The report herewith submitted is for the calendar year 1955 and is theSeventy-ninth Annual report upon conditions of the Coal and Clay mineswithin the State.

The reports from the various mining operators throughout the State showthe tonnage to be as follows:

COAL AND CLAY PRODUCTIONPick 139,601.04Machine 191,760.08Strip 250,003.06

COAL PRODUCTION

ALLEGANY COUNTY: During the calendar year 1955, Allegany Countymines employed 198 miners, 21 drivers (including motormen, brakemen,etc.), 19 inside laborers, and 59 outside employees, making a total of 297men. The production of coal for 1955 was 199,102.06 net tons. This showsa production of 1005 net tons per miner employed during this period.

GARRETT COUNTY: During the calendar year 1955, Garrett Countymines employed 249 miners. 28 drivers (including motormen, brakemen,etc.), 49 inside laborers, and 126 outside employees, making a total of 452men. The production of coal for 1955 was 324,807.11 net tons. This showsa production of 1 304 net tons per miner employed during this period.

FIRE CLAY PRODUCTION

ALLEGANY COUNTY: During the calendar year 1955, the fire claymines in Allegany County employed 25 miners, 3 drivers, 3 inside laborersand 7 outside employees, making a total of 38 men. The production offire clay during 1955 was 57,455.01 net tons, and shows a production of2291 net tons per miner.

GARRETT COUNTY: There was no clay production during the calendaryear 1955. Clay operations in Garrett County ceased March 1952, andhave never resumed operation.

EDWARD A. STO WELL

(1901 - 1955)

On December 13, 1955, Mr. Edward A. Stowell, District Mine Inspectordied at Newton D. Baker Veterans Hospital, Martinsburg, West Virginia.Mr. Stowell had been in failing health for the past year. He had served asDistrict Mine Inspector since 1949.

Mr. Stowell was born on April 29, 1901 at Mt. Savage, Maryland andhad been associated with the coal industry since 1927. He started workingin the coal mines as a laborer, advancing to Mine Foreman and finally tothe position of Mine Inspector in 1949. He served with the U. S. Navyduring World War II.

Mr. Stowell was well known and had many friends among the miners,officials and operators in the coal mining industry in Maryland. He wasa faithful, conscientious employee. He had an active interest in the safetyand economic betterment of the coal mining industry.

Mr. Stowell was an active member of The American Legion and Veteransof Foreign Wars. He was a member of The Mine Inspectors Institute ofAmerica since 1950.

Mr. Stowell was married and the father of a daughter and two sons.

He will long be remembered for his quick and ready wit, and will bemissed by his many friends and associates in the coal industry.

STRIP MINING LAWS

The Strip Mining Laws of the State of Maryland went into effect onJune 1, 1955. To engage in open pit mining of bituminous coal, the opera-tor must first file an application as provided by this department. Each ap-plication will cover four acres of coal to be stripped. This must be accom-panied by a Form of Bond, Cash or U. S. Government Securities in theamount of four hundred dollars ($400.00), one hundred ($100.00) per acre.The operator must also pay a filing fee of two hundred dollars ($200.00). APERMIT, giving the location of the acreage to be stripped, is then issued tothe operator by the Bureau of Mines.

To further comply with this law, the operator must file an OperationsReport within thirty (30) days after starting removal of overburden. With-in six (6) months after the operation is finished or abandoned, the opera-tor must file a Completion Report with the Bureau.

When the open pit mining operation is terminated and the operator hascomplied with all regulations set out in this law, the Directors of the Bureauof Mines will issue a release of the bond, cash or securities as deposited withthe State Treasurer.

FIRST AID TRAININGDue to the growing concern for industrial safety and the interest of the

general public in Civil Defense, the Bureau of Mines has conducted numer-ous classes in First Aid training during the year. These classes were taughtby Mine Inspector, Thomas B. Powell, who holds a First Aid Instructor'sCertificate from both the U. S. Bureau of Mines and the American RedCross. Mr. Harry B. Buckley, District Mine Inspector, and Ellsworth B.Filer assisted with this training.

