required, even if an area meets these
criteria at the end of two growing seasons, if the health conditions of
the vegetation are questionable. All reclaimed acres were planted with
a mixture of permanent and temporary grasses and legumes to insure
adequate erosion control protection. In addition to herbaceous cover,
trees for forestry purposes and trees and shrubs for wildlife benefit
were planted on 52 acres.
The principal reason for disapproval of 315.3 acres was failure to
meet the permanent legume requirements. The permanent legume is very

important in sustaining the vegetative cover of the site.

During the first month of each year, a listing of acres eligible for
revegetation bond release is compiled. This list is published in local
newspapers in Allegany and Garrett Counties several times before the
public hearing for revegetation bond releases. Copies of this list are
available at the Bureau of Mines office after January.
During 1981, many soil samples were taken on revegetated strip mine
Ilands. The soil samples were analyzed for pH, Nitrogen, Potash (P205) and
Potassium (K20). The average pH was 5.2, and P205 was very low in over 85%
of the samples taken. Analyses of original soils of the areas strip mined were
very similar.
FOR THE CALENDAR YEAR 1981
ABM400NEO NINE LM4D RECLAMATION
A total of 24.5 acrea of abandoned mine lands were reclaimed under six
different contracts covering backfilling and revegetation. The total cost
of the six contracts was $52,050. The fund source for these contracts is the
Bituminous Coal Open—Pit Mining Reclamation Fund. The Bituminous Coal Open—
Pit Mining Reclamation Fund is derived from a 15c per ton of coal mined
reclamation surcharge and a $40 per acre of land mined reclamation fee paid
by the coal operators.
In addition to the six projects mentioned above, the Appalachian
Regional Commission (ARC) is funding a daylighting project in the Cherry
Creek Basin, Garrett County. Daylighting is a technique used to remove
abandoned underground mine workings by surface mining methods to eliminate
ground water from becoming contaminated by the mine workings. This project
will abate the last known abandoned underground mine drainage source in the
Cherry Creek watershed. The project is approximately 90% complete and is
expected to be topsoiled and revegetated in the spring of 1982.
The ARC has also approved funds ($1,910,625) for the Upper George's
Creek Pollution Abatement Project, Allegany County. The Pollution Abatement
Project will consist of sealing the beds of portions of five stream sections
in the northern portion of the George's Creek watershed with an impervious
clay lining and protecting the stream banks and clay lining with rock riprap.
The purpose of this project is to reduce surface water that is entering
abandoned underground mine workings and creating abandoned mine drainage
pollution. Engineering designs and construction specifications on one of
the five stream sections, Vale Run, is 90% complete, and project construction
is expected to begin in the Spring of 1983.

FOR THE CALENDAR YEAR 1981
An application for Federal funds, to finance a project that will
stabilize an active landslide area exacerbated by an abandoned mine
discharge, was submitted to the Federal Office of Surface Mining. The
proposed project will consist of the installation of surface and sub-
surface drainage diversions, site regrading, and revegetation.
&iticipated project engineering and construction costs are $300,000.
The Bureau is finalizing the State Abandoned Mine Lands Reclamation
Plan, for submission to the Federal Office of Surface Mining. The
Reclamation Plan will identify the procedures to rank and select abandoned
mine projects, provide public participation, and coordinate reclamation efforts
with local, State, and Federal agencies. The Plan is to be completed in
the Spring of 1982, and will be submitted to the Office of Surface Mining
for approval at that time.