The participants in these classes numbered 147, including both menand women. Some received Red Cross Certificates while the majorityreceived both the Red Cross and U. S. Bureau of Mines Certificates. Thefollowing classes were conducted: West Virginia Pulp & Paper Company,Luke, Maryland, (four classes); Potomac Fire Company, Westernport,Maryland; Frostburg Police and Fire Department, Frostburg, Maryland;class of women in Deer Park, Maryland: and a mixed class in Cumberland,Maryland.

The need for this type of training is still evident, and the Bureau hopesto be able to furnish this training during the next year to any interestedgroups. Since this training is in addition to Mr. Powell's regular duties asa Mine Inspector, it will be necessary to limit the number of classes.

KITZMILLER MINE RESCUE TEAMThe Kitzmiller Mine Rescue Team is still intact and has regular practice

sessions, under the supervision of H. B. Buckley, District Mine Inspector.

The members of the team are Captain Carl Schell, Chester Evans, Mer-vin Sims, Lee Hartman, Richard Sherwood, Jr., Carlton Mosser and HavenChapman. All of the members of this team reside in the vicinity of Kitz-miller, Maryland.

The Mine Rescue Team and the Maryland Bureau of Mines cooperatewith the Maryland Civil Defense Agency to provide adequate Rescue serv-ice for all cases of emergency.

SAFETY ORDERSDuring the calendar year 1955, two (2) Safety Orders were issued by

the District Mine Inspectors of the Bureau of Mines.

These Safety Orders are listed as follows:

Harry B. Buckley, District Mine Inspector, District No. 2.

August 17—Numerous violations of the Mining Laws. The mine was closed. TheSafety Order was complied with and the mine reopened.

Thomas B. Powell, Inspector at Large.

June 29—Numerous violations of the Mining Laws. This Mine was closed andnot reopened.

PROSECUTIONS

During the calendar year 1955, it was only necessary to obtain one war-rant against a coal mine operator, due to violations of the Maryland Min-ing Law.

The warrant was obtained against the operator for failure to make therequired reports to the Maryland Bureau of Mines. The operator wasordered to pay a fine and costs. Upon payment of costs the fine wassuspended since he made the necessary reports.

FATALITIES

No fatal accidents occurred in the coal mines of Maryland during thecalendar year 1955. Maryland has had no fatal Mine accidents since 1953.The Operators and Employees are to be commended for this record, and itis anticipated that SAFETY CONSCIOUSNESS will continue to producefatality free years in the future.

Fuel Combustion Advisor For The Year 1955

During the year 1955, Mr. Selders spent 123 days in the office and labora-tory in Westernport, and 31 days in the field collecting samples, advising oncoal preparation, etc. Seventy-one days were devoted to State Institutions,during which all Institutions using coal as primary fuel were visited at leastonce. Eleven days were devoted to the various Public School Systems andother Public Institutions.

Mr. Selders participated in a workshop program at State Teachers Col-lege, Frostburg, Maryland and in Garrett County for The Board of Edu-cation.

Approximately 225 samples were processed in the Coal Testing Labora-tory during 1955. Most of these samples were of delivered coal at State In-stitutions.

During the year 1955 we had 16 coal complaints, pertaining to the quali-ty of coal purchased by the State for consumption at State Institutions. Forthe most part these complaints were due to high ash and moisture content.While there can be no justification for high ash, much of the moisture wasdue to extremely inclement weather that prevailed throughout the coal fieldsduring this period.

With the tropical storms that did considerable damage to transportationfacilities and to mine installation, it was necessary to conduct a survey tolocate coal that was available for State consumption until the emergencysubsided. Several mines supplying coal to the Purchasing Department suf-fered considerable damage and were out of production for 30 days or more.

Some additional equipment and other improvements and refinementswere added to the coal laboratory.

It was necessary to discontinue the class at Barton due to the lack of inter-est. The average attendance of this class was only five students.

The Mt. Savage class consisted of thirteen adults and three students fromthe local school, making a total of sixteen.

The Frostburg class had an enrollment of twenty-nine students, who main-tained an average of 95% attendance, making this the largest class.

A great deal of interest was shown in these classes especially in the dis-cussions during the student participation period at the end of the classmeeting. Each student was encouraged to contribute by asking questions ordiscussing some problem of special interest to him. In this way, every stu-dent acquired the benefit of the experience of others. These periods wenton at times for one or more hours beyond the regular class session.

Report of Night Mining ClassesL. C. HUTSON

The Night Mining Classes opened their sessions January 3, 1955, andclosed May 20, 1955.

During the above period, five weekly classes were conducted in Garrettand Allegany Counties.

ORGANIZATION AND SCHEDULE

The Night Mining Classes were organized and conducted at the follow-ing points:

Due to lack of interest and a failure to maintain the minimum standardof attendance at Mill Run, this class was discontinued. A Safety TrainingProgram was conducted at Friendsville, Deer Park and Grantsville withthe cooperation of the Maryland Bureau of Mines.

With the initial large enrollment at Crellin, it was thought best to di-vide the class into two sections. The basic section met on Monday nightsand the advanced section met on Wednesday nights.

REPORT ON THE SHORT COURSE IN COAL MINING1955

The thirty-second annual Short Course in Coal Mining was held at Crel-un, Maryland, beginning June 20, 1955 and ending July 29, 1955.

Instruction was given in the Crellin Elementary School building for fourweeks, five nights per week, in fundamental mining subjects. Two classperiods were held each night for a duration of one hour each.

Instruction and training was then given in Gas Testing and the use ofFlame Safety Lamps, for one week, five nights per week, the duration ofeach class averaging two hours.

The Course was held, as in former years, by the University of Marylandin cooperation with the Maryland Bureau of Mines, The United StatesBureau of Mines, The State Board of Education, and the County Boardsof Education of Garrett and Allegany Counties.

As in previous years, the Gas Testing Program was in charge of theUnited States Bureau of Mines, in cooperation with the Maryland Bureauof Mines. Practice testing for explosive and non-respirable gases was given,followed by supervised and recorded tests for each individual student.

The above mentioned tests were made under variable conditions, byuse of the Flame Safety Lamp in a special Testing Gallery constructed forthat purpose.

SUMMARY OF THE SHORT COURSEThe enrollment of the Short Course totaled twenty-two men. Seven of

these men had been enrolled and attended previous Short Courses. Theremaining fifteen had all been students in Night Mining Classes in formeryears. Their interest was keen and their progress was outstanding. Theincrease in enrollment over former years was very gratifying.

CONCLUSION

At the beginning of the school year, Mr. L. C. Hutson, Instructor—Uni-versity of Maryland, was on leave of absence; and, to carry on this pro-gram, it was necessary for Mr. Thomas B. Powell of the Maryland Bureauof Mines to organize the classes until Mr. Hutson's return on January 1,1955.

With the improvements in the coal industry which were apparent by thistime, it was evident that enough interest was displayed in vocational min-ing to merit several additional classes. At one point, it was found possibleto conduct two classes per week, one in basic mining and the other in ad-vanced mining subjects.

To reduce the travel over mountainous roads in inclement weather andin view of the popularity of the lecture-discussion type class, it was con-sidered advisable for Mr. Powell to carry on the Frostburg and Mt. Savageclasses for the remainder of the school year.

While interest lagged at several points, it became necessary to terminatethose classes and resume at other locations. This condition contributed toa larger enrollment than usual.

The Short Course in Coal Mining originally scheduled for Frostburgwas transferred to Crellin, where a survey showed that this would be theideal central location for the majority of the aspirants for Certificates ofCompetency.

The enrollment was higher in the Short Course than it had been for anumber of years. The percentage of attendance was high and interest wasmaintained constantly.

In conclusion, this demonstrated the continued need for this type of pro-gram; and, past experiences have proven the value of this program to theemployer, the employee and the public as well.
